How to Set Up a Co-Marketing Campaign Between a Payment Provider and a Game Developer

A successful payment-provider/game-developer campaign starts with one player benefit that both audiences understand, then connects that benefit to measurable business goals. Agree the audience, offer, eligibility, rights, owners, channels, approval dates and reporting before any public announcement. If Steam is involved, obtain event approval and third-party intellectual-property permissions before promising placement; first-time third-party sale events should be planned at least three months ahead.

This guide lays out a practical process from the first partner meeting through post-campaign analysis, including offer choices, Steam-specific constraints, asset production, launch coordination and measurement.

What a payment-and-game co-marketing campaign is

In this arrangement, a payment provider contributes something that makes a game purchase or player action more attractive, while the developer contributes access to a relevant player audience and approved game content. The public-facing campaign might be a payment-linked reward, a bonus top-up, a limited digital item, a themed card design, an event page or a coordinated creator promotion.

The partnership is not simply an advertisement placed beside a game. Players need a clear reason to participate, the developer needs a useful way to reach or retain players, and the payment provider needs a defined commercial outcome. A campaign brief should make all three propositions visible:

  • Player value: what the player receives and how to claim it.
  • Developer value: the audience, engagement or purchase behavior the campaign is intended to improve.
  • Payment-provider value: the card use, account growth, transactions or customer relationships the provider expects to develop.

Visa’s 2022 gaming examples illustrate the range of possible mechanics without establishing a universal result. They include bonus top-ups, exclusive rewards, brand experiences, game-themed card designs, influencer collaboration, game-franchise characters and digital skins. The examples are useful as design patterns, not as a promise that a new partnership will produce the same performance.

Start with a joint audience and value proposition

Define the audience precisely

Write an audience statement that both organizations can use when approving the campaign. Include the game or portfolio, player status, payment eligibility, countries or regions, age requirements where applicable, device or platform, and the intended purchase or engagement behavior. “Gamers” is too broad to guide media buying, creative or measurement; “eligible players of the participating titles who use the provider’s cards in the listed markets during the campaign window” is operational.

List what each partner can actually contribute. A payment provider may supply a payment-linked discount or reward, customer communications, media budget, cardholder data in aggregated form, or campaign-management support. A developer may supply player reach, game content, approved characters or skins, store-page inventory, social channels and creator relationships. Record the owner and delivery date for every contribution rather than treating a logo swap as a contribution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write the one-sentence proposition

Use a sentence that answers who gets what, for doing what, and when. For example: “Eligible players in the listed markets receive the stated in-game reward after completing the qualifying payment during the campaign period.” Keep the first version simple; complexity in eligibility, redemption or fulfillment will increase support contacts and make performance harder to interpret.

Separate observed case-study results from forecasts

Visa reports “double digit growth” for customers of an unnamed bank on an unnamed publisher’s platform after one co-marketing campaign. It also describes “above target increases” in cards issued and payment volumes in one anonymized campaign, and above-target increases in new customers, transactions per card and in-game purchase value in another. The report supplies no exact percentages, targets, sample sizes or named counterparties. Use those categories to choose objectives, but do not present them as benchmarks or forecast your own results.

Choose the offer and objective together

Evaluate concepts against the same decision criteria before selecting one. The following examples are drawn from the types of campaigns described in Visa’s report; the criteria are planning tools for comparing alternatives.

Offer concept Player benefit Potential partner objective Additional approval or operating work
Bonus top-up Extra value when an eligible player funds an account or makes a qualifying purchase Payment volume, transactions or platform engagement Define qualifying payment, timing, fulfillment and exclusions
Exclusive reward A reward unavailable through the ordinary purchase path New customers, repeat use or in-game purchase activity Design entitlement, inventory limits and redemption support
Brand experience Access to a campaign event or branded player experience Audience engagement and brand consideration Plan event production, participant communications and safety controls
Game-themed card design A card or account design connected to a game Card issuance and cardholder acquisition Approve game artwork, card-production constraints and regional availability
Influencer collaboration Entertainment or guidance from a trusted creator Reach, traffic and offer uptake Approve creator brief, disclosures, usage rights and tracking links
Franchise content or digital skin A recognizable character, themed item or digital cosmetic Player acquisition, engagement or purchase value Clear character, trademark, asset, territory and duration rights

Score each concept on seven questions: Is redemption easy? Does it fit both audiences and brands? Is there one measurable business objective? How much game IP must be cleared? Which players, countries and payment instruments qualify? Can the required channels launch on time? Can both organizations support fulfillment and receive reliable reporting? Choose the concept with the strongest combined score, not simply the largest headline reward.

