Set up WooCommerce shipping in this order: confirm the store location, create geographic zones, arrange the zones from most specific to broadest, and add a Flat Rate, Free Shipping, or Local Pickup method to each zone. WooCommerce gives a customer the methods in the first zone that matches the entered shipping address, so zone order is as important as the rate itself.

How WooCommerce shipping zones work
A shipping zone is a geographic area to which you ship products. You define that area with countries, states or provinces, continents, and optionally postcode patterns. A customer sees only the methods attached to the zone that matches the shipping address at checkout.

Recommended Free Tools
Each customer matches one zone. WooCommerce checks zones from the top of the list downward and stops at the first match. This means a narrow zone must appear above any broader zone that also contains it. For example, a postcode-specific zone must be above its state, country, and “Rest of the world” zones.
| Configuration | What it controls | Important limitation |
|---|---|---|
| Shipping zone | Which customers can see a method, based on address | A customer is assigned to the first matching zone only |
| Shipping method | How the order is charged or collected | A zone without a method can produce “No shipping options were found” |
| Shipping class | Groups products for class-specific costs | A class does not calculate a rate by itself; a method such as Flat Rate must use it |
| Store shipping location | The origin or selling location used by WooCommerce settings | It does not replace customer-facing zones |
The core WooCommerce methods are Flat Rate, Free Shipping, and Local Pickup. Live carrier quotes and shipping-label printing are not included in the core features; those workflows require WooCommerce Shipping or another compatible Marketplace extension.

Before you create a zone
Confirm the store location
Go to WooCommerce > Settings > General and verify the store location and selling location settings. Correct location information prevents an otherwise valid zone design from being based on the wrong country or region.
- Check the country and state or province shown for the store.
- Confirm which countries the store is allowed to sell to.
- Save changes before configuring shipping zones.
Map your delivery policy before entering settings
Write down the areas you actually serve and the rule for each area. Decide whether the charge is per order, per item, based on a shipping class, waived at a threshold, or replaced by pickup. This avoids overlapping zones and contradictory methods.

| Area | Customer-facing choice | Pricing model | Special rule |
|---|---|---|---|
| Local postcodes | Local Pickup and/or local delivery method | Pickup may be free or have a cart-wide cost | Must be above the state or country zone |
| Home state or province | Flat Rate | Base cart charge, with optional item or class costs | Use postcode restrictions if only part of the state is served |
| Other domestic regions | Flat Rate or Free Shipping | Separate rate or threshold | Keep above “Rest of the world” |
| All remaining destinations | Flat Rate, Free Shipping, or no method | Broad fallback rule | Place last |
Step-by-step: create and order shipping zones
- Open the zone screen. In the WordPress dashboard, go to WooCommerce > Settings > Shipping > Shipping zones.
- Start a zone. Click Add zone.
- Name it descriptively. Use a name such as “Metro postcodes,” “Domestic shipping,” or “Canada provinces.” The name helps you administer the store; customers normally see the method name instead.
- Choose the geography. Select countries, states or provinces, or continents. If the area is narrower than a whole region, use the option to limit it to postcode patterns.
- Add methods. Choose Add shipping method, select Flat Rate, Free Shipping, or Local Pickup, and configure the method.
- Save the zone. Save the zone and repeat for every area you serve.
- Reorder the list. Drag the most specific zones above broader zones. A practical order is city or postcode, then state or province, then country, and finally Rest of the world.
- Test with representative addresses. Use one address that should match each zone, including a postcode at the edge of a restricted area.
WooCommerce uses the first matching zone in list order. A customer in a city whose postcode is included in a narrow zone will never reach the state or country rate below it. Conversely, if the broad country zone is above the postcode zone, the narrow rule is effectively hidden.
How to add a Flat Rate
Flat Rate is the core option for a predictable charge. It can apply one base cost to the cart and can also use additional per-item and shipping-class costs.
Configure the method
- Open the relevant zone under WooCommerce > Settings > Shipping > Shipping zones.
- Click Add shipping method and choose Flat Rate.
- Open the method’s settings.
- Enter the customer-facing method name, such as “Standard shipping” or “Economy delivery.”
- Choose the tax status required by your tax setup.
- Enter the base cost for the cart.
- Save changes, then test the method with a cart containing one product and another containing several products.
The base cost is the cart-wide amount. Flat Rate also exposes fields for additional per-item and shipping-class costs. A base cost of $0.00 or a blank base can be useful when the class costs are intended to supply the charge, but verify the resulting checkout total with every relevant product combination.
Choose a customer-facing name carefully
The method title is part of the buying decision. “Standard shipping” tells a shopper what the service is; “Flat Rate 1” does not. If two methods are available, distinguish them by service or speed rather than by internal labels.
Understand tax status
Flat Rate’s tax-status choice determines whether WooCommerce treats the shipping charge as taxable according to your tax configuration. Select the status that matches your tax advice and jurisdiction; do not assume that a free or low-cost method is automatically tax-exempt.

