In Microsoft Entra ID, OAuth governance has two separate jobs: admin consent decides whether an application may receive requested permissions, while access reviews decide which people should retain access. Configure both controls together. First route risky consent requests to qualified reviewers, then make sure the app’s Entra integration can actually remove access when a review outcome says it should.
This is an Entra-specific implementation guide. The menus, roles, consent behavior, and review capabilities described here should not be assumed to match Okta, Google Workspace, or another identity provider.

What the two controls do
An OAuth application can ask for delegated permissions, which let it act for a signed-in user, or application permissions, which can let it access organizational data without a signed-in user. The distinction determines the risk of approval.

Admin consent is an authorization decision for the application and its scopes. It is not a personnel access review. An access review is effective only when Entra represents the access path and can propagate a removal to the application. Treat approval and recertification as related but different controls.

Decide your policy before enabling requests
Write down the policy that the workflow will enforce. The Entra feature can route requests, but it does not decide what your organization considers acceptable.
- Define whether users may consent only to selected low-impact permissions, to a broader set of user permissions, or to none without administrative review.
- Identify which roles, groups, or named people review requests and who owns each approved application.
- Require reviewers to record the business purpose, requested scopes, publisher validation, decision, and justification.
- Set conditions that trigger denial or blocking, such as an unverified publisher, an unexplained application permission, or scopes that exceed the feature being requested.
- Decide whether approved applications require user assignment, group membership, or another restriction.
- Choose a recertification cadence based on data sensitivity, privilege, application ownership, and how often the application changes. Microsoft’s guidance does not impose one universal interval.
Least privilege applies to both consent and reviewer administration. A reviewer should not receive more directory authority than needed to perform the job.
Prerequisites and role boundaries
A Global Administrator enables the admin consent workflow in the Microsoft Entra admin center. That role is highly privileged, so use it for configuration rather than routine request handling where another qualified role can perform the task.
Designating a reviewer does not grant that person the right to approve every request. Microsoft states: “Simply designating them as a reviewer doesn’t elevate their privileges.” The reviewer must separately hold the permissions required for the requested consent. Microsoft’s setup guidance specifically notes that only Global Administrators can approve requests for Microsoft Graph application permissions; verify current role guidance and your tenant’s policy before assigning approvers.
For application access reviews, Microsoft’s preparation guidance lists Microsoft Entra ID P2 or Microsoft Entra ID Governance, and EMS E5, as licensing prerequisites. Product packaging and entitlements can change, so confirm the license assigned to your tenant before creating a purchasing plan.
Enable the Microsoft Entra admin consent workflow
- Sign in with a Global Administrator account. Open the Microsoft Entra admin center.
- Open the settings page. Go to Entra ID > Enterprise apps > Consent and permissions > Admin consent settings.
- Allow requests. Under Admin consent requests, set Users can request admin consent to apps they are unable to consent to to Yes.
- Choose reviewers. Add the users, groups, or roles that should receive requests. Select people who can evaluate the application and who have the separate directory permissions needed to grant the requested consent.
- Configure notifications. Turn on reviewer request notifications and expiration reminders as appropriate for your operating process.
- Set request validity. Choose how long an unanswered request remains valid, according to your response-time and escalation policy.
- Save the configuration. Microsoft says enabling the workflow can take up to one hour to take effect, so do not treat an immediately missing prompt as proof that the configuration failed.
Reviewer membership has an important lifecycle detail. People added later do not receive requests that were created before they were assigned. People removed from the reviewer list can retain the ability to review requests created while they were designated. Include reviewer changes in your access-governance records and check pending items during handover.
What happens when a user requests approval
When a user is blocked from self-consenting, Entra displays the exact user-facing message “Approval required”. The user can explain the business need and submit the request. Designated reviewers receive the configured notification, and the requester is notified after a reviewer acts.