Write eligibility before creative

Specify qualifying products, payment methods, minimum spend if any, new-versus-existing customer status, participating titles, start and end timestamps, regions, currency treatment, reward limits, exclusions, cancellation or refund treatment, and the method and deadline for delivery. Have the payment provider confirm that the offer description matches its operational rules. Have the developer confirm that the reward can be granted consistently across the relevant platform and game versions.

Assign owners, approvals and escalation paths

Create a responsibility matrix before production. One accountable owner at each organization should be able to make or obtain decisions; a group mailbox is not an owner.

Workstream Payment-provider owner Developer owner Joint approval needed
Offer and eligibility Payment rules, customer eligibility and fulfillment capability Game, platform and reward feasibility Final terms, regions and dates
Creative and copy Brand, product and compliance review Game-brand, character and merchandising review Master artwork, claims and calls to action
Distribution Customer communications, paid media and partner channels Store, game, social and creator channels Channel calendar and audience targeting
Platform submission Supporting documentation and sponsor assets Event organizer, participating titles and AppIDs Submission, review responses and publication date
Measurement Payment, issuance and customer reporting Game, store and redemption reporting Definitions, baseline, cadence and privacy-safe joins
Customer support Payment, eligibility and account questions Game entitlement and technical questions Escalation script, service levels and incident owner

Include a written change-control rule. A late change to the qualifying payment, reward, territory, artwork or launch date can invalidate an approval or require new compliance review. Define who can pause the campaign, how partners notify one another, and what happens to players who qualified before a pause.

Clear game rights and platform permissions

Secure intellectual-property rights first

Obtain written permission for characters, logos, screenshots, skins, music, creator likenesses, trademarks and other third-party material before publishing a concept that uses them. Confirm the permitted territory, media, languages, campaign duration, edits, paid-media use, archival use and takedown process. If a developer does not own an asset, identify the separate rights holder and route the approval through the developer’s authorized process.

Steam’s event guidance requires organizers to secure appropriate third-party approvals and cautions against promising visibility that has not been confirmed. Treat a platform submission as permission to use the platform’s tools, not as a grant of rights to every game asset in the campaign.

Understand Steam’s commercial boundaries

For a Steam sale event page, the player-facing offer must remain accessible on Steam. The page should not send users to an external store or website. Sponsor logos may be shown in the designated supporter area, but those logos cannot contain outbound links. Steam also prohibits charging for placement on its sale pages.

Steam distinguishes permitted cross-promotional activity and off-Steam paid campaigns from in-game advertising models that the platform does not support. If paid media drives traffic to Steam product pages, use Store Widgets and UTM Analytics as Steam recommends for measurement. Do not assume that buying off-platform media purchases on-platform featuring.

Obtain market-specific review

Payment promotions can involve consumer-protection, financial-promotion, privacy, advertising-disclosure and card-network requirements that vary by jurisdiction and offer structure. The platform guidance does not replace qualified legal or compliance review. Give reviewers the final terms, eligibility, data flows, creative, territories and fulfillment method rather than an early concept summary.

Build the Steam event plan, if Steam is a channel

Steam’s process has several gates. For a first third-party sales event, the official guidance says to plan at least three months. Steam’s published typical review time is two to three business days; that is a processing estimate, not a guaranteed service level.

  1. Submit the event idea to the Steam Events Team. Describe the theme, participating titles, proposed dates, offer structure and the reason the event is relevant to players.
  2. Wait for approval and tool enablement. Do not announce confirmed Steam placement before the event is approved and the required tools are enabled.
  3. Confirm participating titles and AppIDs. Make sure each developer has authorized participation and that the listed applications match the intended event.
  4. Stage the announcement and landing page. Steam describes the event as an announcement plus a landing page. Build both with the approved artwork, copy, categories and calls to action.
  5. Request review. Submit the staged page and respond to review comments. Reserve time for revisions rather than scheduling publication immediately after submission.
  6. Publish after approval. Check the live page, links, eligibility language, title list and reward instructions as soon as it is public.

