Use three layers rather than one setting: turn on your phone’s built-in government or wireless emergency alerts, add a location-based air-quality app, and keep a second warning channel such as NOAA Weather Radio in the United States. iPhone users check Settings > Notifications > Government Alerts; Android users search Settings for emergency alerts or Wireless emergency alerts. In the UK, compatible phones receive Emergency Alerts automatically over 4G or 5G, while UKHSA Weather-Health Alerts provide dedicated heat information by email.
Which alert layer covers which hazard?
No single phone switch reliably covers heat, pollution and flooding. Government cell broadcasts are best for immediate danger, an air-quality service is better for pollution forecasts, and a separate receiver can provide resilience when a phone is muted, out of battery or disconnected.

| Alert layer | Heat | Poor air quality | Floods | Delivery and connectivity | Location and customization |
|---|---|---|---|---|---|
| iPhone Government Alerts | Extreme-weather messages where authorities issue them | Usually not routine AQI forecasting | Flash-flood and other emergency warnings where authorities send them | Cellular network and a supported network provider; no separate app subscription | Controlled in iPhone Notifications settings; geographic targeting is decided by authorities |
| Android Wireless Emergency Alerts | Extreme-weather messages where supported | Usually not routine AQI forecasting | Flash-flood and local-emergency warnings where authorities send them | Participating mobile carrier and compatible phone; no app required | Severity switches vary by manufacturer, Android version and carrier |
| EPA AirNow app (United States) | Not a heat emergency broadcast | Current and forecast AQI plus Fire and Smoke map | Not a flood-warning service | App data connection for updates | Save multiple locations; notification controls depend on the current app version |
| UK Emergency Alerts | Authorities can issue a life-threatening weather alert | Not a routine AQI forecast | Authorities can issue a flood or other emergency alert | 4G/5G cell broadcast; no signup, app, mobile data or Wi-Fi | Broadcast to compatible phones in the affected area |
| UKHSA Weather-Health Alerts | Dedicated heat-health information | Not an AQI service | Not a flood-warning service | Email updates after registration | Select your UK government region |
| NOAA Weather Radio (United States) | Official forecasts and warnings may include dangerous heat | May carry hazard information, but is not an AQI dashboard | Official National Weather Service watches and warnings | Broadcast radio, independent of mobile data | Choose a receiver and local transmitter; alerts are not personalized like an app |
Turn on emergency alerts on an iPhone
Apple’s support guidance published 19 December 2025 describes Government Alerts as a way to receive government, imminent-threat and extreme-weather messages. The exact choices depend on your country, device and network provider.
- Open Settings.
- Tap Notifications.
- Scroll to Government Alerts.
- Leave the relevant government, public-safety and extreme-weather alert types enabled. If a switch is present, do not disable it merely because you use another weather app; the systems serve different purposes.
- In the same Notifications area, open Enhanced Safety Alerts if it appears. Review Imminent Threat Alerts and any related options shown for your region.
- Install current iOS updates, keep a working SIM or eSIM, and maintain cellular service from a supported network provider.
What Enhanced Safety Alerts mean
Enhanced Safety Alerts are not available on every iPhone or in every country. Apple documents the feature for the United States and Taiwan, with availability dependent on the device and region. If the menu is absent, that does not necessarily indicate a fault; it may simply not be offered for your configuration.

Why an iPhone can miss a government message
- The phone is powered off, has no supported carrier service or has lost cellular coverage.
- The relevant Government Alert switch was disabled.
- The authority did not send that particular warning as a cell broadcast.
- You were outside the targeted broadcast area when the message was sent.
Government Alerts are a cellular safety channel, not a replacement for checking official forecasts. A weather app’s push notification and an emergency broadcast can arrive at different times or cover different areas.
Turn on emergency alerts on Android
Android menu names differ among manufacturers, Android releases and carriers. Searching is more reliable than following a single brand-specific path.
- Open Settings.
- Use the Settings search box for emergency alerts or Wireless emergency alerts.
- Open the matching system page.
- Keep Allow alerts enabled.
- Leave Extreme threats enabled. Keeping Severe threats enabled as well reduces the chance that a serious warning is filtered out.
- Check for Android and carrier updates, then confirm that the phone is connected to a supported mobile network.
Do not use a self-sent test as proof
The practical check is that the alert settings page exists, the switches are on and the phone has current software and cellular service. Do not try to send yourself an emergency message; ordinary text messages cannot reproduce the government broadcast system.

Some Android phones expose separate controls for extreme threats, severe threats, public-safety messages, test messages or vibration. Others combine them. Use the labels displayed on your phone rather than assuming a switch has the same name on another model. Do not disable severe categories simply to reduce notifications if you need broad protection from floods and other fast-moving hazards.
How U.S. Wireless Emergency Alerts work
Wireless Emergency Alerts (WEA) are government messages sent through participating mobile carriers. The National Weather Service says they can reach a mobile device when you may be in harm’s way without requiring an app or a subscription.

Hazards WEA can cover
- Extreme weather, including flash floods, hurricanes, storm surge and extreme wind.
- Local emergencies issued by authorized authorities.
- Other urgent threats for which officials use the WEA system.
Geographic targeting matters
WEA is broadcast to the cell area selected by officials. A traveler can receive a warning after entering an affected area, while someone outside the targeted cells may not see it. A message therefore describes risk in a location, not a permanent subscription to every warning in a state or county.
WEA is not every forecast product
Authorities do not broadcast every watch, advisory or routine forecast as WEA. Keep checking the National Weather Service and local emergency-management instructions, especially during a long heat event when conditions can worsen after the initial message.

