To set up a new iPad mini, charge it, turn it on with the top button, connect it to Wi‑Fi or cellular service, and follow the Setup Assistant. The key decision is how to bring over your information: Quick Start from an iPhone or iPad, Move to iOS from Android, an iCloud or computer backup, or a manual setup. Choose that route during the first-run screens, then sign in with your Apple Account, create a passcode, configure available security and service options, and let apps finish downloading.
The exact screens can differ by iPad mini generation, iPadOS version, region, account settings, and whether the tablet is Wi‑Fi-only, cellular, child-managed, or enrolled by a school or business.

Prepare before you turn on the iPad mini
A few minutes of preparation prevents most setup interruptions. Keep the new iPad mini and any source device close by, and make sure you can access the accounts and network the Setup Assistant will request.
Gather these items
- A Wi‑Fi password, unless you will complete the connection over cellular data on a supported Wi‑Fi + Cellular model.
- Your Apple Account email address or phone number and password. This account is used for Apple services and for restoring information associated with it.
- Your previous iPhone or iPad if you plan to use Quick Start. Update it as far as practical, connect it to Wi‑Fi, and turn on Bluetooth before beginning.
- A current iCloud or computer backup if the old device is unavailable or you prefer restoring rather than transferring directly.
- Your Android phone if you intend to use Move to iOS. Keep it charged and ready to install or open that app.
- Carrier information if the iPad mini has cellular hardware and you want to activate a plan during setup. The available eSIM or nano‑SIM method depends on the specific model and carrier.
Payment or card details are not a general requirement. Apple asks for them when you choose to add Apple Pay during setup; you can omit that step if you are not ready.

Decide whether the iPad is personal, for a child, or organization-managed
A family iPad, a child’s iPad, and a school- or business-owned iPad can follow different enrollment paths. If an organization supplied the device, ask its administrator or teacher for instructions before attempting a transfer. Apple School Manager or Apple Business enrollment prevents Quick Start data transfer from a current device.
Turn on the iPad mini and begin Setup Assistant
- Press and hold the top button until the Apple logo appears. If nothing happens, connect the iPad mini to power and try again; a completely discharged battery may need time before the display responds.
- Select your language and country or region when prompted. These choices influence formats and some services.
- Use the accessibility controls on the opening screens if needed. VoiceOver and Zoom can be enabled before reaching the Home Screen, so you do not have to complete setup with a difficult-to-read or difficult-to-navigate display.
- Continue through the onscreen prompts until you reach a screen offering Quick Start, transfer choices, or manual setup. Do not skip that decision if you need Move to iOS from Android; Android migration is tied to this first-time flow.
Apple may show slightly different wording or order on different versions of iPadOS. Labels such as Set Up Without Another Device, Transfer Your Apps & Data, From Android, and Set Up Manually identify the same major choices described below.
Choose how to move apps and data
Use the route that matches your source and how quickly you need a usable tablet. The table shows the practical differences before the detailed instructions.
| Route | Source needed | When it can be chosen | Can you use the iPad while data arrives? | Main consideration |
|---|---|---|---|---|
| Quick Start with direct transfer | Compatible iPhone or iPad | During initial setup | No; wait for the transfer to finish | Keep both devices nearby and connected to power; duration depends on data volume and network conditions. |
| Quick Start with iCloud download | Compatible iPhone or iPad and its iCloud data | During initial setup | Yes; apps and data continue downloading in the background | You can begin sooner, but the complete library may take longer to appear. |
| Move to iOS | Android phone with the Move to iOS app | Only during first-time setup | Not until the migration step completes | If setup is already finished, erase the iPad mini and start again, or move content manually. |
| Restore a backup | iCloud backup or computer backup | When the Setup Assistant offers a backup | Usually wait for restoration and downloads to progress | Choose the backup that contains the information you want; exact choices depend on what backups exist. |
| Set up manually | No source device or backup required | During initial setup | Yes, after account and network setup | Apps and files are added later rather than copied as part of setup. |
Transfer from an iPhone or iPad with Quick Start
Quick Start is the most direct option when you still have a compatible Apple device. Apple’s general setup guidance describes automatic setup from a device running iOS 11 or later or iPadOS 13 or later. The current device must be connected to Wi‑Fi and have Bluetooth turned on.
- Place the old iPhone or iPad next to the powered-on iPad mini. Keep both devices close throughout the process.
- When the old device displays the Quick Start prompt, confirm that you want to use your Apple Account to set up the new iPad mini.
- An animation appears on the new iPad mini. Use the old device’s camera to scan it when instructed.
- Enter the old device’s passcode on the iPad mini if requested, then follow the prompts for account sign-in and security settings.
- Choose between downloading from iCloud and transferring directly from the old device. Select the iCloud option when you need to start using the iPad sooner; choose direct transfer when you want the old device’s data copied before you continue.
- Leave both devices near each other and plugged into power until a direct transfer finishes. The completion time changes with the amount of data and network conditions.
Quick Start occupies the old device for several minutes. Do not move it out of range, disable Bluetooth, or let either device run out of power. If the prompt does not appear, verify Wi‑Fi and Bluetooth on the old device, unlock it, and bring it closer to the new iPad mini before restarting the setup prompts.

