You can enable Meta’s built-in AI agent from the WhatsApp Business app if the feature is available to your business. The guided setup starts in Tools > AI agent and uses a QR code, but WhatsApp does not promise that setup takes less than a minute. Availability depends on rollout, country, business eligibility and language support.
What “build an AI agent on WhatsApp” can mean
There are two different routes. Meta’s built-in Business Agent is a guided feature in the WhatsApp Business app for eligible businesses. A custom agent uses WhatsApp Cloud API or a platform such as Microsoft Copilot Studio and involves additional configuration.

How to enable Meta Business Agent in WhatsApp Business
- Open the WhatsApp Business app and go to Tools > AI agent.
- Follow the setup prompts. WhatsApp displays a QR code to connect the business account.
- Scan the QR code using the WhatsApp Business app on your mobile device. You may be asked to log in again.
- Continue on the mobile device and accept the setup to finish enabling the feature.
- Add or review information about your business so the agent can answer using the details you provide.
- Choose which conversations the agent may answer and review the available reply controls before letting it respond to customers.
The exact screen sequence can vary as WhatsApp rolls the feature out. Its instructions describe the setup steps but do not give a verified setup-time measurement, so “in less than a minute” is not a reliable promise for every account.

Meta Business Agent is not available to every business. WhatsApp says access is rolling out gradually, with availability affected by country, business eligibility and language support; language support is determined by the business phone number. You may not see AI agent under Tools even if you use WhatsApp Business. A waitlist, where offered, does not guarantee access or a specific arrival date. Check WhatsApp’s current Business Agent guidance for availability information.

Set reply boundaries and handle customer handoff
The built-in agent is not an all-or-nothing switch. WhatsApp’s controls let a business choose whether AI replies to new one-to-one chats, exclude contacts, include chats that came from ads, or pause learning. Review those choices against the conversations you want it to handle.
For an ongoing conversation, WhatsApp says the agent may need seven days of inactivity before it responds; restarting replies can change that behavior. Business owners can also take over conversations, adjust the agent or turn it off. Meta’s announcement about Business AI in India describes it answering customer questions, recommending products, sharing information from a business profile and catalog, and helping close a sale for eligible Indian small and medium businesses. When a custom WhatsApp agent is the better fit
Choose a custom route if you need workflows or integrations beyond answering from business profile and catalog information. WhatsApp Cloud API is a platform for business messaging systems connecting customers with agents or bots; it is not the same as turning on the in-app Business Agent. You need a Meta business portfolio, a WhatsApp Business Account and a business phone number before configuring the API.

Copilot Studio is another documented route for publishing an agent to WhatsApp. It involves WhatsApp-specific configuration, so it should not be treated as a one-tap or guaranteed sub-minute setup. Compare the platform’s required configuration with your workflow needs before choosing it.

Understand how third-party agents handle messages
WhatsApp states that conversations with third-party agents are not considered end-to-end encrypted because they are managed by a Meta service on the agent’s behalf. WhatsApp also says a user can connect up to five third-party agents. These statements concern third-party-agent conversations; they should not be generalized to ordinary person-to-person WhatsApp chats. Review the service’s message handling and data practices before connecting it. See WhatsApp’s explanation of third-party agents.
