Human review is a substantive, documented decision gate—not a spell-check or a click on “approved.” Assign a person with relevant knowledge and authority to examine the ad’s claims, endorsements, synthetic elements, audience, jurisdiction, disclosures, and platform settings; record the evidence and decision before publication. The exact legal requirement depends on the country, content, channel, and AI use.
What “human review” must accomplish
A useful review answers a simple question: can an accountable person explain why this ad is accurate, permitted, properly disclosed, and ready for its intended audience?

The European Commission’s Article 50 FAQ describes human review as deliberate examination of the content’s substance by people with relevant knowledge and professional judgment. A superficial or purely procedural check—such as spell-checking, grammar correction, or confirming that a file opens—is not enough for the specific EU transparency exception discussed in that FAQ.

An accountable editorial entity must have real authority to approve, change, or reject the substance on grounds such as factual accuracy and source reliability. Apply that standard as a practical design rule even when a particular campaign is outside the EU rule: the reviewer should be able to stop publication and require changes.

Do not assume that every ad made with an AI tool has the same labeling or approval obligation. Requirements vary with geography, the type of content, the way AI was used, the audience, the platform, and the claim being made.
Assign roles before anyone generates creative
Make ownership visible in the campaign brief. A small team can have one person perform several roles, but each responsibility and sign-off should still be identifiable.
| Role | Primary responsibility | Authority to exercise |
|---|---|---|
| Campaign owner | Defines the objective, audience, destination, budget, timing, and final version. | Requests review, accepts a completed decision, and owns launch readiness. |
| Claims or subject-matter reviewer | Checks performance, health, safety, financial, comparative, pricing, and other substantive claims against current evidence. | Requires wording changes or rejects a claim that cannot be substantiated. |
| Endorsement and likeness reviewer | Examines testimonials, avatars, voices, celebrity references, permissions, and whether a synthetic person appears to have personal experience. | Stops publication until identity, consent, and disclosure issues are resolved. |
| Policy or compliance reviewer | Checks jurisdiction, content category, audience, channel rules, disclosures, and applicable AI-transparency duties. | Escalates uncertain interpretations and confirms the required settings or notices. |
| Final approver | Confirms that requested changes were made and that the exact production version was reviewed. | Approves, sends back for revision, rejects, or pauses launch. |
Give reviewers the context they need: the campaign brief, landing page, targeting, markets, offer terms, evidence folder, prompt or production notes, and the exact asset version. Oversight cannot be meaningful when the reviewer sees only a cropped image without the claim, audience, or destination it will accompany.