How shipping classes change product-based costs
Shipping classes group products that need different handling or pricing—for example, standard items, bulky items, or fragile items. Classes are not standalone rate calculators. They affect checkout only when a shipping method, such as Flat Rate, has costs entered for those classes.
Create a shipping class
- Go to WooCommerce > Settings > Shipping > Classes.
- Add a class name and a description that will help you identify it later.
- Save the class.
- Open each applicable product and assign the class in its shipping settings.
Attach class costs to Flat Rate
- Return to WooCommerce > Settings > Shipping > Shipping zones.
- Open the zone and edit its Flat Rate method.
- Enter the relevant cost for each shipping class.
- Save and test a cart containing one product from each class.
This setup is appropriate when the same geographic area has different handling costs for different products. Keep the class names and method labels clear so that a future administrator can tell whether a charge comes from the base, item, or class setting.
| Need | Use | Why |
|---|---|---|
| One predictable charge for any cart | Flat Rate base cost | Simple to explain and administer |
| Additional charge for quantity | Flat Rate per-item cost | Scales with the number of items |
| Different handling for product groups | Shipping classes plus class costs in Flat Rate | Lets bulky or special products use different costs |
| Destination-specific product charges | Separate zones, each with its own Flat Rate settings | Combines geography with class-based pricing |
How to offer free shipping over a minimum order
Free Shipping is a method attached to a zone. It can be available unconditionally, unlocked by a valid free-shipping coupon, or triggered by a minimum order amount.
Set a minimum order requirement
- Open WooCommerce > Settings > Shipping > Shipping zones.
- Open the destination zone and click Add shipping method.
- Select Free Shipping.
- In the requirement field, choose A minimum order amount.
- Enter the threshold shown in the method settings.
- Save changes and test a cart just below the threshold, exactly at it, and above it.
The threshold must be evaluated using the value WooCommerce displays in that method’s settings. Check how your store’s taxes, discounts, and coupons affect the order amount before publishing the offer.
Decide what happens to other methods
A free-shipping method can appear alongside Flat Rate. WooCommerce also has a global setting that can hide other rates when free shipping is available. If customers should see only “Free shipping” after reaching the threshold, enable that behavior. If they should still be able to select a paid faster service, leave the other method visible and test the checkout presentation.
Use a coupon instead
When the requirement is a campaign or customer-specific offer, select the valid free-shipping coupon requirement and create or maintain the coupon in WooCommerce’s coupon settings. Test an invalid, expired, and valid coupon so shoppers do not see free shipping unexpectedly.
How to add Local Pickup
Local Pickup lets customers collect an order instead of having it shipped. Add it to the zone that covers the pickup address, then set the title, tax status, and optional cart-wide cost.