Move from Android with “From Android”
On the Transfer Your Apps & Data screen, select From Android. The iPad mini then presents instructions for using Apple’s Move to iOS app on the Android phone.
- Install or open Move to iOS on the Android phone and grant the permissions it requests for the migration.
- Continue on both screens until the iPad mini shows a temporary code.
- Enter that code on the Android phone, connect the two devices as directed, and select the content categories you want to bring over.
- Keep both phones active and connected to power while the transfer runs. Follow the completion prompts on each device before continuing with iPad setup.
Move to iOS is available only in the first-time Setup Assistant. If you have already reached the Home Screen, Apple’s documented choices are to erase the iPad mini and start setup again, or transfer information manually. Erasing removes data already placed on the new iPad, so copy anything you need before choosing that route.
Recommended Free Tools
Restore from an iCloud or computer backup
Choose the backup option when the Setup Assistant presents it. Sign in with the Apple Account associated with an iCloud backup, then select the relevant backup by date and size. For a computer backup, connect to the computer and use the backup offered by the setup process. The exact labels vary with the available backup and iPadOS version.
An eligible new-device transfer may provide temporary iCloud storage sufficient for a backup, free for up to three weeks from the purchase date. Eligibility and the menu used to request that storage can change, so follow the current instructions shown in Apple’s setup guide rather than assuming every iPad mini receives it.
Set up without another device
Select Set Up Without Another Device or Set Up Manually when you have no old iPhone, iPad, Android phone, or usable backup. Connect to Wi‑Fi, sign in to your Apple Account, and finish the security and service prompts. You can install apps and copy files later. This is also the cleanest choice when you want the iPad mini to start without legacy settings or an old app library.

Connect to Wi‑Fi or activate cellular service
Internet access is required to activate the iPad mini and complete account-based setup. A Wi‑Fi-only model uses Wi‑Fi; a Wi‑Fi + Cellular model may use Wi‑Fi or cellular data, depending on coverage and the carrier.
Quick wins for a faster PC:

- Choose your network from the list shown by Setup Assistant.
- Enter the network password exactly, including capitalization.
- Wait for the iPad mini to confirm the connection before continuing. If the network requires a browser sign-in, complete that sign-in when iPadOS presents it or use another trusted network for activation.
Quick Start still requires the current iPhone or iPad to be on Wi‑Fi even if the new iPad mini will later use cellular data.
Cellular activation on Wi‑Fi + Cellular models
A cellular-capable iPad mini may offer carrier activation during setup. The screen can present an eSIM workflow, a nano‑SIM option, or a carrier-specific activation path. Apple states that eSIM and nano‑SIM availability depends on the supported model and carrier, so do not insert a SIM or expect an eSIM menu based only on the product name. Follow the option displayed for your exact model and contact the carrier if activation fails.
If you skip cellular activation, you can finish setup over Wi‑Fi and address the mobile plan later. A Wi‑Fi-only iPad mini will not display cellular activation choices.
Sign in, secure the iPad mini, and review service choices
Apple Account sign-in
Enter your Apple Account credentials when asked. An existing signed-in iPhone or iPad may support proximity sign-in in the documented setup context, reducing typing on the new tablet. If you do not have an account, use the account-creation option shown by Setup Assistant or create one before continuing.

