Set an AI customer-service agent’s boundaries in the workflow and connected systems—not only in its prompt. Give it a narrow job, the minimum data and permissions needed, and explicit limits on every action that can alter a customer record, move money, or create another meaningful side effect. Require confirmation or human approval when risk or uncertainty is high, provide a working handoff path, and monitor outcomes from a tightly bounded pilot before expanding access.

This approach follows the control model described in OpenAI’s practical guide to building AI agents, the UK government’s 9 March 2026 consumer research, the National Cyber Security Centre’s 2026 guidance, and Competition and Markets Authority guidance.

What a boundary means for a customer-service agent

A conventional chatbot mainly generates text. An agent controls a workflow: it can choose tools, retrieve records, update systems, send messages, and sometimes trigger transactions. That ability to act is why a natural-language instruction such as “be helpful and never make risky changes” is not an access-control system. The agent’s real boundary is the combination of its task definition, identity, permissions, tool contracts, validation rules, approval gates, and shutdown process.

OpenAI describes layered protections including relevance and safety checks, personally identifiable information (PII) filtering, moderation, tool risk ratings, deterministic rules, output validation, authentication, authorization, and human intervention. The UK government says current customer-facing deployments are generally bounded, retain limited authority, use human escalation, and often progress specific multi-step workflows rather than making end-to-end autonomous decisions for consumers.

A useful boundary answers six questions before the agent is connected to live customer data:

  • Which request types may it handle?
  • Which systems, records, and fields may it read?
  • Which tools may it call, with what arguments and limits?
  • Which outcomes count as completed, and which require a handoff?
  • Who reviews exceptions, incidents, and access requests?
  • How can an authorized person pause or stop it?

If any answer is vague, the scope is not ready for production.

Start with a narrow, testable job

Write the agent’s mission as a bounded workflow, not a broad objective such as “resolve customer problems.” State the request categories, data sources, completion conditions, and escalation conditions in a short operating specification. A bounded pilot makes failures observable and limits the damage while the team learns.

Define the request types

Choose a small set of intents with stable policies and predictable data. For example, an initial agent might explain an order’s current status, provide a published delivery estimate, and collect information for a return request. It should not automatically cancel any order, negotiate compensation, change a payment method, or close a complaint unless those actions have separately defined controls.

Define what “done” means

For each intent, specify the exact evidence required for completion. “Order-status question” might be complete only when the authenticated customer’s order ID matches a record and the agent has returned the status from the approved order system. If the record is missing, contradictory, or outside the agent’s permitted region or business unit, completion is impossible and the workflow should hand off rather than improvise.

Define stop conditions before launch

Include conditions that force a handoff: unresolved intent after a fixed number of clarification attempts, missing or conflicting records, a policy exception, a request involving a vulnerable customer, a legal or regulatory complaint, a safety concern, or any action classified as high impact. The limit should be enforced by the application, not left to the model to remember.

Separate information access from action authority

Grant read access when retrieval is enough. Do not give an agent write capability simply because the underlying platform makes it convenient. The National Cyber Security Centre recommends least privilege, avoiding unrestricted access to sensitive data or critical systems, using temporary credentials where possible, and limiting what the agent can access and when.

Capability Typical boundary Controls to apply
Read order status Read-only access to orders belonging to the authenticated customer and the permitted region Identity check, field filtering, record-level authorization, audit log
Read shipping estimate Read only the carrier and delivery fields needed to answer the question Approved data source, freshness check, no access to unrelated addresses or payment data
Create a return request Write only a new return case with allowed reason codes and a linked order Schema validation, policy checks, duplicate detection, customer confirmation
Edit a customer record Only named fields and only when the request is authenticated and unambiguous Field allowlist, old/new value capture, authorization, reversible update where possible
Issue a refund or payment Restricted or human-approved side effect Tool-level approval, transaction and identity checks, confirmation, immutable record of the decision

Permissions should be narrow in four dimensions: the records the agent can reach, the fields it can read or write, the actions it can invoke, and the time during which credentials remain valid. Service accounts should not inherit a support employee’s broad access. Short-lived credentials reduce the window in which a compromised or misbehaving agent can act.

Rate every action by consequence

Do not classify a tool only by its name. Assess the proposed operation and its context using the risk factors identified by OpenAI and the UK guidance:

  • Access mode: read-only access is generally less consequential than write access.
  • Reversibility: a change that can be reliably undone is safer than an irreversible one.
  • Customer impact: consider service disruption, loss of access, privacy exposure, or reputational harm.
  • Financial or legal effect: payments, refunds, debt, contractual terms, and formal complaints need stronger controls.
  • Data sensitivity: payment information, identity data, health information, and private correspondence require tighter authorization and filtering.
  • Uncertainty and recovery: ambiguity, poor records, or an inability to restore the prior state increase risk.
  • Observability: an action is harder to govern when requests, decisions, and outcomes cannot be logged and reviewed.