Meet the sale-event rules

  • Give the event a clear theme and include relevant games.
  • If the event is described as a sale, a majority of participating titles should be discounted.
  • Do not promote or link to off-Steam content from the Steam sale event page.
  • Use sponsor logos only in the designated supporter area and without outbound links.
  • Do not charge for placement on the sale page.
  • Do not promise additional Steam visibility until Steam confirms it.

When seeking curated support, Steam suggests finalizing participants four to eight weeks before launch. Its promotional calendar fills six to ten weeks ahead, so a request made after the participant list is settled may still miss available opportunities. Additional featuring remains subject to Steam review and approval.

Produce a shared asset and communications kit

Create one controlled package containing the approved master copy, artwork, logos, usage rules, localization files, terms link, tracking links, support contacts, publication dates and takedown instructions. Give every participating partner the same version so an outdated reward or date does not remain in a social post after the offer changes.

Design the Steam page for comprehension

Steam advises making the event purpose immediately clear in the artwork, categorizing content for easy browsing, localizing text and calls to action, and previewing the page with colleagues before it begins. Review the page at the actual display sizes and check that the first view explains the event without requiring the player to infer the relationship between the payment provider and the game.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the image dimensions and placement requirements in Steam’s current documentation when preparing files; some placements require Valve approval. Avoid fixed price or currency claims in Steam artwork because customers see different currencies by country. Put variable pricing and eligibility information in the approved text and terms instead.

Localize the action, not only the words

Translate the call to action, eligibility, dates, redemption steps, support route and legal qualifiers for every market. Confirm that the payment method exists in that market and that the reward can be delivered there. A literal translation that changes the meaning of “qualifying purchase,” “new customer” or “until supplies last” can create a different offer.

Prepare partner amplification

Steam encourages organizers to provide a communications or asset kit and have participants amplify the event through their own marketing, social channels and websites. Supply channel-specific sizes and copy, but keep the eligibility statement and dates identical. Require each partner to obtain its own internal approval before posting; central approval does not automatically approve every channel’s disclosure or targeting.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Coordinate distribution without overpromising reach

Map each channel to a job. The developer’s store or game surfaces explain relevance; the payment provider’s customer communications reach eligible users; social and creator channels demonstrate the benefit; paid media supplies incremental reach; and the Steam event page provides an approved on-platform destination when applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a single launch calendar with asset handoff, internal review, platform submission, localization, tracking validation, announcement, offer start, reminder, final-eligibility date, fulfillment deadline and takedown. Add a contingency path for a delayed approval, rejected asset, unavailable reward or tracking outage. The campaign should be able to pause safely without leaving players with an unusable claim.

Keep claims proportional to confirmed inventory and placement

Use “eligible players can claim” only when eligibility and fulfillment are operational. Do not say “featured by Steam,” “guaranteed visibility,” “exclusive everywhere” or similar language unless the relevant party has approved that exact claim. Steam’s guidance specifically warns organizers not to promise visibility that has not been confirmed.

Test the complete player journey

  1. Open the announcement from each planned device and region.
  2. Verify that the call to action reaches the correct Steam page or approved destination.
  3. Complete a qualifying payment with a test account where permitted.
  4. Confirm that the reward, entitlement or confirmation message arrives within the stated time.
  5. Trigger an ineligible case and confirm that the explanation is accurate and helpful.
  6. Check that tracking records the intended source without exposing unnecessary personal data.

Agree measurement before launch

Choose a baseline, reporting owner, time window and definition for every metric. A metric without a denominator or comparison period can create disagreement after launch. Keep payment-provider customer data and developer data separated unless a lawful, approved method exists for measuring an aggregated outcome.

