Assess threats, vulnerabilities and consequences; divide the project into controlled zones; verify and log every person, vehicle and delivery; protect equipment, plans, credentials and connected systems; prepare incident procedures; and review the controls whenever the site, workforce or technology changes.
This guide is U.S.-oriented and intended for owners, developers, construction managers, security leaders and cyber teams. Confirm requirements with the project jurisdiction, contracts, insurer, owner security plan and any specialized regulatory program before treating a control as mandatory.

1. Start with a site-specific risk assessment
Security decisions should follow the consequences of a compromise, not a generic checklist. Begin by identifying what the project must protect:

- The temporary site boundary, gates, laydown yards, trailers, substations and unfinished buildings.
- Servers, switchgear, generators, fuel, copper, tools, prefabricated assemblies and other materials.
- Architectural drawings, rack layouts, commissioning records, credentials and controlled information.
- Project networks, cloud services, cameras, badge systems, building-management systems and industrial-control systems.
- The future data-center rooms and infrastructure as they become operational.
For each asset, document credible threats, exploitable weaknesses, likelihood and consequence. CISA’s Physical Security Considerations for Temporary Facilities Fact Sheet places vulnerability assessment before prioritized protective measures and an emergency action plan. Its subject is temporary facilities rather than construction sites, so adapt the method to the project instead of treating it as a construction code.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
Record assumptions and assign decision rights
Write down assumptions such as neighboring land use, public-road exposure, expected workforce, delivery hours, flood or wildfire exposure, utility reliability and which rooms will contain sensitive equipment. Name one person who can approve security changes and one incident lead who can escalate to the owner, general contractor, cyber team and emergency services. A useful responsibility split is:
| Party | Typical planning responsibility |
|---|---|
| Owner or developer | Approve the threat model, security objectives, budget, risk acceptance and handover requirements. |
| General contractor | Implement site rules, coordinate subcontractors, maintain the access process and report incidents. |
| Subcontractors | Submit worker rosters, follow credential and escort rules, protect their equipment and report loss or suspicious activity. |
| Security lead | Operate barriers, screening, surveillance, patrols, logs and investigations; verify that controls work. |
| Cyber or technology lead | Inventory connected systems, approve remote access, manage accounts and coordinate digital incident response. |
These assignments are planning recommendations, not a universal legal allocation of liability. Put them in contracts and the project security plan so an alert, lost badge or suspicious shipment has an identified owner.
Refresh the assessment as the project changes
Set review triggers rather than waiting for a calendar date. Reassess when a gate moves, a fence opening is created, a new tower crane or generator arrives, occupancy changes, commissioning begins, a subcontractor is replaced, a temporary network is connected or a room becomes operational. A control that was suitable for an empty shell may be inadequate once batteries, network gear or live utility feeds are present.

2. Divide the project into defensible zones
Draw the boundary and every entry and exit on a current site plan. Include pedestrian gates, vehicle gates, loading areas, temporary openings, roof access, stairwells, shared roads, trailers and utility corridors. NIST’s foundational physical-security guidance lists barriers, guards, badges, keys, fences, locks and intrusion detectors as examples of layered controls. It also emphasizes reviewing protection while an area is occupied and when it is unattended. See NIST SP 800-12, Chapter 15.
Use zones that match the work
| Zone | Examples | Controls to evaluate |
|---|---|---|
| Public or approach area | Road frontage, sidewalk, shared parking and visitor meeting point. | Signs, lighting, traffic separation, a reception point and a way to keep unverified people outside the work boundary. |
| General construction area | Active building footprint, material yards and ordinary offices. | Fencing, controlled gates, visitor registration, daily roster checks, lighting and patrols. |
| Restricted work area | Electrical rooms, network rooms, battery areas, fuel stores, commissioning spaces and sensitive storage. | Named authorization, stronger doors or barriers, escort rules, entry and exit logging and a response plan for alarms. |
| Critical or live area | Rooms containing energized equipment, connected control systems or production assets. | Small approved access list, two-person or escort practices where justified, change control, cyber monitoring and coordination with operations. |
Zones should be redrawn as walls, temporary partitions and work packages change. Temporary openings need an owner, an opening and closing time, a physical safeguard and a record of who is responsible. Plan emergency routes and fire access at the same time as security. NIST states: “In general, life safety must be given first consideration, but it is usually possible to achieve an effective balance between the two goals.”

