How to set up and use a digital euro wallet: what you can do now and what to expect

You cannot open a generally available digital-euro wallet yet. As of 16 October 2026, the euro-area project is still waiting for legislation and implementation. The European Central Bank (ECB) says it aims to be ready for a possible first issuance during 2029 if the necessary regulation is adopted by the end of 2026. A controlled, 12-month pilot is planned for the second half of 2027, but that beta will not be legal tender and will not be open to everyone.

This guide explains the expected account-opening process, how online and offline payments are intended to work, what phones and merchants will need, and how fees, privacy, limits and access for people without a commercial bank account are expected to be handled. The final app names, provider list, device requirements and holding limits remain undecided.

What “digital euro wallet” means

The planned digital euro is a central-bank digital payment instrument for everyday euro payments. In official descriptions, the user would open a digital euro account with a bank or another payment service provider (PSP). People often call the app or payment instrument used to access that account a wallet.

The Eurosystem would issue the digital euros, while a PSP would have the customer relationship. The PSP is expected to handle onboarding, identity checks, loading and withdrawing funds, initiating payments, receiving money and supplying the payment instrument. Depending on the provider, that instrument could be a banking-app function, a dedicated app, a card or another supported method.

The design is intended to cover person-to-person transfers, shop payments and online purchases. It also includes an offline mode so a payment can be made when a phone has poor or no network reception, provided the offline balance was funded in advance.

Can you open one now?

No. There is no generally available production wallet to download or register for as of 16 October 2026. Any website or app claiming that you can open a public digital-euro wallet today is not the public Eurosystem service described by the ECB and European Commission.

Milestone Expected timing What it means for you
Legislation and implementation Regulation is still required; the ECB’s readiness assumption is adoption by the end of 2026 No public account can be opened until the legal and technical framework is in place.
Digital euro pilot Second half of 2027, lasting 12 months A controlled beta with selected providers and merchants, not a public launch and not legal tender.
Possible first issuance During 2029, if the required regulation is adopted by the end of 2026 This is an ECB objective, not a guaranteed launch date or a promise that every resident will have access immediately.

The pilot is planned to operate across the ECB and 19 national central banks. It will involve selected e-commerce and everyday-service merchants. The beta is intended to be technically and functionally close to the draft design, so it can show how the service works in practice without being equivalent to a public wallet.

Who is expected to provide access?

The normal route would be through your own bank or another EU PSP. The European Commission’s description also includes payment institutions, electronic-money institutions and designated public entities such as post offices. That broader set of providers is intended to serve people who do not want a wallet linked to a commercial bank and people who do not have a commercial bank account.

The final provider list has not been published as a public availability list. For the pilot, the ECB selected 36 PSPs from more than 50 applications. Pilot participation does not mean that a provider will offer a production wallet to all customers after the test.

Possible access instruments

  • Your bank’s app: the digital-euro account could appear inside an existing banking interface.
  • A dedicated PSP app: a provider could offer a separate app for account management and payments.
  • A card or other instrument: the PSP could issue a card or another supported payment device.
  • An EU Digital Identity Wallet: the Commission says this could also be used to store digital euros, subject to the final implementation.
  • A public or non-bank provider: payment institutions, electronic-money institutions and designated entities could provide an account without requiring a traditional commercial bank relationship.

What you will probably need before setup

  • An eligible provider: choose a bank or other participating EU PSP once public access exists.
  • Identity and customer onboarding: expect the provider to authenticate you and perform the checks required for lawful payment services, including anti-money-laundering obligations.
  • A supported payment instrument: this may be a bank app, dedicated app, card or another device supplied by the PSP.
  • A compatible phone for mobile and offline use: the ECB’s described flows use phone tapping, so an NFC-enabled smartphone is the practical preparation. Exact operating-system, security and app versions will depend on the final provider.
  • Connectivity for initial funding: the offline balance must be loaded while the device is connected before you try to pay without reception.
  • A compatible merchant terminal: a shop must support digital-euro acceptance for an in-store tap to work.

Do not buy a phone or install a purported digital-euro app solely on the assumption that today’s hardware or software will be accepted. The final technical requirements have not been set.

Expected setup process, step by step

The following is the process described by the current design. Labels and screens will vary by provider when a real service becomes available.

  1. Choose a participating bank or PSP

Start with your bank if you want the account connected to an existing relationship. If you prefer not to use a commercial bank, look for an authorised payment institution, electronic-money institution or designated public provider that offers digital-euro accounts. Confirm that the provider serves your country and supports the functions you need, especially offline payments and card access.