The workflow is not a replacement for selecting an appropriate user-consent policy. If the organization permits users to consent to a category of low-impact permissions, those grants can occur without this request path. Use the policy and the workflow together: self-consent for the explicitly allowed category, administrative review for everything else.
Review and act on a pending request
- Open the Microsoft Entra admin center with an account that has the required review and consent permissions.
- Go to Entra ID > Enterprise apps > Activity > Admin consent requests.
- Open My Pending and select a request.
- Read Review permissions and consent to identify every delegated or application permission being requested.
- Open App details to examine the publisher and application identity.
- Open Requested by to confirm who needs the application and why.
- Choose the outcome and provide the required justification.
Approve
Approval grants admin consent. Unless access is separately restricted, tenant-wide consent may allow all users in the tenant to access the application. Consent answers whether the application may receive the permissions; it does not automatically limit use to the person who submitted the request.
Deny
Denying rejects the current request and requires a justification. It does not prevent the same user, or another user, from submitting a new admin-consent request for that application later. Record what evidence was missing or what scope was excessive so a later request can be evaluated consistently.
Block
Blocking denies the request, requires a justification, creates a disabled service principal in the tenant, and prevents future requests for that application. Use this outcome when the application should not be authorized rather than merely when the current request lacks information.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Outcome | Immediate effect | Can another request be submitted? |
|---|---|---|
| Approve | Admin consent is granted; use may be tenant-wide unless assignment is required. | Future requests depend on the tenant’s consent policy and application state. |
| Deny | The current request is rejected and a justification is recorded. | Yes. |
| Block | The request is rejected and a disabled service principal is created. | No future requests for that application. |
Use a disciplined approval checklist
Tenant-wide consent can expose organizational data, so review the application rather than approving because the requester is trusted or because many users already use it.
Validate control and publisher
- Identify who controls and publishes the application.
- Confirm that the application identity and publisher information match the business request.
- Pause when ownership, support responsibility, or the publisher’s legitimacy is unclear.
Inspect every requested scope
- Read each permission instead of relying on the product name or requested feature.
- Separate delegated permissions from application permissions; application permissions can operate without a user session and therefore deserve heightened scrutiny.
- Ask the publisher to explain any scope that appears broader than the feature requires.
- Do not approve an unexplained or excessive scope merely because the vendor is well known or the application has existing user grants.
Microsoft’s consent-management guidance puts the decision plainly: “If you aren’t confident that you understand who controls the application and why the application is requesting the permissions, don’t grant consent.”
Record an auditable decision
- Capture the requester, application identifier, publisher, exact permissions, business purpose, reviewer, decision, and date.
- Note whether access will be tenant-wide or restricted by assignment.
- Assign an application owner responsible for future scope changes, incidents, and reviews.
Restrict approved applications to selected users
If consent is granted for the tenant but only a defined population should use the application, configure the enterprise application to require user assignment and assign the approved users or groups. This turns an authorization decision into a separate sign-in eligibility control.

Check the complete access path. A user may receive access through a direct assignment, a group, an app role, or provisioning. If a group grants access, review the group membership and any nested or synchronized membership that contributes to the effective entitlement. Do not assume that approving a single requester creates a requester-only grant.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Assignment is especially important for applications whose consent would otherwise make the app available to every user. It also gives access reviews a directory object they can evaluate and remove.
Prepare an application for effective access reviews
An access review can recommend or remove a directory assignment only when that assignment represents the application’s real access path. Before scheduling reviews, document how users authenticate and how their entitlement reaches the service.
| Application pattern | What to review | Enforcement requirement |
|---|---|---|
| Federated single sign-on with individual assignments | App-role or enterprise-application assignments for each user. | Require assignment and allow Entra to remove the assignment when a review outcome requires it. |
| Federated single sign-on with groups | Membership in every group that grants the application role. | Ensure the review covers the full group-based access path and that removing membership changes access. |
| Provisioning or synchronization | Entra assignments and the users provisioned to the application. | Keep provisioning active so a removal in Entra can be propagated to the service. |
| No federation or provisioning path | The represented user list in Entra, if one exists. | Apply review removals manually in the application; Entra cannot automatically enforce an unconnected decision. |
Federated applications
For a federated app, Entra controls authentication. Individual assignments or group membership should correspond to who is permitted to sign in. Make assignment required when access must be limited, then review the assignment or the group that carries it.
Provisioned applications
For an app that receives accounts or roles through provisioning, verify that provisioning is active and that Entra’s assignments match the users who actually have access. A review that removes only an Entra record while provisioning is broken will not reliably remove the downstream account.
Password-only or disconnected applications
Removing an assignment from a password-only application may hide the app from the user’s My Apps portal without preventing sign-in by someone who still knows the password. Such an application needs a manual enforcement procedure, including password rotation or account removal where appropriate.
Delegated-consent limitations
Some per-user delegated consents are not themselves access-review objects. Conditional Access controls can provide another way to control who is allowed to connect, but they do not replace an application-specific review of publisher, scopes, ownership, and business need.

