How to Set Spending Limits and Approval Rules for AI Coding Agents

By Freedom251 Team · · 10 min read

Control an AI coding agent with two separate guardrails: a spending policy that caps paid usage and an execution policy that limits commands, file changes, network access, credentials, and sandbox escapes. Set a hard per-user limit first, add an organization or enterprise overage cap, route routine tasks to cheaper models, and require approval for high-impact tools.

The steps below cover GitHub Copilot, OpenAI Codex, VS Code agent approvals, Claude Code model selection, and agentic code-review charges. Labels and enforcement options can change, so verify them in your tenant’s 2026 administration interface.

Why spending limits and approval rules are different

A budget answers “How much may this account spend?” An approval rule answers “What may the agent do without a person deciding?” A low budget does not stop an agent from deleting files, contacting an untrusted URL, reading a credential, or pushing a risky change before the cap is reached. Conversely, a perfectly sandboxed agent can still consume a large number of model turns.

  • Financial control: metered-product, user, cost-center, organization, or enterprise limits; alerts; and a hard stop.
  • Execution control: sandbox boundaries, command and file permissions, network and MCP access, credential handling, and human approval.
  • Model control: routing simple work to inexpensive models and reserving premium models for genuinely difficult tasks.
  • Audit control: usage dashboards, approval decisions, tool results, and network events that let an administrator investigate an incident.

Use all four. A policy that relies on only one of them leaves an obvious gap.

Build a budget hierarchy before enabling agents

Start with a user-level ceiling

Give every user a recurring limit that reflects expected work, not an unlimited default. A user-level ceiling catches runaway loops, repeated retries, and accidental use of an expensive model. Record the owner and review date for each exception.

Add a shared overage cap

Place an organization, cost-center, or enterprise ceiling above the individual limits. This protects the company if several users exhaust their allowances at once or if a temporary override is forgotten.

Make the cap a hard stop

An alert is not a cap. Select the provider’s option to stop metered usage when the limit is reached. If the provider allows charges to continue when that option is disabled, the nominal number is only a notification threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use temporary exceptions

Incident response, migration work, or a large refactor may justify a higher allowance. Grant the smallest increase that covers the task, record an expiration date, and return the user to the normal ceiling afterward. Do not raise the global limit for everyone to accommodate one power user.

GitHub Copilot: configure credits, scopes, and stop behavior

GitHub describes AI credits as the payment unit for Copilot chat, agents, the CLI, and Spaces. In its 2026 pricing documentation, 1 AI credit equals $0.01 USD. Copilot Free includes 2,000 code completions per month plus a limited AI-credit allowance. GitHub also states that a $10 paid-usage budget covers 1,000 credits.

Choose the right budget scope

Copilot administration supports several scopes and budget types. Select the narrowest scope that matches the control you need.

Budget type or scope Use it when What it controls
Product-level You want one limit for a single product. Metered use of that product.
SKU-level One metered SKU needs a separate ceiling. Charges for that specific SKU.
Bundled AI-credit You want one pool across Copilot and other AI-credit-consuming SKUs. Combined credit consumption.
User Every individual needs a predictable allowance. The named user’s applicable usage.
Repository or organization Teams or codebases have different funding owners. Usage attributed to that repository or organization.
Cost center or enterprise Finance needs a top-level ceiling. Aggregated usage for the selected business boundary.

Turn on alerts and usage stopping

  1. Open the Copilot billing or budget administration area with an organization or enterprise administrator account.
  2. Create a universal per-user limit for metered usage.
  3. Enable alerts at 75%, 90%, and 100% so the owner sees a rising account before it reaches the ceiling.
  4. Add an organization, cost-center, or enterprise spending limit to catch aggregate overage.
  5. For every metered product, organization, cost-center, and enterprise limit, enable “Stop usage when budget limit is reached.”
  6. Save the policy, then verify in the usage dashboard that the limit and stop state are active.

GitHub evaluates the applicable user-level budget first, and user-level limits are hard stops. When a shared AI-credit pool is exhausted, metered usage is charged against the most specific applicable cost-center, organization, or enterprise budget. If the stop-usage option is off, charges can continue beyond the nominal limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handle power users without weakening the default

Use an individual override for a user who is handling an incident or a broad migration. Keep the universal limit unchanged, document why the override exists, and give it an end date where your administration system supports one. Review the dashboard monthly and remove overrides that no longer correspond to active work.

