In Claude Console, go to Settings > Workspaces, select a workspace, open Spend limits, and set its limit. From the workspace details page, open Limits and use Add notification to email an administrator when spending reaches a chosen amount.
A workspace cap cannot be higher than the organization cap. If you leave a workspace limit unset, it follows the organization limit. The Default Workspace cannot have a custom limit. Keep monitoring usage after setup because reaching a ceiling can make API requests fail, and the response code depends on which limit or workspace type was involved.

Understand the two levels of Claude API spending control
Claude billing is organized around an organization and its workspaces. The organization limit is the outer ceiling: it applies to the whole organization, regardless of how many workspaces you create. A workspace limit is a lower ceiling for one workspace inside that organization.

| Control | Scope | How it relates to other limits | Where to configure it |
|---|---|---|---|
| Organization spending limit | All workspaces and API activity in the organization | Always applies, even when individual workspace limits exist | Organization billing or limit controls in Claude Console |
| Workspace spending limit | One selected workspace | Must be lower than or equal to the organization limit; an unset workspace follows the organization limit | Settings > Workspaces, then the workspace’s Spend limits panel |
| Workspace notification | Spend observed for one workspace | Warns at a chosen amount; it does not change the spending cap | Workspace details page, Limits tab, Add notification |
Plan the hierarchy before entering a number. For example, if the organization ceiling is $1,000 per month, a production workspace could be capped at $600 and a development workspace at $200. The remaining organizational headroom is not a guarantee that either workspace can spend more: the organization limit still stops requests once the total reaches its ceiling.

Why a workspace limit may appear unavailable
- Default Workspace: Anthropic states, “You cannot set limits on the Default Workspace.” Use a separately created workspace when you need an independent cap.
- Organization ceiling is too low: A workspace cannot be assigned a higher amount than the organization limit. Increase or review the organization setting first if the value you need is rejected.
- Wrong workspace selected: Limits are scoped to the workspace currently open in the details panel. Confirm its name before saving.
Before you change a limit
Gather the information that determines a useful cap rather than choosing an arbitrary round number. Review recent Usage or Cost Reports, identify which applications and API keys belong to the workspace, and decide whether the amount is a hard monthly maximum or simply an early-warning point.
- Set the scope: Decide whether the risk is organization-wide or isolated to one team, environment, or application.
- Choose a billing period: The Console controls described by Anthropic are monthly spending limits. Make sure your internal forecast uses the same monthly period.
- Allow for legitimate spikes: A limit set below normal production bursts can interrupt a release, batch job, or customer-facing service.
- Choose alert recipients: Use an operational mailbox or on-call distribution list that can act before the cap is reached, not an unattended individual address.
- Record ownership: Note who can raise a cap, rotate a key, pause a workload, and investigate an unexpected increase.
Do not treat an email threshold as a safety barrier. A notification tells someone that spend has reached a selected amount; only the spending limit constrains further usage.
Set a monthly limit in Claude Console
Console labels can change, so use the current wording you see while following this path. The documented navigation is:
Recommended Free Tools
- Sign in to Claude Console with permission to manage the organization or workspace.
- Open Settings, then select Workspaces.
- Choose the workspace that should have its own ceiling. Do not choose the Default Workspace if you need a custom limit.
- In the workspace panel, open Spend limits.
- Enter the monthly spending amount permitted for that workspace and save the change.
- Return to the workspace details page and open the Limits tab to confirm the saved value.
Anthropic’s Help Center describes the equivalent action as opening a workspace’s details page, selecting Limits, and choosing Change Limit. The two descriptions refer to the same workspace-level control, although the visible navigation may differ as the Console is updated.
Validate the result
- Check that the amount is shown on the intended workspace, not another workspace.
- Confirm that it is no higher than the organization limit.
- Verify that the change is monthly and that the currency and amount match your billing context.
- Document the effective setting and the person who approved it.
An unset workspace does not mean “unlimited.” It inherits the organization limit. That is useful when every workspace should share one ceiling, but it can be unsafe when a test workload should have a smaller blast radius.