Layer deterrence, delay, detection and response
A fence may deter casual entry but not a determined intruder; a badge reader may identify a person but cannot help if nobody responds to an alarm. Compare proposed controls against the threat and consequence they address, the phase and area covered, detection or deterrence value, staffing and response coverage, life-safety effects, operation during power or connectivity loss, maintenance burden and the quality of evidence produced. Do not assume that a particular fence height, guard ratio or camera count is universally correct.
3. Control workers, subcontractors and visitors
Use one authorization process for employees, subcontractors, delivery personnel and visitors, while applying different permissions to each role. NIST SP 800-171 Rev. 3 describes maintaining authorized-access lists, issuing credentials, removing access when no longer required, recording entry and exit, escorting visitors and securing physical access devices. Review the applicable controls in NIST SP 800-171 Rev. 3; that publication is specifically relevant to controlled unclassified information in nonfederal systems and does not automatically apply to every construction project.

A practical access workflow
- Sponsor the request. A project manager identifies the person, employer, job, work area, start date, end date and required hours.
- Verify identity and eligibility. Use the checks required by the owner, contract, insurer and applicable law. Keep only the information the project is authorized to collect.
- Authorize the minimum area and time. Grant access by zone and shift rather than issuing a pass that opens the entire site.
- Issue a visible credential. Record the badge, key, combination or device assigned to the person and explain lost-credential reporting.
- Brief the worker. Cover gates, prohibited photography or removal of material where applicable, emergency routes, reporting channels, escort rules and cyber expectations.
- Log entry and exit. Reconcile electronic records, sign-in sheets or vehicle logs with the active roster.
- Review continuing need. Supervisors confirm that access is still required when a work package, shift or location changes.
- Revoke promptly. Recover badges, keys, tokens and devices when a person leaves, is reassigned or no longer needs access. Record exceptions and unresolved returns.
Manage visitors and unplanned workers
Visitors should have a named host, a stated purpose, a defined route and an escort when they enter a restricted area. Keep visitor activity within the approved scope; a meeting in a trailer does not authorize a walk through a network room. A person who arrives without a valid sponsor, expired credential or matching work order should be held at the controlled point while the responsible manager verifies the request.
Secure keys, combinations and badges
Maintain an inventory of physical access devices and combinations. Limit who can issue or change them, protect spare keys, rotate combinations when exposure is suspected and prevent workers from lending badges. A badge reader is an aid to accountability, not proof that the holder is authorized for every activity in the zone.
4. Protect equipment, documents and deliveries
Construction supply chains are security boundaries. NIST’s supply-chain guidance covers acquisition, delivery, integration, maintenance, handling, provenance, physical security and personnel security. Apply those ideas to the items that could enable theft, sabotage, counterfeiting or unauthorized access.

| Asset or shipment | Security questions |
|---|---|
| Servers, switches and storage | Who ordered them, where are they stored, who can open the packaging, and how is serial-number custody recorded? |
| Power and cooling equipment | Can a component be substituted, tampered with or connected before inspection? Which team accepts it? |
| Fuel, batteries, copper and tools | Are quantities, locations and after-hours checks appropriate to theft and safety risk? |
| Drawings, commissioning media and credentials | Who can print, copy, transport, destroy or upload them, and what happens when a contractor’s role ends? |
| Temporary IT or control devices | Is the device inventoried, hardened, isolated and removed when the work package closes? |
Use a documented chain of custody
- Approve the supplier, item description, quantity and expected delivery window.
- Give the carrier a controlled destination and a contact who can authorize unloading.
- Record vehicle, driver, seal or package identifiers when appropriate to the risk.
- Inspect packaging and equipment for damage or tampering before acceptance.
- Reconcile serial numbers, quantities and purchase records.
- Move accepted items to an authorized storage or installation area and record the new custodian.
- Escalate discrepancies; do not silently place an unexplained or damaged component into a live system.
For participants covered by the U.S. data-center VEU program, 15 CFR Part 748, Supplement No. 10 describes shipment-security plans, chain of custody, anti-theft and anti-tampering measures, and inspection or inventory on receipt. Those provisions apply only to covered entities and circumstances; they are not a blanket rule for every data-center construction project. See the Data Center VEU Authorization Guidelines.
5. Secure project IT, OT and vendor connections
The construction network often includes more than laptops. Inventory project-management platforms, temporary Wi-Fi, remote-support tools, badge controllers, cameras, environmental sensors, generators, building-management systems and industrial-control systems. Treat each connection as an asset with an owner, business purpose, location, software or firmware version, administrator and planned removal date.
Apply least privilege and lifecycle control
- Give each worker or service a unique account; avoid shared administrator credentials.
- Use multifactor authentication where the system supports it and the risk warrants it.
- Limit accounts to the systems and zones needed for the current work package.
- Approve remote access before use, record the vendor, time window and host, and disable it when the session ends.
- Review dormant, default and emergency accounts; change credentials when personnel or vendors change.
- Separate construction, corporate, security and control-system networks where practical, and restrict traffic between them.
- Maintain offline or otherwise protected recovery information for configurations and critical project data.
These are prudent practices to adapt to the owner’s architecture and applicable requirements, not a claim that every project must use one particular network design.
Make vendor security contractual
Before granting a vendor access, document the systems involved, support hours, authentication method, logging, data handling, subcontractors, incident notification contact and account-removal process. Require the vendor to return or securely delete project information when the engagement ends. Coordinate physical and cyber approvals: a technician should not receive a badge for a restricted room and a remote account through separate, untracked processes.
Exercise realistic cyber and convergence scenarios
CISA’s Cybersecurity Scenarios includes phishing, ransomware, insider activity, industrial-control compromise and vendor supply-chain compromise. Adapt those scenarios to the construction sequence:

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Detect, report and respond to incidents
Write one incident plan that covers physical, cyber and combined events. CISA’s temporary-facility guidance recommends an emergency action plan, and its Security and Resiliency Guide and Annexes provides material for coordinated preparedness.
Define the reporting path
- Recognize and protect people. Call emergency services for immediate danger, preserve evacuation routes and do not create a second hazard while investigating.
- Report quickly. Provide the location, time, people involved, asset or system affected and any continuing threat.
- Contain proportionately. Close a gate, suspend a credential, isolate a device or pause a shipment only under an authorized procedure that considers safety and operational impact.
- Preserve evidence. Retain relevant badge records, camera footage, visitor logs, delivery documents, system logs and photographs according to the owner’s retention and legal requirements.
- Coordinate decisions. The incident lead brings together the owner, construction manager, security, cyber responders, affected vendors and emergency authorities.
- Recover and learn. Restore from trusted information, replace compromised credentials or components, document decisions and update the risk assessment.
Make surveillance useful
CCTV cameras and motion detectors can support detection in suitable unoccupied areas; NIST SP 800-12 lists them as examples of intrusion detectors. A camera is not a security program. Specify who monitors alerts, during which hours, how long footage is retained, how time is synchronized, how blind spots are handled and what response follows an alarm. Evaluate weather, lighting, power, network outages, privacy rules and evidence access before deployment. A category-level outdoor camera system may be appropriate for some areas, but no make or model is universally sufficient.
7. Design for outages and changing conditions
Construction sites lose power, connectivity and physical continuity more often than finished facilities. Test how controls behave when a gate reader, camera, radio, badge server or network link is unavailable. Decide in advance:
- Which doors or gates fail safe or fail secure, and who can authorize the alternate method.
- How guards verify identity if the badge database is offline.
- Where printed rosters, emergency contacts and key inventories are stored.
- How temporary generators and fuel are protected and who can connect them.
- How cyber responders reach the site when the project network is isolated.
- How emergency responders enter without bypassing accountability after the immediate danger passes.
Document manual fallback logs and reconcile them with electronic records after service returns. Do not allow an outage workaround to become a permanent unreviewed access path.

8. Audit the program throughout construction
Security controls must be observable. Establish a review cadence tied to project milestones and keep evidence that the controls operated:
- Current site plan showing boundaries, zones, gates, temporary openings and emergency routes.
- Authorized-access list with sponsor, zone, start and end dates, and revocation status.
- Badge, key, combination and visitor records, including unresolved exceptions.
- Delivery approvals, custody transfers, inspection results and discrepancy reports.
- Asset inventory for IT, OT, cameras, badge systems and temporary devices.
- Vendor remote-access approvals, session logs and account-removal confirmations.
- Alarm, patrol, incident and corrective-action records.
- Tabletop or drill results, including owners and due dates for improvements.
Sample the records rather than merely checking that a policy exists. Walk the perimeter after a major layout change, attempt to follow an expired credential through the process, verify that a removed vendor account no longer works and confirm that an alarm reaches a person who can act.
9. Understand the regulatory boundary
The sources used here are U.S.-oriented guidance, not a substitute for local law. Confirm building, fire, occupational-safety, privacy, surveillance, labor, export-control, contractual and insurer requirements for the project’s jurisdiction. NIST SP 800-12 is an older foundational handbook chapter; use its principles and examples, not its text as a current construction code or product specification. NIST SP 800-171 Rev. 3 concerns controlled unclassified information in nonfederal systems, while the 15 CFR VEU provisions apply only to covered participants and circumstances.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThere is no universal data-center construction-site configuration, guard count, fence design or camera package established by these sources. The defensible result is a documented, risk-based program that the owner validates, that preserves life safety and that is revised as construction turns into commissioning and operations.
