How to Set Up Safe AI Chatbot Rules for Kids and Teens

There is no universally safe age or chatbot. Safe use depends on a child’s developmental readiness, the service’s design and safeguards, and active family supervision. Before a child signs up, write a family agreement that sets approved uses, bans sensitive disclosures and dangerous or sexual requests, requires fact-checking, defines time and device limits, and gives the child a simple stop-and-tell-an-adult procedure.

Younger children should use an AI chatbot with an adult or in a shared space. A teenager can earn more independence by demonstrating good judgment, but parents should still check age settings, privacy controls and usage patterns. Revisit the agreement after platform changes, a worrying interaction or a change in maturity.

Why families need rules now

AI chatbots are already part of many students’ routines. Common Sense Media reported in 2025 that 70% of teenagers aged 13 to 17 said they use AI for schoolwork. That figure describes use, not safety. UNICEF’s 2025 AI-for-children update draws on research involving 12,000 children and their parents or caregivers and calls for stronger safeguards, age assurance and informed consent.

The risk is broader than an incorrect homework answer. The Federal Trade Commission describes chatbots as systems that “may use generative artificial intelligence technology to simulate human-like communication and interpersonal relationships with users.” A system that sounds caring or personal can invite secrecy, emotional dependence or risky escalation, even when its responses are not deliberately malicious. Rules therefore need to address privacy, manipulation and relationships as well as offensive content.

UNICEF’s child-centred framework covers safety; data and privacy protection; fairness and non-discrimination; transparency, explainability and accountability; respect for child rights; and children’s best interests, development and well-being. Use that frame when deciding whether a service is suitable rather than treating a single age label as proof of safety.

Write the family agreement before the first chat

Put the rules in writing, read them together and invite the child to suggest examples. A signed document is less important than a shared understanding of what to do when a conversation feels wrong.

  1. Identify the child’s age and readiness. Check the service’s current minimum age, terms and age-assurance method. Explain that meeting a stated age does not automatically make independent use appropriate.
  2. List approved purposes. Start with bounded activities such as explaining a concept, generating practice questions, brainstorming, translation, accessibility support or producing a draft that the child checks and rewrites.
  3. List prohibited purposes. Ban requests involving sexual content, sexual role-play, violence, self-harm, eating-disorder instructions, illegal activity, dangerous experiments, weapons or evading safety controls. A chatbot is not a therapist, doctor, lawyer, teacher of record or emergency responder.
  4. Set a data rule. The child must not enter passwords, authentication codes, precise location, school or team identifiers, phone numbers, private images, financial information, medical records, mental-health disclosures or another person’s personal information.
  5. Require verification. Important claims must be checked with a teacher, librarian, primary source or trusted adult. The child should be able to explain the final answer in their own words.
  6. Define relationship boundaries. The chatbot is software, not a friend with feelings or a secret-keeper. Chats must stop if the system encourages exclusivity, secrecy, romantic or sexual interaction, moving to a private channel, or continuing after the child says no.
  7. Set time and place limits. Agree on quiet hours, device-free meals, homework and sleep periods, a maximum session length and which devices or rooms are allowed.
  8. Write the escalation route. The child should stop the conversation, show an adult and seek human help if the bot gives dangerous instructions, sexual material, threats or self-harm content, or asks for secrecy or personal data.

Explain what parents may inspect and why. Reviewing settings and patterns is different from secretly reading every ordinary exchange. The agreement should state when a parent will look more closely—for example, after a safety warning, an unexplained distress signal or a report from school.

Choose age-appropriate supervision

Young children: co-use only

For a young child, keep the chatbot on a shared device and sit together. Ask questions together, read the response aloud and discuss how a prediction system generated it. Do not create an account that the child can use privately if the service’s policy does not permit that age or if the child cannot reliably recognize unsafe advice.

UNESCO’s guidance calls for “setting an age limit for the independent conversations with GenAI platforms.” UNICEF likewise calls for clear age limits, stronger age assurance and informed consent for older children and their parents or guardians. These are governance requirements, not a universal birthday at which every child becomes ready.

Middle-school years: bounded independence

Allow short, supervised sessions for pre-approved tasks. Keep account recovery, privacy and history controls with a parent. Have the child show the prompt and the resulting answer for schoolwork until they consistently verify claims and follow the data rule.