Objective category Possible measure Definition to settle before launch
Offer adoption Offer uptake or redemption rate What counts as a viewed, qualified, claimed and successfully fulfilled offer
Payment growth Transactions, payment volume or transactions per card Included instruments, transaction window, refunds and currency conversion
Customer acquisition New customers or cards issued How “new” is determined and when the account must remain active
Game commerce In-game purchase activity or purchase value Titles, platforms, gross or net treatment and attribution window
Player engagement Platform visits, event participation or repeat activity Event definition, unique-player method and time period
Traffic efficiency Visits from paid or partner channels UTM naming, landing-page definition, invalid traffic handling and reporting cadence

Visa’s examples use categories such as customer growth on a publisher’s platform, card issuance, payment volumes, new customers, transactions per card and in-game purchase value. They are observed categories in anonymized case studies, not guaranteed outcomes. For Steam-directed paid campaigns, Store Widgets and UTM Analytics are the platform-recommended tools for improving measurement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a measurement map

Assign a unique campaign identifier, channel code, market code and offer version to every link and asset. Document which system is authoritative for clicks, visits, payments, redemptions, entitlements and support cases. Reconcile counts at agreed intervals and record changes to the offer or tracking implementation so a later result can be interpreted correctly.

Review results and decide what to change

After the campaign closes, compare performance with the pre-agreed baseline and objective rather than with an unqualified industry number. Break the result down by audience, offer, channel and region, then investigate unusual differences before deciding that one creative or partner caused them.

  • Which eligible players saw the offer and which completed the qualifying action?
  • Where did redemption fail, and was the cause eligibility, inventory, payment processing, entitlement delivery or unclear instructions?
  • Did the payment provider see the intended customer or transaction behavior?
  • Did the developer see the intended game engagement or purchase activity?
  • Which channels delivered qualified players rather than only impressions?
  • Did localization, timing, title mix or regional eligibility change the result?
  • Were support contacts concentrated around one rule or asset?

Keep a decision log with the final terms, approved assets, launch dates, incidents, measurement definitions and recommended changes. A repeat campaign should alter one or two controlled variables at a time—such as reward structure, audience, channel mix or duration—so the partners can learn what drove the change.

Common failure modes and fixes

The reward is attractive but hard to redeem

Symptom: Players ask where to claim, which card qualifies or when the reward arrives. Fix: Reduce the number of steps, show eligibility before the click, state the delivery time and test both successful and unsuccessful paths with fresh accounts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The creative uses unapproved game assets

Symptom: A character, logo, skin or creator image appears in a draft that no rights holder has cleared. Fix: Remove the asset or obtain written permission covering the exact media, territory, duration and edits before distribution.

The Steam page promises an external destination

Symptom: Artwork or copy directs Steam visitors to an outside store or website, or a sponsor logo contains a link. Fix: Keep the player offer on Steam, use the designated supporter area correctly and move any off-Steam acquisition activity to separately approved paid channels.

The team assumes featuring is guaranteed

Symptom: Partner announcements claim a prominent Steam placement before confirmation. Fix: Describe only the approved event and confirmed surfaces; remove conditional or speculative featuring language.

The launch date ignores review lead time

Symptom: The page is submitted days before the planned start. Fix: For a first third-party Steam sale event, work backward from at least three months, reserve the typical two-to-three-business-day review window plus revision time, and finalize participants four to eight weeks before launch when seeking curated support.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The offer is measured with incompatible numbers

Symptom: One partner reports clicks, another reports transactions and a third reports gross purchase value, with no shared denominator. Fix: Approve metric definitions, attribution windows, currency treatment, refund handling and data owners before any media runs.

Pre-launch checklist

  • Audience, regions, payment eligibility and dates are written in the brief.
  • Player benefit, redemption steps, limits and support route are final.
  • One accountable owner and one escalation contact are named at each organization.
  • Game IP, creator rights, trademarks and platform permissions are documented.
  • Steam event approval, participating titles and AppIDs are confirmed when relevant.
  • Sale-event rules, off-Steam restrictions and sponsor-logo requirements are reflected in the page.
  • Localized copy, calls to action, artwork and terms have passed partner reviews.
  • Tracking links, Store Widgets and UTM naming are tested where used.
  • Payment, entitlement, support and pause procedures have passed an end-to-end test.
  • Baseline values, objectives, reporting cadence and post-campaign review date are agreed.

How to judge whether the partnership is ready

The campaign is ready when a player can understand the benefit and complete it, each partner knows exactly what it must deliver, every game asset and platform surface is authorized, and the result can be measured against a named objective. If any of those conditions is unresolved, delay the public launch rather than spending the campaign window discovering the problem.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
