Set up a hybrid-work policy by first matching work locations to the work your startup must deliver, then documenting eligibility, attendance, hours, communication, safety, expenses, security, performance, and review rules. Do not begin with a fashionable number of office days: there is no universally optimal cadence. The right arrangement depends on each role’s tasks, collaboration needs, customer or equipment access, employee circumstances, security conditions, contracts, and local law.
This framework is operational guidance, not legal advice. Employment, health and safety, privacy, monitoring, tax, insurance, and expense rules vary by the places where your company and employees operate. List those locations and obtain local advice before adopting or changing the policy.

1. Define what “hybrid” means for your startup
A policy is useful only when employees and managers can predict how it works. Describe the permitted arrangements, the work each arrangement suits, and the limits that normally apply. A small company can offer more than one model, but it should not make every decision from scratch.

Start with the work, not a quota of office days
Map the tasks performed by each role. Mark work that requires shared equipment, secure systems, customer presence, laboratories, physical inventory, or real-time collaboration. Then identify work that can be completed independently with reliable access to company systems. The result should be a role-and-task assessment, not a label such as “office role” or “remote role” based on job title alone.

Required attendance should have a stated business reason—for example, a customer workshop, a planning session that genuinely benefits from being together, onboarding, or use of equipment. A fixed two- or three-day rule may be appropriate for one team and counterproductive for another; the available guidance does not establish a universal startup cadence.
Choose the arrangements you will actually support
| Arrangement | Best fit | Policy decisions required | Main trade-off |
|---|---|---|---|
| Office anchor with occasional home days | Teams needing frequent face-to-face coordination or shared equipment | Which days or events require attendance; how home days are requested; what equipment may leave the office | Predictable collaboration, but less flexibility for employees whose work is location-independent |
| Planned split between home and office | Roles combining focused individual work with scheduled collaboration | Team anchor days, booking rules, meeting norms, and minimum notice for changes | Balances flexibility and contact, but requires careful calendar and workspace coordination |
| Remote-first with an office or team hub | Distributed roles that rarely need a shared physical site | Permitted countries or regions, travel expectations, onboarding, secure connectivity, and occasional gatherings | Wider hiring reach, with more travel, coordination, and compliance administration |
| Approved coworking or third location | Employees who need a professional workspace but cannot use a home office | Approved locations, privacy standards, cost limits, access controls, and incident reporting | Can solve space problems, but adds expense and third-party security considerations |
State whether an arrangement is available to all eligible roles or only by approval. Also say where work may occur: a named home address, another address in the same jurisdiction, an approved coworking site, or another location only after written approval. “Work anywhere” creates unexamined tax, immigration, insurance, security, and employment-law exposure.
2. Set eligibility and a fair request process
Employees should know how the startup decides whether a role or proposed schedule can be hybrid. Publish objective criteria and apply them consistently. Acas guidance recommends defining the arrangements and limits an organization generally follows while considering requests outside those limits.

- Can the essential tasks be completed safely and to the required standard away from the main workplace?
- Does the role require equipment, confidential material, customer access, or physical presence?
- How much real-time collaboration is necessary, and can it be scheduled effectively?
- Can the proposed location meet security, privacy, health, and workstation requirements?
- Would the arrangement create a material, documented operational or cost burden?
- Do the employment contract, immigration status, tax position, insurance, or local rules restrict the proposed location or hours?
Do not use personal preference as a hidden eligibility test. Employees in comparable roles should be assessed against the same criteria, while individual circumstances and accessibility needs are considered rather than treated as exceptions to be ignored.
Make the request route explicit
- Employee submits a written request. Ask for the proposed locations, days or hours, start date, duration, expected attendance, equipment needs, and any effects on customers or the team.
- Manager checks role suitability. The manager records the criteria applied, the operational benefits, and any risks or costs.
- Operations or people lead checks constraints. Confirm contract terms, local requirements, insurance, security, and health-and-safety implications for each location.
- Consult before deciding. Discuss alternatives, mitigations, and any concerns with the employee. The UK Acas Code gives a specific example: employers must consult employees before refusing a statutory flexible-working request. That rule is UK-specific and should not be generalized to other countries.
- Give a written outcome. State the arrangement, conditions, start date, review date, reasons for refusal or modification, and any review or appeal route.
Handle disability-related requests and other legally protected or substantial personal circumstances through the applicable accommodation process. A hybrid policy should not replace duties that arise under local equality, disability, or employment law.

