How to Set Token Budgets and Spending Limits for AI Applications

Use several controls together rather than looking for one universal “token limit.” A request-level output ceiling limits one model response; the context window limits the total prompt and response that fit in a call; rate limits control traffic over time; and spend limits control tracked monetary usage. None of these substitutes for the others.

For reliable cost control, set an output limit for every endpoint, measure input, cached-input, output and other billable units on representative workloads, configure provider alerts and enforced caps where available, then enforce per-user or per-workflow budgets in your own application. Leave a reserve for concurrent and in-flight work because provider accounting and cap enforcement can lag.

The four limits you must keep separate

Unexpected bills usually result from treating different controls as if they were the same setting. Start by identifying which resource you are limiting.

Control What it limits Typical scope What it does not do
Request output limit Visible output tokens (and, for reasoning models, the allowance that includes hidden reasoning tokens) One model call It does not set a monthly budget or cap prompt size
Context window Total tokens the model can process in the request, including instructions, retrieved text, conversation history, tool data and output One model call and model version It does not control how many calls your application makes
Rate limit Requests or tokens processed per minute, day or other interval Project, organization, workspace or account, depending on provider It is not a financial ceiling
Spend limit Tracked monetary usage over a billing period or rolling window Project, organization, workspace or billing account It may not stop traffic instantly and does not allocate a fair allowance to each customer

An application can stay below its per-response token cap and still overspend by launching thousands of calls. Conversely, a low monthly cap does not prevent a single request from exceeding a model’s context window or a project from hitting requests-per-minute limits.

Set a request-level token budget

Choose the endpoint’s output parameter

OpenAI exposes endpoint-specific controls. Chat Completions uses max_completion_tokens; the Responses API uses max_output_tokens. Use the field supported by the endpoint you actually call, and verify the selected model’s current context and output limits.

// Chat Completions (illustrative request shape)
{
  "model": "your-selected-model",
  "messages": [{"role": "user", "content": "..."}],
  "max_completion_tokens": 700
}

// Responses (illustrative request shape)
{
  "model": "your-selected-model",
  "input": "...",
  "max_output_tokens": 700
}

Set the ceiling to the response your feature needs, not to the model’s largest advertised maximum. A short classification, extraction or routing task may need only a small allowance; a report-writing feature needs more. The cap is a ceiling, so normal responses can finish below it.

Reserve room for reasoning models

Reasoning models can spend tokens on internal reasoning as well as the visible answer. If your allowance is consumed by reasoning, the user-facing response may be shorter than expected. Size the output allowance with both components in mind and test the actual model and task combination. Do not infer reasoning volume from visible answer length alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control input growth separately

When costs or context errors come from prompts, lowering the output ceiling will not solve the problem. Reduce repeated instructions, trim stale conversation turns, cap retrieved passages, summarize long histories, and avoid sending tool results that the model does not need. Keep a per-request input-token estimate and reject or summarize work that cannot fit the model’s context window.

Bound multiple generations and tool calls

Some endpoints can request multiple completions. Count every completion in your budget. Agentic workflows also consume tokens on planning turns, tool calls, follow-up turns and retries. Define a maximum number of model calls and tool turns for each run; a 700-token cap applied to ten calls is still a much larger workload than one 700-token call.

Calculate cost from measured workloads

List prices are only one input to a budget. Providers may bill input tokens, cached input tokens and output tokens at different rates, while some capabilities use non-token units. Tokenization differs by model, and reasoning or tool activity can change the amount generated for the same visible task.

Record every billable component

Measurement Why it belongs in your ledger
Input tokens Prompt text, system instructions, conversation history and retrieved context can dominate long-running workflows.
Cached input tokens Repeated prefixes may be billed at a different rate; record them separately instead of treating all input as new.
Output tokens Visible answers, structured data and generated code consume output allowance and may have a distinct price.
Reasoning or hidden generation Reasoning models can use tokens that are not visible in the final answer but still count toward usage.
Non-token units Some features charge by images, audio, searches or other units; include them in the task total.
Retries, tools and parallel calls Failed calls, timeout retries, tool-result turns and parallel completions all add usage.

For each provider and model, calculate a task estimate as the sum of all measured units multiplied by their applicable rates. Then compare that estimate with observed usage from representative normal and high-cost cases. Evaluate cost per successful task and output quality, not only cost per million tokens or visible answer length.

Build a workload test set

  1. Collect typical prompts for each product feature, including short, average and unusually large inputs.
  2. Include long conversations, retrieval-heavy requests, tool calls, parallel completions and expected retry paths.
  3. Record input, cached input, output, reasoning-related usage when exposed, and non-token units for every call.
  4. Multiply the observed usage by the current provider rates for your account and region.
  5. Set a per-task budget above the measured high-cost case, with a reserve for in-flight work and delayed accounting.

