First map every country, entity, customer flow and service provider in the transaction. Then determine whether your company is only accepting payment for its own goods and services or is also transmitting, exchanging, safeguarding or controlling funds for another person. That distinction can determine licensing and registration duties.
After the legal perimeter is documented, use an appropriately licensed provider, configure KYB/KYC and beneficial-owner checks, screen customers and wallets for sanctions, monitor transactions, handle Travel Rule data where required, retain records, reconcile each blockchain transaction to an invoice and ledger entry, and define refunds, custody and treasury controls. Launch with low limits in a small number of corridors, test failure cases, and expand only after compliance and finance owners approve the evidence.

1. Establish what your business is legally doing
Stablecoin compliance follows the activity and the jurisdictions involved, not the token’s marketing label. A dollar-referenced token can still be a virtual asset or crypto-asset subject to anti-money-laundering, sanctions, reporting, consumer-protection, tax and data-protection rules.
Separate merchant activity from financial activity
Document whether your company receives a stablecoin solely as consideration for its own products or services, or whether it performs a service for someone else. FinCEN distinguishes a business using virtual currency to buy or sell its own goods and services from an administrator or exchanger that accepts, transmits, buys or sells virtual currency as a business. The latter is generally a money transmitter unless a specific exemption applies. A company that holds customer funds, controls another party’s private keys, converts assets for customers, or routes payments between parties may therefore have a wider regulatory perimeter than a merchant.

FATF expects countries to license or register virtual-asset service providers (VASPs) and supervise them like financial institutions. Its standards call for customer due diligence, record keeping, suspicious-transaction reporting and secure transmission of originator and beneficiary information. Assign a written role to every participant: merchant, payment processor, custodian, exchange, wallet provider, treasury entity and local affiliate.
| Activity in the flow | Question to resolve | Control or legal consequence |
|---|---|---|
| Accepting payment for your own invoice | Do you ever transmit or exchange value for another person? | May be narrower than money-transmission activity, but local rules and tax obligations still apply. |
| Receiving and forwarding a customer’s stablecoin | Are you acting on behalf of a payer or payee rather than settling your own sale? | Could bring money-transmitter or VASP duties. |
| Holding customer assets or keys | Who can move the funds and under whose instructions? | Custody, safeguarding, segregation and insolvency provisions may apply. |
| Converting stablecoins to fiat for customers | Is conversion incidental to your sale or a service offered to others? | Exchange or money-services obligations may apply. |
| Operating wallets, routing or settlement infrastructure | Do you control transfers or provide the service to third parties? | Could qualify as a VASP or crypto-asset service provider (CASP). |
2. Map countries, entities and data before choosing technology
Create a flow map for each corridor: seller entity, customer location, supplier or marketplace, payment provider, wallet addresses, blockchain network, fiat bank, and the people who approve transactions. Record the currencies, expected monthly value and transaction count, customer types, restricted countries, and whether funds ever pass through an entity other than the invoicing merchant.
Obtain jurisdiction-specific legal and tax advice before accepting the first payment. The advice should address licensing or registration, sanctions, consumer disclosures, invoicing and VAT or sales tax, accounting treatment, data transfers, suspicious-activity reporting and record-retention periods. A conclusion for one subsidiary or country does not automatically cover another.
FATF’s 2024 review found that 73 of 98 jurisdictions—75%—were partially or not compliant with Recommendation 15 implementation. That variation means a provider’s global marketing coverage is not proof that your precise entity, customer and corridor are permitted. Keep a country matrix showing the legal conclusion, approved token and network, provider, settlement currency, limits, responsible owner and date of the next review.

