How to Set Up an FPGA Console for PAL and NTSC Displays

PAL and NTSC labels are not enough to choose a cable or setting. Match the FPGA console’s output signal to the display input, then verify scan rate and resolution. On MiSTer, HDMI is the straightforward choice for modern screens. CRT users generally use the Analog I/O board’s VGA output or a supported Direct Video HDMI-to-VGA adapter, with vga_mode set for RGB, YPbPr, S-Video or CVBS. The ntsc_mode option affects only S-Video and composite/CVBS, and it is not a universal PAL/NTSC switch.

What PAL and NTSC mean on an FPGA console

PAL and NTSC describe families of television timing and color standards, but a label on a game or console does not tell you whether a particular display accepts the resulting signal. An FPGA core can generate a specific resolution, refresh rate, sync arrangement and color format. Your television or monitor must accept all of those characteristics through the input you actually use.

As an Amazon Associate I earn from qualifying purchases.

That is why a PAL game can fail on a television that is advertised as “PAL compatible,” while an NTSC signal may work through one input but not another. CRT televisions often expect a 15 kHz television-style signal. Computer VGA monitors commonly expect a 31 kHz or higher signal and may require a scan doubler. HDMI displays follow a different digital timing path entirely.

The practical instructions below use MiSTer FPGA documentation because it provides explicit settings for analog output. Other FPGA consoles can implement regional timing and analog output differently; use the manual for your board rather than copying MiSTer settings.

Start with the display, not the PAL or NTSC label

Inventory every input

Write down the exact input you plan to use:

  • HDMI
  • VGA (15-pin D-sub)
  • RGB SCART
  • Component video (YPbPr)
  • S-Video
  • Composite video, also called CVBS

A connector shape does not identify the signal by itself. VGA can carry RGB with separate sync, RGB with composite sync, or another arrangement determined by the hardware and cable. A passive cable changes the connector wiring; it does not convert one signal format into another.

Check scan rate and resolution

For a CRT, find out whether the input accepts 15 kHz television timing, 31 kHz computer timing, or both. MiSTer’s CRT guidance distinguishes television-style 15 kHz output from 31 kHz modes. A VGA computer monitor that cannot lock to 15 kHz may need the scan doubler, while a television input may reject a 31 kHz signal.

Also check the display’s supported color and sync format. An RGB SCART input is not interchangeable with component YPbPr, S-Video or composite. The display may have several sockets that look similar but use different electrical standards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Requirements before you connect anything

Make a short inventory before changing settings or ordering accessories. You need the MiSTer board and its current video hardware, the display model and input you intend to use, and a cable whose wiring matches that signal. For analog output, identify whether the system has an Analog I/O board or whether you plan to use Direct Video with a supported HDMI-to-VGA adapter. Also record whether the display is a television-style CRT, a multisync CRT monitor or a modern digital screen.

Keep the display manual nearby. “PAL,” “NTSC,” “multistandard” and “region free” can describe different features. A set may decode composite PAL and NTSC but accept only one scan rate on its RGB input. Another may accept 15 kHz RGB but reject 50 Hz. Treat each input as a separate specification rather than assuming the television’s front-panel label applies everywhere.

Choose the correct MiSTer output path

HDMI for modern HDMI displays

Use the ordinary HDMI output when the display has HDMI and you do not need an analog CRT signal. Select the display’s HDMI input and configure the MiSTer video mode for the resolution and refresh rate accepted by that screen. HDMI avoids analog cable pinouts and sync wiring, but it does not make an incompatible CRT input work.

HDMI is also a useful diagnostic baseline. If a core displays correctly over HDMI but not through the analog chain, the problem is probably in the adapter, cable, sync arrangement or CRT compatibility rather than in the core’s basic operation.

Analog I/O board VGA for CRT setups

The Analog I/O board provides the documented VGA analog path used for RGB, YPbPr, S-Video or CVBS configurations. The cable and display must match the selected mode. For RGB SCART, that usually means a correctly wired VGA-to-RGB-SCART cable. For component, use a VGA-to-component cable only when the hardware and configuration support YPbPr.

Do not assume that the presence of a 15-pin VGA socket means the display wants ordinary computer RGB. The same connector can be used with different sync expectations, and a SCART television may require a particular sync connection or switching arrangement. Confirm the pinout before applying power.

