How to Set Clear Chat Rules and Moderate a Twitch Stream

The most effective Twitch moderation system combines three layers: concise channel rules that viewers must accept before chatting, automated screening that catches likely problems, and moderators who apply consistent human judgment. Set those layers in that order, then use the least restrictive chat mode that solves the immediate issue.

This guide shows how to write and publish rules, tune AutoMod and blocked terms, assign moderator responsibilities, choose chat restrictions, handle raids and harassment, and document decisions without confusing channel enforcement with Twitch-wide policy enforcement.

What a complete Twitch moderation system does

Chat rules tell people what your community expects and what moderators may do when expectations are ignored. Twitch’s Channel Rules feature displays those rules to a first-time viewer when the viewer clicks the chat box. The viewer must agree before typing, which makes the rules an active checkpoint rather than a page that most people never open.

Rules are still only one layer. They cannot replace moderators, automated screening, or reporting conduct that may violate Twitch’s Community Guidelines. A practical system separates responsibilities:

  • Rules: explain acceptable behavior in observable terms.
  • Screening: holds or blocks likely problem content before it spreads.
  • Human review: decides whether context warrants a reminder, timeout, deletion, or ban.
  • Temporary restrictions: reduce message volume or limit participation during a specific disruption.
  • Documentation and reporting: preserve context for repeated incidents and escalate potential platform violations.

Use the controls as a coordinated process. A strict filter with no human review can suppress harmless discussion; friendly rules with no enforcement invite repeat abuse.

Write rules viewers can follow

Use observable behavior, not vague values

“Be nice” is difficult to enforce consistently. State what a viewer should do and what moderators will not allow. A short set of six to ten rules is easier to read and remember than a long code of conduct.

  • Stay on the stream’s topic unless a moderator opens an off-topic discussion.
  • Do not target, threaten, or insult other viewers, guests, or the streamer.
  • Do not post spam, repeated messages, unsolicited promotions, or unwanted links.
  • Do not share anyone’s personal information, including your own or another person’s.
  • Respect moderator instructions and do not argue about an active moderation action in chat.
  • Do not use hateful, sexual, or violent language directed at a person or protected group.
  • Use the language and spoiler policy stated for this channel.
  • Ask before posting self-promotion or recruiting viewers elsewhere.

Add one enforcement sentence so expectations are clear: “Moderators may delete messages, issue timeouts, or ban accounts when behavior breaks these rules. Actions may be immediate and may escalate for repeated or severe conduct.” Do not promise a fixed number of warnings if moderators need discretion for threats, hateful conduct, or exposure of private information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep channel rules consistent with Twitch policy

Channel rules supplement Twitch’s Community Guidelines; they do not authorize conduct that Twitch prohibits, and they cannot make a platform violation acceptable. Conversely, you may set stricter standards for tone, spoilers, links, or off-topic discussion than Twitch’s minimum requirements. Say that platform reports remain available when conduct may violate Twitch-wide policy.

Make rules easy to revise

Review rules after a recurring incident, a change in content, or a change in your moderator team. Edit the rule itself instead of adding contradictory exceptions in several places. Tell moderators which version is current and record the date of a substantial change. A visible, stable rule set helps moderators explain actions without improvising different standards for different viewers.

Publish rules with Twitch’s Channel Rules feature

In your Creator Dashboard, open the channel’s moderation settings and select the Channel Rules control. Add the final text in the order a new chatter needs to read it: behavior first, prohibited conduct second, and enforcement last. Preview the result, save it, and test it with an account that has not previously agreed to the rules. Twitch’s labels and dashboard layout can change, so confirm the current wording in your account.

  1. Draft outside the dashboard. Have the streamer and moderators agree on wording before publishing so the live form is not edited during an incident.
  2. Enter the rules in the Channel Rules panel. Use short lines and plain language; avoid unexplained moderator jargon.
  3. State the enforcement range. Explain that messages can be removed and accounts can receive timeouts or bans, with severity and repetition considered.
  4. Save and preview. Check mobile and desktop readability and make sure no rule contradicts another.
  5. Test the first-chat experience. Confirm that a new viewer sees the rules on clicking the chat box and must agree before typing.
  6. Announce important changes. Mention a major revision on stream or in your community announcement, but keep the authoritative version in Channel Rules.

Do not use Channel Rules as a substitute for active moderation. A viewer who agrees can still break a rule, and a moderator still needs to respond.