Add an email budget alert
Configure the alert separately from the cap. Anthropic’s workspace instructions use the following sequence:
- Open the desired workspace’s details page.
- Select the Limits tab.
- Click Add notification.
- Enter the spend amount at which the email should be sent and add the recipient address or addresses supported by the current Console.
- Save the notification, then verify that it appears in the workspace’s limits list.
Choose a threshold that leaves time to investigate. If the monthly cap is $500, an alert at $400 provides a 20% response margin; it does not reserve that margin, and actual processing or reporting delays can vary. For a high-volume service, use more than one notification if the Console permits it, such as an early planning threshold and a near-cap operational threshold.
What an alert does not do
- It does not lower the spending limit.
- It does not pause keys, deployments, or individual applications.
- It does not guarantee that every request after the threshold is rejected.
- It does not replace usage monitoring or an incident response process.
After saving, make sure the recipient can receive mail from Anthropic and that the address is monitored. If your team uses a ticketing or on-call system, route the message there only if that system preserves the workspace name, threshold, and current spend.
Monitor spend after the limit is configured
Use the Console’s Usage or Cost Reports views to inspect a single workspace or choose All Workspaces. Review the report after the first change and on a regular schedule thereafter. A cap is most useful when an owner can explain which workload is consuming the budget before the ceiling causes an outage.
Console review checklist
- Filter to the affected workspace rather than looking only at organization totals.
- Compare current-month spend with the configured cap and notification threshold.
- Look for sudden changes after a deployment, prompt revision, model change, or batch run.
- Separate expected production traffic from experiments and abandoned jobs.
- Check all workspaces when the organization total is unexpectedly high; a workspace without a custom cap may be contributing under the organization ceiling.
Use the Admin API for detailed usage reports
Teams that need automated dashboards can use Anthropic’s Admin API messages usage report. The documented report can filter by API key ID and workspace ID and group results by API key, workspace, model, service tier, and context window. That makes it possible to attribute spend drivers instead of reacting to one undifferentiated monthly number.

Treat the ranges above as documented request limits, not promises about report latency or billing finality.

- Workspace: Shows which team or environment is approaching its cap.
- API key: Helps identify a leaked key, runaway job, or unrecognized integration.
- Model: Reveals whether a model change altered the cost profile.
- Service tier: Separates usage handled under different service configurations.
- Context window: Highlights requests whose input or conversation size is driving consumption.
Use UTC when joining report buckets to deployment and incident logs. A local-midnight dashboard can otherwise make a single UTC bucket appear on the wrong day.
What happens when a spending cap is reached
Anthropic documents an HTTP 400 response when organization or workspace spending limits are reached. Claude Code workspace spending limits are an exception that may return 429. Anthropic’s general error documentation also uses 429 for rate-limit and usage-tier spend-cap conditions.
Do not blindly retry a failed request. Read the response body and error message, then determine whether the cause is:
- a configured organization spending limit;
- a configured workspace spending limit;
- a usage-tier spend cap;
- a rate limit; or
- a separate authentication, validation, or service error.
Recovery sequence for a failed request
- Capture the HTTP status, error type, message, request time, workspace, and API key involved.
- Check the workspace’s current spend and notification history in the Console.
- Check the organization total, because a workspace can be below its own limit while the organization is at its ceiling.
- Review Usage or Cost Reports for a sudden workload or key-level increase.
- If the failure is a rate limit, apply the documented backoff and concurrency controls for that error; increasing a spending cap will not fix a rate limit.
- If the ceiling is intentional, pause or reduce the workload and wait for the next billing period or an approved limit change.
- If business continuity requires more capacity, have an authorized administrator review and change the appropriate organization or workspace limit rather than repeatedly retrying.
Application code should surface a clear operational error when a budget ceiling is detected. A generic retry loop can increase latency, create duplicate work, and obscure the fact that an administrator must intervene.