Route an asset to deeper review when its potential harm, evidence burden, or disclosure complexity is high. The following triggers are practical internal controls, not a complete legal taxonomy:
- Objective performance, health, safety, financial, environmental, or savings claims.
- Comparisons with a named or recognizable competitor, product, price, or outcome.
- Testimonials, reviews, case studies, or a presenter who appears to have used the product.
- An AI avatar, cloned voice, synthetic face, or other likeness that could be mistaken for a real person.
- Recognizable real people, public figures, employees, patients, children, or private individuals.
- Sensitive audience targeting or campaigns involving health, housing, employment, credit, politics, or other protected interests.
- Content intended for a country or platform with a specific disclosure, consent, or altered-content rule.
- Generated or manipulated text about a matter of public interest, where EU Article 50 transparency duties may be relevant.
- Material edits after approval, including a changed claim, offer, audience, destination, voice, or synthetic likeness.
Use a lower-friction path for genuinely low-risk variations, such as resizing an already approved image without changing its meaning. Even then, preserve a link between the derivative and the approved source asset.
Build the pre-publication workflow
A consistent sequence prevents a reviewer from discovering key facts only after launch.
- Create the intake record. Capture the campaign name, owner, objective, target geography, audience, channel, destination URL, offer dates, asset type, and AI involvement. State whether AI generated, edited, translated, voiced, or merely assisted with brainstorming.
- Freeze the review version. Give the image, video, audio, copy, landing page, and settings a version identifier. Do not approve a moving target. If a production edit changes the substance, create a new version and route it again.
- Assign reviewers by trigger. Select a claims specialist for material assertions, an endorsement or likeness reviewer for testimonials and synthetic people, and a policy reviewer for jurisdiction and platform questions. Record who is accountable for the final decision.
- Collect substantiation. For every material objective claim, attach the study, test, product data, terms, or other evidence supporting the exact wording. Check that the evidence is current, applies to the advertised product and audience, and supports the prominence and qualifiers used in the ad.
- Examine the substance, not just the format. Read the ad, watch the complete video, listen to the full audio, inspect on-screen text, and follow the destination. Ask whether a reasonable person could be misled by an omission, implication, edited sequence, or synthetic presentation.
- Determine disclosure and labeling duties. Identify the governing country, channel policy, content type, and AI use. Decide whether a notice, altered-content label, testimonial disclosure, consent statement, or other disclosure is required. Record the rule or policy basis for the decision, including a reason when no specific AI label applies.
- Choose an outcome. Use one of four controlled statuses: approve, revise, reject, or escalate. “Revise” must identify the required change and the person responsible. “Escalate” must name the specialist or decision-maker needed.
- Verify the final release. The campaign owner confirms that the production file, copy, landing page, targeting, and platform settings match the reviewed version. The final approver signs the record before scheduling or publishing.
Use a content-focused checklist
Claims and evidence
- Underline every factual or numerical assertion, including text embedded in images and spoken claims in video.
- Separate measurable claims from opinions, predictions, puffery, and instructions; apply the appropriate evidence standard to each.
- Check qualifiers, exclusions, time periods, sample sizes, units, and conditions. A footnote cannot cure a headline that materially overstates the result.
- Confirm that price, discount, availability, performance, and “best” or “leading” language matches the offer and landing page at the time of publication.
- Check that translated or AI-rewritten copy preserves the original qualification and does not turn a possibility into a guarantee.
The Federal Trade Commission’s “Advertising and Marketing” guidance states: “Under the law, claims in advertisements must be truthful, cannot be deceptive or unfair, and must be evidence-based.” Treat that as the baseline for US-facing claim review; other jurisdictions may impose additional standards.

