How to Set Up a 16-Core SBC as a Virtualization Server (Proxmox VE arm64 Guide)

A 16-core processor does not make a single-board computer a supported virtualization host. For Proxmox VE on arm64, the board must boot through UEFI and describe its hardware with ACPI; device-tree-only and legacy-boot boards are unsupported. Confirm those platform details before buying storage or attempting an installation.

This guide uses the current Proxmox VE arm64 release as its concrete example. Because no board model, memory configuration, firmware, storage interface, or workload is specified, it gives a compatibility-led setup method rather than pretending that every 16-core SBC will boot or deliver a particular number of virtual machines.

Start with the compatibility gate

Proxmox’s arm64 support is determined by firmware and hardware description, not by the SBC form factor or core count. The official support list names NVIDIA Grace Hopper and NVIDIA Vera. Other UEFI-based ARMv9-A or newer systems receive best-effort support; the documentation also notes that ARMv8-A systems may work on a best-effort basis.

Check What must be true If it is missing
CPU architecture A 64-bit ARM processor capable of running the arm64 host and matching arm64 guests A 16-core chip with a different or incompatible execution mode cannot use the arm64 release
Boot firmware UEFI boot, not only a legacy boot path The Proxmox arm64 installer is not a supported route
Hardware description ACPI tables exposed to the operating system Device-tree-only platforms, including Raspberry Pi-class boards, are unsupported
Support status Officially listed hardware, or a UEFI ARMv9-A-or-newer platform accepted as best effort You own the validation, recovery, and compatibility risk
Expansion requirements SMMU support if you need PCIe device passthrough Passthrough may be unavailable even if ordinary virtualization works

Proxmox staff member Thomas Lamprecht summarized the boundary this way: “An arm64 host must boot through UEFI and describe its hardware through ACPI. Device-tree-only boards and legacy boot are not supported.” Treat that as a go/no-go test, not as a suggestion to try an installer image on any 16-core board.

Identify the exact SBC before planning the host

Record the board model, revision, processor, RAM capacity, boot firmware version, storage connectors, network interfaces, PCIe implementation, power supply and cooling arrangement. A vendor may ship several revisions under one product name, and a firmware change can alter whether UEFI or ACPI is available.

  1. Obtain the board vendor’s firmware and hardware documentation for the exact revision.
  2. Confirm that the firmware presents a UEFI boot option and that the operating system receives ACPI tables. A board that only exposes a device tree does not meet Proxmox’s arm64 requirement.
  3. Check whether the vendor documents 64-bit ARM operation, supported boot media and a recovery procedure before modifying firmware.
  4. Check RAM limits, PCIe lane allocation, M.2 or SATA support, NIC speed, fan headers and the board’s sustained power budget.
  5. Compare those facts with the current Proxmox arm64 requirements and decide whether a best-effort platform is acceptable for your use.

Do not describe an unspecified board as “compatible” merely because its processor has 16 cores. The official material does not certify an unnamed SBC, and it provides no board-specific flashing steps or validated installation result.

Choose an evaluation host or a production host

Proxmox labels its minimum requirements as suitable for evaluation and recommends high-quality server hardware for production. A compact board can be useful for learning, lab services or a narrowly controlled deployment, but production decisions must include firmware support, replacement availability, cooling, storage endurance and recovery options.

Size memory for the whole stack

Proxmox lists 2 GB as the minimum for the operating system and Proxmox VE services, plus memory assigned to guests. That 2 GB figure is not a recommended total for a virtualization server. Reserve additional capacity for every virtual machine, containers or storage service, and leave headroom for the host.

If you use ZFS or Ceph, Proxmox advises allowing approximately 1 GB of memory per TB of used storage in addition to the other requirements. This is a planning recommendation, not a guarantee that a particular workload will fit. A board with fixed or modest RAM can become storage-memory constrained long before all 16 cores are busy.

