How to Set Parental Controls to Prevent Children From Accessing Harmful Content

The dependable way to reduce a child’s exposure to harmful content is to combine a parent-managed account with age and content filters, download and purchase approval, time limits, communication restrictions, and a parent-only passcode. Set those controls on every phone, tablet, computer, console, browser, streaming profile and social app the child uses, then test the child view and review the settings as the child and the services change.

No single switch covers the whole internet. A second browser, an adult profile, a game console or an app with its own recommendation feed can bypass otherwise good settings. Treat parental controls as guardrails alongside clear family rules and teaching the child how to block, report and leave unsafe interactions.

What parental controls can and cannot do

Parental controls are account, device and service settings that limit what a child can see, install, buy, use or share. Depending on the platform, they can filter age-inappropriate websites and media, require approval for apps and purchases, limit screen time, restrict communication, and control location or privacy exposure.

The phrase “harmful content” is not one universal category. What is blocked depends on the child’s age, the service, the jurisdiction and the rating system. UK online-safety guidance, for example, discusses age-inappropriate content and controls for search, recommendations, apps, purchases and communication. A filter may reduce exposure without identifying every harmful post, video, message or image, so it should not be described as perfect protection.

Set up controls in this order

Completing these steps in order prevents a common mistake: setting a bedtime limit while leaving unrestricted downloads, purchases or a second unprotected account available.

1. Create or use a child account managed by you

Use the family-management system that matches the child’s main device. Apple devices use Family Sharing and Screen Time; Android phones and Chromebooks use Google Family Link; Windows PCs and Xbox consoles use Microsoft Family Safety. A child account lets the parent manage settings from a separate adult account instead of sharing an administrator password.

Do not manage a child’s device through an adult profile if a child profile is available. Shared adult profiles can expose adult-rated media, saved payment methods, browsing history and unrestricted settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Choose age and content restrictions

Set the child’s age or the most appropriate content rating, then review the individual categories. Depending on the service, these can include websites, films, television, music, books, games, apps, searches and recommendations. Use the least permissive setting that fits the child rather than assuming an age label applies identically across every service.

For web and video services, enable their own filters as well. Google SafeSearch can filter explicit search results; YouTube Restricted Mode can reduce exposure to potentially mature videos; TikTok Restricted Mode can limit some mature content. These are service-level controls and do not replace the child-account restrictions on the device.

3. Require approval for apps, downloads and purchases

Turn on parent approval for new apps and games, block unsuitable apps, and require approval for in-app purchases. Download approval and screen-time limits are separate controls: a child can have a two-hour daily limit and still install an unsuitable app unless installation is restricted.

Check payment settings separately. Remove saved payment methods from a child profile when practical, and require approval for every purchase rather than only purchases above a threshold. Review subscriptions as well as one-time purchases.

4. Set daily limits, downtime and device lock periods

Set a realistic daily allowance for school days and non-school days, then define a bedtime or downtime window. A limit may apply to the whole device or to selected apps, depending on the platform. Keep essential functions, such as emergency calling, available where the system allows it.

Time controls work best when the child knows when the device will lock and which exceptions are allowed. A schedule is not a substitute for content filtering: harmful material can appear during an allowed hour.

5. Limit communication and privacy exposure

Use the available communication controls to decide who can call, message, invite or add the child. Restrict unknown contacts and public profiles where those options exist. Review location sharing, camera, microphone, contacts, photos and advertising permissions; disable access that an app does not need.

Communication settings vary by account and service. A device-level contact limit may not control direct messages inside a game or social app, so inspect each service separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Protect the settings from changes

Create a parent-only Screen Time passcode, Family Link or Family Safety authentication, console PIN, or separate administrator profile. Do not use a code the child already knows, and do not store the code in the child’s password manager. On a shared computer, keep the parent account separate from the child account.

7. Repeat the setup on every device and service

Make an inventory before declaring the setup complete:

  • Phones and tablets, including old devices still connected to the family account.
  • Windows or Chromebook computers and every browser installed on them.
  • PlayStation, Xbox or other consoles, plus each game-network account.
  • Streaming profiles, smart televisions and media players.
  • Social, video, messaging and game apps with their own feeds, chat or privacy controls.
  • Any cellular, school or guest account that can provide another route online.

The Federal Trade Commission states that parental controls work best when they are set up on all the devices a child uses. A control on one phone cannot protect an unprotected console or browser.

8. Test from the child’s view and review regularly

Use the child account to search for a blocked term, open a restricted video, attempt to install an app, try a test purchase, contact a non-approved account and use the device during downtime. Confirm that the parent receives approval requests and that the child cannot change the settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the arrangement after a major operating-system, app or game update, when the child moves to a new age band, and whenever a new device or service is added. Menu names and available options can change. Ask the child which rules are confusing and adjust age-appropriate exceptions without removing the protections that address real risks.

Platform-by-platform setup

Device or service Parent-managed tool Controls to configure Important coverage limit
iPhone and iPad Apple Family Sharing and Screen Time Content ratings, web and privacy restrictions, app installation, purchase approval, communication limits, app limits and downtime Each child device and Apple service must be connected to the managed child account; third-party apps can have separate settings.
Android phone and Chromebook Google Family Link App approval and blocking, device lock, daily limits, bedtime schedules, selected Google and YouTube settings SafeSearch, YouTube controls and non-Google apps require their own review.
Windows PC and Xbox Microsoft Family Safety Screen time, app and game limits, content settings and Microsoft-account activity Controls follow the Microsoft account; other accounts, browsers or consoles need separate protection.
PlayStation and other consoles The console’s family or parental settings plus the game or network account Age ratings, spending, play time, chat, messaging and privacy A console setting may not govern a game’s independent account, voice chat or cross-platform profile.
Search, video and social services The service’s own safety and privacy controls Google SafeSearch, YouTube Restricted Mode, TikTok Restricted Mode, private profiles, contact and messaging limits Service filters reduce exposure; they do not cover every site or app on the device.

iPhone and iPad: Family Sharing plus Screen Time

Add the child’s Apple account to Family Sharing from the parent’s account, then manage the child’s Screen Time. Set content and privacy restrictions, app and purchase approvals, communication limits, app limits and downtime. Check the web-content setting and media ratings rather than relying only on a general age selection.

