How to Set OpenAI API Spending Limits and Usage Alerts

To configure an OpenAI API project’s spending notifications, open the API Platform’s organization settings, select the project, and choose Limits. Project owners and organization owners can set a monthly spend threshold and notification thresholds there.

That project monthly spend setting is a soft threshold, not a hard spending cap. OpenAI’s documentation says API requests continue after the threshold is exceeded during the UTC calendar month. Use the setting to notify owners, then use the Usage Dashboard and any organization-level controls or application safeguards when traffic must actually stop.

What you need before changing a project’s limits

Spend controls are managed at the organization and project levels, so first make sure you are working in the correct organization and project. The documented project settings are available to an organization owner or the relevant project owner. A developer who can create keys or send requests may not have permission to change these controls.

  • Know the project: API keys, usage and spend may be separated across several projects. Select the project whose traffic you intend to monitor.
  • Know the time basis: project spend is evaluated within a UTC calendar month. A local-time month-end can therefore differ from the period shown in the dashboard.
  • Know what kind of control you need: the project setting is for monitoring and notifications. It should not be treated as a guaranteed request-blocking budget.
  • Have an escalation plan: decide who will review an alert, which workloads can be paused, and where you will inspect usage if the notification does not match expectations.

The Limits page can also contain model-usage settings. Do not assume that a model-usage control, a monthly spend threshold, a prepaid balance, and a request-rate limit are interchangeable; they affect different parts of API operation.

How to set an OpenAI API project spending limit

  1. Open the API Platform. Sign in to the organization that owns the project.
  2. Open organization settings. Use the organization-level settings area rather than a personal account preference.
  3. Select the project. Choose the project whose API traffic and spend you want to monitor.
  4. Open Limits. The documented page contains the project’s monthly spend limit, notification threshold, and model-usage settings.
  5. Enter the monthly spend threshold. Treat this value as a monitoring target for the UTC calendar month. It is not a promise that requests will be denied once tracked usage reaches the value.
  6. Save the change. Confirm that the setting is attached to the intended project, especially if your organization has similarly named projects.
  7. Review the resulting alert configuration. Creating a project spend limit creates a default alert at 100%. You can add other notification thresholds when the page offers that option.

The exact labels and available controls can vary by account, but the documented route remains organization settings → project → Limits. If the Limits page or a control is missing, verify your role and that you selected the correct organization before assuming the project has no spend settings.

Will a project budget alert stop API requests?

No. OpenAI describes the project monthly spend limit as a soft threshold. When tracked project usage exceeds it during a UTC calendar month, API requests continue. The feature is therefore useful for visibility and escalation, but it is not a hard cap that guarantees a project will stop generating billable traffic.

This distinction matters when you are estimating financial exposure. An alert tells owners that usage has reached a chosen percentage of the target; it does not revoke API keys, disable a model, or block every subsequent request. If a workload must stop at an internal budget, enforce that rule in your own application, gateway, job scheduler, or key-management process in addition to configuring the OpenAI notification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse the project threshold with an organization-level spend control or an OpenAI-approved organization usage limit. Those are separate settings with different enforcement behavior. A request can continue after a project notification while still being rejected later because another organization or billing control has been reached.

How project usage alerts work

The default threshold

When you create a project spend limit, the project-alert flow creates a notification at 100% by default. That alert corresponds to the configured monthly threshold; it is not a separate hard quota.

Additional thresholds

The Limits page allows additional notification thresholds to be added. Use earlier thresholds for operational warning and the 100% threshold for the point at which owners should investigate immediately. Choose values that fit your workload’s lead time: a batch process that can spend rapidly needs an earlier warning than a low-volume integration.

Who receives the notifications

In the documented project-alert flow, organization owners and project owners receive the notifications. The described flow does not provide a recipient-customization control. If a finance, security, or on-call team must act on an alert, forward the notification through your organization’s approved mail or incident-management process rather than assuming the project page can address it directly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What an alert should trigger

An alert is a prompt to inspect the Usage Dashboard, identify the project and models responsible, and decide whether to reduce or pause traffic. Because the documentation does not specify an exact alert-delivery delay, do not design a safety procedure that depends on a notification arriving at the exact moment a threshold is crossed.

