How to Set Spending Limits and Require Approval for AI Agent Payments

Use two separate control planes: cap model and API usage with the provider’s organization or project limits, and authorize every real purchase in application code or a payment-policy service. The agent should submit a structured request; deterministic checks should verify the merchant, purpose, amount, approval, expiry, payment network and remaining budget before any payment credential or proof is used. Record the decision and receipt in an audit trail.

Why API spend limits are not payment approval

An AI agent can create two very different kinds of cost. It can consume metered model or API capacity, and it can initiate an external transaction such as buying data, creating a paid cloud resource, or transferring funds. Those costs have different owners, failure modes and authorization requirements.

As an Amazon Associate I earn from qualifying purchases.

OpenAI’s organization and project spend controls govern API traffic billed to those scopes. They can warn you or stop affected API requests after a hard limit is reached. They do not decide whether a particular merchant, item, purpose or amount is acceptable, and they do not provide human approval for arbitrary purchases. OpenAI’s Help Center also distinguishes rate limits (request or token speed), spend limits (billed monthly usage), approved usage limits and prepaid balance; none is a substitute for a transaction policy.

The safe boundary is outside the model. The OpenAI cookbook’s payment example expresses it plainly: “The application is the boundary between the model and the payment infrastructure.” Treat that as an architectural rule:

  • The model proposes an action in a strict schema.
  • Application code or a dedicated policy service evaluates the proposal against limits and approval records.
  • Only an approved, still-valid request receives narrowly scoped payment authority.
  • The application records the request, decision, payment evidence and result.

A prompt saying “never spend more than $20” is useful guidance for the model, but it is not an enforceable control. The model must not be able to edit its own budget, approve its own exception or retrieve a reusable payment credential.

The four layers you should configure

Control What it governs When it is reached Best use
Spend alert Tracked API spend for an organization or project A notification is sent; API traffic continues Early warning and operational review
Hard API spend limit API traffic billed to an organization or project Affected requests can fail with HTTP 429; enforcement can lag Limiting provider API exposure when interruption is acceptable
Application/payment policy A requested purchase or paid-resource action The application allows, denies or routes the request for approval before payment Merchant, purpose, transaction and cumulative-budget decisions
Mandate or bounded payment session The scope and conditions under which a payment proof or credential can be used The payment mechanism constrains use to the granted scope, depending on implementation Avoiding broad credentials and expressing user authorization

Use the layers together. A hard API limit can protect your model budget while a payment policy protects a company account. Neither layer makes the other unnecessary.

Define budgets before you connect a payment method

Start by writing down what “within budget” means for each agent and task. A single monthly number is too coarse for an autonomous workflow. At minimum, define:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Per-action maximum: the largest amount one tool call may authorize.
  • Run or task budget: the cumulative amount an individual job may spend.
  • Period budget: a daily or monthly ceiling for the agent, team or project.
  • Merchant or counterparty allowlist: the exact suppliers, domains or account identifiers permitted.
  • Purpose: the business reason and resource type the purchase must serve.
  • Payment network and currency: which network, asset or currency is allowed.
  • Expiry: when an approval or payment proof becomes invalid.
  • Approval threshold: the amount or risk condition that requires a person.

Keep separate ledgers for API usage and external payments. A model call that costs a few cents should not silently consume the same allowance as a data purchase or cloud resource. If several agents share a corporate account, enforce both an agent-level budget and an account-level budget so that parallel jobs cannot each assume the full balance.

Build a policy object outside the prompt

Represent policy as data that your application can validate. Do not ask the model to infer whether its own request is compliant. A useful request record contains:

  • agent and task identifiers;
  • merchant or counterparty identifier;
  • plain-language purpose plus a stable purpose code;
  • amount, currency and expected unit price;
  • network or payment method;
  • requested resource and quantity;
  • request timestamp and policy version;
  • approval reference, approver identity and approval timestamp, when required;
  • remaining task and period budgets at the moment of evaluation.

Validate the structured fields, not a free-form explanation. A description such as “buy the report we need” does not establish that the merchant is allowed or that the amount is within scope. Require the tool call to identify the merchant, amount, purpose and resource explicitly, then reject missing or ambiguous values.

Choose when a human must approve

Preauthorize only the narrow class of actions whose risk you understand. Route a request to a person when any of the following applies:

  • the amount exceeds the per-action threshold;
  • the cumulative task or period budget would be exceeded;
  • the merchant or counterparty is new or not on the allowlist;
  • the purpose is outside the approved purpose code;
  • the payment network, currency or geography is not permitted;
  • the request changes quantity, recurring terms or other material conditions;
  • the existing approval has expired or refers to a different request.