3. Consult, document, and schedule a review
Consult employees and, where applicable, their representatives before launch. Ask which tasks suffer from unclear availability, which meetings require co-location, what equipment is missing, and what safety or privacy problems employees face at home. HSE guidance also emphasizes consultation when substantial changes affect health and safety.
Record the individual arrangement
After approval, put the employee’s arrangement in writing even when no formal contract amendment is required. Record the normal work location, permitted alternatives, attendance expectations, hours or core availability, communication channels, equipment, expense treatment, security obligations, and the circumstances that trigger a review. Keep the policy and the individual record consistent with the employment contract; Acas recommends checking terms covering workplace, hours, and management when policies change.
Use a defined review trigger
Choose a date or event rather than promising an indefinite arrangement. A review can occur at the end of a pilot, after a team reorganization, when the employee moves, when performance or safety concerns arise, or when the business materially changes. State who reviews the arrangement, which evidence they consider, how the employee can provide feedback, and how a change will be communicated. The cited guidance supports trials and regular review but does not prescribe a universal trial length.
4. Write the day-to-day operating rules
Employees should not have to infer the policy from calendar habits. Put the following rules in one accessible document and repeat only the parts that belong in an individual agreement.
Locations and attendance
- Name the normal workplace and the permitted remote locations.
- List recurring anchor days, required events, and the notice needed to change them.
- Explain how employees book desks, meeting rooms, or coworking space if those resources are limited.
- Say who may approve a temporary change and how emergencies are handled.
Hours and availability
- Set contractual working hours or a core availability window, with the relevant time zone.
- Describe how employees record hours where required and how overtime or rest periods are handled.
- Define response expectations for urgent work without implying that employees must be permanently online.
- Explain how colleagues coordinate when they work different schedules or locations.
Communication and meetings
- Assign a channel for urgent issues, routine discussion, formal decisions, and document storage.
- Publish meeting norms: agenda, materials in advance, accessible video or audio, attendance expectations, and a written decision record.
- Make remote participants equal participants when a meeting is held in the office.
- Set a handoff rule for work that crosses time zones or shifts.
If public places or coworking sites are permitted, require private conversations to take place where others cannot overhear, screens to be protected from viewing, and company material to be stored securely. A policy can prohibit public locations for sensitive work.

- High-Resilience Molded Foam Seat – Won’t Flatten After 1 Year – Instead of budget foam that hardens and sags within months, the seat is built with high-density, high-resilience molded foam that bounces back day after day. It maintains its shape and cushioning far longer, preventing the “bottoming out” discomfort common at this price point
- Adjustable Lumbar, Not a Fixed Afterthought – Unlike flimsy plastic supports that crack or lose tension, this chair features a durable lumbar mechanism that adjusts depth to match your spine’s natural curve. Genuinely relieves lower back pressure during long sitting sessions
- Breathable Mesh Backrest – No Peeling, No Heat Buildup – Say goodbye to flaking faux leather. The high-tension mesh back promotes continuous airflow, keeping you cool in warm environments and eliminating the mess of peeling upholstery. Mesh holds up significantly better over time and looks professional years later
- Anti-Sink BIFMA Certified Gas Cylinder – A common failure in budget chairs: the pneumatic cylinder loses pressure and slowly sinks during use. Our Class 3 BIFMA-certified gas lift is built to hold its height reliably, so your chair stays exactly where you set it—year after year. No more sudden drops or mid-work adjustments
- Heavy-Duty Metal Core Base (330 lbs Capacity) – Thin plastic bases can crack under stress, especially near the cylinder hub. We use a reinforced nylon base with a metal core, providing the durability and peace of mind you need. Smooth-rolling, 360° silent casters glide across hardwood, tile, or carpet without scratching or catching
5. Cover health, safety, and the home workstation
Home working is still work. HSE states that an employer has the same health-and-safety responsibilities for a home worker as for a worker at the workplace, subject to the law that applies in the relevant jurisdiction. EU-OSHA’s publication on remote and hybrid work, published 20 June 2024, identifies ergonomic and psychosocial risks and highlights clear policy, education, and training as practical supports.