Direct Video through a supported adapter

Direct Video changes HDMI output into an analog output path. It is not ordinary HDMI pass-through and does not work with an arbitrary HDMI-to-VGA dongle. MiSTer documentation specifies supported Direct Video adapters; chipset compatibility matters. If Direct Video produces no picture or incorrect colors, check the adapter model, selected analog mode, sync configuration and, where applicable, HDMI color-range settings.

Because the adapter is part of the video path, troubleshooting should not stop at the console’s HDMI socket. Test the same core on a normal HDMI display, then test the adapter with a known-compatible mode. A generic active converter may output a digital-to-analog signal but still lack the behavior required by Direct Video.

MiSTer settings that control analog output

Edit MiSTer.ini on the MiSTer storage device. The exact file location depends on your installation, but it is the standard configuration file referenced by MiSTer’s official INI Settings documentation. Change one setting at a time and keep a copy of the working file. A backup lets you return to a known configuration if a mode produces a blank screen.

vga_mode: choose the signal format

The official reference lists these values:

Setting Signal selected Use it when
vga_mode=rgb RGB; this is the default The cable and display expect RGB, such as an RGB SCART path or a compatible RGB monitor.
vga_mode=ypbpr Component YPbPr The display input is component video and the hardware supports YPbPr output.
vga_mode=svideo S-Video The cable is wired for S-Video and the television input is S-Video.
vga_mode=cvbs Composite/CVBS The cable and television input are composite video.

Do not select a mode because it resembles the connector on the back of the console. Select it because it matches both the electrical signal and the display input. If you change from RGB to component, change the cable and the television input as well; changing only the INI value cannot turn an RGB cable into a YPbPr cable.

ntsc_mode: limited to S-Video and CVBS

ntsc_mode is not a global region selector. The documented values are:

Value Meaning Applies to
ntsc_mode=0 Normal NTSC S-Video and CVBS only
ntsc_mode=1 PAL-60 S-Video and CVBS only
ntsc_mode=2 PAL-M S-Video and CVBS only

The official INI reference states that no cores officially use these settings. Therefore, changing ntsc_mode may have no effect for a particular core, and it cannot convert an RGB or component output into a different regional timing standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

composite_sync: sync placement, not region

composite_sync sends sync on the VGA HSync line for configurations that require composite sync. Use it only when the cable, converter and display are designed for that arrangement. It does not select PAL, NTSC, PAL-60 or PAL-M. Enabling it on a chain that expects separate horizontal and vertical sync can produce a blank or unstable image.

menu_pal: the menu core only

menu_pal forces the MiSTer menu core into PAL mode. It is useful when the menu itself must match a PAL-oriented display path, but it is not a universal setting for every game core. A core can expose its own timing controls or ignore this menu setting. If the menu works and a game does not, inspect the game core’s video options rather than repeatedly changing the menu setting.

Step-by-step setup for a PAL or NTSC display

  1. Identify the display input. Record whether you will use HDMI, VGA, RGB SCART, YPbPr, S-Video or CVBS. For a CRT, confirm the accepted scan rate and whether it supports the resolution generated by the core.
  2. Identify the console hardware. Note whether you have the Analog I/O board, a supported Direct Video adapter or only the standard HDMI output. Do not purchase a cable until you know which output path the board supports.
  3. Match the physical cable. Choose a cable wired for the selected signal. A VGA-to-RGB-SCART cable is appropriate only for RGB output and a compatible SCART input. A VGA-to-component cable is appropriate only for YPbPr hardware and an actual component input. S-Video and CVBS require their respective wiring.
  4. Set vga_mode. In MiSTer.ini, select rgb, ypbpr, svideo or cvbs to match the cable and display. Leave the default RGB value if that is the required signal.
  5. Set sync only if required. Enable composite_sync when your display chain specifically expects sync on VGA HSync. Otherwise, leave the sync arrangement appropriate to the cable and display documentation.
  6. Use ntsc_mode only for S-Video or CVBS. Choose 0 for normal NTSC, 1 for PAL-60 or 2 for PAL-M when the active core and display path support that option. Do not expect this setting to alter RGB, YPbPr or HDMI timing.
  7. Decide whether the scan doubler is needed. Use a 15 kHz television mode for a CRT television that accepts it. A VGA computer monitor that cannot accept 15 kHz may require the scan doubler and a 31 kHz-compatible output.
  8. Connect and select the input. Turn on the display, select the exact input socket and then start MiSTer. A correct configuration on the wrong television input still appears to be a failed setup.
  9. Test the menu before testing a game. If the menu is visible, load the target core and check whether that core generates a different resolution or timing. A working menu does not prove that every core is compatible with the CRT.
  10. Change one variable at a time. Keep notes of the original INI values, cable, input and core. This prevents a simultaneous cable swap, sync change and regional setting change from hiding the actual cause.