Design the recurring access-review policy
After the access path is represented, create an application access review in the Entra governance features available to your tenant. Define the population being reviewed, the reviewers, the decision options, the fallback outcome for nonresponders, the start date, and the recurrence. Select a cadence proportionate to risk rather than copying a generic calendar interval.
- Highly sensitive data or powerful application roles: use a shorter interval and require an accountable application owner.
- Lower-risk business applications: use a cadence that still catches ownership changes, inactive users, and role drift without creating review fatigue.
- Frequently changing applications: trigger an additional review when permissions, publisher, ownership, or integration design changes.
Tell reviewers what evidence to use: current job need, recent activity where available, manager or owner confirmation, and the user’s role. Define what happens when a reviewer does not respond and who manually handles exceptions.

When a review removes access, verify the downstream result. For a federated app, check the assignment or group membership. For a provisioned app, verify that the account or role was deprovisioned. For a disconnected app, complete and record the manual removal.
Audit consent and privileged changes
Review existing applications, grants, owners, and assignments as part of the broader access-governance program. Where licensed features are available, Microsoft recommends monitoring consent activity through Microsoft Defender for Cloud Apps or Azure Monitor workbooks.
Include privileged directory roles in periodic governance checks. A person who can alter application integrations, consent settings, assignments, or provisioning can change the effective access boundary even without approving an individual request.
Microsoft Graph can be used to review consent-request resources programmatically. The cited review guidance does not provide an approval or denial operation through Graph, so do not design a fully automated approval path around that API. Use automation for inventory, notification, evidence collection, and escalation while retaining an authorized human decision for consent.
Troubleshoot common failures
The “Approval required” prompt does not appear
Confirm that the user’s consent policy actually blocks self-consent for the requested permission, that the workflow is enabled, and that up to one hour has passed since saving the setting. Check whether the application already has consent or whether the user is requesting a permission category allowed by policy.

A reviewer cannot approve the request
Being listed as a reviewer is not enough. Verify the reviewer’s separate directory permissions. Requests involving Microsoft Graph application permissions require the appropriate Global Administrator authority according to Microsoft’s setup guidance.
The app was approved, but everyone can still use it
Tenant-wide consent does not automatically create requester-only access. Require user assignment and assign only the approved users or groups, then verify that the app’s sign-in configuration honors assignment.
A review removed an assignment, but the user still signs in
Check whether the user has another assignment, group path, provisioned account, or password known to the user. If the application lacks federation or provisioning, perform the documented manual removal; an Entra assignment change alone cannot enforce access removal in a disconnected service.

Reviewers added later do not receive requests created before their assignment. Have an existing eligible reviewer handle the item or recreate it through the organization’s documented process.
A denied request keeps returning
Deny rejects only the current request. If the application should never be authorized, use Block with a justification and investigate any existing grants separately.
Put the controls into one operating policy
A durable policy connects the approval queue to the access-review program. It states which users may self-consent, which permissions require review, who can approve each permission class, what evidence is mandatory, when an app must be blocked, how user assignment is enforced, who owns each application, and how review outcomes are applied downstream.
Finally, maintain an inventory of approved applications and their scopes. Reassess the inventory when an owner leaves, a publisher changes, permissions expand, provisioning fails, or the application’s business purpose ends. The result is a clear separation of duties: reviewers authorize the app’s requested access, while recurring reviews confirm that the right people still have access and that Entra can remove it when they do not.