These factors are a practical design framework, not a formally published scoring standard. Use them to create local policy tiers, then have security, legal, and operational owners approve the resulting matrix.

Policy tier Examples Minimum control
Low consequence Explain a published policy; read an authenticated order status Read-only authorization, relevance and safety checks, normal logging
Moderate consequence Create a support case; submit a return request that still needs review Strict schema and policy validation, duplicate checks, customer-visible confirmation, escalation on exceptions
High consequence Cancel an order, issue a large refund, make a payment, alter a critical account setting Explicit customer confirmation and/or human approval before execution, with a recorded decision

There is no universal refund amount at which approval becomes mandatory. Set thresholds according to your jurisdiction, products, fraud exposure, reversibility, and risk appetite, and document who may change them.

Put validation at the tool’s side-effect boundary

The most important implementation rule is to validate the proposed operation immediately before the tool that performs it. OpenAI’s API documentation warns that checks at an agent level do not automatically protect every custom tool call in a multi-agent workflow. A tool that can change a record, send money, or contact a customer must enforce its own authorization and validation.

A safe execution sequence

  1. Authenticate the customer and the service identity. Confirm that the person is entitled to the account or order, and that the agent is operating under the intended service identity.
  2. Validate workflow scope. Check that the request belongs to an enabled intent, region, product, and pilot cohort. Reject calls made outside that scope.
  3. Inspect the proposed arguments. Validate types, allowed values, record ownership, field allowlists, quantity limits, and transaction limits. Do not rely on the model to produce safe arguments.
  4. Run deterministic policy checks. Test eligibility, fraud signals, duplicate requests, account status, and any cooling-off or statutory requirements.
  5. Assign the action’s risk tier. Use the operation and its context, not the agent’s confidence score alone.
  6. Request confirmation or approval when required. Present the customer or reviewer with the exact proposed action, affected record, amount, and consequence. The approval must refer to that specific operation.
  7. Execute only after the gate passes. The tool should reject missing, stale, malformed, or unauthorized approvals. If review is unavailable, fail closed for sensitive operations.
  8. Record the result. Store the request, validated arguments, approval or rejection, executor identity, timestamp, tool result, and any customer-visible message.

In an approval-based workflow, the application pauses when the tool requests review, returns an interruption to the orchestrator, and resumes only after an authorized decision. A rejection should be a normal, traceable outcome—not an instruction for the agent to keep trying through another route.

Use customer confirmation for the customer’s own commitment

Human approval and customer confirmation solve different problems. A support employee may need to approve a refund; the customer may also need to confirm that an order cancellation is what they intend. Show the exact item, amount, destination, and consequence in plain language. Never treat a vague “yes” to a long conversation as approval for a later, changed operation.

Design a handoff that preserves the customer’s progress

“Talk to a human” is not a boundary unless the human can see what happened and finish the job. The agent should transfer the relevant conversation, authenticated identity, records consulted, proposed action, validation failures, and reason for escalation. Avoid asking the customer to repeat information that is already safely available to the reviewer.

Trigger handoff on defined conditions

  • The intent remains unclear after the configured clarification limit.
  • The requested operation is outside the agent’s allowlist or policy scope.
  • Required data is missing, inconsistent, stale, or inaccessible.
  • A high-impact action needs approval.
  • The customer disputes a charge, alleges harm, raises a legal or regulatory issue, or reports a safety problem.
  • The agent has failed to complete the workflow or produced an unexpected result.

Make the transfer understandable

Tell the customer that a person is taking over, what information has been transferred, and what will happen next. Do not claim that a human reviewed the case if no human has done so. The reviewer interface should expose the proposed tool call and the policy checks that led to escalation, not just a transcript.

Use layered defenses against manipulation and unexpected behavior

Customer-service agents encounter untrusted text in customer messages, uploaded documents, emails, and retrieved records. Treat prompt injection and conflicting instructions as design risks. A sentence in a retrieved document must not be able to grant permission, change the workflow scope, or bypass a tool’s authorization.

Combine controls rather than relying on one classifier or one system prompt:

  • Relevance and safety screening: reject or route requests outside the supported service domain and detect unsafe content.
  • PII controls: minimize sensitive data, filter what is sent to the model, and prevent unnecessary disclosure in responses and logs.
  • Moderation and output validation: inspect generated text and structured tool arguments before they reach a customer or system.
  • Authentication and authorization: verify both the customer’s entitlement and the agent’s service identity on every sensitive operation.
  • Deterministic rules: enforce limits in code for records, fields, amounts, destinations, and state transitions.
  • Tool-specific checks: repeat authorization and validation at each side-effecting tool, including tools called by sub-agents.
  • Threat modeling: consider malicious customers, compromised integrations, poisoned records, credential theft, and accidental loops.

OpenAI summarizes the principle this way: “Guardrails are a critical component of any LLM-based deployment, but should be coupled with robust authentication and authorization protocols, strict access controls, and standard software security measures.”