Testimonials, avatars, and voices
- Ask whether the speaker is a real consumer, an employee, a paid actor, a fictional character, or an AI-generated presenter.
- Do not imply personal use or results that the speaker did not actually experience.
- Verify permission for a real person’s name, image, likeness, and voice. Check whether editing changes what the person appears to say.
- Make required material-connection disclosures clear and close enough to the endorsement to be noticed and understood.
- Review the surrounding claim, not only the disclosure. A visible label does not make a false testimonial or unsupported result truthful.
The FTC’s Consumer Reviews and Testimonials Rule Q&A says there is no blanket prohibition on AI-generated avatars. It also warns that an avatar can still be deceptive. An unauthorized celebrity avatar may violate the rule when consumers would think the celebrity actually endorsed the product.
Synthetic people and realistic scenes
- Identify every generated or altered face, body, voice, location, product demonstration, and background that could affect a viewer’s understanding.
- Check hands, labels, interfaces, measurements, and before-and-after imagery for visual errors that change the implied claim.
- Confirm that a realistic scene does not falsely suggest a clinical setting, customer visit, independent test, or news event.
- Escalate a likeness that could reasonably be recognized as a real person, even if the model was generated from a stock or fictional prompt.
Audience, context, and destination
- Review the ad as it will appear on mobile, desktop, feed, story, search, and connected-device placements.
- Compare the creative with the landing page, terms, consent flow, and checkout experience.
- Check age restrictions, language, accessibility, and whether targeting could expose sensitive inferences.
- Confirm that any urgency, scarcity, or countdown remains true for the entire scheduled run.
Apply a simple decision model
Score the asset against six questions before deciding how much review it needs: potential consumer harm, claim complexity, jurisdictional variation, synthetic-likeness or testimonial implication, reviewer expertise required, and campaign scale or speed. The more “high” answers, the more independent review and escalation you should require.
| Review path | Typical characteristics | Minimum control |
|---|---|---|
| Routine | Low-risk wording or a format change to an approved claim; no new likeness, testimonial, or market. | Campaign-owner check, version comparison, and recorded approval. |
| Standard | New product claims, offers, audiences, translations, or AI-generated creative with no obvious high-impact trigger. | Substantive claims and policy review, evidence attached, final approver sign-off. |
| Enhanced | Health, financial, safety, political, sensitive-targeting, public-interest, comparative, or realistic synthetic-person content. | Relevant subject-matter and compliance reviewers, documented escalation decisions, and an explicit launch hold until all issues close. |
This model is an internal allocation tool. It does not determine whether a law applies and cannot replace jurisdiction-specific advice.
Understand the EU AI Act transparency context
The European Commission states that Article 50 transparency requirements apply from 2 August 2026. The duties are specific rather than a blanket rule for every AI-assisted commercial advertisement. Commission guidance identifies obligations concerning certain AI interactions, machine-readable marking, and specified generated or manipulated content.
For deployers, the guidance includes informing people about specified emotion-recognition and biometric-categorization uses and labeling certain deepfakes and AI-generated or manipulated text publications on matters of public interest when those publications have not undergone human review or editorial control. Whether an ad falls within a category depends on its content, use, and context.
For the public-interest text situation described in the Commission FAQ, human review requires deliberate examination of substance by people with relevant knowledge and professional judgment. Spell-checking or grammatical correction alone does not qualify. Editorial control means an accountable editorial entity can approve, alter, or reject the substance on grounds including fact-checking and source reliability.
The Commission’s Code of Practice is voluntary assistance for demonstrating compliance with certain marking and labeling obligations; the underlying Article 50 requirements are legal obligations. About 190 companies and organisations had signed the code by the end of July 2026, which indicates uptake but does not prove that any individual advertiser is compliant.

Do not over-apply high-risk AI oversight rules
The AI Act contains human-oversight duties for covered high-risk AI systems. Commission materials describe oversight proportionate to risk, autonomy, and use context, with assigned people who are competent, equipped, and enabled to intervene. The Commission also says only a limited number of AI systems are classified as high-risk.
Ordinary AI assistance in ad copy or creative production is not automatically a high-risk system, and the high-risk provisions do not create a universal reviewer requirement for every advertisement. Use the risk-proportionate principles to design a stronger process, but determine legal applicability separately.
The Commission’s FAQ lists the Act’s main application date as 2 August 2026, high-risk AI system rules as applying from 2 December 2027, and rules for AI embedded in physical products from 2 August 2028. It also describes a later proposal that could adjust the high-risk timeline. Verify the current timetable before relying on these dates in a compliance program.
Treat platform labels as a control, not a safe harbor
Google’s Ads Policy Help update posted 9 July 2026 says advertisers may add text or visual labels directly to certain AI-generated or AI-modified image and video ad creatives. It also says some assets generated with Google AI tools may receive labels automatically and describes an AI-label setting rolling out across Google advertising products during July 2026.
The setting does not guarantee compliance with a law or policy. A reviewer must confirm both the platform control and any separate local disclosure duty. Political advertisers have a separate altered-or-synthetic-content disclosure process identified in the same update; do not substitute the general AI-label setting for that process.
Capture a screenshot or export of the relevant setting when practical, note whether the label was advertiser-applied or automatically applied, and verify how it appears in the actual placement. If a label is missing, truncated, or misleading, pause publication while the issue is resolved.