Plan storage around the board’s interfaces

Proxmox recommends fast SSD storage and says SSDs with power-loss protection are recommended for good performance. Select a drive only after checking the SBC’s actual interface, form factor, boot support, PCIe lane sharing and power limits. An NVMe connector does not by itself prove that the board can boot from every NVMe device or sustain its rated speed.

Decide which device will hold the host installation and which will hold virtual-machine data. If the board offers only one bootable device, account for the failure of that device and keep an external recovery path. Do not assume that a hardware RAID controller can be combined with ZFS or Ceph: Proxmox states that ZFS and Ceph are not compatible with a hardware RAID controller.

Account for networking, power and cooling

For recommended systems, Proxmox describes redundant gigabit NICs as a baseline, with additional interfaces depending on storage and cluster design; 10 Gbit and faster networking are supported. An SBC may expose only one NIC, share its bandwidth with other devices or require an adapter. Map interfaces to management, guest traffic, storage and clustering before you buy a switch or design VLANs.

Continuous virtualization loads are different from short benchmark bursts. Verify the board’s heatsink or fan solution, power adapter, enclosure airflow and firmware fan controls. The available documentation does not provide a thermal limit or a performance result for an unspecified 16-core SBC, so stability under your intended load must be measured on the assembled system.

Use the current arm64 Proxmox release

The official download listing records Proxmox VE 9.2-1-arm64, updated August 5, 2026. Use the architecture-specific arm64 installer when the board has a supported installation path. Do not use an x86-64 image simply because it is more familiar.

  1. Download the Proxmox VE 9.2 arm64 installation image from the official release listing and verify its integrity using the checks published with that release.
  2. Read the SBC vendor’s boot-media instructions. The correct method may be removable media, an onboard flash device or a vendor-specific UEFI boot selector; no single boot method is established for every board.
  3. Back up any existing data and record the board’s firmware settings before changing the boot order.
  4. Boot the installer through UEFI. If the firmware offers only legacy boot or a device-tree path, stop rather than forcing an unsupported installation.
  5. Install to the storage device that the board officially supports for booting, then configure the host network and administrative credentials according to your deployment plan.
  6. After the first boot, update the installation to the latest available packages, as the Proxmox download guidance recommends.

These steps describe the supported decision path, not a promise that an arbitrary SBC will display the installer. A board-specific walkthrough requires its exact model, revision and firmware documentation.

Configure storage without hiding the board’s limits

Separate boot, VM and backup concerns

Keep the host installation, active virtual-machine disks and backups conceptually separate even when the board forces them onto one physical device. A single SSD can work for an evaluation, but it combines operating-system failure, VM I/O and backup risk. If the SBC has multiple supported devices, assign them according to endurance, throughput and recovery priorities rather than capacity alone.

Choose ZFS or Ceph only when the platform can sustain them

ZFS and Ceph add memory and I/O demands. Apply the approximately 1 GB per TB of used-storage guidance to the memory budget, then verify that the board has enough RAM, reliable storage connections and cooling. Do not put either on top of a hardware RAID controller; Proxmox identifies that combination as incompatible.

On a small board, a simple filesystem on a reliable SSD may be easier to recover than a complex storage stack. The right choice depends on the number of devices, failure tolerance, backup design and whether the SBC can provide the required interfaces continuously.

Design the network and passthrough plan

Start with the traffic you actually need: host management, guest networks, storage replication and cluster communication. Count physical interfaces and check their negotiated speeds under load. If one interface must carry several roles, document the VLAN and failure implications before deploying guests.

PCIe passthrough on arm64 requires SMMU support, as well as firmware and device compatibility. Confirm that the board exposes an SMMU and that the target device can be isolated before promising a passed-through NIC, storage controller or accelerator. Without that support, use virtual devices or a different host rather than treating passthrough failure as a configuration typo.

Create guests for the arm64 architecture

Arm64 virtual machines use UEFI through AAVMF. SeaBIOS is the x86-oriented path and is not the boot method to plan for arm64 guests. Select operating-system images built for arm64 and verify that each guest’s architecture matches the node on which it will run.