Ask the child to attempt an app download and an in-app purchase while you watch for the approval request. If the child can install an app without approval, inspect whether the request is being made from the managed child account or from an adult account on the device.

Android phones and Chromebooks: Google Family Link

Link the child’s Google account to the parent’s Family Link account. Use it to approve or block apps, set daily limits and bedtime, and lock the device remotely when necessary. Review the available Google and YouTube settings, including SafeSearch and Restricted Mode where supported.

Family Link does not automatically set the privacy and communication rules inside every third-party app. Open each app’s account and safety settings, and check whether the child can create another account or use a browser session outside the managed profile.

Windows and Xbox: Microsoft Family Safety

Add the child’s Microsoft account to the family group and configure screen-time schedules, app and game limits, and content restrictions. Apply the Xbox family settings to the child’s console account, then review communication, chat, spending and privacy controls on the console and in the relevant game network.

Test both the Windows device and Xbox. A restriction that works on the PC may not apply to a different console profile, a guest account or a game account that is not linked to the child’s Microsoft identity.

PlayStation and other game consoles

Open the console’s family-management area, create a child account and set age ratings, spending limits, play-time schedules, chat and messaging permissions. Then inspect the network account and each frequently played game. Games can offer their own voice chat, text chat, friend lists, user-generated content and cross-platform accounts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a parent PIN that is different from the child’s login code. Test a blocked game, a store purchase and a message from a non-approved contact while signed in as the child.

Browsers, search, video and social apps

Enable SafeSearch or equivalent filtering in every browser and search account the child can use. Turn on YouTube Restricted Mode and TikTok Restricted Mode in the child’s accounts where available. Set social profiles to private when appropriate, limit direct messages and group invitations, and review who can comment, tag or mention the child.

These settings are not interchangeable. A safe-search filter can affect search results while leaving recommendations, comments or direct messages unchanged. A private profile can limit strangers without stopping harmful material from an approved contact.

What to check when a child still sees harmful material

The child is using another account

Look for an adult profile, guest account, school account, second Google or Apple account, or a console account that is not in the family group. Sign out of unused accounts and remove administrator access. Keep the parent account protected by its own password and two-step verification where offered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The child is using another browser or device

Check every installed browser, private-browsing option, tablet, old phone, smart television and game console. Apply the same child-account and service controls to each one. If a device cannot support the needed controls, keep it out of the child’s unsupervised access or use a separate child profile with the strictest available settings.

The material comes from an app’s feed or chat

Device-level web filters may not inspect an app’s recommendation feed, comments, livestreams or messages. Use the app’s own age, privacy, communication and reporting tools. Remove the app if it cannot provide controls appropriate to the child’s age, and explain the reason rather than silently reinstalling it later.

A filter blocks too much or too little

Check the selected age rating, language and region, then test several ordinary and clearly unsuitable examples. Filters can make mistakes and may change after an update. Keep a parent approval path for borderline apps instead of weakening the entire content setting.

Purchases or subscriptions still go through

Verify that purchase approval is enabled on the child account and that a payment method is not exposed through an adult account. Review active subscriptions and receipts. A screen-time limit does not prevent spending, and an app-download approval setting may not cover an account created inside a game.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build family rules around the controls

Technical restrictions are easier to follow when the child understands the purpose and the exceptions. Agree on where devices are charged at night, which rooms allow private use, what information must never be shared, and how the child can ask for an app or contact to be approved.

Teach three actions for an unsafe interaction: stop engaging, use the service’s block and report tools, and tell a trusted adult. Explain that reporting is appropriate for threats, sexual requests, harassment, self-harm encouragement, coercion, scams and material that makes the child feel unsafe. Preserve evidence only when doing so is safe; do not ask the child to continue a conversation to collect it.

Ofcom guidance recommends explaining limits and offering age-appropriate alternatives. The FTC likewise advises discussing family rules and expectations instead of treating controls as a hidden surveillance system. Give the child a way to challenge a blocked app or site, while keeping the parent as the final approver.

Use a practical review checklist

  • The child has a dedicated, parent-managed account on every platform.
  • Age ratings and web, search and media filters match the child’s current age.
  • New apps, games, downloads, in-app purchases and subscriptions require approval.
  • Daily limits, downtime and device-lock schedules are active and understood.
  • Contacts, group invitations, chat, comments, location, camera and microphone permissions are reviewed.
  • The parent-only passcode or PIN is unknown to the child.
  • Every browser, device, console, streaming profile and social app is included.
  • A test from the child view confirms that restrictions and approval requests work.
  • The family has agreed rules for reporting, blocking and leaving harmful interactions.
  • Settings are revisited after updates, new services, new devices and developmental changes.

Why this layered approach matters

In a 2026 UK Government consultation, 84% of full consultation responses strongly or somewhat agreed that parents should have control over children’s online experiences. That support does not imply that one technology can guarantee safety. Controls differ by platform, and children’s online experiences often cross several platforms in a single session.

The most resilient setup therefore combines account management, content filtering, approval gates, time and communication limits, a protected parent account, complete device coverage and regular conversations. Each layer closes a different route to harmful content; none should be treated as the only layer.