Set an automated screening baseline

Choose an AutoMod level your team can review

AutoMod holds potentially inappropriate or offensive messages for a streamer or moderator to approve or deny before they appear in chat. Twitch provides four levels across discrimination, sexual content, hostility, and profanity categories, while Twitch manages the underlying dictionary.

Start at a level that your team can realistically review during a busy stream. A higher setting may hold more messages and increase false positives; a lower setting may require more human intervention after messages appear. Review held messages over several streams and adjust one category at a time. Note whether a held message was genuinely harmful, harmless in context, or a repeated attempt to evade filtering.

Add blocked terms for channel-specific boundaries

Blocked terms let you add words or phrases that matter to your community, such as a recurring slur, a spoiler term, or a personal detail that should not be repeated. Twitch supports wildcards, which can catch variations in spelling. Decide whether each blocked term should be public or private. Twitch recommends private status for terms involving personally identifiable information that you do not want exposed to moderators.

Use the narrowest phrase that solves the problem. A short fragment can unintentionally catch ordinary words, names, or technical terms. Review the held-message results after adding a wildcard and revise it if the false-positive rate is high.

Use permitted terms carefully

Permitted terms can reduce a known false positive, such as a harmless word used in the stream’s subject matter. They do not override every other protection: a message can still be held because it contains other prohibited language or a separate blocked term. Treat permitted terms as targeted exceptions, not a general bypass.

Give moderators a repeatable operating procedure

Define roles before the stream starts

A moderator team should do more than remove messages. Assign people to welcome newcomers, answer routine questions, review held messages, watch for harassment, and explain temporary chat modes. On a small channel, one person may cover all roles; on a busy channel, name a lead moderator who resolves disagreements.

Use Mod View to bring moderation widgets together, including held-message review and a view of team actions. Make sure each moderator knows where to see the reason for a held message, how to identify a repeat offender, and how to ask the streamer for a decision without arguing in public chat.

Agree on an escalation ladder

Write an internal standard that distinguishes a reminder from a timeout and a ban. For example:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Reminder: a minor first offense that is easy to correct and does not target someone.
  • Message deletion or short timeout: spam, repeated off-topic posting, or ignoring a moderator after a reminder.
  • Longer timeout: harassment, deliberate disruption, or repeated evasion of a stated restriction.
  • Channel ban: threats, hateful conduct, doxxing, sexual exploitation, persistent harassment, or behavior showing that lesser actions will not protect the community.

This is a channel standard, not a Twitch-mandated schedule. Skip warnings when immediate action is needed. Apply the same standard to regulars, subscribers, guests, and newcomers.

Use consistent language in the moment

Keep public explanations short: name the rule, state the action, and move on. Do not quote private reports or disclose personal information. If a viewer disputes an action, direct them to the channel’s appeal or contact process rather than turning chat into a trial. Consistency matters more than winning an argument in public.

Match each chat control to the problem

Chat modes differ by who they affect, what they prevent, when they act, the participation friction they create, and the moderator workload they leave behind. The table below is a decision aid; Twitch’s exact labels and availability can change.

Control Who it affects What it does Best use Trade-off
AutoMod Messages likely to contain risky content Holds messages for approval or denial before they appear Potentially offensive language that needs context Held-message review and possible false positives
Blocked terms Messages containing your listed words or phrases Flags channel-specific terms; wildcards catch variants Known slurs, spoilers, personal details, or recurring bait Overbroad entries can catch harmless words
Permitted terms Messages matching an allowed exception Reduces a known false positive Specialized vocabulary or harmless in-channel terms Does not override other prohibited or blocked content
Slow mode Everyone not exempted by Twitch’s controls Requires a wait between messages High message volume or rapid arguments Slows legitimate discussion and questions
Unique chat Anyone repeating an identical message Prevents repeated messages from appearing Copy-paste spam and repeated raid messages Can suppress intentional repetition, such as coordinated answers
Follower-only mode Viewers who have not followed for the required duration Restricts chat by follower status and, when selected, follow duration Raids, drive-by abuse, or an acute disruption New viewers cannot participate immediately
Subscriber-only mode Subscribers, VIPs, and moderators can chat Limits participation to those groups Severe short-term disruption when other measures fail Excludes ordinary viewers; availability depends on channel status and Twitch’s current requirements
Emote-only mode Chatters attempting to send ordinary text Allows messages made with emotes Emote spam or a temporary need to remove text discussion Prevents explanations and substantive questions
Non-moderator chat delay Messages from people who are not moderators Holds messages for 2, 4, or 6 seconds before display Giving moderators time to remove a harmful message Creates a noticeable conversational lag
Link blocking Messages containing hyperlinks Stops or holds links according to the channel’s setting Unsolicited promotion and link spam Legitimate resources require an approved alternative
Ban Evasion Detection Accounts Twitch identifies as possible or likely evaders Likely evaders are restricted by default; possible evaders enter Active Monitoring by default Suspected returns after a channel ban Signals are not proof; moderators must inspect context
Email or phone verification Accounts selected by your scope and age or follow-duration rules Requires a verified email address or phone number to chat Reducing throwaway-account abuse Adds participation friction and may exclude legitimate viewers