Bind approval to a specific request or a narrowly defined scope. The approver should see the actual merchant, amount, purpose, expiry and budget impact, not merely the agent’s narrative. Store the approver’s identity and the exact policy version evaluated. Never let the model manufacture an approval reference or downgrade a rejected request into an approved one.

Implement the payment gate step by step

  1. Inventory every payment-capable action. List model inference, paid data access, cloud resource creation, subscriptions, purchases and transfers separately. Record which system bills each action and which system can authorize it.
  2. Define the policy in application configuration. Set allowlisted merchants, purpose codes, currency and network, per-action maximum, cumulative budgets, approval thresholds and expiry rules. Store changes with version history.
  3. Give the model a request-only tool. The tool should accept a typed purchase request and return a status such as approved, needs_human_approval or denied. It should not expose card numbers, wallet keys or unrestricted payment APIs.
  4. Check the request before approval routing. Normalize the merchant identifier, parse the amount as a decimal integer in the smallest currency unit, verify the purpose code and compare the request with the current policy and remaining budgets.
  5. Route exceptions to a person. Present the exact request and its budget impact in the approval interface. Record a decision tied to the request identifier; a general chat message is not sufficient evidence.
  6. Revalidate immediately before payment. Re-read the current budget and policy, confirm that the merchant, amount, purpose, network and expiry still match, and ensure the request has not already been executed. This closes the race between approval and execution.
  7. Issue bounded authority. Where the payment system supports it, create a single-use or narrowly scoped token, mandate or payment proof. Set its amount, merchant, network and expiry to the approved values. Do not hand the agent a reusable credential.
  8. Execute and reconcile. Send only the bounded proof to the payment connector. Capture the provider response, receipt or transaction identifier, final amount and settlement status.
  9. Write an immutable audit event. Store the original request, policy version, approval reference, decision, authority identifier, receipt, result and timestamps. Include denial and timeout events, not just successful payments.

A minimal deterministic decision flow

The following pseudocode illustrates the order of operations. It is intentionally provider-neutral; adapt the connector and token-issuance calls to your payment system.

request = parse_and_validate_tool_input(tool_input)
policy = policy_store.current(agent_id, project_id)

if request.merchant not in policy.allowed_merchants:
    return deny('merchant_not_allowed')
if request.purpose_code not in policy.allowed_purposes:
    return deny('purpose_not_allowed')
if request.currency != policy.currency or request.network not in policy.networks:
    return deny('payment_method_not_allowed')
if request.amount > policy.max_per_action:
    return route_for_approval(request, reason='per_action_limit')
if ledger.spent(task_id) + request.amount > policy.task_budget:
    return route_for_approval(request, reason='task_budget')
if ledger.spent_period(agent_id) + request.amount > policy.period_budget:
    return deny('period_budget')
if policy.requires_approval(request):
    return route_for_approval(request, reason='policy_threshold')

approval = approval_store.valid_for(request)
if not approval:
    return deny('approval_missing_or_expired')

recheck_all_fields_and_budgets()
proof = payment_provider.issue_bounded_proof(
    merchant=request.merchant,
    amount=request.amount,
    currency=request.currency,
    network=request.network,
    expires_at=request.expires_at
)
result = payment_provider.execute(proof)
audit_store.append(request, approval, proof, result)
return result

Use an idempotency key derived from the request identifier so a retry cannot create a second charge. Reserve budget atomically or use a ledger transaction; otherwise two parallel agent calls can both observe the same remaining balance and overspend it.

Use bounded payment sessions instead of reusable credentials

A bounded session encodes authorization in the payment mechanism itself. The OpenAI cookbook’s supplier-report scenario validates merchant, purpose, maximum purchase amount, task budget, approval, network and expiry before using a bounded payment proof. It first simulates the payment locally and then shows where an AWS testnet flow can connect. The sample uses 0.25 synthetic USDC; that is instructional test data, not a suggested real-world limit or market price.

The IMF’s April 2026 Note No. 2026/004 describes the same general idea through agent mandates: a mandate binds an agent-initiated action to scope, limits, actor identity and permitted conditions. It also discusses wallet-level spending limits, velocity controls, counterparty restrictions and approval workflows. These are policy concepts, not proof that every wallet or merchant implements them, so verify the capabilities of the payment provider you select.

Stripe’s 2025 annual letter describes Shared Payment Tokens and machine-payment use cases for API calls, MCP usage and HTTP requests with stablecoin micropayments. Availability, supported networks, geography and eligibility can vary; treat the description as a provider-stated capability and confirm current documentation before designing around it.

Configure API spending controls separately

OpenAI’s current API administration documentation describes monthly spend alerts and hard limits at organization and project scopes. An organization limit covers its projects; a project limit applies to traffic billed to that project. Configure an alert for early warning, then choose a hard limit only where stopping API traffic is an acceptable failure mode.