3. Select an authorized provider and stablecoin configuration
Compare providers on permissions and operating responsibilities, not only on transaction price. Ask for the legal entity contracting with you, regulator or registration details, supported customer countries, token and network availability, custody model, screening scope, incident obligations, subcontractors, data location, audit rights, termination assistance and the treatment of frozen or rejected funds.
| Comparison axis | Questions for procurement and compliance |
|---|---|
| Authorization | Which entity is licensed or registered, in which jurisdictions, and for which services? |
| Coverage | Are your legal entities, customer types, countries, currencies, tokens and networks eligible today? |
| Custody | Who controls keys, how are assets segregated, and what happens on provider insolvency or suspension? |
| Compliance tooling | Who performs KYB/KYC, beneficial-owner verification, sanctions and wallet screening, transaction monitoring and Travel Rule messaging? |
| Settlement | Can receipts be redeemed or converted to local currency, on what schedule, and with what limits? |
| Operations | Are APIs, hosted checkout, webhooks, accounting exports, refunds, support and uptime commitments adequate? |
| Evidence and liability | Will you receive immutable transaction records, alert decisions and audit logs, and which party bears losses from errors or a breach? |
Examples of operating models to investigate
Circle describes its Circle Payments Network (CPN) as providing wallets, custody, minting, redemption, interoperability, payment orchestration, Travel Rule handling, screening, monitoring, merchant acceptance and business-to-business settlement across more than 180 countries. Treat “180+ countries” as a current product-description figure, not a blanket approval: verify eligibility for each corridor, token, customer type and legal entity.
Coinbase describes Coinbase Business for eligible United States and Singapore businesses, including custody, bank off-ramps and accounting integrations. Its Coinbase Payments offering markets enterprise APIs and KYC/KYB capabilities. Confirm which services are available to your entity and whether the provider or your company is responsible for each control.

Do not select a token merely because it tracks the dollar. Approve the issuer, reserve and redemption arrangements, token classification, supported chain, liquidity, sanctions-screening capability, contract addresses and depeg or suspension procedures. Use the smallest approved set of assets and networks that meets your corridors; every additional combination increases reconciliation and incident complexity.
4. Apply EU MiCA and Travel Rule requirements where relevant
For EU activity, classify the asset and the service before launch. On 17 January 2025, the European Securities and Markets Authority and the European Commission stated that crypto-asset service providers must comply with MiCA requirements for asset-referenced tokens and e-money tokens, and that authorities should ensure compliance with non-compliant offerings by the end of the first quarter of 2025. Check the issuer, token classification, CASP authorization, transitional arrangements and the competent authority in each member state involved.
The Travel Rule requires secure transmission of originator and beneficiary information for covered transfers. Decide which provider collects the data, how it is validated, where it is stored, how data is exchanged with another VASP, and what happens when the counterparty cannot supply the required information. Do not assume a self-hosted wallet eliminates obligations; your risk assessment and local rules determine the treatment.
5. Build a risk-based compliance program
Document policies, owners, escalation times and evidence for the following controls:

- KYB and KYC: verify the legal entity, registration, address, directors, authorized users and beneficial owners. Identify the purpose of the relationship and expected transaction activity.
- Sanctions and restricted-party screening: screen customers, beneficial owners, counterparties and wallet addresses at onboarding and before settlement. Define blocking, investigation and release authority.