  2. Complete onboarding and authentication

Use the provider’s official app, website or branch process to create the account. The PSP is expected to verify your identity, authenticate your access and apply its compliance procedures. These checks belong to the provider; they are not performed by a separate consumer-facing ECB wallet.

  3. Activate the payment instrument

Follow the provider’s instructions to enable the digital-euro account in its banking app, install a dedicated app, add a supported card or configure another supplied instrument. Set the security method required by the provider, such as a passcode, device authentication or transaction approval.

  4. Connect a funding source

Load digital euros from a linked commercial bank account or another funding route the PSP supports. The provider is expected to manage both funding (moving money into the digital-euro account) and defunding (moving it back out). Check the confirmation and available balance before attempting a payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  5. Prepare the offline balance, if you need it

While connected to the network, choose the amount to make available offline and complete the provider’s confirmation step. The ECB’s design requires this advance funding; an empty offline balance cannot be created at the moment a signal disappears.

  6. Make a test payment when service launches

For a shop purchase, unlock the phone or card as instructed and tap it on a compatible terminal. For an online purchase, select digital euro at checkout or approve the request through the banking or dedicated app. For a person-to-person transfer, choose the recipient in the provider’s supported flow and confirm the amount.

  7. Monitor balances and move funds back when needed

Use the provider interface to check the digital-euro balance, review transactions, add funds or transfer money back to the linked account. Basic balance checks, funding, defunding, transfers and payments are proposed to be free, although the provider may price a linked commercial account or optional services.

How payments are expected to work

Online shop payments

At checkout, choose digital euro if the merchant offers it. You may be redirected to the PSP app or asked to approve the payment in the banking interface. The transaction requires a connection for the normal online flow, and the provider handles authentication and payment initiation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In-store payments

At a compatible terminal, tap the supported phone, card or other instrument and follow any on-device approval prompt. Acceptance depends on the merchant’s terminal and PSP arrangement; possessing a wallet alone will not make every card reader accept digital euros.

Person-to-person transfers

The design includes instant transfers between people. The exact recipient-selection method will be set by the provider, but the account interface is expected to let you initiate and receive transfers alongside shop and online payments.

Payments when reception is poor or absent

Offline payments are a planned feature rather than a workaround added by individual banks. You first fund the offline balance while connected. Later, you can tap your phone to another phone or to a compatible shop terminal even when the network is unavailable. The devices exchange the payment data locally and synchronise with the service when connectivity returns, subject to the final security rules and limits.

Offline capability does not mean every transaction or every device will work without preparation. You need a supported instrument, an already funded offline balance and a recipient device or terminal that implements the digital-euro offline protocol.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Funding, defunding and holding limits

The proposal allows payments for any amount, but the ECB could impose harmonised limits on how much digital euro a user may hold. A final figure has not been stated. Such a limit would apply to the account balance, not necessarily to the value of an individual purchase.

For larger payments, the design includes automatic “waterfall” and “reverse waterfall” transfers. A waterfall can draw the shortfall from a linked commercial bank account when the digital-euro balance is insufficient. A reverse waterfall can move excess funds out to the linked account when a payment or incoming transfer would exceed the holding limit. These mechanisms are intended to reduce the need for manual top-ups, but their exact triggers and user controls will depend on the final rules and provider implementation.

Comparing the expected access routes

Route How you would use it Offline potential Commercial bank account required? What is known about cost and privacy
Bank or PSP app Manage the digital-euro account inside an existing banking interface. Expected if the provider supports the phone-based offline instrument. Not necessarily; a bank-linked account is one route, while other PSPs may serve customers without one. Basic digital-euro services are proposed to be free. The PSP performs customer compliance checks.
Dedicated PSP app Use a separate app for onboarding, funding, payments and balance management. Expected where the app and device implement offline payments. No, if supplied by a qualifying non-bank PSP or public provider. Basic functions are proposed to be free; optional provider services may have charges.
Card or other supplied instrument Pay at supported terminals using the instrument issued by the PSP. Depends on the final card and terminal design; not every instrument is guaranteed to support offline use. Not necessarily. Any charge for an optional instrument or service would be set by the provider; basic account functions are proposed to be free.
EU Digital Identity Wallet integration Use the EU identity wallet as a possible place to store or access digital euros. Not stated in the current design. Not necessarily, subject to an approved implementation. Detailed pricing and privacy behaviour have not been specified.
Designated public entity Open and use an account through an eligible public provider such as a post office. Depends on the instrument supplied. No commercial bank account is intended to be required. Basic services are proposed to be free; provider compliance requirements still apply.