How to handle PAL games on an NTSC CRT

There is no single answer because “NTSC CRT” can mean several things: a television with a composite NTSC decoder, a monitor accepting RGB at 15 kHz, or a set that accepts multiple standards on different inputs. A PAL game core may generate a timing mode the display cannot lock to, even when the console itself is region free.

First determine whether the core is outputting RGB, YPbPr, S-Video or CVBS. Then verify the display’s supported scan rate and the core’s timing options. If you are using S-Video or CVBS, ntsc_mode is the relevant MiSTer setting, subject to the official limitation that no cores officially use it. For RGB or component, use the appropriate vga_mode and make sure the CRT accepts the generated timing; changing ntsc_mode will not help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Region-free hardware also does not guarantee PAL timing. The Analogue Nt FAQ gives a concrete example: that console is region free but uses an NTSC 60 Hz PPU rather than a PAL 50 Hz PPU. This distinction is why you must check the actual timing produced by the platform and core instead of inferring it from cartridge-region support.

Choosing among RGB, component, S-Video and composite

Path Typical reason to choose it Main checks
RGB Best fit for a CRT with RGB SCART or a compatible RGB monitor. Correct RGB cable pinout, sync type, 15/31 kHz acceptance and display input.
YPbPr Use when the CRT or television has component input and the hardware supports it. Component-capable board, correct cable wiring and supported scan rate.
S-Video Useful when the television has S-Video but no RGB or component input. vga_mode=svideo, ntsc_mode limitations and core support.
CVBS Works with a composite input when other analog inputs are unavailable. vga_mode=cvbs, ntsc_mode limitations and the display’s decoder.
HDMI Simplest option for modern digital displays. Display input, supported HDMI resolution and refresh rate.

Analog quality and compatibility depend on the entire chain. A theoretically superior signal still fails if the cable routes sync incorrectly or the display does not accept its timing. RGB is not automatically compatible just because it is analog, and composite is not automatically compatible just because the television has a yellow socket.

Direct Video troubleshooting

No picture

  • Confirm that the television or monitor is on the input connected to the adapter.
  • Verify that the HDMI-to-VGA adapter is a supported Direct Video type, not merely a generic passive or incompatible converter.
  • Check that vga_mode matches the analog cable and display.
  • Check whether the CRT accepts the core’s scan rate and resolution.
  • Test the standard HDMI output on an HDMI display to separate a core problem from an analog-path problem.
  • Restore the last known-good INI file if several settings were changed together.

Picture appears but colors are wrong

  • Check that RGB, YPbPr, S-Video or CVBS is selected consistently in the INI file, cable and television input.
  • Inspect cable wiring and connectors, especially if a VGA plug is being adapted to SCART or component.
  • Check sync requirements and composite_sync.
  • For Direct Video, review the adapter’s compatibility and any relevant HDMI color-range setting.

Menu works but a core does not

  • Compare the core’s output resolution and scan rate with the CRT’s specifications.
  • Check whether the core exposes its own video or regional timing controls.
  • Do not assume menu_pal or ntsc_mode controls the game core.
  • Try a known-compatible core to determine whether the issue is core-specific.

Composite or S-Video remains unchanged

Confirm that the selected vga_mode is svideo or cvbs, then verify that the active core actually uses the documented ntsc_mode options. The official reference’s statement that no cores officially use those settings means a visible change is not guaranteed.

