The safest way to build a role-based AI workflow is to start with one narrowly scoped agent, then add specialist agents only when a distinct responsibility, tool boundary, or approval step justifies the extra coordination. Give every role a written mission, input and output contract, permitted tools, authority limits, escalation path, and validation checks. Choose a manager, handoff, or directed-graph pattern deliberately; make state, retries, termination, cancellation, and permissions explicit; then trace and evaluate real runs before granting more autonomy.
What role-based AI agents are—and when a team is justified
A role-based agent is an AI worker configured for a bounded responsibility rather than a general “do anything” prompt. Its role specifies what it is accountable for, which information it may use, which tools it can call, what it must return, and when it must stop or ask a human.

A team workflow connects several such roles to complete a business process. For example, an intake agent can normalize a request, a researcher can gather evidence, an executor can make an approved change, a reviewer can check the result, and a publisher can prepare the final artifact. The agents do not become safer merely because they are specialized: each additional role creates another context boundary, failure mode, permission surface, and possible loop.
Start with one agent
Implement a single agent first when one set of instructions and tools can complete the task with a human able to inspect every result. Microsoft AutoGen’s team guidance recommends optimizing a single agent before introducing a team. This approach gives you a baseline for quality, latency, tool errors, and approval effort.

Split the workflow only when at least one of these conditions is true:
- A responsibility requires expertise that conflicts with another role’s instructions.
- A tool or data source must be isolated from the rest of the workflow.
- A separate approval, audit, or ownership boundary is required.
- The task has stable stages or branches that are easier to validate independently.
- A specialist can produce a reusable, schema-validated result for several workflows.
Do not create agents merely to make an architecture diagram look sophisticated. A manager plus four loosely defined assistants is usually harder to test than one well-instructed agent.
Design the workflow contract before writing prompts
Write the business contract in plain language before choosing a framework. The first version should be narrow enough that a person can review every output and every external action.

- Outcome: State the business result, such as “produce an approved incident summary,” rather than “use several agents to investigate.”
- Trigger: Identify what starts a run: a form submission, ticket event, scheduled job, or human command.
- Required inputs: List mandatory fields, accepted formats, freshness requirements, and what happens when a field is missing.
- Allowed data: Specify workspaces, records, files, or services the run may read. Treat unlisted data as inaccessible.
- Final approver: Name the person or group that must approve a consequential action or publication.
- Failure path: Define where an incomplete, contradictory, or unsafe result goes, including the human escalation queue.
Also record what “done” means. A result is not complete because an agent generated text; it is complete when required fields pass validation, citations or evidence are present where needed, and the authorized person accepts any action with side effects.
Define each role as an enforceable interface
OpenAI’s Agents SDK models an agent around instructions, a model, and tools, with support for handoffs and guardrails. Treat that configuration as an interface, not as an informal persona description.
Mission and non-goals
Write one sentence describing the role’s responsibility and a second sentence listing what it must not do. An intake role might classify and normalize requests but may not approve refunds or send customer messages. A reviewer may reject a draft but may not silently edit source records.
Input and output schemas
Use a machine-checkable schema for every boundary. A research role could return:

Reject or quarantine output that fails schema validation. Do not let the next agent infer whether a missing field means “none,” “unknown,” or “the previous agent failed.” Represent those states explicitly.

Tools and authority limits
List tools by operation, not by vague capability. “Read ticket metadata” is safer than “access the ticket system.” For each tool, document whether it is read-only, reversible, or side-effecting; which records it may touch; and whether a human confirmation is required.
Escalation and validation
Give the role clear stop conditions: conflicting records, sensitive data, low confidence, an unavailable connector, or a request outside its authority. Define deterministic checks where possible—required fields, allowed status transitions, numeric ranges, duplicate detection, and approval presence—before relying on a model’s self-assessment.
Choose the coordination pattern
The coordination pattern determines who owns control, how context moves, and where failures are handled. The following comparison reflects the documented primitives in the OpenAI Agents SDK and Microsoft AutoGen; it is an architectural guide, not a benchmark.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Pattern | Control owner | Best use | State design | Failure control | Operational burden |
|---|---|---|---|---|---|
| Manager with agents as tools | Central manager | Stable decomposition with one final owner | The manager maintains the shared result and validates specialist responses | Manager checks each tool result and decides whether to retry, ask for input, or stop | Lower initial complexity |
| Handoffs | The current specialist | Natural transfer of responsibility between roles | Handoff context must be deliberately bounded and typed | Every handoff needs return, escalation, and timeout rules | Medium; context transfer requires careful design |
| Directed graph or team | Graph or team controller | Explicit stages, branches, and auditability | State is represented in graph or team execution | Termination and external cancellation are first-class concerns | More scaffolding, but clearer execution paths |
Manager pattern: one owner, specialists as tools
Use a manager when the user should receive one coherent answer and one component should decide which specialist to call. Each specialist is exposed like a typed function: the manager supplies validated arguments and receives a structured result. Keep the manager’s prompt focused on routing, synthesis, and policy checks; do not duplicate every specialist’s instructions in it.
Require the manager to explain why a specialist is needed in internal trace data, while passing only the minimum context required for the call. The manager should not treat a fluent response as success until the specialist’s schema and business checks pass.
Handoffs: transfer control to the specialist
Use a handoff when the specialist should own the next conversation or decision. An intake agent can transfer a billing question to a billing agent, which can then ask the user for missing details. Define whether the original role can regain control, whether the specialist may hand off again, and what context is copied.
Pass a compact handoff record rather than the entire transcript whenever possible. Include the normalized request, completed checks, unresolved questions, authorization state, and a correlation identifier. This limits prompt growth and reduces accidental disclosure.
Directed graphs and team execution
Use a graph when stages, branches, retries, and transitions must be visible and auditable. Microsoft AutoGen’s GraphFlow documents directed execution for teams; its team guidance also treats termination conditions and external termination as explicit controls. A graph can represent paths such as intake → research → review → approval → publish, with a branch to escalate whenever evidence conflicts.