Reduce message volume with slow mode

Enable slow mode when the problem is speed rather than content. It imposes a wait between messages, giving moderators time to read and respond. Explain the reason and, if appropriate, the expected duration. Turn it off when the surge ends so a temporary measure does not become an unexplained permanent barrier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stop repetition with unique chat

Use unique chat when viewers are copying the same phrase, link, or command. It addresses repetition without blocking every new message, so it is often less disruptive than subscriber-only mode during a raid.

Restrict participation during a raid or acute disruption

Follower-only mode can require an account to have followed for a selected duration before chatting. Subscriber-only mode limits chat to subscribers, VIPs, and moderators; Twitch’s availability rules differ for channels without Affiliate or Partner status. Explain which mode is active and why, and remove it when the incident is under control.

Use non-moderator delay when review time matters

A two-, four-, or six-second delay gives moderators a chance to remove a message before ordinary viewers see it. It is useful when harassment is appearing faster than a team can react, but it can make normal conversation feel broken. Pair it with a clear explanation and return to the normal setting after the risk passes.

Investigate suspected ban evasion

Ban Evasion Detection can identify possible or likely evaders. Twitch says likely evaders are restricted by default, while possible evaders are placed in Active Monitoring by default. Treat these as signals, not automatic proof. Review the account’s behavior and history, then apply your channel standard and record the reason for the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use verification without unnecessarily shrinking the community

Twitch lets a channel require email verification, phone verification, or both for all accounts, first-time chatters, accounts younger than selected ages, or users who have followed for less than a selected duration. VIPs, subscribers, and moderators can be exempted.

Choose the narrowest scope that addresses your problem. If disposable accounts are attacking a stream, requiring verification only for first-time chatters may reduce abuse while allowing established viewers to participate normally. If harassment is concentrated among newly created accounts, an account-age condition may be more relevant than a requirement for everyone.

Tell viewers what is required before they attempt to chat. Verification lowers the likelihood of throwaway-account abuse but creates friction for people who do not want to provide a phone number or who cannot complete verification immediately. Twitch also notes that channel bans can extend to other accounts tied to the same verified phone number or email, so moderators should understand the consequence before choosing exemptions or reviewing an appeal.

Enforce channel rules and Twitch policy separately

A timeout or ban controls participation in your channel. It does not decide whether Twitch will take service-wide action. Viewers can report conduct that may violate Twitch’s Community Guidelines to Twitch for review, and your team should preserve relevant evidence when the behavior is serious.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Twitch expects streamers to make a good-faith effort to mitigate hateful conduct. Its Community Guidelines state: “Streamers are expected to use channel moderators and the tools we provide, such as AutoMod , chat timeouts and bans, to mitigate hateful conduct in their channel.” Use the available controls, act promptly, and avoid treating an on-channel ban as the end of your responsibility when a platform-level violation may have occurred.

Good-faith moderation also matters when a third party abuses your channel. Remove the content, restrict the account, save timestamps or screenshots where appropriate, and report the behavior through Twitch’s reporting process. Do not repeat hateful or personal content in public chat while explaining the action.

Document decisions so the team stays consistent

Keep a private moderation log that is accessible only to the streamer and authorized moderators. Record enough context to identify patterns without collecting unnecessary personal information.

  • Date, time, stream title, and the account name.
  • What happened, using a brief factual description rather than speculation.
  • The rule or policy concern involved.
  • Message deletion, timeout length, ban, mode change, or other action taken.
  • Which moderator acted and whether the streamer approved an escalation.
  • Links or screenshots stored securely when they are necessary for a report or appeal.
  • Follow-up needed, such as watching for ban evasion or updating a blocked term.