- Print via USB: For Windows (7 and later), Mac OS,Chrome OS, you can connect the desktop label printer via USB cable. Note that Mac OS only works with USB connection, you can not print via Bluetooth
- Good Helper for Cost Saving: Advanced thermal direct technology is adopted to achieve the printing speed of 150 mm/s, up to 72 sheets 4x6 labels/min. High speed brings high efficiency and helps your business grow faster! 203 DPI makes printing clearer. No ink, no toner, only thermal labels needed. Both fanfold labels and roll labels could be used. Label size: labels width ranges from 1.54" to 4.1"(40-104 mm), such as 4x6, 3x2, 3x1, 2x1 thermal labels and so on
- Strong Platform Compatibility: This bluetooth shipping label printer can work with virtually all platforms, including Amazon, Ebay, Shopify, USPS, UPS, Esty, PayPal, Poshmark, etc.(Note: Please remember to save the logistics label as a PDF on the logistics platform, then upload it to the editor APP "NELKO" for printing
- Suitable for Commercial and Home Use: Printer driver, instruction videos and problem shooting videos are provided in U-Disk for better setting. Nelko PL70E label printer is much smaller than traditional printers and only requires a small piece of space to achieve printing. Very suitable for printing shipping labels, mailing labels, price labels, barcode labels, name tags and all kinds of small category labels
- Go to WooCommerce > Settings > Shipping > Shipping zones.
- Open the applicable zone and click Add shipping method.
- Choose Local Pickup.
- Set the customer-facing name, such as “Collect from our store.”
- Set the tax status required for the pickup charge.
- Optionally enter a cart-wide cost; leave it at the intended free amount if pickup should not add a charge.
- Save and place a test order using an address inside the pickup zone.
If the pickup option is missing, inspect the zone order first. A broader zone above the pickup zone may be matching the address and preventing WooCommerce from reaching the pickup method.
Designing zones for different shipping costs by product
Use two layers when both destination and product matter: zones decide where the customer is, while shipping classes and method settings decide how products in that zone are charged.
Example: bulky products cost more domestically
- Create a domestic zone covering the countries or regions you serve.
- Create a “Bulky” shipping class and assign it to the affected products.
- Add Flat Rate to the domestic zone.
- Set the standard base or item cost and enter the additional class cost for Bulky.
- Test a standard-only cart, a bulky-only cart, and a mixed cart.
If the bulky products need a completely different service rather than an addition to the normal charge, create a separate method or zone policy instead of assuming a class alone will create a new rate.
Example: a local pickup area inside a wider country
- Create a postcode-limited local zone with Local Pickup.
- Place it above the country-wide zone.
- Create the country-wide Flat Rate below it.
- Test an address inside and outside the postcode pattern.
The first address should see pickup; the second should see the country-wide shipping method. If both see the same choice, check the postcode pattern and the order of the zones.

| Option | Geographic control | Pricing basis | Tax setting | Typical use |
|---|---|---|---|---|
| Flat Rate | Added to one or more zones | Base cart cost, optional per-item cost, and shipping-class costs | Method-level tax status | Predictable shipping charge or product-specific handling |
| Free Shipping | Added to a selected zone | No charge when its requirement is met: none, valid coupon, or minimum order amount | Configured in the method settings where applicable | Promotions and threshold offers |
| Local Pickup | Added to the pickup zone | Optional cart-wide pickup cost | Method-level tax status | Customer collection from a local location |
| Shipping class | No geographic matching | Only contributes when a method uses its class cost | Inherits the method’s tax treatment | Different handling for product groups |
Why the wrong rate appears at checkout
The broad zone is above the narrow zone
This is the most common cause. Move postcode or city zones above state or country zones, and move those above “Rest of the world.” WooCommerce does not combine methods from multiple matching zones.
The customer entered an address outside the intended pattern
Check the country, state or province, and postcode exactly as entered at checkout. A typo, a different province abbreviation, or a postcode pattern that does not include the address can send the customer to another zone.
The matching zone has no method
A zone can match correctly and still show no shipping option if no method is attached. Open the zone and confirm that at least one method is enabled and saved. A matching zone with no methods produces a no-shipping-available message.