Will a digital euro wallet be free?

The proposed rules make basic end-user services free: opening and closing the account, checking the balance, funding and defunding, transfers and payments. This is a proposal for the digital-euro service, not a promise that every related banking product will cost nothing.

A bank could charge for the linked commercial account it provides, and a PSP could price optional non-basic services or instruments under its own terms. Before accepting an offer, check whether a fee belongs to the digital-euro account itself or to a separate account, card, premium support package or other optional service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How private are digital-euro payments?

Offline transactions

For offline payments, the stated design aims for cash-like transaction privacy: only the payer and payee would know the personal transaction details. The PSP would still perform compliance checks when funds are loaded into or withdrawn from the digital-euro account.

Online transactions

For online payments, the Eurosystem would not be able to identify users directly. Your PSP could identify you because it has to meet anti-money-laundering and other legal obligations. In practice, privacy therefore differs between the payment data visible to the Eurosystem and the customer information held by the provider managing your account.

Read the privacy notice of the specific PSP before opening an account. The final technical architecture, retention periods and information-sharing rules will be determined by the adopted regulation and implementation documents.

Is the digital euro programmable?

No. The European Commission’s proposed design says public authorities could not restrict where, when, on what or to whom you pay. That does not prevent you from setting up your own scheduled transfers or recurring payments through a provider; it means the currency itself would not carry government-imposed spending conditions.

What the 2027 pilot will and will not tell you

The ECB selected 36 PSPs after receiving more than 50 applications. The planned pilot will run for 12 months in the second half of 2027, involving the ECB, 19 national central banks, selected online merchants and everyday-service businesses.

Pilot participants will be able to exercise a system designed to be close to the draft technical and functional model. However, the beta digital euro will not have legal-tender status. A pilot account, invitation or test card should not be treated as proof that a provider will offer the same product, limits or coverage at a later public launch.

The pilot’s results may influence implementation details. Until legislation is adopted and final specifications are published, no provider can reliably promise the final app, supported operating systems, geographic coverage, fees or holding limit.

How to prepare without being misled

  • Watch official announcements: confirm launch claims through the ECB, the European Commission or your own regulated PSP.
  • Do not enter credentials into “early access” pages: there is no generally available production wallet as of October 2026.
  • Keep your phone’s security current: when a provider publishes requirements, install supported operating-system and app updates before enabling payments.
  • Check NFC capability: an NFC-enabled smartphone is the practical choice for the phone-tapping flows described by the ECB, but wait for the provider’s exact compatibility list.
  • Decide whether you need non-bank access: people without a commercial bank account should look for eligible payment, electronic-money or designated public providers once accounts are offered.
  • Ask about offline support: confirm whether the chosen instrument supports offline payments, how the offline balance is funded and what happens when the device reconnects.
  • Separate basic and optional fees: request a tariff showing the proposed free core services and any charges for linked accounts, cards or extra features.

Common problems and what to check

“The app says digital euro is unavailable.”

That is expected before public issuance. Check whether you are looking at a test, a simulation or an unrelated private payment product; a production digital-euro wallet is not generally available as of 16 October 2026.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“My phone will not make an offline payment.”

Verify that the device has NFC, the provider’s app and operating system are supported, the offline balance was funded while connected, and the merchant terminal or recipient phone supports the offline protocol. A network outage cannot be solved by topping up after you have lost connectivity.

“The merchant does not accept digital euro.”

Acceptance requires a compatible terminal and a merchant arrangement. Ask whether the checkout supports digital euro specifically; an ordinary contactless symbol does not by itself prove compatibility.

“The payment exceeds my balance or holding limit.”

Check whether your provider offers waterfall or reverse-waterfall transfers. If not, fund the account while online or use another payment method. The final harmonised holding limit has not yet been set.

“I cannot use a commercial bank account.”

When public access begins, compare payment institutions, electronic-money institutions and designated public entities, which are included in the proposed access model for people without a commercial bank relationship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

A digital-euro wallet cannot be set up by the general public yet. The expected process is to open a digital-euro account with a bank or other EU PSP, complete identity checks, activate an app or card, fund the account and pre-fund an offline balance if needed. Basic account and payment services are proposed to be free, online and offline payments are planned, and public authorities would not be able to make the currency programmable. Treat 2027 as a controlled pilot and 2029 as a conditional target rather than a guaranteed launch.