Live migration is limited to nodes of the same architecture. An arm64 guest cannot be moved live to an x86-64 node simply because both nodes run Proxmox, and an operating system built for one architecture cannot be treated as interchangeable with the other. Build your cluster and disaster-recovery plan around that boundary.

  1. Choose an arm64 guest image supported by its operating system vendor.
  2. Create the virtual machine with AAVMF UEFI firmware and allocate memory only after reserving the host and any storage-service overhead.
  3. Attach virtual disks to the storage pool you selected, then install the guest and apply its updates.
  4. Test networking, clock behavior, disk I/O and shutdown/restart before adding production data.
  5. Document the guest architecture and node architecture so future migration decisions are explicit.

Validate the assembled system before trusting it

No independent workload benchmark or hands-on test is available for an unspecified 16-core SBC. Validate your own board under the workload you intend to run rather than converting the core count into an expected VM number.

  • Boot reliability: cold-boot and reboot repeatedly through the intended UEFI path; confirm that the board returns without manual intervention.
  • Thermal behavior: observe temperatures and fan operation during sustained guest CPU and storage activity, not only at idle.
  • Storage: measure I/O consistency, inspect kernel and firmware logs for link resets, and test recovery from an interrupted write.
  • Networking: verify negotiated link speed, packet stability and simultaneous management, guest and storage traffic.
  • Memory pressure: run the planned guest set with the host and any ZFS or Ceph overhead included; watch for swapping or allocation failures.
  • Recovery: rehearse restoring a guest and replacing the boot device before the system holds important data.

Troubleshoot by failure branch

The board does not show the installer

Return to firmware. Confirm that the image is arm64, UEFI boot is enabled and the board exposes ACPI. If the board is device-tree-only or legacy-boot-only, the failure is an unsupported platform, not a missing installer option.

The host boots but a PCIe device cannot be passed through

Check SMMU exposure, IOMMU grouping and vendor firmware support. If the board lacks SMMU, passthrough is not an available design feature; use a virtual device or select different hardware.

A guest will not boot

Confirm that the guest image is arm64 and that the VM uses AAVMF UEFI. A BIOS choice intended for x86 guests or an x86 operating-system image will not become compatible through additional CPU cores.

Migration is rejected

Check architecture first. Proxmox supports live migration only between nodes of the same architecture. Plan an arm64-only destination or perform an architecture-appropriate backup and restore instead of attempting a cross-architecture live move.

Compare candidate 16-core SBCs by platform, not marketing numbers

Comparison axis Questions to answer
Firmware path Does the exact revision boot UEFI and expose ACPI without vendor patches?
Proxmox status Is it officially listed, ARMv9-A-or-newer best effort, or merely an unsupported device-tree platform?
CPU and guests Is 64-bit ARM available, and which arm64 operating systems and VM features are supported?
Memory How much RAM is installed or upgradeable after reserving host, guest and storage-service needs?
Storage Which SSD interfaces and form factors work, which can boot, and what are their power and lane-sharing limits?
Networking How many NICs are present, at what speeds, and can they be assigned to management, guests and storage?
PCIe and SMMU Are expansion lanes available, and does firmware provide the SMMU needed for passthrough?
Cooling and power Can the board sustain continuous load with documented power delivery and controllable cooling?
Firmware lifecycle Does the vendor publish updates and a recovery process for the exact revision?

This matrix prevents a high core count from overshadowing the features that determine whether a hypervisor can boot, store guests, connect reliably and recover from faults.

What a successful setup actually means

A successful 16-core SBC virtualization server is a verified platform: UEFI and ACPI work, the arm64 Proxmox release installs through a supported path, memory and storage are sized for the host and guests, networking matches the traffic plan, and sustained tests show acceptable thermals and stability. The number of cores is only one input to that result.

For the current release, start with Proxmox VE 9.2-1-arm64, update the host packages, and document every board-specific limitation. If any compatibility gate fails, choose hardware with a supported UEFI/ACPI implementation rather than trying to compensate with more cores or a different ISO.