Free Shipping is hiding paid rates
Review the global shipping setting that controls whether other rates are hidden when free shipping is available. Decide whether the checkout should show only free shipping or also offer paid alternatives such as a faster service.
Cached rates are being displayed
Enable WooCommerce shipping debug mode while diagnosing the problem. Debug mode displays the matched zone and bypasses the shipping-rate cache, making it easier to distinguish a configuration error from stale cached output. Disable or review the setting after testing if it is not needed in production.
The method cannot provide the requested carrier service
Core Flat Rate, Free Shipping, and Local Pickup do not fetch live carrier prices. If the requirement is a real-time USPS, UPS, or DHL quote, or automatic label printing, evaluate WooCommerce Shipping or another compatible Marketplace extension and verify its current compatibility and pricing before installation.
A systematic checkout test
Do not test only one address. Use a small matrix that exercises every rule:
| Test | Address or cart | Expected result |
|---|---|---|
| Narrow-zone match | Address inside the postcode-limited area | Only methods from the narrow zone |
| Boundary address | Nearby postcode outside the pattern | Method from the next broader zone |
| Country or region match | Address covered by the domestic zone but not the local zone | Domestic method |
| Fallback match | Address outside all named areas | “Rest of the world” method, if one exists |
| Free-shipping below threshold | Cart just under the minimum | Paid method or no method, according to policy |
| Free-shipping at threshold | Cart exactly at the minimum | Free Shipping becomes available |
| Class pricing | Standard, classed, and mixed carts | Flat Rate totals reflect the configured class costs |
| Pickup | Address inside pickup zone | Local Pickup is available |
Record the address, cart contents, displayed methods, and total for each test. If a result changes after editing a zone, clear or bypass the shipping-rate cache with debug mode and repeat the same test.
Operational decisions to make before launch
- Geographic specificity: Use postcode restrictions only where the delivery boundary is real and maintainable. Otherwise, a state, province, country, or continent zone is easier to administer.
- Pricing model: Choose per-order, per-item, class-based, threshold, or pickup pricing based on your cost structure and how clearly customers can understand it.
- Tax treatment: Set the tax status deliberately for every method; shipping taxes depend on your tax configuration and jurisdiction.
- Method names: Describe the customer’s choice, not the administrator’s internal terminology.
- Fallback behavior: Decide whether destinations without a method should be blocked or handled by a broad final zone.
- Carrier integration: Treat live quotes and labels as an extension requirement, not something the core methods provide.
Launch checklist
- Store location is correct under WooCommerce > Settings > General.
- Every intended destination belongs to the correct zone.
- Postcode and city zones are above state, province, country, and continent zones.
- “Rest of the world” is last when it is used.
- Every matching zone has at least one enabled method.
- Flat Rate base, item, and class costs have been tested with mixed carts.
- Products requiring special handling have the correct shipping class.
- Free Shipping’s requirement and interaction with paid methods match the published offer.
- Local Pickup appears only for the intended addresses.
- Tax statuses have been reviewed for every method.
- Checkout has been tested below, at, and above any minimum-order threshold.
- Customers needing live carrier rates or labels have an appropriate compatible extension.
What WooCommerce core can and cannot do
Core WooCommerce is sufficient for geographic rules, fixed charges, free-shipping thresholds or coupons, local pickup, and product grouping through shipping classes. It does not include live carrier-rate calculations or label printing. Those capabilities require an extension, and compatibility, regional availability, and pricing can change, so verify the current Marketplace details before committing to one.
For a straightforward store, start with one zone per meaningful geographic policy and one clearly named method per customer choice. Add postcode-specific zones only when they solve a real delivery difference. This keeps the first-match rule understandable and makes future rate changes safer.