- Training and testing: train operations, finance, support and engineering staff on phishing, wrong-network deposits, sanctions alerts, privacy and escalation procedures; test the controls and document remediation.
6. Write a payment policy that removes ambiguity
Your customer terms, invoice and internal runbook should identify exactly what is accepted and how a payment becomes final.
| Policy field | Decision to record |
|---|---|
| Asset and network | Approved stablecoin, issuer, contract address and blockchain; state that sending on another network may be unrecoverable. |
| Receiving destination | Hosted checkout or unique address, address-rotation rules and verification steps. |
| Invoice reference | How the payer supplies an invoice or order ID and how it is tied to the transaction hash. |
| Exchange rate | Source, timestamp, quote currency, validity window and treatment of network or provider fees. |
| Finality | Required confirmations or provider status before goods, services or refunds are released. |
| Refunds | Eligible events, destination-address verification, exchange-rate basis, fees and approval threshold. |
| Restrictions | Blocked jurisdictions, sanctioned parties, prohibited sources of funds and manual-review triggers. |
| Support and disputes | How customers report an underpayment, duplicate, delayed or mistaken-network transfer. |
7. Implement the payment and accounting workflow
- Create the invoice: show the fiat amount, accepted stablecoin and network, quoted token amount, quote expiry, fees, destination, reference and finality requirement.
- Generate or present the destination: use a provider-hosted checkout or a controlled address process. Verify the address through an independent channel before publishing it.
- Screen before acceptance: run customer and wallet checks and place the order on hold when a rule or manual review is triggered.
- Detect the transfer: capture transaction hash, token contract, network, sender, recipient, amount, block time, confirmation status and provider event ID.
- Apply finality: release the order only after the configured confirmation or provider finality status. Keep separate states for detected, pending, settled, rejected and refunded.
- Calculate the ledger value: record the exchange-rate source and timestamp, gross token amount, network fee, provider fee, fiat equivalent, tax code and accounts receivable reference.
- Reconcile daily: match every settled hash to one invoice and one ledger entry; investigate unmatched, duplicated, partially paid and overpaid items.
- Settle or retain: send approved funds to the treasury wallet or convert through the contracted off-ramp, recording the conversion rate, fees, bank reference and destination account.
Handle exceptions deliberately
- Wrong network: quarantine the transaction, do not promise recovery, and escalate to the provider or technical custodian. Recovery may be impossible.
- Underpayment: keep the invoice open, calculate the remaining amount using the policy’s rate and expiry rules, and require a human decision where fees or volatility caused the difference.
- Overpayment or duplicate: link both hashes to the customer, screen the refund destination again and obtain the required approval.
- Unconfirmed or replaced transaction: treat the invoice as unpaid until the provider’s finality condition is met.
- Blocked address or alert: freeze fulfillment and preserve the screening result and reviewer rationale; never bypass a sanctions control to meet a service deadline.
- Refund: return funds only to a verified destination under a documented rule for token, network, amount, rate and fees. A fiat refund and a token refund can have different tax and consumer consequences.
8. Make custody and treasury separate decisions
Decide whether receipts remain in stablecoins, convert automatically to fiat, or follow a permitted split. Each choice changes liquidity, counterparty, accounting and market-risk exposure.
| Model | Benefits | Risks and controls |
|---|---|---|
| Automatic fiat settlement | Limits token-price exposure and simplifies operating cash forecasts. | Depends on provider liquidity, banking access, cut-off times and conversion terms; retain conversion evidence. |
| Stablecoin treasury balance | Can support supplier or cross-border settlement without repeated conversion. | Exposes the business to issuer, depeg, chain, key and liquidity risk; set limits and approved counterparties. |
| Managed custody | May reduce key-management and operational burden. | Does not transfer your legal responsibility; review segregation, withdrawal controls, insolvency treatment and service outages. |
| Self-custody or non-custodial integration | Greater control over keys and transaction timing. | Requires secure key generation, backups, multi-signature approvals, access reviews and incident recovery. |
Set maximum wallet balances, daily transfer limits, counterparty concentration limits and emergency conversion rules. Maintain at least one documented fallback for a provider outage or chain halt, such as a second approved route or temporary suspension of the affected corridor. Reconcile wallet balances to provider statements and on-chain data, not just to bank movements.