Get poor-air-quality alerts in the United States
For routine pollution information, install the EPA’s AirNow app from the Apple App Store or Google Play. It shows current and forecast Air Quality Index (AQI) values, allows multiple saved locations and includes the Fire and Smoke map.
- Install the official AirNow app from your phone’s app store.
- Open it and grant location access only if you want location-based results; otherwise add locations manually.
- Save every place you need to monitor, such as home, work, school or a regular travel destination.
- Use the current AQI and forecast views to plan outdoor exercise, commuting and time near smoke.
- Open the app’s notification settings and review the controls currently offered by your installed version.
Why AQI alerts are different from emergency broadcasts
The cited EPA information does not promise one universal push-alert threshold for every user or app version. Treat the AQI forecast as the planning tool and verify the notification controls shown on your phone instead of assuming that a particular AQI number will always generate a push message. During wildfire smoke, consult the Fire and Smoke map as well as the headline AQI because conditions can vary sharply between nearby locations.
Heat and air quality can compound each other
On very hot days, plan around both the heat forecast and AQI. A phone may issue a heat or emergency message through WEA while AirNow provides the pollution outlook; neither channel replaces the other.

Receive heat and flood alerts in the United Kingdom
GOV.UK Emergency Alerts
Compatible phones receive UK Emergency Alerts automatically over 4G or 5G. GOV.UK states that you do not need to sign up or download an app, and the service does not require mobile data or Wi-Fi. The phone must be powered on, compatible with the service and not in airplane mode.
Because the message is a cell broadcast, it is aimed at phones in the affected area. You may hear a loud sound and vibration even when the phone is set to silent. If you are visiting another part of the country, the alert you receive can change as your phone connects to different cells.
UKHSA Weather-Health Alerts for heat
For dedicated heat-health information, register for the UK Health Security Agency (UKHSA) Weather-Health Alert system and choose your government region for email updates. The system is run with the Met Office. Its normal Heat-Health Alert season is 1 June through 30 September, although extraordinary alerts can be issued outside that period. UKHSA guidance was updated 22 April 2026.
Email alerts are useful for planning care for older people, babies, people with chronic conditions and anyone whose work is outdoors. They are not a substitute for the automatic Emergency Alert broadcast when an immediate life-threatening event is occurring.
Respond correctly when a flood alert arrives
Flood messages use different levels of urgency. The distinction matters more than the wording of a phone notification.

Flood watch
A watch means flooding is possible. Prepare while there is time: move vehicles and valuables, check routes, charge phones, gather medicines and follow local authority updates.
Flood warning
A warning means flooding is expected or happening. Take action immediately, move to higher ground when instructed and follow emergency officials.
Never drive through floodwater
Water can conceal a washed-out road, move a vehicle or carry debris. Turn around and use an officially recommended route. If you are already trapped, call emergency services and follow their instructions rather than attempting to cross moving water.
Add NOAA Weather Radio as a U.S. backup
NOAA Weather Radio All Hazards broadcasts official National Weather Service warnings, watches, forecasts and other hazard information continuously, 24 hours a day, seven days a week. A receiver is useful when a phone battery is empty, cellular service is congested or you need an audible warning at home.

The phone was not connected to the right network
Government broadcasts depend on compatible cellular service. Airplane mode, a powered-off phone, a missing SIM or eSIM, a carrier limitation or a dead zone can prevent delivery. Restore cellular service and keep the operating system current.
The warning was not sent through that channel
Not every watch, advisory or forecast is a WEA or UK Emergency Alert. Use the official weather service, local authority feeds, AirNow for U.S. AQI and UKHSA email alerts for planned heat-health information.
You were outside the target area
Cell broadcasts are geographically targeted. A warning can be valid nearby without being sent to every phone in a wider region.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsYou expected AQI notifications from the wrong app
Built-in emergency settings generally do not provide continuous pollution forecasts. Install AirNow in the United States, save the locations you care about and inspect its current notification controls.
You expected UK heat emails without registering
UK Emergency Alerts are automatic, but UKHSA Weather-Health Alert emails require registration and a selected government region. Confirm your email address and subscription settings.
A practical setup checklist
- On iPhone, verify Settings > Notifications > Government Alerts and review Enhanced Safety Alerts when offered.
- On Android, search Settings for emergency alerts and keep Allow alerts, Extreme threats and, where available, Severe threats enabled.
- In the United States, install AirNow, save multiple locations and review its present notification options.
- In the United Kingdom, keep a compatible 4G/5G phone powered on and out of airplane mode; register separately for UKHSA heat-health emails.
- Keep the phone charged and maintain a working SIM or eSIM and cellular plan.
- During a flood, distinguish a watch (prepare) from a warning (act now), move to higher ground when told and never drive through floodwater.
- Consider NOAA Weather Radio if you are in the United States or live where cellular coverage is unreliable.
What to do before the next heatwave, smoke event or storm
Set up alerts before hazardous weather begins, not after a warning appears. Save the locations where family members spend time, check that notification sounds are audible overnight, and keep a charging cable or power bank available. Review the settings after changing phones, carriers or SIMs because a replacement device can restore default alert choices. Use official forecasts and local instructions to decide what action to take; an alert is the trigger to pay attention, not a guarantee that every nearby hazard will generate a message.
