How to Secure and Monitor AI Agents with Identity Policies and Least Privilege

Give every tool-using AI agent a distinct, accountable identity, then authorize only the resources and actions needed for its task. Enforce those limits at each tool and resource boundary, log enough context to investigate activity, and make access review and revocation part of the agent’s lifecycle.

How do you give an AI agent its own identity?

Start by treating an agent as a workload that needs an owner, a purpose, credentials and defined entitlements—not as an informal extension of whichever employee launched it. An agent identity makes actions attributable; it does not, by itself, make those actions safe. Authorization still has to limit what the identity can do, and those limits have to be enforced where the agent reaches tools and data.

Shared personal credentials obscure whether a person or an agent acted. NIST’s August 27, 2026 discussion, Back to the Future: Why Agentic AI Needs a Strong Identity Foundation, warns that credential sharing between people or agents creates accountability gaps. NIST argues that agents should be treated as first-class entities with unique identifiers, credentials and entitlements bound to the identity of the user or system operating them.

Build an inventory before granting access

For each deployed or planned agent, record its sponsor, runtime, purpose, tools, APIs, data sources, delegated relationships and any path across organizational or cloud tenants. Give it a distinct identity and document its approved scope. Include the full workflow in the review: an agent’s effective access may include permissions inherited through roles, tools, downstream systems and delegated credentials, not just its initial role assignment.

Microsoft Learn’s guidance, Least privilege for AI agents, frames identity, scope, tool access and auditability as design requirements to establish before expanding autonomy. Its recommendations include denying unreviewed tools and integrations by default. Treat that as an implementation principle: inventory the connections, approve the ones the task needs, and leave the rest unavailable.

How do you limit an agent to only the tools and data it needs?

Write the authorization around a specific task: which identity may take which action on which resource, under whose authority, and for how long. Prefer narrowly scoped permissions for a particular API, site, data set or resource over broad convenience grants. Where supported, use short-lived tokens or time-bound entitlements instead of standing access. Review the agent’s effective permissions across the entire chain, including what each connected tool can do on the agent’s behalf.

Do not assume that a user-focused multifactor-authentication policy is a suitable control for a noninteractive agent. Microsoft recommends handling agent policies specifically. The applicable controls depend on the identity platform and workload, but the goal is consistent: authenticate the workload appropriately and ensure each grant reflects its task rather than inheriting broad human access.

Apply policy at every boundary

Boundary What to authorize What to verify
Agent identity to tool Approved tools and permitted actions for this identity and task. Each call is bound to the initiating agent and task; unapproved tools cannot be invoked.
Tool to API or service Specific API resources, operations and credential scope. The downstream service enforces the grant instead of relying only on the agent’s stated intent.
Agent or tool to data Required data sources and the narrowest practical access level. Access does not extend to unrelated data through inherited roles or connected systems.
Delegated or agent-to-agent access The separate identity, purpose and scope of each delegation. A delegation is explicitly authorized rather than trusted merely because one agent or tool called another.

Make separate trust decisions for delegated access and agent-to-agent calls. A permission on the first agent does not automatically justify permission on every agent or service it can reach. For high-impact or hard-to-reverse actions—such as sending, deleting, purchasing, deploying or changing permissions—require fresh human approval when the risk warrants it.

How should you control an agent’s tools and execution?

Maintain an allowlist of approved tools and actions, and validate consequential operations deterministically at the tool or service boundary. Check inputs and the requested operation against policy before execution; do not rely solely on the model to decide whether its own proposed action is allowed. Bind each call to the initiating identity and task so that a downstream audit can connect the action to its origin.

AWS’s AgentCore guidance cautions that broad tool access can enable unintended operations, unexpected tool chains or privilege escalation through the combination of tools that each appear to have limited permissions. Review combinations and chains, not just each tool in isolation. Keep the agent’s responsibility narrow, and isolate user sessions and persistent memory where the design uses them.

What should you monitor and log?

Capture enough context to answer who or what acted, under which authority, on what resource, with what effective scope, and as part of which task. Correlate records across the agent runtime and downstream tools and services; an agent-side trace alone may not show what a connected system actually accepted or changed.

Record the context needed to reconstruct activity

  • Agent identity and assigned role or workload identity.
  • Effective scope at the time of the action, including relevant delegated or “on behalf of” user context.
  • Action, target resource, outcome and timestamp.
  • Task or session context and a correlation ID that can be followed across the runtime and downstream systems.
  • Relevant tool call, approval decision and policy result.
  • Changes to agent definitions, credentials, permission grants and role assignments.

Alert on identity and policy changes as well as use

Look for spikes in sign-ins or token acquisition, unexpected API use, unusual locations or outcomes, and changes that expand an agent’s access. Review both runtime activity and administrative audit events: a quiet agent can still become risky if its identity, tool configuration or permissions are changed. Correlate related events rather than treating each tool’s log as a complete account.

AWS describes continuous posture management and log analysis for anomalous activity. In Microsoft’s ecosystem, examples include Defender and Sentinel for security monitoring, and Azure Monitor and Application Insights for observability. These are implementation examples, not evidence that any one service detects every misuse. Retain downstream audit logs as well; vendor observability does not replace the records held by the APIs and systems the agent accesses.

How should access be reviewed, changed and revoked?

Make agent access a lifecycle responsibility, not a one-time setup. Assign a sponsor who can attest that the agent is still needed and that its permissions still fit its purpose. Microsoft’s guidance suggests sponsor attestation every 6–12 months and a quarterly review for orphaned agents; these are recommended operating intervals, not measured security outcomes.

  • Identify inactive and orphaned identities, including agents whose sponsor or owning team has changed.
  • Reassess access when the workflow, tools, data scope or runtime environment changes.
  • Remove grants that are no longer needed and review permissions across the full workflow.
  • Test the shutdown path: disable the identity, rotate or revoke credentials, invalidate tokens and remove stale permissions.
  • Include agent activity and reachable resources in incident response, so responders can assess whether an affected system was accessible to an agent.

How do standards and vendor platforms fit?

NIST’s August 2026 discussion says existing authorization approaches can address many enterprise cases and names OAuth 2.0 and SPIFFE. It also describes emerging work on workload identity across systems and agent authorization grants. These standards and efforts provide useful context, but a protocol alone does not define task-specific policy, enforce it at every boundary or provide complete monitoring.

For consumer-facing agents, NIST notes that organizations have less control over agent identity and that identity binding work remains early. Do not assume enterprise workload controls transfer unchanged to a third-party consumer agent; establish which identity and activity information the service exposes and what access your organization can actually govern.

Microsoft Entra Agent ID and AWS Bedrock AgentCore Identity and Observability are examples within their respective ecosystems. Evaluate any implementation against the controls that matter in your environment: identity ownership, credential delegation and duration, per-tool authorization, approval gates, enforcement across cloud and SaaS boundaries, log correlation, review and revocation, and session or memory isolation. Neither a product purchase nor a unique identity is a substitute for defining and enforcing the policy.
