For H.264, its current guidance recommends 14 Mbps for 1080p at 30 fps or 17 Mbps for 1080p at 60 fps. Use constant bitrate (CBR), a 2-second keyframe interval, and enough sustained upload capacity—with 20% headroom for the total outgoing bitrate.
Choose the row that matches your stream
YouTube’s live-encoder guidance lists minimum and recommended video bitrates by ingestion codec, resolution and frame rate. The figures below are in Mbps; use the recommended value as your starting point, not as a guarantee that a connection or encoder will remain stable.

For example, 8 Mbps is the H.264 minimum for 1440p60, but it is below YouTube’s 17 Mbps recommended value for H.264 at 1080p60. Match both the codec and frame-rate row rather than choosing a bitrate from resolution alone. If the connection cannot sustain the recommended setting, select a lower resolution or frame rate whose bitrate it can reliably carry.
Set the encoder options that go with bitrate
- Bitrate mode: CBR (constant bitrate).
- Keyframes: Set a 2-second interval; do not exceed 4 seconds.
- Video codec: YouTube lists H.264, H.265 (HEVC) and AV1, with frame rates up to 60 fps. Confirm the encoder and chosen ingestion setup support the codec you select.
- Protocol: YouTube recommends RTMPS, which encrypts the feed in transit to Google’s servers.
- Audio: AAC or MP3 is supported. For RTMP/RTMPS, 5.1 surround is supported only with AAC. YouTube lists 128 Kbps for stereo and 384 Kbps for 5.1 as recommended audio bitrates.
- Other advanced settings: YouTube lists square pixels, progressive scan, two B-frames, one reference frame, CABAC, Rec. 709 for SDR and 8-bit SDR.
Set the bitrate for the feed you send to YouTube. YouTube transcodes the ingested stream into multiple playback formats, so you do not set a separate encoder bitrate for each viewer device.

Work out how much upload capacity to leave available
YouTube recommends leaving 20% headroom beyond the total bitrate you send. Count audio as well as video, and include both primary and backup streams if you send both. For a single H.264 1080p60 feed at the recommended 17 Mbps video bitrate with 128 Kbps stereo audio, the combined bitrate is 17.128 Mbps; 20% additional capacity makes the planning target about 20.6 Mbps of sustained upload capacity. This is capacity for the stream, not a promise that a connection with that advertised speed will be stable.
Run a speed test, then test the actual encoder with representative sound and movement before going live. Keep other upload activity in mind when assessing available headroom, and monitor YouTube’s stream health during the broadcast. These checks matter especially for a continuous stream: the published bitrate table sets no special 24/7 value, uptime target or restart procedure.

Apply the settings and verify the feed
- Decide the output format. Choose the resolution, frame rate and codec your content and encoder will use. Find that exact combination in the table and start with its recommended bitrate.
- Open the encoder’s stream settings. Enter the selected video bitrate, choose CBR, set the keyframe interval to 2 seconds, and choose the recommended RTMPS protocol where available. Use the same resolution and frame rate you selected for the table row.
- Set audio and advanced options. Choose AAC or MP3; if sending 5.1 over RTMP/RTMPS, use AAC. Apply YouTube’s listed advanced settings when your encoder exposes them.
- Connect to YouTube using your stream key. Use the key configured for the intended YouTube live stream. Treat the key as private; if it is exposed, replace it in YouTube’s live-stream settings and update the encoder before broadcasting.
- Test before the continuous broadcast. Send representative content, check YouTube’s stream-health indicators, and confirm that the connection has the needed upload margin. YouTube’s advice is direct: “Make sure to test before you start your live stream.”
- Adjust based on the result. If the connection cannot sustain the feed, lower the bitrate and, if needed, reduce resolution or frame rate to a matching table row. Retest rather than assuming a short successful connection will stay stable all day.
Common bitrate and connection problems
- Frequent dropped frames or unstable stream health: The available upload capacity may not sustain the total stream bitrate. Check speed and competing uploads, preserve the recommended headroom, then reduce the bitrate or choose a lower output row and test again.
- Soft or blocky picture despite a stable connection: Check that the selected bitrate matches the intended resolution, frame rate and codec. A value intended for 720p may be too low for a higher-resolution or higher-frame-rate feed.
- Keyframe or encoder warning: Confirm CBR and a 2-second keyframe interval, staying at or below YouTube’s 4-second maximum.
- Stream does not connect securely: Check the encoder’s protocol selection and stream-key configuration; YouTube recommends RTMPS.
- Audio channel or quality issue: Check the audio codec and bitrate. For 5.1 over RTMP/RTMPS, use AAC rather than MP3.
Do you need a hardware encoder for 24/7 streaming?
No dedicated hardware encoder is required just to set a bitrate. YouTube describes encoders as either software applications or standalone hardware. Hardware can suit a dedicated production rig, but buying an encoder does not by itself improve bitrate or guarantee a stable connection; the selected feed settings and available network capacity still matter.
