How to Send Emergency Messages When Cellular Service Is Unavailable

If someone is in immediate danger, try calling the local emergency number first. In the United States, 911.gov says a voice call is the best way to reach emergency services when a call can connect. If calling is impossible, text 911 where the local center supports it, use your phone’s built-in satellite emergency feature if eligible, or reach emergency responders through a working phone, landline, or someone nearby.

“No service” is not one condition. Your carrier may be having an outage while another network still works; you may be outside cellular coverage but have Wi-Fi; or you may have neither cellular nor Wi-Fi. Those situations produce different options, and ordinary app messages are not automatically delivered to a 911 dispatcher.

First identify what “no service” means

Before choosing a method, look at what your phone can still do. The status indicator may show “No Service,” “SOS,” or an empty signal meter, but that label does not tell you whether another network, Wi-Fi, or satellite access is available.

Situation What may still work Best emergency action
Your carrier has an outage, but other cellular networks are operating An emergency call may be attempted over another available wireless network. Try the local emergency number immediately. Do not wait for your normal carrier to return.
You have no cellular coverage but do have Wi-Fi Internet services may work, but a normal messaging app is not a guaranteed route to emergency dispatch. Try an ordinary emergency call if the phone offers one, then use locally supported text-to-911 or a device satellite feature. Do not assume an app call reaches a dispatcher.
You have neither cellular nor Wi-Fi Only a compatible satellite emergency function, a different working phone or landline, or direct contact with responders may be available. Use the phone’s emergency satellite flow if offered; otherwise move toward a person, building, road, ranger station, or other source of communications without putting yourself in greater danger.

Phones can sometimes place an emergency call through another network even when your own carrier is unavailable. A cellular outage therefore does not prove that every network is down. Conversely, a phone that shows a data connection is not necessarily able to route a private message to a public-safety answering point (PSAP).

What to do during an emergency

Use this order when there is an immediate threat to life, serious injury, fire, or another situation requiring urgent public-safety help.

  1. Try the local emergency number. In the United States and Canada this is generally 911; elsewhere use the emergency number for your country or region. Dial rather than relying on an internet app. If the call connects, stay on the line and follow the dispatcher’s instructions.
  2. State your location first. Give the street address, apartment or room, landmark, trail name, coordinates, mile marker, or any other detail that lets responders find you. If you are moving, say which direction and what you can see.
  3. Describe the emergency briefly. Explain whether the problem is a medical emergency, fire, crash, threat of violence, missing person, or another danger. Tell the dispatcher how many people need help and whether anyone is unconscious, trapped, bleeding, or in immediate danger.
  4. Provide a callback method. Give the number you are calling from if it can receive calls. If the phone has no active service, tell the dispatcher that a callback may not work and give an alternative way to reach you, such as a companion’s phone or a nearby landline.
  5. If the call will not connect, try the next available route immediately. Depending on your device, that may be text-to-911, satellite emergency messaging, another person’s working phone, a landline, or direct contact with nearby responders. Do not spend several minutes repeatedly redialing if another route is available.
  6. Keep the device available for replies. Leave it powered on, conserve battery, keep the volume on when safe, and watch for messages or positioning instructions from the emergency service or relay center.

Calling 911 when your carrier has no signal

In the United States, 911.gov advises calling 911 whenever you can. Emergency calls may be attempted over another available wireless network, so a phone that cannot register with its normal carrier can still sometimes connect. Move to an open area or a higher, safer location only if doing so does not increase the danger; walls, terrain, vehicles, and underground spaces can block radio signals.

A call made from a phone without an active cellular account has important limitations. The National 911 Program says an unactivated or out-of-service phone may be able to dial 911, but the call center may not receive the phone’s location and may not be able to call the phone back. Tell the dispatcher your exact location and explain how you can be reached. Do not assume that hanging up and waiting for a callback is safe.

Use the phone’s native emergency dialer rather than an ordinary voice-over-internet app. The Federal Communications Commission notes that many apps and connected devices do not support 911, or support only limited functions; availability depends on the service and its configuration. A smart speaker, watch, tablet, or chat application should not be treated as a universal 911 terminal.

Texting 911 in the United States

Text-to-911 is a local capability, not a nationwide guarantee. The National 911 Program’s guidance is concise: “If you need emergency assistance, it is always best to call 911 if you can, and text if you can’t.” Read the full National 911 Program FAQ about calling 911 for the limitations that apply in your area.