The documented hard-limit behavior matters operationally:

  • When the limit is reached, affected requests can return HTTP 429 errors.
  • Enforcement is not instantaneous, so tracked spend may slightly exceed the configured amount.
  • A hard limit can interrupt production jobs, retries and user-facing features.
  • Rate limits and approved usage limits are separate controls and should not be described as monthly spend caps.

The official Admin API guide shows an example of a $100 monthly organization hard limit using threshold_amount: 10000 and currency: USD. That is an example request parameter, not a recommended budget. Choose amounts from your own workload, cash-flow tolerance and incident plan.

Before enabling a hard limit, decide what your application will do after a 429: pause nonessential jobs, switch to a lower-cost workflow that you have explicitly approved, notify an operator or fail closed. Do not automatically retry indefinitely; retries can increase traffic while the underlying limit remains in force.

Test without risking real funds

Run the complete policy path in simulation before connecting a live account. Generate synthetic requests and verify that each expected branch behaves correctly:

  • an allowed merchant below the threshold is approved;
  • an unknown merchant is denied or routed to approval;
  • an amount just above the threshold requires a person;
  • two concurrent requests cannot consume the same remaining budget;
  • an expired approval is rejected at the final pre-payment check;
  • a changed amount or merchant between approval and execution is rejected;
  • a repeated delivery with the same idempotency key does not double-charge;
  • a connector timeout produces a reconciliation task rather than an automatic duplicate;
  • an API 429 pauses or degrades the workflow according to your runbook.

The cookbook’s local simulation and AWS testnet example demonstrate one way to stage this work. They are examples, not evidence that all payment providers expose identical sandboxes. Keep test credentials, test networks and synthetic balances isolated from production configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitor the controls after launch

Review both financial outcomes and policy behavior. Useful metrics and alerts include:

  • API spend versus alert and hard-limit thresholds by organization and project;
  • payment requests by agent, merchant, purpose and approval outcome;
  • denials caused by merchant, purpose, amount, expiry or budget;
  • approval age, approval-to-execution delay and expired approvals;
  • reserved, authorized, captured, refunded and disputed amounts;
  • 429 responses and the jobs affected by API limits;
  • differences between the policy ledger and provider settlement records.

Keep audit records long enough for your accounting, security and regulatory obligations. Restrict access to payment evidence and redact secrets; an audit trail should prove what happened without becoming another credential store. Alert on policy changes, new merchants, disabled approval requirements and unusual velocity, not only on dollar totals.

Common design failures and fixes

Putting the limit in the system prompt

Failure: The model is told not to exceed a budget, but the tool accepts any amount. Fix: Enforce the amount and cumulative ledger in application code before payment.

Using an API hard limit as a purchase control

Failure: A monthly model-spend cap is assumed to prevent an agent from buying an external resource. Fix: Add a transaction policy with merchant, purpose, amount, approval and expiry checks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Approving a category instead of a request

Failure: “Research expenses approved” allows a later request with a different merchant or amount. Fix: Bind approval to explicit scope and revalidate every material field immediately before execution.

Exposing a reusable payment credential

Failure: A compromised prompt, tool or model context can reuse the credential. Fix: Keep credentials in a connector and issue single-use or narrowly bounded proofs.

Ignoring concurrency and retries

Failure: Parallel calls each see the same balance, or a timeout is retried as a new payment. Fix: reserve budget atomically, use idempotency keys and reconcile uncertain outcomes with the provider.

Assuming a hard limit stops exactly at the number

Failure: Production is designed around a mathematically exact cutoff. Fix: account for delayed enforcement, leave operational headroom and monitor the actual billed total.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical rollout checklist

  • Separate API usage budgets from transaction budgets.
  • Define per-action, task and period limits.
  • Allowlist merchants, purposes, networks and currencies.
  • Set approval thresholds and identify accountable approvers.
  • Implement typed request tools with no direct credential access.
  • Revalidate policy, approval, expiry and remaining budget immediately before execution.
  • Use bounded, preferably single-use payment authority.
  • Reserve budgets atomically and add idempotency protection.
  • Record requests, decisions, approvals, receipts and failures.
  • Configure API alerts and decide whether a hard limit’s 429 failures are acceptable.
  • Exercise denial, expiry, race, retry, timeout and provider-limit scenarios in a sandbox.
  • Review policy changes and settlement reconciliation continuously.

The result is a layered system: provider controls limit the cost of calling models, while your application decides whether a specific payment is authorized. That separation lets an agent act quickly inside a narrowly defined mandate without giving the model authority to set, waive or reinterpret its own financial boundaries.