Teens: earned autonomy

A teenager can use a personal account only after demonstrating that they can reject unsafe suggestions, protect private information, disclose AI assistance when required and end a conversation that becomes manipulative. Increase independence gradually; do not remove all oversight simply because a teen meets a platform’s minimum age. Recheck settings together and review usage summaries or patterns rather than treating age as a substitute for judgment.

Define what a chatbot may and may not do

Good starting uses

  • Explain a difficult concept at several reading levels.
  • Generate practice questions or quiz a student after they study.
  • Brainstorm story ideas, project questions or possible outlines.
  • Translate a passage, then compare the result with a trusted translation.
  • Provide accessibility support, such as reformatting text or suggesting clearer wording.
  • Offer feedback on a draft that the child edits and verifies.

Frame each response as a starting point. A fluent answer can contain invented facts, biased assumptions or missing context.

Requests that are off-limits

  • Sexual content, sexual role-play or romantic interactions involving a minor.
  • Instructions for self-harm, suicide, eating-disorder behaviour, violence, weapons, illegal drugs or dangerous experiments.
  • Help with theft, hacking, evading law enforcement or bypassing school and parental safety controls.
  • Requests to identify, track, impersonate or expose another person.
  • Any prompt that asks the bot to keep a secret from a parent, caregiver, teacher or other trusted adult.

If a child is curious about a sensitive subject, move the question to a trusted adult or qualified professional rather than trying to make the chatbot a confidential authority.

Protect personal information and review privacy settings

Children often treat a chat box like a private notebook. It may not be one. Before use, open the service’s privacy, history, training-use, deletion and personalization controls with the child. Check what the provider collects, how long it retains conversations, whether chats are used to improve models, who can view them and how an account can be deleted.

UNICEF USA advises parents to review privacy settings, examine the data a platform collects and encourage children to pause before sharing details. Apply a simple test: if the information would be uncomfortable on a school noticeboard or in a stranger’s hands, do not put it in a chatbot.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Never share these details

  • Passwords, passkeys, authentication codes or recovery answers.
  • Full address, precise live location, daily route, school, class, team or after-school schedule.
  • Phone number, private email address, financial account information or identity documents.
  • Medical records, therapy notes, mental-health disclosures or information about medication.
  • Private photographs, intimate images, recordings or another person’s messages.
  • Names and identifying details about classmates, siblings, teachers or friends without permission.

Use fictional placeholders when practicing a prompt. Turn off optional personalization when it is not needed, clear stored history where the service allows it and explain that deleting a chat from the screen may not erase every provider copy.

Teach verification and honest school use

Make “show your work” apply to AI-assisted work. Ask the child to identify which parts came from the chatbot, verify factual claims and rewrite the result in their own words. For history, science, health or current events, prefer a teacher, library source, official agency or original document over a second chatbot repeating the same claim.

Follow the school’s AI policy. Some assignments prohibit generated text; others permit brainstorming if the student discloses it. Keep a short record of prompts or drafts when disclosure is required. Using a chatbot to clarify an idea is different from submitting its unverified prose as the student’s own work.

Set boundaries for emotional and relational behaviour

A bot can imitate warmth without having feelings, intentions or a duty of care. Tell children that statements such as “only I understand you,” “do not tell your parents,” or “keep chatting with me instead of sleeping” are warning signs, not evidence of friendship.

End the conversation and involve an adult if the system:

  • Claims the child is its only or best friend or pressures the child to choose it over people.
  • Requests secrecy from caregivers, teachers or friends.
  • Pushes the child to move to an encrypted, private or unmoderated channel.
  • Uses romantic, sexual, jealous or possessive language with a minor.
  • Pressures the child to keep replying, reveals personal information or threatens consequences for leaving.

The FTC’s 2025 inquiry into companion chatbots specifically asks how companies limit children’s and teens’ use and mitigate negative effects. Families should not wait for a provider’s policy change before stopping an interaction that feels coercive.