Re-run this test set after changing models, prompts, retrieval settings or agent logic. A cheaper nominal token rate can still produce a more expensive task if it generates more tokens or requires more turns.

Provider controls: what each layer can and cannot do

Provider Request and throughput controls Monetary controls Important caveat
OpenAI API Model- and endpoint-specific context/output limits; Chat Completions supports max_completion_tokens, and Responses supports max_output_tokens. Monthly spend alerts and optional enforced organization or project hard limits. The organization-assigned approved usage limit is separate from self-configured spend controls. Enforcement is not instantaneous. Calls can return 429 errors for organization or project spend limits, and recorded spend can slightly exceed the configured amount.
Gemini API Requests per minute, input tokens per minute and requests per day, with model- and tier-dependent values. Spend-based rate limits can also apply over a rolling ten-minute window. Monthly billing-account and project caps. Documented billing-account tier figures are Free: not available; Tier 1: $250; Tier 2: $2,000; Tier 3: $20,000–$100,000. Project caps are described as experimental. Processing can lag by around ten minutes, and long-running batch or agent tasks may overrun. Billing-account spend aggregates linked projects.
Claude Platform Live response headers expose request and token limits, remaining amounts and reset times; applicable limits can include workspace scope. Documentation describes configurable API and workspace spend limits. Actual model, tier and workspace allowances vary. Read the live headers and the Console limits for the request that failed.

Provider figures and console availability can change with account tier, model, region, billing arrangement and project configuration. Match scope and billing period before comparing headline numbers.

Configure OpenAI guardrails

1. Decide the scope before opening the console

Choose whether the limit protects an individual request, feature, agent run, project or entire organization. A project cap can protect a deployment, while an organization cap can protect all linked projects; neither automatically gives each application user a fair allowance.

2. Set the endpoint and model bounds

For every call path, set the supported output-token field and keep input within the model context window. Record the model name, endpoint, requested ceiling and actual usage in logs. Include retries, tool turns and parallel completions in the run budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Use alerts as warnings, not a circuit breaker

Configure monthly spend alerts for early notification. Alerts notify you but do not stop requests. Where suitable, add enforced organization or project hard limits. OpenAI states that enforcement is not instantaneous, so tracked spend can slightly exceed the configured amount.

4. Distinguish approved usage from your own hard cap

An organization-assigned approved usage limit is different from a self-configured organization or project spend limit. Raising one does not necessarily change the other. Check both when a request is rejected.

5. Diagnose the returned error code

Error code or class Meaning Correct response
organization_usage_limit_exceeded The organization’s approved usage ceiling was reached. Review the account’s approved limit and usage; do not treat it as a transient token-rate problem.
organization_spend_limit_exceeded A configured organization hard spend control was reached. Change the relevant spend setting or wait for the period to reset; blind retries will not help.
project_spend_limit_exceeded A configured project hard spend control was reached. Inspect the project cap and its billing period, then route or defer work deliberately.
credit_balance_exhausted Prepaid credits are gone. Restore the balance or use an account with available credit.
Request or token rate-limit error Throughput was exceeded, independent of monthly spend. Reduce concurrency or request frequency and follow the provider’s retry timing.

Configure Gemini billing and rate controls

Understand the two kinds of cap

Gemini documents monthly billing-account and project caps, while its rate-limit documentation covers requests per minute, input tokens per minute, requests per day and spend over a rolling ten-minute window. Rate limits are applied per project, not per API key.

Documented monthly billing-account tier figures are $250 for Tier 1, $2,000 for Tier 2 and $20,000–$100,000 for Tier 3. These are operational tier figures, not a guarantee that every account currently has the same availability; verify the values shown for your billing account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for delayed processing

Project-cap data processing can lag by around ten minutes. Google also warns that long-running batch completions and agent sessions may incur overages beyond a project spend cap. Keep a reserve, stop admitting new work before the displayed cap is reached, and avoid treating the cap as a real-time financial cutoff.

Handle 429 RESOURCE_EXHAUSTED

A 429 RESOURCE_EXHAUSTED response can indicate requests-per-minute, input-tokens-per-minute, requests-per-day or spend-rate exhaustion. Reduce the expensive request rate or wait for the relevant window. Request a limit increase only when routine usage requires it, and inspect the current values in AI Studio because limits depend on model, tier and account history.

Use Claude’s live headers and workspace limits

Claude responses include headers such as anthropic-ratelimit-requests-remaining, anthropic-ratelimit-tokens-remaining, input and output token remaining values, and corresponding reset timestamps. Capture these headers with each response so the application can identify the binding constraint instead of guessing from a generic 429.