Use text only when a voice call is not possible—for example, when speaking would put you at risk, you have a hearing or speech disability, or the phone cannot complete a voice call but can send an SMS. Local PSAP equipment and carrier routing determine whether the message is delivered. More than half of U.S. PSAPs were enabled for text-to-911 in 2021, but the National 911 Program reported substantial variation among states; that dated figure is not a current nationwide percentage.

How to send an emergency text

  1. Open the phone’s SMS or text-message application.
  2. Enter 911 as the recipient. Do not add punctuation, a country code, or a group of recipients.
  3. Put your exact location in the first message. Include the city, state, building, floor, room, road, trail, or landmark.
  4. Describe what is happening and whether anyone is injured or in immediate danger.
  5. Include a callback number or state that the phone cannot receive calls.
  6. Keep the conversation open and answer every question. Do not send pictures, videos, emojis, or long explanations unless the PSAP specifically requests them; plain text is more likely to be handled reliably.

If you receive an automated bounce-back or non-delivery notice, treat it as a failed attempt. Do not keep waiting for that text to work: call if possible, try a satellite emergency feature, use another phone or landline, or get the attention of responders. If no confirmation arrives, continue trying another route while preserving battery.

Emergency messaging by satellite

Some recent phones can send an emergency request by satellite without cellular or Wi-Fi. This is a device-specific feature, available only in listed regions and on eligible models. It is not the same as ordinary satellite internet, and it does not mean every smartphone can text a dispatcher from anywhere.

Satellite connection generally requires an unobstructed view of the sky. Trees, steep terrain, buildings, canyon walls, heavy foliage, and bad positioning can block or delay a connection. Follow the on-screen direction arrows, keep the phone held as instructed, remain outside when it is safe, and stay available for replies. Connection and response times can vary.

iPhone Emergency SOS via satellite

Apple says to try calling emergency services first. When a call cannot connect and the emergency satellite option is offered, use the built-in Emergency SOS flow and answer its questions. The phone may ask you to point it toward a satellite; hold it naturally and maintain the indicated orientation while the message is transmitted. Apple’s iPhone support instructions explain the prompts and the environmental limits.

Apple introduced Emergency SOS via satellite with the iPhone 14 lineup in 2022, as described in its launch announcement. Eligibility depends on the exact iPhone model, software, country or region, and current service availability. Check the emergency screen on your own phone rather than assuming that a similarly named model has the feature. A clear sky view is still required; foliage and terrain can prevent a connection.

Google Pixel Satellite SOS

Google’s Satellite SOS is available only on eligible Pixel phones and in the locations listed by Google. Start from the emergency dialer and follow the on-screen satellite-positioning directions. Google instructs users to remain outside with a clear view of the sky and warns that connection and response times vary. The eligibility list can change, and the feature is not general to all Android phones. See Google Pixel Help’s Satellite SOS instructions for current model and location requirements.

What happens after a satellite request

A satellite emergency request may be routed through a relay operation before reaching local emergency services, depending on the device and service design. That can differ from dialing a PSAP directly. Follow the device’s questions, give the most precise location you can, and remain ready to answer follow-up messages. Satellite messaging is a fallback for a failed cellular or Wi-Fi connection, not a promise of instant dispatch.

When your phone has no satellite feature

If your handset cannot offer a satellite emergency workflow, use physical alternatives rather than trying random apps:

  • Ask someone nearby to call from a working mobile phone.
  • Use a landline in a home, business, hotel, school, public building, or emergency call box.
  • Approach identifiable responders such as police, firefighters, medical crews, park staff, lifeguards, or road-maintenance personnel, provided you can do so safely.
  • Move to a location with a known communication point only when remaining where you are is less safe than moving.
  • If you routinely travel beyond coverage, consider a dedicated two-way satellite communicator. Confirm its current service region, subscription or message-plan requirements, emergency-routing behavior, charging needs, and compatibility before relying on it; the requirements differ by provider.

Do not buy a new phone solely because it is advertised as “satellite capable” without checking the precise emergency feature, supported country, activation state, and software requirements. A satellite function intended for location sharing or ordinary messaging may not contact emergency services.