Pilot before granting broader autonomy

The National Cyber Security Centre recommends clearly defined, tightly bounded pilots and says unrestricted access to sensitive data or critical systems should be avoided. Use staged expansion rather than switching from a demonstration directly to full production authority.

  1. Simulation: run realistic conversations against copied or synthetic data. Let the agent propose tool calls, but execute none.
  2. Shadow mode: process selected live cases while a human handles the real customer interaction. Compare the agent’s proposed intent, data retrieval, and action to the human outcome.
  3. Read-only production: allow approved retrieval for a small customer and product cohort. Keep all writes disabled.
  4. Constrained writes: enable low- or moderate-consequence tools with strict allowlists, confirmation, and automatic escalation.
  5. Expansion by evidence: add intents, systems, or autonomy only after reviewing errors, complaints, security events, handoff quality, and recovery performance.

Define rollback before each stage: which credential is revoked, which feature flag is disabled, which queued actions are canceled, and who has authority to make that decision. If the team cannot understand, monitor, or contain the agent’s actions, it is not ready for deployment, as the NCSC puts it.

Monitor behavior, complaints, and outcomes

Logging is part of the boundary because it makes unauthorized or harmful behavior detectable. Record enough context to reconstruct decisions while applying data-minimization and retention rules.

Log the complete action trail

  • Conversation and request identifiers, customer authentication state, and workflow scope
  • Tools considered and tools called
  • Arguments after validation and the policy checks applied
  • Approval requests, approver identity, decision, and timestamp
  • Tool result, customer-visible response, handoff reason, and final outcome
  • Credential or permission changes and emergency stop events

Review signals that reveal boundary failure

Look for unusual tool-call volume, repeated authorization failures, access outside normal records or hours, unexpected destinations, retry loops, rising handoff rates, unresolved transfers, complaints about misleading or pressuring language, duplicate refunds, and discrepancies between the proposed and executed action. Review both individual incidents and trends by intent, customer segment, integration, and release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assign named owners for access approval, operational monitoring, incident review, customer remediation, and emergency shutdown. The UK government’s consumer research recommends audit logs, performance and complaint monitoring, human oversight, risk assessments, clear accountability, and transparency about agent use and limitations.

Be transparent and remain accountable

Tell customers when an AI agent is part of the service, what it can and cannot do, and when a person may take over. Disclose relevant affiliations and limitations, and request confirmation for high-risk actions. The explanation should be timely and understandable, not hidden in a policy page after the action has occurred.

Using an agent does not transfer responsibility away from the business. The Competition and Markets Authority’s 9 March 2026 guidance says businesses must train agents to comply with consumer-protection law and remain responsible for how they engage with customers. Its plain warning is: “But if an AI agent you use does something illegal, you are responsible.” Apply legal conclusions to the relevant jurisdiction and obtain current legal advice for a particular deployment.

Common boundary failures and fixes

Failure Why it fails Fix
Only a system prompt says “do not refund” Prompts do not enforce permissions, and another tool or sub-agent may bypass the instruction Remove refund authority or place approval and validation directly on the refund tool
One broad service account can read every customer A compromised or confused agent can expose unrelated records Use record-level authorization, field filtering, least privilege, and short-lived credentials
Human escalation is an unstructured email Context is lost and the customer must repeat the case Transfer identity, transcript, records, proposed action, checks, and escalation reason in a review queue
Approval covers a category, not an operation The approved action can change before execution Bind approval to the exact arguments, record, amount, destination, and current state
Failures are measured only by model accuracy A fluent answer can still cause an unauthorized side effect or unresolved complaint Monitor tool actions, complaints, outcomes, recovery, and policy violations
No one can stop the system quickly Containment is impossible during an incident Document an emergency stop, test it, and give a named owner authority to use it
Customers are not told an agent is involved They cannot calibrate trust or make an informed confirmation Disclose agent use, limitations, escalation options, and the action requiring confirmation

A practical boundary checklist

  • Write the supported intents, excluded intents, completion criteria, and handoff triggers.
  • Inventory every connected system, data field, credential, and tool.
  • Separate read permissions from write permissions and apply record- and field-level allowlists.
  • Classify each action by reversibility, customer impact, financial or legal consequence, data sensitivity, uncertainty, and auditability.
  • Attach deterministic validation and authorization to every side-effecting tool.
  • Require customer confirmation or human approval for ambiguous, sensitive, irreversible, or high-impact actions.
  • Use temporary credentials where possible and revoke access outside the active workflow.
  • Log requests, arguments, approvals, actions, handoffs, outcomes, and emergency interventions.
  • Test prompt injection, malformed arguments, stale data, duplicate requests, credential failure, and unavailable reviewers.
  • Run simulation, shadow, read-only, and constrained-write stages before expanding scope.
  • Assign owners who can approve access, review incidents, remediate customers, and stop the agent.
  • Explain agent involvement and limitations to customers in time for them to make an informed choice.