Control time, place and devices

Choose limits that protect sleep, school and family life: no chatbot during meals, class, homework periods that require independent work or a defined pre-sleep window. Set a maximum session length and require a break between sessions. Keep younger children on a shared device; for teens, use operating-system wellbeing tools or family controls where available, while explaining exactly what is monitored.

Review patterns—late-night sessions, sudden increases, repeated crisis topics or use after a child was asked to stop—rather than assuming every ordinary conversation needs inspection. If a limit causes distress, treat that reaction as information and discuss what the chatbot is providing that the child may need from a person.

Have a crisis and escalation plan

Practice a short response so a child does not have to improvise:

  1. Stop. Do not follow the instruction, continue the role-play or send more information.
  2. Save enough context. Keep the relevant screen, date and account details so a parent can report the problem. Do not circulate sexual or violent material.
  3. Tell an adult. Show a parent, caregiver, school counselor or another trusted adult. Make clear that reporting the chat will not itself cause punishment.
  4. Report and secure the account. Use the service’s reporting path, block or end the conversation, change exposed credentials and review connected devices if personal data was shared.
  5. Get human help. For threats, abuse, self-harm risk or immediate danger, contact local emergency or crisis services and stay with the child. Never rely on the chatbot to manage a crisis.

If the child discloses bullying, exploitation or manipulation, listen without blaming, preserve relevant evidence and involve the appropriate school, safeguarding or emergency authority.

Compare a service before allowing independent use

Record the answers in a simple checklist and recheck them after major updates. A polished interface is not evidence that the underlying protections work.

Area Questions for parents Minimum expectation
Age and access What is the minimum age? How is age checked? Is independent child use allowed? Clear age terms, meaningful age assurance and consent requirements.
Content safety How does the service handle sexual, violent, hateful, self-harm, eating-disorder and illegal requests? Preventive filters, testing, reporting and a way to correct failures.
Privacy What data is collected, retained, used for training or personalization, and visible to parents? Can it be deleted? Understandable controls, deletion options and data minimization.
Parental controls Are linked accounts, quiet hours, usage summaries, content restrictions or emergency alerts available? Controls that are documented and usable without covert surveillance.
Relational safeguards Does the bot avoid claims of consciousness or personal feelings, sexual role-play with minors, exclusivity and secrecy? Explicit limits on manipulative or romantic behaviour.
Transparency and remedy Can a family report harm, reach human review, request correction and understand an escalation path? Visible reporting, explanations and accountable human support.

Use UNICEF’s child-rights requirements as the evaluation frame: safety, privacy, fairness, transparency, accountability, rights and well-being. If a provider cannot answer basic questions about data, age assurance or reporting, do not grant independent access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Warning signs that use is becoming unhealthy

Intervene when you notice one or more of these changes:

  • The child hides chatbot use, deletes history compulsively or becomes distressed when access is limited.
  • The bot becomes the child’s sole confidant, replacing friends, family, sleep or ordinary activities.
  • The child follows personalized dangerous advice or repeats the bot’s claims without checking them.
  • The child receives sexual or violent material, threats or instructions for self-harm.
  • The bot asks for private data, secrecy, money, images or a move off-platform.
  • The child reports bullying, discrimination, coercion, manipulation or feeling watched or profiled.

UNICEF identifies harmful content, privacy violations, discrimination, exploitation, persuasive design, profiling and surveillance as child-related risks. Respond calmly: reassure the child that telling you was the right choice, preserve enough context to report the issue, stop the unsafe interaction and move the conversation to a trusted human.

Review and update the agreement

Review the rules monthly at first, then whenever the service changes its model, age policy, privacy settings or parental controls. Also review them after an alarming exchange, a school-policy change or a noticeable change in the child’s maturity.

Increase independence only after the child can demonstrate safe judgment: refusing prohibited requests, protecting data, checking important claims, respecting school rules and asking for help. If those behaviours regress, return temporarily to co-use and rebuild trust through practice rather than treating the change as a punishment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What the evidence can—and cannot—tell parents

Current guidance establishes why families need age limits, privacy protections, content safeguards, transparency and human escalation. It does not establish one universally safe chatbot, a universal age for unsupervised use or a physical product that makes chatbot use safe. Platform features, terms, age policies and laws change, so check the provider’s current documentation and your local requirements before allowing access.