Claude Code has a separate workspace exception
Claude Code is the only workspace type Anthropic identifies as supporting per-user monthly spend limits. Do not assume that a normal API workspace can impose a separate monthly budget for each user.
Claude Code usage is rate-limited separately, and administrators can cap its share of the organization’s limits on the Rate limits page. This is an additional control for Claude Code workloads, not a replacement for the organization and workspace ceilings described above. A Claude Code request can therefore be affected by a per-user spend setting, a Claude Code rate limit, its workspace or organization limit, or a general API condition; inspect the returned error details before choosing a fix.
Design a practical budget policy
For one production workspace
Set the organization limit to the maximum the business is willing to incur, then set a lower production-workspace limit if another team or environment shares the organization. Add an alert below the workspace cap and assign it to the production owner and an on-call address. Review the usage report by API key and model during each release cycle.
For separate development and production workspaces
Give development a deliberately lower workspace cap so experiments cannot consume the production allocation. Keep both workspace limits below the organization ceiling. Add a development alert early enough that an engineer can stop a batch or move testing to a controlled fixture before the cap is reached.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For many workspaces
Use a written allocation table with each workspace’s owner, monthly cap, alert threshold, API keys, and escalation contact. Compare the sum of workspace caps with the organization ceiling: the sum may exceed the organization limit, but that arrangement means the organization can stop all work before every workspace reaches its nominal cap. If that is not acceptable, set allocations whose total leaves explicit organizational reserve.
Best Value
Troubleshoot common setup problems
The workspace limit cannot be saved
Confirm that you are not editing the Default Workspace and that the requested amount does not exceed the organization limit. Re-open the workspace details page and check whether another administrator changed the setting. If the Console labels differ from the documented path, locate the workspace’s Spend limits or Limits panel under Settings > Workspaces.
No email arrived
Verify that the notification appears in the workspace’s Limits tab, that the threshold was actually crossed, and that the recipient address is monitored. Check spam or mail-security quarantine and confirm that the message was not routed to an inactive alias. The notification threshold is not retroactive in the sense of changing the cap; adding it after spending has already passed the amount may not produce the historical warning you expected.
Requests fail even though the workspace is under its cap
Check the organization total, then inspect the response code and message for a rate limit or usage-tier cap. A workspace limit never overrides the organization limit. For Claude Code, also check the separate Rate limits controls and any per-user monthly setting.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsReports do not match a local dashboard
Align the query’s RFC 3339 date bounds and UTC bucket boundaries with your dashboard. Confirm that the same workspace, API-key, model, service-tier, and context-window filters are applied. The Admin API report’s documented ranges differ by bucket size, so a request outside the allowed range can produce incomplete or rejected results.
Operational checklist
- Organization ceiling approved and recorded.
- Each non-default workspace assigned an intentional cap or explicitly documented as inheriting the organization limit.
- Workspace cap verified as no higher than the organization ceiling.
- At least one alert threshold set with an actively monitored recipient.
- Usage or Cost Reports reviewed for the selected workspace and all workspaces.
- API-key and workspace ownership documented.
- Admin API reporting, if used, aligned to UTC and current endpoint documentation.
- Application errors distinguish spending exhaustion from rate limiting and other 4xx/5xx conditions.
- Claude Code controls reviewed separately when that workspace type is in use.
Bottom line
Use the organization limit as the hard outer boundary, set lower workspace limits where teams need isolation, and add email notifications from each workspace’s Limits tab. Monitor Usage or Cost Reports after saving. When a request fails near a budget boundary, inspect the status and message instead of retrying automatically: ordinary organization or workspace exhaustion is documented as HTTP 400, while Claude Code workspace limits may use HTTP 429 and rate-limit conditions also use 429.