9. Follow a controlled implementation sequence
- Inventory entities, countries, customer and supplier flows, currencies, expected volumes and every point at which your business controls funds or keys.
- Obtain local legal and tax opinions and document licensing, sanctions, consumer, privacy, reporting and retention conclusions.
- Compare regulated providers against the authorization, coverage, custody, compliance, settlement, accounting, support and liability criteria above.
- Approve tokens and networks that the chosen provider can screen, reconcile, redeem and support in every target market.
- Configure KYB/KYC, beneficial-owner checks, sanctions and wallet screening, transaction limits, approval workflows, Travel Rule messaging, alert triage, suspicious-activity escalation and retention.
- Build invoices, hosted checkout or address generation, exchange-rate and fee logic, refunds, dispute handling, accounting integration and daily reconciliation.
- Pilot with low limits and a small set of corridors. Test successful, wrong-network, underpaid, duplicate, refunded, blocked, off-ramp and outage scenarios.
- Expand only after compliance and finance owners sign off on pilot evidence. Schedule reviews of licenses, country coverage, token support, sanctions lists, incidents and provider contracts.
10. Test the pilot with evidence, not assumptions
| Scenario | Expected result | Evidence to retain |
|---|---|---|
| Correct token and network | Payment reaches finality, order releases and one ledger entry is created. | Invoice, hash, confirmation, webhook and reconciliation record. |
| Wrong network | Order remains on hold and an escalation ticket opens. | Address, hash, network, communications and recovery decision. |
| Underpayment | Invoice remains partially paid and the customer receives the policy-defined next step. | Quoted amount, received amount, rate, fees and approval. |
| Duplicate payment | Second transfer is identified and refund approval follows the procedure. | Both hashes, customer verification and refund transaction. |
| Sanctions or wallet alert | Funds and fulfillment are held while compliance investigates. | Screening result, rule, reviewer decision and report reference where applicable. |
| Provider or chain outage | Checkout is paused or routed to an approved fallback without bypassing controls. | Incident timeline, status evidence and customer notice. |
| Fiat off-ramp | Conversion and bank settlement reconcile to the original invoice and wallet balance. | Quote, fees, conversion record, bank reference and ledger posting. |
11. Monitor the program after launch
Assign a compliance owner, finance owner, treasury owner, security owner and provider relationship owner. Review alert volumes and aging, false-positive rates, unmatched transactions, refunds, wrong-network attempts, settlement delays, wallet balances, provider incidents, concentration and corridor profitability. A low transaction count does not justify inactive monitoring; unusual activity can be significant even in a small program.
Best Value
Recheck provider authorization and service scope on a schedule and whenever you add a country, entity, token, network or customer segment. Update sanctions data, Travel Rule procedures, risk scenarios, contracts, privacy notices and staff training. Preserve an audit trail for every policy change and approval.
12. Common launch mistakes and how to correct them
“It is a stablecoin, so no license is needed.”
Correct the assumption by documenting the actual activities and obtaining a local legal conclusion. Dollar reference does not remove AML or money-services analysis.
“The provider handles compliance, so we have no duties.”
Correct the contract and operating model. A provider may perform screening or custody while your company remains responsible for customer information, invoice records, sanctions decisions, tax, refunds and oversight.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →“Any address on the same chain is interchangeable.”
Correct the invoice and checkout instructions. Token contracts and networks must match exactly; a technically valid transfer can still be unrecoverable or unsupported.
“The blockchain is the accounting system.”
Correct the reconciliation design. The chain proves a transfer, but it does not supply your invoice, exchange-rate, tax, fee, customer or revenue classification. Store the hash alongside those records.
“Automatic conversion removes treasury risk.”
Correct the treasury review. Conversion still creates provider, bank, liquidity, rate, timing and counterparty exposure. Set limits and retain evidence of each conversion.
Decision checklist before accepting the first payment
- Every entity, country, customer flow and provider role is mapped.
- Licensing, registration, sanctions, tax, consumer and privacy conclusions are written and approved.
- The token issuer, contract address, network and redemption path are approved.
- The provider’s authorization, custody model, responsibilities, limits and outage terms are documented.
- KYB/KYC, beneficial-owner, sanctions, wallet, monitoring and Travel Rule controls are live.
- Invoices state the asset, network, rate, fees, finality, refund and restriction rules.
- Transaction hashes reconcile to invoices, ledger entries, provider statements and bank settlements.
- Wrong-network, underpayment, duplicate, blocked, refund and outage procedures have been tested.
- Key access, treasury limits, segregation of duties, backups and emergency contacts are approved.
- A scheduled review covers laws, provider permissions, country eligibility, sanctions lists, incidents and contracts.
The compliant design is therefore a documented, risk-based payments program with a narrow approved scope, not a generic wallet address. Start with the legal perimeter, assign each control to a named party, prove reconciliation and exception handling in a limited pilot, and expand only when the evidence supports the next corridor.