Passcode and biometric authentication
Create a device passcode when prompted. The Setup Assistant may also offer biometric authentication where the particular iPad mini supports it. These controls protect the device and authorize sensitive actions; the exact options depend on the model and software version. If you defer a biometric setup, you can review the related security settings after reaching the Home Screen.
Updates, services, and Apple Pay
Read the update and service choices rather than accepting every prompt automatically. Enable Apple Pay only if you want to add a supported card now; payment details are relevant to that optional step, not to basic iPad activation. Region, age, account, and model settings can change which services appear.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Set up an iPad mini for a child
Apple documents a Family Sharing Quick Start flow for a child’s device. That route requires Bluetooth and iPadOS 16 or later for the documented child setup process. The child’s age ranges, account rules, and available features vary by country or region.
- Have the family organizer’s Apple device available and signed in to the Family Sharing group.
- Turn on Bluetooth and place the child’s new iPad mini near the organizer’s device.
- Follow the child setup prompts, creating or selecting the child’s account when the flow requests it.
- Review the age-appropriate account and service choices shown for your region, then finish the passcode and other security prompts on the iPad mini.
If the child flow does not appear, check the iPadOS requirement and Bluetooth first. Do not substitute an organization enrollment process for Family Sharing; school-managed devices follow administrator instructions instead.
Handle school- or business-managed iPad minis
An iPad mini enrolled through Apple School Manager or Apple Business may display organization-specific setup screens. Apple advises asking the administrator or teacher for the approved procedure. In particular, enrollment blocks Quick Start data transfer from a current device, so repeatedly attempting to pair an old iPad will not bypass that restriction.

The administrator may provide a managed Apple Account, a required Wi‑Fi network, or a screen that installs configuration automatically. Follow those instructions before adding personal data. If the tablet was purchased used but still shows an organization’s enrollment page, the organization must release it; a normal consumer transfer cannot remove that enrollment.
What to check after the Home Screen appears
- Confirm the account: Open the account area in Settings and verify that the intended Apple Account is signed in.
- Check downloads: If you selected iCloud download or a backup restore, leave the iPad mini on reliable Wi‑Fi and power while apps and data continue arriving.
- Verify the network: Open Settings and confirm Wi‑Fi. On a cellular model, check whether the carrier plan shows as active before relying on mobile data.
- Test security: Lock and unlock the iPad mini with the passcode and, if configured, the available biometric method.
- Review accessibility: Confirm that VoiceOver, Zoom, text, and display choices match the way you intend to use the tablet.
- Install pending updates: Review the software-update prompt or Settings option after setup, especially if the iPad mini was stored before sale.
- Inspect missing content: If an app or file is absent, determine whether it is still downloading, was excluded from the selected transfer, or must be installed or copied manually.
Troubleshooting common first-setup problems
The iPad mini will not turn on
Connect it to power and wait before trying the top button again. A deeply discharged battery may not show the Apple logo immediately. If it still shows no response after charging, use Apple’s current hardware-support instructions for the exact model rather than guessing at button combinations.
Quick Start does not appear
- Unlock the old iPhone or iPad and keep it next to the new iPad mini.
- Confirm the old device is connected to Wi‑Fi and Bluetooth is enabled.
- Check that the old device meets the documented software baseline of iOS 11 or later or iPadOS 13 or later.
- Restart the setup prompts only after both devices have adequate battery or are plugged in.
- If the iPad mini is organization-enrolled, stop and ask the administrator; that enrollment prevents Quick Start transfer.
A direct transfer seems stuck
Keep both devices near each other and connected to power. Transfer time varies with the amount of data and network conditions, so a large library can take substantially longer than a lightly used device. Interrupting the process can leave the new iPad incomplete; allow the progress indicator to finish before deciding that it failed.

Move to iOS cannot be added after the first-run screens. Back up anything new on the iPad mini, erase it only if you accept losing its current contents, and restart Setup Assistant; otherwise use manual transfer for the files you need.
Cellular activation is unavailable
Confirm that the iPad mini is a Wi‑Fi + Cellular model and that the carrier supports the eSIM or nano‑SIM method shown for that model. If the activation screen is absent, finish setup over Wi‑Fi and ask the carrier which plan and activation process apply. Do not assume that a SIM format supported by one iPad mini generation works in another.
Quick Recap
Quick decision checklist
- Have the Wi‑Fi password and Apple Account credentials ready.
- Use Quick Start for a compatible nearby iPhone or iPad; choose iCloud download for earlier use or direct transfer to wait for completion.
- Select From Android only during first-time setup.
- Choose an iCloud or computer backup when a backup is more reliable than a live device.
- Choose Set Up Without Another Device or Set Up Manually for a clean start.
- Follow carrier-specific instructions for cellular activation; eSIM and nano‑SIM support are model- and carrier-dependent.
- Use Family Sharing child setup when the iPadOS and Bluetooth requirements are met.
- Ask a school or business administrator about managed devices before attempting transfer.