Where to see API usage by project

Use the Usage Dashboard to investigate an alert or reconcile a bill. Dashboard reporting is displayed in UTC, so select a period using the dashboard’s time basis rather than your computer’s local midnight.

  1. Open the Usage Dashboard.
  2. Select the organization. Make sure it is the same organization that owns the project whose alert you are investigating.
  3. Choose the reporting period. Use a period that includes the UTC dates in which the threshold was reached.
  4. Open the dashboard’s project selector. Select one project, multiple projects when supported, or all project data.
  5. Compare the displayed activity with the alert period. Use the selected project and time window to determine whether the increase came from the expected workload.

The project selector in the Usage Dashboard is a reporting filter. It is separate from the project selection you make in organization settings when editing Limits. Selecting a project in one place does not automatically change the selection in the other.

If a local report appears to disagree with the dashboard, normalize both reports to UTC first. Then check whether one report includes all projects while the other covers only a single project, and whether the periods use the same UTC calendar boundaries.

Spending limits, usage limits, credits, and rate limits are different

Quota-related messages are easier to diagnose when you identify both the scope and the mechanism. The controls below should not be treated as alternate names for one limit.

Control Typical scope What it does What to check
Project monthly spend threshold One API project Sends notifications when tracked monthly spend reaches configured thresholds; the project threshold is soft, so requests continue after it is exceeded in the UTC month. Project → Limits, notification thresholds, and the project selected in the Usage Dashboard.
Organization spend control Organization May enforce an organization-level spending boundary and can cause requests to be rejected when the applicable control is reached. The organization’s billing or spend settings and the returned error code.
OpenAI-approved organization usage limit Organization Sets the usage amount approved for the organization. Reaching it can produce an organization usage-limit error. The organization’s approved usage limit and any increase or review process available to your account.
Prepaid credits Billing balance Allows usage while credit remains. When the balance is exhausted, requests can fail even if a project notification threshold has not been reached. Current credit balance and the billing response associated with the request.
Request or token rate limit API traffic over time Restricts throughput, such as requests or tokens in a time window. It is not a monthly-dollar budget. The rate-limit response and your request/token volume over the relevant interval.

A project alert therefore answers “has this project reached a monitored monthly target?” It does not answer “is the organization authorized for more usage?”, “are prepaid credits available?”, or “am I sending too much traffic right now?” Those questions belong to the other controls.

How to troubleshoot an API quota or spend error

Start with the returned error code. The troubleshooting documentation distinguishes several cases that can look similar in an application’s generic “quota” or “insufficient” message.

Error code Indicates Next investigation
organization_usage_limit_exceeded The organization’s OpenAI-approved usage limit was exceeded. Check the organization-level approved usage limit and whether the organization needs a higher limit through the applicable account process.
organization_spend_limit_exceeded An organization-level spend control was reached. Review organization billing and spend settings. Do not use the project’s soft threshold as evidence that an organization-level control is available or clear.
project_spend_limit_exceeded The request is associated with a project spend control that is being enforced. Confirm the project, inspect the project’s Limits page, and compare the error with the Usage Dashboard. A configured hard control can be tracked slightly above its configured amount because changes and enforcement are not instantaneous.
credit_balance_exhausted Prepaid credits are exhausted. Inspect the billing balance and the request’s organization. A project notification threshold does not replenish credits.

The troubleshooting guidance does not provide a guaranteed propagation time or an exact overshoot bound for an enforced spend control. Do not promise that changing a setting will take effect instantly or that tracked spend can never exceed the configured amount.

A practical diagnostic sequence

  1. Capture the complete error response. Preserve the exact code, organization context, project context, and request time.
  2. Check whether the failure is throughput-related. If the application is sending too many requests or tokens in a short interval, investigate rate limits instead of monthly spend.
  3. Inspect the Usage Dashboard in UTC. Filter to the affected project and period, then compare the activity with the project’s configured threshold.
  4. Check organization-level settings. A project can look healthy while an organization usage or spend control is blocking requests.
  5. Check prepaid credits. An exhausted balance is a billing condition, not a project-alert condition.
  6. Retest only after identifying the control. Repeated retries will not resolve an exhausted balance or an organization limit and can increase traffic when the problem is a rate limit.