Build a proportionate assessment process
- Give the employee a home-work checklist covering workspace, lighting, seating, display position, cables, electrical safety, interruptions, and wellbeing.
- Ask the employee to report hazards or health concerns before the arrangement starts and whenever circumstances change.
- Decide whether a self-assessment is sufficient or whether a competent person needs additional information or access.
- Record corrective actions, the responsible person, the deadline, and what happens if the risk cannot be controlled.
- Review after a move, new equipment, an injury, or a significant change in duties.
Acas guidance states: “You should carry out a risk assessment before approving any request for working from home or hybrid working.” Present that as Acas guidance, not as a quotation that automatically sets the law everywhere.
Equipment and access
List the equipment the startup supplies, the condition in which it remains company property, support hours, replacement rules, and the process for returning it. Explain when an employer may need access for setup, maintenance, inventory, or an assessment, and require reasonable notice except for an urgent safety or security incident. An adjustable ergonomic office chair may be an optional workstation item after an individualized assessment; it is not a universal legal requirement or a product endorsement.
6. Explain expenses, insurance, and moves
Employees need a clear answer before they incur costs. State which equipment, connectivity, travel, coworking fees, utilities, or other expenses the startup provides or reimburses, the approval threshold, required receipts, and payment timing. Do not promise reimbursement that conflicts with local tax or employment rules.
Ask the insurer or broker what company equipment, work-related injuries, visitors, and work performed away from the normal workplace are covered. Acas advises employers to address insurance and relevant mortgage, lease, and home-insurance checks; those are practical checks, not a single worldwide legal rule.

Require approval before a move
Make a move—especially to another city, region, or country—a change that must be disclosed and approved before it occurs. The review should cover payroll and tax registration, employment law, immigration, working time, health and safety, data transfers, insurance, equipment shipping, time-zone coverage, and customer commitments. Specify whether the startup can require a return to the approved location if the new location cannot be supported.
7. Manage performance and development consistently
Hybrid work fails when managers measure visibility instead of results. Set objectives that describe the outcome, quality, deadline, dependencies, and decision rights. Acas recommends discussing performance measures and objectives with employees and gives assessing the quality of work rather than time at a desk as an example.
Use a repeatable management rhythm
- Agree objectives and deliverables in writing at the start of the review period.
- Use regular one-to-ones for feedback, workload, wellbeing, and obstacles, regardless of location.
- Review output, quality, customer or stakeholder outcomes, reliability, and collaboration using the same standards for office and remote staff.
- Document performance concerns and provide a reasonable opportunity to improve; do not treat a missed instant message as proof of poor performance.
- Track team capacity and handoffs so remote employees are not assigned invisible coordination work without recognition.
Protect development and promotion access
Include remote employees in training, mentoring, high-visibility projects, leadership opportunities, and promotion discussions. Publish opportunities in shared systems, rotate meeting times where time zones differ, and make important decisions available in an accessible written format.
Be transparent about monitoring
If the startup uses electronic monitoring, describe what is collected, why, when, who can see it, how long it is retained, and how employees can raise concerns. Verify requirements in every jurisdiction. Ontario, for example, has written-policy requirements for electronic monitoring that apply to monitoring at home, in the workplace, or in a hybrid arrangement; that is a local example, not a global rule. Avoid hidden activity tracking or treating keystrokes as a substitute for performance evidence.
8. Protect information and privacy
Write security controls that match the sensitivity of the work. At minimum, explain:

Collect only the information needed to administer the arrangement and explain its purpose, access, retention, and deletion. Privacy requirements depend on location. Philippines National Privacy Commission guidance in PHE Bulletin No. 14 discusses transparency, legitimate purpose, proportionality, data minimization, and safeguards in a specific COVID-19 public-health context; it should not be treated as a current universal employee-monitoring rule.
9. Create an exceptions and escalation path
No policy predicts every caregiving change, accessibility need, public emergency, equipment failure, or customer requirement. Define how an employee asks for a temporary or permanent exception and how quickly the startup will respond. Require the decision-maker to explain the operational reason, consider alternatives, record any conditions, and set an end or review date.
Escalate unresolved disagreements to a named people or operations lead rather than leaving them to informal manager discretion. Keep records of decisions so similar cases can be compared, while limiting access to sensitive personal information.

- Purpose and scope
- Definitions of office, home, coworking, and other approved locations
- Eligible roles and assessment criteria
- Available arrangements and attendance expectations
- Request, decision, review, and appeal process
- Hours, core availability, communication, and meeting norms
- Health-and-safety assessment and workstation responsibilities
- Equipment, expenses, insurance, and employer access
- Moves and changes in personal or business circumstances
- Objectives, performance, monitoring, training, and promotion
- Information security, privacy, and incident reporting
- Exceptions, escalation, records, effective date, and next review
Have a local employment or safety professional check the finished document before publication, especially when employees are in more than one jurisdiction. The policy should make ordinary decisions predictable while preserving a documented route for circumstances that genuinely need individual consideration.