Common setup mistakes

  • Using a PAL/NTSC label as a complete specification. It does not tell you the input’s scan-rate range, sync requirement or color format.
  • Assuming a passive cable converts signals. It only rearranges conductors; it cannot create YPbPr, RGB or composite from an unsupported source.
  • Applying ntsc_mode to RGB or HDMI. That option is limited to S-Video and CVBS.
  • Buying an unverified Direct Video adapter. A generic HDMI-to-VGA product may not be compatible with MiSTer’s analog mode.
  • Ignoring the active core. The menu and a game can use different resolutions or timing, so test both.
  • Changing sync without checking the cable. Composite sync belongs only in a chain designed to receive it.
  • Testing the wrong input. A television can show no image simply because it is still set to HDMI 2 instead of the connected SCART, component or S-Video input.

What to buy, and what to verify first

Buy hardware only after identifying the board, signal and display input. A compatible VGA-to-RGB-SCART cable is the direct fit for an RGB CRT path. A VGA-to-component cable is relevant only when YPbPr output is supported. A chipset-compatible HDMI-to-VGA adapter is required for Direct Video; an arbitrary generic adapter may not work. An Analog I/O board is the documented route for owners who do not already have compatible analog hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Check the exact board revision and supported output method.
  • Check the cable pinout, including sync routing.
  • Check whether the display expects 15 kHz or 31 kHz.
  • Check whether the input is RGB, YPbPr, S-Video or CVBS.
  • Check return options before buying an adapter whose chipset is not explicitly supported.
  • Confirm that the seller identifies the cable’s intended signal, not just its connector names.

MiSTer PAL/NTSC decision checklist

  1. Is the target display HDMI or analog?
  2. If analog, which input will you use: RGB, YPbPr, S-Video or CVBS?
  3. Does your MiSTer have the Analog I/O board or a supported Direct Video adapter?
  4. Does vga_mode match the actual cable and input?
  5. Does the CRT accept the core’s scan rate and resolution?
  6. Are you using ntsc_mode only with S-Video or CVBS?
  7. Does the core officially support the regional timing option you selected?
  8. Have you tested the correct display input and a known-compatible core?

When all eight answers are clear, PAL-versus-NTSC becomes one part of a broader signal-compatibility check rather than a guess based on a label.

Frequently Asked Questions

Can I play PAL cores on an NTSC CRT with MiSTer?

Possibly, but the answer depends on the CRT input, scan rate, sync format and the timing generated by the core. For RGB or YPbPr, match vga_mode and confirm that the CRT accepts the core’s timing. For S-Video or CVBS, ntsc_mode is limited to values 0, 1 and 2, and the official MiSTer reference says no cores officially use those settings.

Does ntsc_mode switch every MiSTer core between PAL and NTSC?

No. It applies only to S-Video and CVBS, not RGB, YPbPr or HDMI. The documented values are normal NTSC (0), PAL-60 (1) and PAL-M (2), and no cores officially use the setting according to the INI reference.

What is the difference between Direct Video and normal HDMI?

Direct Video changes MiSTer’s HDMI output into an analog path through a supported HDMI-to-VGA adapter. It requires compatible adapter hardware and matching analog settings; normal HDMI is intended for a digital HDMI display.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need the Analog I/O board for a CRT?

The Analog I/O board is the documented VGA analog route. A CRT setup can instead use Direct Video with a supported adapter, but an arbitrary HDMI-to-VGA converter is not guaranteed to work.

Why does the MiSTer menu work while a game core shows no picture?

The active core may generate a different resolution, scan rate or timing from the menu. Compare that output with the CRT’s specifications, check the core’s own video options and test a known-compatible core.

Can a VGA-to-SCART cable convert any MiSTer signal to RGB?

No. It is appropriate only when MiSTer is producing RGB and the SCART input and cable pinout match. A passive cable does not convert YPbPr, S-Video or CVBS into RGB.

What should I check first when Direct Video has no image?

Select the correct display input, verify that the adapter is a supported Direct Video model, match vga_mode to the cable and check the CRT’s scan-rate and resolution limits. Testing ordinary HDMI separately helps isolate the analog path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Set up the signal chain in this order: identify the display input, confirm the CRT’s scan rate and resolution limits, choose HDMI or the appropriate analog hardware, then match vga_mode to the cable and input. Treat ntsc_mode as an S-Video/CVBS-only option, and do not confuse region-free operation with PAL or NTSC timing. A supported adapter, correct sync wiring and a core-compatible mode matter more than the label on the game.