How to make a soft project threshold useful

Because the project setting does not stop requests, treat it as one layer in a broader control system.

Separate workloads by project

Use project boundaries that reflect how you need to attribute and respond to usage. Keeping unrelated production, development, and batch workloads distinguishable makes the Usage Dashboard’s project selector more useful and reduces ambiguity when an alert arrives. The setting itself does not automatically classify traffic for you; the project associated with each request determines where usage is reported.

Put an application-level budget check in front of expensive work

If your business rule is “stop after our internal budget,” maintain your own meter and gate the work that creates API requests. The gate can pause a queue, disable a feature flag, or require an operator decision. This is your enforcement layer; the OpenAI project threshold remains the notification layer.

Use staged notifications

Add an early warning threshold, an escalation threshold, and the default 100% threshold if the Limits page supports the pattern you need. Assign a named operational action to each threshold, such as reviewing a runaway job or checking a recent deployment. Do not rely on the threshold alone to perform that action.

Common mistakes and how to correct them

Assuming “monthly spend limit” means “hard cap”

Symptom: requests continue after the project reaches the configured amount.

Correction: this is expected for the documented project threshold. Add an enforcement mechanism outside that soft notification setting and investigate organization-level controls if requests are being rejected instead.

Editing the wrong project

Symptom: the Limits page looks correct, but the alert or dashboard activity belongs to another workload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: verify the organization and project at every step. Compare the project selected in organization settings with the project filter selected in the Usage Dashboard.

Reading a local calendar as if it were UTC

Symptom: your monthly totals differ around midnight or month-end.

Correction: convert the reporting period and alert timestamp to UTC before comparing totals.

Expecting custom alert recipients

Symptom: a team member who is not an organization owner or project owner does not receive the project notification.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: the described project-alert flow sends notifications to organization and project owners and does not expose recipient customization. Use your organization’s forwarding or incident workflow for wider distribution.

Calling every failure a quota error

Symptom: engineers change the project threshold when the actual problem is exhausted credits, an organization limit, or a rate limit.

Correction: classify the response by its exact error code, then inspect the matching control.

Expecting instantaneous enforcement

Symptom: tracked spend is slightly above an enforced amount immediately after a change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: enforcement and usage tracking are not instantaneous. The documentation does not specify a universal delay or overshoot amount, so leave operational margin and avoid promising a precise boundary.

Operational checklists

When configuring a project

  • Confirm organization-owner or project-owner access.
  • Select the intended organization and project.
  • Open project Limits.
  • Set the monthly monitoring threshold.
  • Confirm the default 100% alert and add earlier thresholds if needed.
  • Document who will respond and what workload will be paused or reviewed.

When an alert arrives

  • Note the alert time in UTC.
  • Open the Usage Dashboard and select the same organization.
  • Choose the matching UTC reporting period.
  • Filter by the affected project, or compare it with all-project data.
  • Identify the workload, model usage, or deployment change associated with the increase.
  • Apply your internal mitigation; do not assume the project alert has stopped traffic.

When a request fails

  • Capture the exact error code.
  • Check for a request or token rate-limit condition.
  • Match organization, project, and billing context to the failed request.
  • Inspect the Usage Dashboard and relevant Limits page.
  • Check approved organization usage and prepaid credits separately.
  • Allow for non-instantaneous tracking or enforcement after a setting change.

The key decision

Set the project threshold under organization settings → project → Limits when you need owners to be notified about monthly project usage. Keep the default 100% alert or add earlier thresholds, then investigate activity in the Usage Dashboard using its UTC project filter. If your requirement is to guarantee that requests stop at a budget, the project alert is the wrong control by itself: combine it with the applicable organization-level limit, billing safeguards, and an enforcement mechanism in the systems that generate your API traffic.