OpenAI Codex: combine workspace budgets with a restrictive local policy

Set workspace and user limits

OpenAI documents workspace budgets and user limits for Enterprise Codex usage. When a limit is reached, the active turn may continue under fair-use rules. After that turn, the user can add credits, apply a reset, upgrade, or wait. Treat this behavior as a controlled exhaustion path rather than assuming that every request terminates instantly at the exact credit boundary.

Use the workspace ceiling for shared financial accountability and the user limit for individual containment. Monitor both; a generous workspace limit does not compensate for a missing user limit.

Use read-only analysis as the default

For a restrictive local configuration, OpenAI documents the following settings:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sandbox_mode = "read-only"
approval_policy = "on-request"

read-only prevents ordinary write operations. on-request asks for approval when the agent needs to exceed its boundary. Move to workspace-write only for an implementation task that genuinely requires edits, and keep approval on-request for network access, credential use, destructive commands, and sandbox bypasses.

Know what telemetry can contain

OpenAI describes Codex safety controls as technical boundaries, human approval for higher-risk actions, and telemetry. Depending on the deployment, telemetry can include prompts, tool-approval decisions, tool results, MCP usage, and network-proxy allow or deny events. Define who may access those records, how long they are retained, and which events trigger a security review.

VS Code and Copilot: require approval for risky tools

Understand the approval states

VS Code’s agent tool-approval interface supports pre-approval (“without approval”), post-approval (“without reviewing result”), and per-tool controls. A pre-approved tool can run without a prompt. A post-approval setting allows execution without reviewing the returned result first. For sensitive tools, leave approval manual and inspect both the parameters and the result.

Force manual approval for selected tools

Per-tool eligibility can be controlled with chat.tools.eligibleForAutoApproval. Set a tool to false when it must always require a person’s decision. This is appropriate for tools that:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • modify or delete files;
  • run shell commands, package managers, database migrations, or deployment scripts;
  • access credentials, environment variables, or private keys;
  • contact external services, MCP servers, or arbitrary URLs;
  • fetch content that could contain prompt-injection instructions; or
  • perform a sandbox bypass.

Organizations can enforce manual approvals with device-management policies, preventing an individual workspace setting from silently relaxing the rule.

Review parameters, not just tool names

The same tool can be harmless or dangerous depending on its arguments. Before approving, check the target path, command flags, repository, branch, destination host, requested scope, and whether a credential will be attached. A command that looks like a read can still pipe data to a network destination; a file edit can affect generated configuration consumed in production.

Apply two-stage approval to URLs

For URL tools, VS Code separates approval to contact a URL from approval to add the response to the chat context. Keep both decisions distinct. Contacting a site can disclose metadata or credentials, while inserting its response into context can introduce untrusted instructions or sensitive text into the agent’s next decision. Approve only domains and content that the task requires.

Route work to the least expensive capable model

Model choice is a recurring cost control. Anthropic states that “Opus costs several times more per turn than Sonnet, and Sonnet more than Haiku.” Its recommended mapping is straightforward:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Task type Model tier Examples
Mechanical, low-risk work Haiku or an equivalent low-cost model Renames, boilerplate, formatting, and simple explanations.
Normal feature work Sonnet or a mid-tier model Known bugs, tests, routine refactors, and bounded features.
High-complexity work Opus or another frontier model Difficult debugging, broad refactors, architecture decisions, or cross-cutting changes.

Require an explicit task budget before selecting the frontier tier. If a task expands beyond its original scope, pause and decide whether to narrow the change, split it into smaller jobs, or authorize additional spend.

Account for agentic code-review charges

GitHub estimates Copilot code-review consumption at $0.05–$1 USD per Lite review and $0.25–$5 USD per Balanced review in 2026. These are estimates, not a guaranteed price, and they exclude GitHub Actions minutes.

Separate the two cost components

  • AI credits: model interaction for the review.
  • Actions minutes: agentic context gathering and tool use.

A review that appears inexpensive at the model layer can still consume Actions capacity. Attribute both components to the repository or cost center that requested the review.

Align automated approvals with branch protection

When Copilot approvals are enabled at repository, organization, and enterprise levels, Copilot can submit an approving review that satisfies a repository’s required-approval rule. A new commit dismisses that approval and requires another review. Treat this as a workflow mechanism, not a substitute for your human-review policy: confirm that branch protection, CODEOWNERS, segregation of duties, and deployment gates still require the people your risk model demands.