Do not publish the log or expose private reports to prove that moderation is active. Use it in weekly or monthly team reviews to identify repeated triggers, rules that need clearer wording, and controls that create too many false positives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Incident playbooks for common disruptions

Harassment aimed at one person

  1. Remove the abusive message and protect the targeted person from further exposure.
  2. Apply a timeout or ban according to severity; threats, hateful conduct, and doxxing warrant immediate escalation.
  3. Ask another moderator to watch for related accounts or repeated messages.
  4. Preserve relevant evidence and report potential Community Guidelines violations to Twitch.
  5. Review whether a blocked term, verification scope, or moderator coverage should change.

A sudden raid brings spam or repeated text

  1. Enable unique chat or slow mode first if repetition or speed is the main issue.
  2. Use follower-only mode with an appropriate follow duration if drive-by accounts continue.
  3. Use non-moderator delay when moderators need a few seconds to remove messages before display.
  4. Explain the temporary restriction and keep welcoming legitimate newcomers.
  5. Restore normal chat after the surge and log what worked.

Link spam or unsolicited promotion

  1. Enable link blocking and remove the messages already posted.
  2. Apply a timeout or ban for repeated promotion or attempts to evade the restriction.
  3. Permit only the specific resource types your community needs, and tell viewers how to share approved links.
  4. Check whether a wildcard or blocked phrase is catching legitimate URLs.

A suspected ban evader returns

  1. Review Ban Evasion Detection’s signal and the account’s actual behavior.
  2. Compare the conduct with the original ban reason, without relying on identity guesses alone.
  3. Place the account under the appropriate restriction or Active Monitoring response.
  4. Document the evidence and escalate to a permanent channel ban if the behavior confirms evasion.

Review and tune the system

After each busy stream, review held messages, deleted messages, timeouts, bans, and temporary mode changes. Look for four questions:

  • Did AutoMod hold harmful content early enough for the team to respond?
  • Which blocked terms produced harmless matches, and can they be narrowed?
  • Were moderators able to agree on the same action for similar behavior?
  • Did a restriction solve the incident, or did it merely hide the problem while excluding legitimate viewers?

Change one setting at a time where possible, record the date, and observe the next few streams. If moderators cannot review the number of held messages produced by a setting, lower the setting or add coverage rather than letting the queue become invisible. If a recurring problem is not addressed by automation, improve the rule, staffing, or escalation process instead of adding increasingly broad filters.

What Twitch’s transparency figures do—and do not—show

Twitch’s H2 2024 Transparency Report says 97.04% of messages were in channels with channel moderators or AutoMod during that reporting period. It records 65,009,538 proactively removed messages and 17,443,647 manually removed messages in H2 2024.

Those are platform-wide figures for the second half of 2024, not current 2026 counts, a guarantee for an individual channel, or evidence that one tool caused a particular result. Use them as context for why layered moderation is common, not as a target or performance benchmark for your team.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes to avoid

  • Rules that cannot be observed: Replace “be respectful” with specific conduct and an enforcement range.
  • Rules that promise automatic fairness: Human context is necessary; state that severe conduct may receive immediate action.
  • Overbroad blocked terms: Narrow phrases and test wildcards against ordinary conversation.
  • Using subscriber-only mode as the first response: Start with a control that addresses the actual problem and creates less friction.
  • Leaving temporary modes unexplained: Tell viewers why a restriction is active and when you expect to remove it.
  • Treating detection as proof: Ban Evasion Detection and automated filters provide signals; moderators still review context.
  • Arguing about actions in public: Apply the rule, give a brief explanation, and move appeals to a private channel.
  • Ignoring platform reporting: Channel bans do not replace reporting conduct that may violate Twitch’s Community Guidelines.
  • Collecting unnecessary personal data: Keep moderation notes factual, private, and limited to what the team needs.

Pre-stream checklist

  • Channel Rules are current, readable, and consistent with Twitch policy.
  • AutoMod levels match the team’s ability to review held messages.
  • Blocked terms, wildcards, and permitted terms have been tested for false positives.
  • Moderators know who is monitoring held messages and who can escalate a ban.
  • The team has agreed on responses to harassment, spam, links, and suspected ban evasion.
  • Verification requirements and exemptions are intentional and clearly explained.
  • Slow mode, unique chat, follower-only mode, subscriber-only mode, emote-only mode, link blocking, and non-moderator delay are available to the people who may need them.
  • The private moderation log is ready for timestamps, actions, and follow-up.

Clear rules make expectations visible; screening catches likely problems; moderators supply context; and proportionate restrictions protect conversation without permanently driving away legitimate viewers. Treat those layers as one operating system, review the results after real incidents, and adjust the smallest control that solves the next problem.
