Start with the manager you can reliably use on your devices, secure its vault and recovery options, then update accounts one at a time. Requirements vary by service: Login.gov, for example, requires a password of at least 12 characters and requires multifactor authentication (MFA), while CISA’s general guidance recommends passwords of at least 16 characters.
Why use a different password for every account?
If you reuse a password and it is exposed, someone may try it on your other accounts. CISA recommends using a password manager to generate and store strong, unique passwords. Its 2024 Secure Our World tip sheet advises passwords that are at least 16 characters long, random, and unique for each account.

A service’s own rules still apply. CISA’s 16-character recommendation is general guidance; Login.gov’s account-creation instructions set a minimum of 12 characters for Login.gov passwords. Choosing a randomly generated password of at least 16 characters, when the service accepts it, follows the stronger general guidance without confusing it with a universal government rule.
Choose a password manager you can use consistently
Pick a manager that works on the devices and browsers you use and offers password generation, secure autofill, and a recovery process you understand. No single product is established here as best for every person; the practical choice is one you can access and maintain safely.

Set up and protect the manager
Create a unique primary password
Make the manager’s primary password different from every other password. It needs to be strong and long, but also memorable enough to enter when required. CISA advises protecting a password vault with a strong, long, unique, random passphrase. Keep any recovery information protected and somewhere you can reach if the vault or your usual device is unavailable.
Turn on MFA and plan recovery
If the manager offers MFA, enable it and retain the recovery method. Do not keep the only copy of a recovery method inside the vault it is meant to recover. Choose a secure backup you can access independently. Recovery steps differ by provider, so follow the manager’s own instructions rather than assuming that one method works for all vaults.

Save the government login and replace reused passwords
- Go to the service directly. Type its known address or use a saved, verified bookmark instead of following a sign-in link in an unexpected email, chat, or social-media alert. CISA and the FBI advise going to the site directly to verify account alerts.
- Save the existing login. Sign in to the official service and save the username and current password in the manager. Check that the saved entry is associated with the correct service and domain.
- Change one account at a time. Use that service’s own password-change or reset process. Generate a unique password that meets its current requirements; do not copy one from another account.
- Save and verify. Save the new password in the manager, sign out if appropriate, and confirm you can sign in with the saved entry before moving to the next account. If it fails, use the service’s recovery process and correct the saved entry before proceeding.
Login.gov’s account-creation page says its passwords must have 12 or more characters and should not reuse another account’s password or include personal details such as an email address or personal dates. These are Login.gov-specific instructions, not a rule shared by every government service. Follow the current password requirements shown by each agency or sign-in provider.

Enable MFA and keep a second sign-in method
MFA adds a sign-in step beyond the password. The available methods and requirements depend on the service. Login.gov requires MFA and encourages users to add more than one authentication method so losing one does not automatically prevent access. Its guidance warns that losing all authentication methods may mean deleting and recreating the account.

Login.gov lists security keys, face or touch unlock, authenticator applications, SMS or phone, backup codes, and PIV/CAC for government employees or military. Its guidance distinguishes more secure options—including security keys, face or touch unlock, and authenticator apps—from less secure options such as SMS, phone, and backup codes. Choose from the methods the service actually offers, and add a second method when possible.
CISA recommends FIDO phishing-resistant authentication and describes hardware FIDO security keys as the most effective option where feasible. A physical key is useful only if the particular account and device support it, so verify compatibility before buying one. Keep a backup method or recovery codes protected and accessible separately from the device or key you rely on most.

Check autofill and account recovery
Before allowing autofill, inspect the address bar and confirm that you are on the official service domain. CISA notes that password managers fill credentials on valid websites and do not automatically fill them on malicious sites. Treat that behavior as a cue, not a guarantee: a manager’s refusal to autofill is a reason to check the URL, but it does not by itself prove a site is malicious or safe.
Store recovery codes where you can retrieve them if your phone or primary authentication method is lost, and make sure a second method remains usable. For Login.gov, review its current authentication-method guidance before removing a method; losing all methods can complicate access.