| Record field | What to capture |
|---|---|
| Asset and version | File names, copy version, landing-page version, format, dimensions, and hash or repository link if used internally. |
| Campaign context | Owner, objective, audience, geography, channel, placements, schedule, offer, and destination. |
| AI involvement | Tool-assisted steps, generated or modified elements, synthetic faces or voices, translation, and material edits. |
| Claims and evidence | Each material claim, supporting document or data, date checked, limitations, and required qualifiers. |
| Endorsement and likeness checks | Speaker identity or fictional status, permissions, consumer-experience basis, disclosures, and unresolved concerns. |
| Rule assessment | Jurisdictions and platform policies checked, applicable label or disclosure, and the reasoning when a specific AI rule was judged inapplicable. |
| Reviewers | Name, role, date, substantive comments, requested changes, and escalation recipient. |
| Decision | Approve, revise, reject, or escalate; final approver; release version; and approval timestamp. |
Retain superseded versions and the reason they were replaced. If a complaint, regulator inquiry, or platform challenge arrives, an audit trail is more useful than a single final screenshot.
Handle common failure modes
“The AI tool said the claim was accurate.”
Generative output is not substantiation. Return the claim to the claims reviewer and require evidence that supports the exact wording and conditions.
Free tools Windows power users keep installed
One-click scans. No signup required.
“A person looked at it for ten seconds.”
Presence is not substantive review. Require comments, evidence checks, and a recorded decision tied to the asset version.
“We added an AI label, so the ad is compliant.”
A platform label addresses one control. It does not resolve deceptive claims, unauthorized likenesses, testimonial implications, local disclosure rules, or requirements on another channel.
“The avatar is fictional, so no disclosure is needed.”
Ask what a reasonable viewer would believe. A fictional presenter can still imply personal experience, independent endorsement, or a real event. Escalate when the presentation creates that impression.
“The ad was approved, but the landing page changed.”
Reopen review when the destination, offer, qualification, audience, or material wording changes. An approval belongs to a defined version and context, not to an unbounded campaign concept.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“The reviewer is not empowered to stop launch.”
Change the operating model. A reviewer without authority can identify risk but cannot provide meaningful oversight. Name a final approver who can pause the campaign and require correction.
Best Value
Examples of how the gate works
Low-risk format variation
An approved product description is resized from a feed image to a story placement without changing copy, claim, audience, or destination. The campaign owner compares the derivative with the approved source, checks legibility, records the new version, and approves the format change.
Performance claim with an AI-generated presenter
A video says a service cuts processing time by 40 percent while a synthetic presenter speaks as if personally using it. The claims reviewer verifies the underlying measurement and conditions; the endorsement reviewer removes or qualifies the personal-experience implication unless it is genuine; the policy reviewer checks disclosures and any platform label. The final approver releases only the corrected version.
Public-interest generated text
A campaign publishes AI-generated commentary about a public issue in an EU market. The team determines whether the content falls within the Article 50 category, assigns an editor with relevant knowledge, fact-checks sources and substance, documents the editorial decision, and applies any required labeling. Grammar review alone would not satisfy the human-review standard described by the Commission FAQ.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRoll out the process without slowing every campaign
- Week one: map exposure. Inventory channels, countries, AI tools, recurring claims, synthetic presenters, testimonials, and existing approval points.
- Week two: publish the rule. Define triggers, statuses, reviewer authority, escalation contacts, version naming, and the minimum record fields.
- Week three: pilot. Run the workflow on one routine campaign and one enhanced-review campaign. Measure where reviewers lack evidence, context, or time.
- Week four: tune and train. Turn recurring errors into examples, update the checklist, train campaign owners, and set a review cadence for policy and regulatory changes.
Track operational measures that reveal quality rather than rewarding speed alone: percentage of assets with complete records, revisions by trigger type, unsupported claims found before launch, escalations, post-launch corrections, reviewer turnaround, and the proportion of final assets that differ from the submitted version.
Keep the program current
Assign an owner to recheck EU Commission guidance, implementation dates, platform controls, and FTC materials. Policy pages can change independently of your creative workflow. When a rule or platform setting changes, record the effective date, identify affected campaigns, and decide whether previously approved assets need a new review.
A defensible process is deliberately ordinary: the right person sees the complete context, examines the substance, has authority to intervene, and leaves a clear record of the decision. That is what turns “a human reviewed it” into accountable control.
