For a one-time site or account announcement, use a bulk-email plugin that supports all registered users, or have a developer send through wp_mail() with careful recipient selection and batching. For recurring newsletters or marketing, use a list tool such as MailPoet and manage subscription status and opt-outs separately from WordPress user roles. In every case, review recipients and your mail provider’s sending limits before sending.
Choose the right kind of email first
A message about an account or site operation is not automatically the same as a marketing email. Decide whether you are sending a one-time notice—such as a service change—or inviting users to receive ongoing promotional or newsletter content. The distinction affects which workflow and recipient permissions are appropriate.
- One-time operational notice: A bulk-email plugin may be the simplest admin workflow if it supports sending to all registered accounts or selected roles.
- Recurring newsletter or marketing: Use a permission- and status-aware mailing list. Having a WordPress account, or a particular WordPress role, does not by itself establish consent to receive recurring marketing.

Send a one-time message with a bulk-email plugin
- In your WordPress dashboard, install and activate a plugin whose current documentation explicitly supports emailing all registered users or selected roles. The Mass Email To Users listing describes those capabilities; confirm the plugin’s current details before relying on them.
- Open the plugin’s email or mass-email screen. The exact menu label can vary by plugin version, so follow the installed plugin’s current instructions rather than assuming a particular dashboard path.
- Choose all users or the intended role filters. Check the recipient count and consider whether any accounts should be excluded; do not assume a role is equivalent to newsletter consent.
- Review the sender address, subject, and message. Send a test or preview if the plugin provides that option, then verify the final recipient selection before starting the bulk send.
- Check your hosting provider or sending service’s current limits and mail configuration. The plugin listing recommends SMTP and domain authentication, but neither that recommendation nor using a plugin guarantees inbox delivery.
Use MailPoet for recurring newsletters
MailPoet documents a pre-created WordPress Users list that contains site accounts, with synchronization and subscription-status handling. Its feature overview describes segments based on WordPress user roles, including custom roles.
Do not treat the automatically populated users list as blanket permission to market to every account. MailPoet recommends enabling signup confirmation for this list and documents that users may be unconfirmed or subscribed depending on settings. Its own status controls are product features; they do not, on their own, determine legal compliance. Use the list and segment settings to target only the people appropriate for the message, and provide a clear way to unsubscribe from recurring mail.

Have a developer send through wp_mail()
The WordPress wp_mail() reference accepts multiple recipient addresses as an array or a comma-separated list. That makes it possible to send to multiple users, but the application still needs to select the right addresses, avoid unsafe oversized sends, and use a configured mail transport.
WordPress explicitly cautions: “A true return value does not automatically mean that the user received the email successfully.” A true result indicates that the configured sending method processed the request without an error; it is not proof of inbox delivery. A custom workflow also needs an approach to batching and any status or failure reporting you require. There is no universal safe batch size or hosting limit established here, so check the limits of your own provider rather than sending an arbitrarily large batch.

Check marketing-email rules for your recipients
Requirements depend on recipients’ location and the message’s purpose. Do not assume that calling a message an account notice makes it transactional; the FTC distinguishes commercial email from narrowly defined transactional or relationship messages.
United States
The FTC’s CAN-SPAM compliance guide says commercial email must use accurate sender and header information, nondeceptive subject lines, a valid postal address, and a clear opt-out method. It says opt-out requests must be honored within 10 business days. These are US-specific points, not a universal rule for every recipient.

The ICO’s electronic mail marketing guidance says marketing email to individuals generally requires specific consent, with a limited existing-customer soft opt-in for similar products or services when an opt-out was offered both at collection and in each message. The ICO notes that this guidance is under review following changes made by the Data (Use and Access) Act.
These sources do not settle requirements for every country or every message type. Check the rules that apply to your audience and purpose before sending.

Final pre-send checks
- Confirm that the message is an operational notice or a marketing communication, and use the corresponding recipient rules.
- Inspect recipient totals and role or segment filters; WordPress roles and mailing-list subscription statuses are separate concepts.