Workspace and API spend limits can reject calls when the configured ceiling is reached. Read the current Console limits for the model and workspace in use; allowances vary by tier and configuration. A request-rate limit and a spend limit require different remediation, so expose both in operational metrics.

Enforce per-user and per-workflow budgets in your application

Provider caps protect an account, not your product’s customers. Add an application ledger keyed by tenant, user, feature and agent run. Reserve an estimated cost before admission, reconcile the reservation with actual usage afterward, and keep a margin for concurrent requests and delayed provider reporting.

Admission and reconciliation flow

  1. Identify the budget owner: user, tenant, feature, run, project or organization.
  2. Estimate the worst credible cost from input size, output ceiling, expected tool turns, retry policy and parallel calls.
  3. Atomically reserve that amount against the owner’s remaining budget. Reject or downgrade work when the reservation would exceed the allowance.
  4. Send the request with explicit output and loop limits.
  5. Record provider, model, endpoint, request identifier, input usage, cached input, output usage, other billable units and error code. Never log secrets or sensitive prompt contents unnecessarily.
  6. Replace the reservation with actual usage when the provider reports it. Release unused reserve and retain any overage as a budget event.
  7. Stop additional turns when the run budget, call count, tool-turn count or deadline is reached.

The reservation must be atomic so two concurrent requests cannot both spend the same remaining allowance. Keep a separate organization-level emergency reserve for in-flight work and delayed usage updates.

Bound loops, retries and concurrency

  • Set a maximum model-call count per agent run.
  • Set a maximum tool-call and follow-up-turn count.
  • Use exponential backoff for transient throughput errors, with a retry ceiling.
  • Do not retry billing-limit, exhausted-credit or approved-usage errors without changing the relevant condition.
  • Limit concurrent runs per tenant and globally; concurrency can exhaust token-per-minute limits even when daily spend is low.
  • Cancel or pause work whose user, tenant or project budget is exhausted.

Provide graceful degradation

When a budget is exhausted, return a clear status rather than silently looping. Options include shortening the requested output, summarizing existing context, disabling optional tools, queuing the task for a later period, or asking an administrator to approve more allowance. Record the reason so support staff can distinguish a customer budget decision from a provider outage.

Test limits before production

  1. Use a staging project or workspace with deliberately small limits.
  2. Trigger a request-output ceiling and verify that the application handles a truncated or incomplete result.
  3. Fill the context window with history and retrieved text to verify input-size handling.
  4. Generate requests-per-minute and tokens-per-minute pressure separately from spend pressure.
  5. Trigger provider alerts and confirm the notification destination and timing.
  6. Reach a project or organization hard cap and verify the exact error mapping and graceful-degradation path.
  7. Test prepaid-credit exhaustion and approved-usage ceilings as separate conditions.
  8. Measure how long cap changes and usage records take to propagate.
  9. Run concurrent agent sessions and confirm reservations prevent oversubscription.
  10. Check that logs contain enough provider, model, endpoint, usage and error data to diagnose a failure without exposing secrets.

A practical decision framework

If you are trying to prevent… Use this control first Add these controls
One response becoming excessively long Endpoint output-token parameter Context-window check and structured-output validation
Prompts growing until calls fail or become expensive Input-token estimate and context budget Conversation trimming, retrieval limits and summarization
A burst overwhelming the API Concurrency and request/token rate controls Queueing, backoff and provider limit increases when justified
A runaway agent loop Per-run call, tool-turn and cost reservation Timeouts, cancellation and a degraded completion path
A surprise monthly bill Provider spend alerts and enforced caps Per-tenant ledger, admission control and a safety reserve
A generic 429 or quota error Error-code and header classification Different remediation for throughput, spend, approved usage and credit balance

Final operating checklist

  • Every endpoint has an explicit output-token ceiling appropriate to its feature.
  • Reasoning-model allowances include hidden reasoning as well as visible output.
  • Context size is measured independently from output size.
  • Input, cached input, output and non-token usage are recorded separately.
  • Retries, tools, parallel completions and agent turns are included in cost estimates.
  • Provider alerts are enabled, and hard caps are configured at the appropriate project, workspace, organization or billing-account scope.
  • Your own application enforces per-user, tenant and workflow budgets before admission.
  • Reservations leave room for in-flight work and delayed accounting.
  • Rate-limit, spend-limit, approved-usage and credit errors have distinct handling.
  • Staging tests verify propagation delays, resets, overage behavior and user-facing fallback paths.

Conclusion

The dependable pattern is layered: cap each response, protect the context window, throttle throughput, configure provider-side financial controls, and enforce product-level budgets in application code. Measure real workloads—including retries and agent activity—then keep a deliberate reserve because provider limits and billing records are not always instantaneous.