A graph is usually worth the added scaffolding when the workflow has regulatory review, parallel work, repeatable state transitions, or a requirement to resume from a known checkpoint.
A practical build sequence
1. Narrow the first workflow
Choose one workflow with a measurable outcome and limited side effects. Record a representative set of inputs, including malformed, incomplete, adversarial, and high-risk cases. Decide which steps remain human-approved during the pilot.
2. Implement one specialist
Configure one agent with its instruction block, model, and smallest useful tool set. Start with read-only tools where possible. Add a schema validator outside the model and return a typed error when the output is incomplete.

3. Measure the baseline
Run the single agent on the representative set. Record completion rate, validation failures, tool errors, time to result, human corrections, and unsafe attempts. These measurements become the comparison point for any later multi-agent design.
4. Split stable responsibilities
Create a new role only when its responsibility and authority are stable. Typical roles include:
- Intake or triage: validates the request, classifies it, and identifies missing information.
- Researcher: gathers permitted evidence and records uncertainty.
- Executor: performs an approved, bounded operation through a specific connector.
- Reviewer: checks policy, completeness, and evidence without changing the source of truth.
- Publisher: formats an approved result for its destination and cannot bypass approval.
Give each role its own contract and test set. “Researcher” and “reviewer” should not share write access simply because they happen to run in the same process.
5. Add orchestration
Select manager, handoff, or graph control based on the decision table above. Define the data passed at each boundary, the owner of the final result, and the exact transition that follows each status value.
6. Add termination, cancellation, and retries
Set these controls before enabling autonomous runs:

- Maximum turns: a hard cap on agent-to-agent or tool exchanges.
- Timeouts: separate limits for model calls, connectors, and the entire run.
- Retry limits: bounded retries with backoff for transient failures only.
- Termination conditions: successful schema validation, an explicit escalation status, a policy violation, or a maximum budget reached.
- External cancellation: an operator action that stops queued and in-flight work where the runtime permits.
- Resume policy: a checkpoint and idempotency rule for restarting without repeating a side effect.
Never retry a side-effecting tool automatically unless it supports an idempotency key or the operation can be proven safe to repeat. A model-generated phrase such as “done” is not a sufficient termination signal.
7. Secure the workspace and connectors
Workspace Agents use role-based access controls, and connected tools can allow users to act through connections created by the agent owner. Treat that owner identity and every connector scope as security-critical.
- Map workspace groups to the agents and tools each group may invoke.
- Separate read and write credentials; issue the narrowest resource and operation scope.
- Store secrets in the runtime’s secret manager, not in prompts, source files, or trace payloads.
- Define which human identity appears as the actor for each external action.
- Require approval for deletion, publication, financial changes, permission changes, or other irreversible operations.
- Review connector logs and revoke unused access before the pilot expands.
Slack and Microsoft Teams deployments generally require an administrator to connect the tenant or workspace and install the application for the appropriate users or groups. Confirm the organization’s current consent and installation process before promising a self-service rollout.
8. Choose the runtime boundary
An in-application SDK gives the team control over deployment, tool implementations, state, and approvals. A managed harness reduces runtime ownership but may constrain customization or data placement. Use a sandbox when the agent needs files, shell commands, packages, or isolated workspace state.
Document the boundary explicitly: where prompts and state are stored, which network destinations are reachable, how files are mounted, how packages are installed, and how the environment is destroyed after a run.
9. Trace and evaluate real runs
Capture traces for prompts, tool calls, handoffs, latency, failures, validation results, and final outputs while redacting secrets and unnecessary personal data. OpenAI recommends tracing for debugging followed by evaluation loops.
Build a small regression set from representative tasks and score each role’s contract separately:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Did intake classify the request and identify missing fields?
- Did research use only permitted sources and mark uncertainty?
- Did execution stay within the authorized operation and target?
- Did review catch policy or evidence failures?
- Did publication occur only after the required approval?
Inspect traces for repeated calls, context bloat, unsupported claims, accidental data leakage, and attempts to bypass a guardrail. Expand autonomy only after the failure modes are understood and the regression set passes consistently.
Best Value
State, context, and resumability
Agents need a shared representation of progress, but sharing the full conversation is rarely the right design. Store durable workflow state separately from transient reasoning or chat history.
Recommended state fields
- Run identifier and parent workflow identifier
- Current stage and owner
- Validated input record
- Outputs accepted by schema and policy checks
- Pending approvals and approver identity
- Connector operation identifiers and idempotency keys
- Retry counts, deadlines, and cancellation status
- Escalation reason and human notes
Pass a minimal, role-specific view of that state to each agent. Keep authoritative records in your application or workflow store rather than allowing a model to become the system of record. For resumable runs, checkpoint before and after side effects and make the recovery behavior explicit.
Failure modes and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| Agents repeat the same question or tool call | No shared status, unclear ownership, or unlimited retries | Persist stage and attempt count; add a bounded retry policy and a terminal escalation state |
| A specialist returns plausible but unusable text | No output contract or validator | Require a schema, reject invalid output, and expose validation errors to the owning controller |
| The wrong agent receives sensitive context | Full transcript passed across a handoff | Use an allowlisted handoff record with field-level filtering |
| A side effect happens twice | Retry without idempotency protection | Use an idempotency key, check operation status before retrying, or require human confirmation |
| The workflow never stops | No hard turn, time, or cost boundary | Set maximum turns and deadlines; terminate on repeated validation failure or escalation |
| Users can invoke tools they should not access | Workspace group and connector scopes are too broad | Apply least privilege, separate read/write tools, and audit effective permissions |
| Results degrade after adding specialists | Context dilution, conflicting instructions, or unnecessary handoffs | Compare against the single-agent baseline; remove roles that do not improve a measured outcome |
| Operators cannot explain a decision | Missing traces or opaque state transitions | Record prompts, tool calls, approvals, transitions, and validation outcomes with a run identifier |

Manager, handoff, or graph: a decision checklist
- Choose a manager when one component should own the user-facing answer and specialists provide bounded capabilities.
- Choose handoffs when responsibility naturally moves to a specialist that should conduct the next interaction.
- Choose a directed graph or team when stages, parallel branches, approvals, resumability, and audit trails must be explicit.
- Stay with one agent when splitting roles would add context transfer without a distinct authority or tool boundary.
Minimum production checklist
- Business outcome, trigger, required inputs, allowed data, approver, and failure path are documented.
- Every role has mission, non-goals, tools, authority limits, escalation rules, and an output schema.
- Read and write operations use separate, least-privilege scopes.
- State, checkpoints, idempotency, retries, timeouts, turn limits, and cancellation are implemented.
- Handoffs pass an allowlisted context record rather than an unrestricted transcript.
- Validation runs before downstream work and before every consequential side effect.
- Traces capture prompts, calls, transitions, approvals, errors, and final outputs without exposing secrets.
- A regression set covers normal, incomplete, contradictory, adversarial, and high-risk inputs.
- A human fallback, credential-revocation plan, and rollback path have been tested.
Frequently asked questions
How many agents should a team workflow have?
There is no useful universal number. Start with one agent and add a role only for a stable responsibility, distinct permission boundary, or independently testable stage. The right count is the smallest architecture that improves a measured outcome without creating unmanageable handoffs.
Should every agent see the full conversation?
No. Pass the smallest typed context needed for the next responsibility. Store durable workflow state outside the model and filter handoff fields to prevent accidental disclosure and prompt growth.
Can an agent approve its own work?
For consequential actions, separate execution from review and require the designated human or policy-controlled approver. A reviewer agent can check completeness and policy, but its approval authority must be explicitly granted and audited.
Recommended Free Tools
What should happen when a connector is unavailable?
Return a distinct blocked or needs-input status, preserve the validated state, and follow the documented escalation path. Do not silently substitute guessed data or retry indefinitely.
How do we know whether adding a specialist helped?
Compare the multi-agent run with the single-agent baseline on the same regression set. Examine contract pass rates, human corrections, unsafe attempts, tool failures, latency, and completion—not just the fluency of the final answer.