Comparison of the main control surfaces

Tool or surface Budget granularity Hard-stop behavior Approval scope Audit or telemetry Model-cost control
GitHub Copilot budgets User, repository, organization, cost center, enterprise, product, SKU, and bundled AI-credit scopes. User limits are hard stops; other limits require the stop-usage option to be enabled. Copilot and agent tools through the configured client and organization policies. Usage dashboards and budget alerts at 75%, 90%, and 100%. Control which metered products and SKUs share a credit pool.
OpenAI Codex Workspace and user limits for Enterprise usage. The active turn may continue under fair-use rules; afterward the user must add credits, reset, upgrade, or wait. Sandbox boundary, on-request approvals, network, credentials, destructive commands, and bypasses. Prompts, approvals, tool results, MCP activity, and network-proxy events may be recorded. Choose an appropriate model and restrict expensive work by task budget.
VS Code agent approvals Primarily policy and tool-level controls rather than a billing ledger. Manual approval can be enforced per tool or by device-management policy. Commands, file changes, URLs, external services, and context insertion. Approval decisions and tool results can be reviewed according to organizational logging. Pair the client policy with the provider’s model selection and budget.
Claude Code model routing Provider account or workspace billing; exact limit granularity is deployment-specific. Set the provider’s available account limits separately from model selection. Apply the surrounding sandbox and shell policy for execution actions. Use the provider’s usage records and your shell or workspace logs. Haiku for mechanical work, Sonnet for normal coding, Opus for difficult work.

A rollout procedure that works for a team

  1. Inventory actions. List every command, file path, network destination, credential, MCP server, and deployment operation the agent might use.
  2. Classify risk. Mark read-only analysis, workspace edits, external access, secret access, destructive operations, and production changes as separate categories.
  3. Set the financial baseline. Review one or more billing cycles of actual usage, then create a per-user ceiling that covers normal work without becoming an unlimited allowance.
  4. Add aggregate protection. Configure an organization, cost-center, or enterprise cap and enable the provider’s hard-stop behavior.
  5. Choose default execution settings. Use read-only analysis and on-request approval first. Grant workspace-write only for an approved implementation task.
  6. Disable automatic approval for high-impact tools. Make command execution, file deletion, credential access, external URLs, and sandbox bypasses require a manual decision.
  7. Define model routing. Publish examples of work that belongs on the low-cost, mid-tier, and frontier models. Require an explicit reason for the highest tier.
  8. Test exhaustion and denial paths. Verify what the user sees at 75%, 90%, and 100%; confirm that a denied command does not run; and confirm that a blocked URL is not added to context.
  9. Connect review workflows. If an agent may approve a pull request, reconcile that behavior with branch protection and human-review requirements before enabling it.
  10. Review monthly. Compare spend, model mix, approval rates, denied actions, and overrides. Adjust individual limits for documented power users instead of weakening the default for everyone.

Common failure modes and fixes

“The budget sent an alert, but usage continued.”

Check whether the limit was alert-only. In GitHub’s controls, enable “Stop usage when budget limit is reached” on each applicable metered product, organization, cost-center, and enterprise limit.

“The agent changed files without asking.”

Inspect the tool’s auto-approval state and the device-management policy. Set the relevant tool to false in chat.tools.eligibleForAutoApproval, keep the workspace read-only when editing is unnecessary, and retry the task with on-request approval.

“A harmless-looking web lookup introduced unsafe instructions.”

Separate approval to contact the URL from approval to place its response in context. Restrict domains, review returned content, and do not approve a tool merely because its name says “search” or “fetch.”

“A premium model consumed the allowance quickly.”

Check the model selected for mechanical tasks and routine fixes. Move those tasks to Haiku or an equivalent low-cost model, use Sonnet for normal coding, and reserve Opus for difficult debugging, architecture, or broad refactors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“An automated review counted as the required approval.”

Review repository, organization, and enterprise Copilot approval settings together with branch protection. Remember that a new commit dismisses the automated approval and requires another review; decide whether a human approval is still mandatory for the protected branch.

What to monitor each billing cycle

  • Spend by user, organization, repository, cost center, product, and SKU.
  • Percentage of users reaching 75%, 90%, and 100% alerts.
  • Number and duration of temporary budget overrides.
  • Model mix, especially frontier-model turns used for routine work.
  • Approval rates and denials for commands, file edits, URLs, credentials, MCP servers, and sandbox bypasses.
  • Actions minutes and AI-credit consumption for agentic code review.
  • Telemetry access, retention, and any network-proxy allow or deny events associated with incidents.

Use these measurements to tune individual allowances and routing rules. The objective is not to prevent all agent use; it is to make cost and execution authority explicit, bounded, and reviewable.