Public alerts are not a way to request help

When cellular service is unavailable, you may still receive one-way public warnings through other channels. FEMA’s Integrated Public Alert and Warning System distributes alerts through Wireless Emergency Alerts, the Emergency Alert System on broadcast radio and television, and NOAA Weather Radio. A battery-powered radio that receives local broadcasts or weather-radio transmissions can provide useful information during a power or network outage.

These systems distribute warnings; they do not create a private two-way conversation with a dispatcher. Receiving a tornado warning, evacuation notice, or civil-emergency message does not notify authorities that you personally need rescue. You still need a call, supported text, satellite emergency request, or direct contact for an individual emergency.

Why ordinary apps and connected devices are unreliable for 911

An internet messaging app can show a sent status while never reaching a PSAP. Services may lack emergency routing, may not know your location, or may support only a limited emergency function in certain jurisdictions. The FCC’s material on connected services cautions that some apps and devices do not support 911. Its recent circular marked “FCC-CIRC” is a draft circulation item, not a final rule; do not treat discussion in that document as a universal legal requirement.

Wearables and smart speakers have the same problem. Some can place a call through a paired phone or a vendor-specific service, but that behavior depends on the model, account, connectivity, and region. Unless the manufacturer and local emergency authority explicitly document 911 support, use the phone’s emergency dialer or another verified route.

Choosing the right method

Method Needs cellular? Needs Wi-Fi? Two-way with emergency services? Eligibility and limitations
Voice call to the local emergency number Usually a wireless network; an emergency call may use another available network. No. Yes, when connected to a PSAP. Best option when possible. A phone without active service may not transmit location or accept a callback.
Text-to-911 SMS-capable cellular service and local PSAP support are normally required. No. Yes, where locally supported. Use only when calling is not possible. A non-delivery notice means you must switch methods.
Built-in satellite emergency SOS No. No. Yes, through the device’s emergency routing, which may involve a relay center. Exact model, region, software, clear sky, battery, and positioning all matter.
Ordinary messaging app Needs internet access through cellular data or Wi-Fi. Often, unless the app has another connection. Not reliably. Do not assume an app message reaches a dispatcher or includes your location.
Broadcast radio, television, or NOAA Weather Radio No cellular connection required. No. No; one-way public information only. Useful for warnings and instructions, not for requesting individual assistance.
Another phone, landline, or direct responder contact Depends on the alternate phone or facility. No. Yes if you reach emergency services or responders. Often the fastest fallback when your own device cannot communicate.

Federal rules concerning satellite-to-cellular 911 routing are evolving. The FCC’s 2024 order discusses requirements and disclosures in a specific regulatory context, but those provisions should not be generalized to every consumer satellite messenger or phone. Read the FCC 24-28 order for the scope of that proceeding.

Prepare before you lose coverage

  • Learn the local emergency number. If you travel internationally, record the number used where you are staying; 911 is not universal.
  • Check your phone’s emergency screen. Confirm whether an emergency satellite option appears on your exact model and in your region. Do not wait for a crisis to discover that the feature is unsupported.
  • Update software and charge the phone. Satellite positioning and emergency flows may depend on current software, and a low battery can end a slow connection attempt.
  • Save location details. Keep your address, campsite name, trail or road information, building access instructions, and important medical details available offline.
  • Carry a second communication path. A power bank, battery-powered radio, paper map, whistle, and knowledge of nearby staffed facilities help when the phone cannot connect.
  • Tell companions how to use the feature. Demonstrate where the emergency dialer and satellite SOS flow are located, but do not trigger a real emergency request as a test.
  • Know the obstruction problem. Plan where you could safely reach open sky if a satellite request becomes necessary; never leave a safe shelter or approach a hazard merely to improve a signal.

Key safety limits to remember

  • A carrier outage does not necessarily mean every wireless network is unavailable, so try an emergency call.
  • Text-to-911 coverage varies by locality and is not a dependable replacement for voice calling everywhere.
  • Satellite SOS is restricted to supported devices and regions and can fail or be delayed under trees, terrain, or buildings.
  • An unactivated phone may reach 911 in the United States but may not send location information or receive a callback.
  • Public alert systems warn the population; they do not send your personal request for help.
  • Apps, wearables, and smart speakers may lack 911 support or provide only limited functionality.
