Direct answer: LinkedIn’s User Agreement prohibits using software, scripts, crawlers, browser extensions, or other processes to scrape or copy its Services, including profiles and other data. What LinkedIn’s rules say about scraping
Section 8.2 of the LinkedIn User Agreement expressly bars users from developing, supporting, or using “software, devices, scripts, robots or any other means or processes (such as crawlers, browser plugins and add-ons or any other technology) to scrape or copy the Services, including profiles and other data from the Services.” The same section prohibits circumventing access controls or use limits.
LinkedIn Recruiter Help separately states that third-party crawlers, bots, browser plug-ins, and browser extensions that scrape, alter the site’s appearance, or automate activity are not permitted. LinkedIn warns that these tools may stop working without notice and that member accounts can be restricted or shut down.

Those statements describe LinkedIn’s contractual rules and enforcement position. They are not a universal legal ruling about every public webpage in every country. Privacy, consumer-protection, database, employment, and computer-misuse laws vary by jurisdiction. Obtain jurisdiction-specific legal advice before processing personal or employment data.
Why “public” does not mean “free to scrape”
A profile or company page that you can view in a browser is still part of LinkedIn’s Services. Visibility controls who can see information through LinkedIn; it does not grant permission to copy the information with an automated process. A scraper that rotates accounts, defeats a challenge, evades rate limits, or uses a browser extension to collect pages creates an additional access-control problem under the User Agreement.
LinkedIn announced on January 24, 2025 that it had begun legal proceedings against Proxycurl as part of its efforts to enforce its User Agreement against scraping and fake accounts. That announcement is LinkedIn’s statement about its action, not an independent judgment that every allegation has been finally decided.
Profiles, companies, and jobs are different data problems
Do not assume that one endpoint, product, or API scope covers all three categories. Treat each as a separate use case and verify the current program documentation before writing code.
Individual profiles
Profile data can contain personal information. An approved program may limit which fields are returned, where they may be displayed, how long they may be retained, and whether member consent is required. LinkedIn’s API Terms state that profile data storage may require legally valid member consent, and that refreshing stored profile data is restricted to situations in which the member is using the application.
Company pages and organization data
LinkedIn’s Marketing API member data is principally for managing LinkedIn Pages or Profiles in an application. That does not make it an unrestricted source for sales lists, recruiting databases, advertising audiences, or enrichment products. Check the exact Page-management permissions, permitted display, retention, export, and deletion rules for your application.
Jobs and job listings
Job information has its own access and licensing questions. The material available here does not enumerate every current jobs endpoint or scope, so do not infer that a profile or Marketing API permission authorizes job collection. Confirm the live developer documentation, commercial terms, and permitted purpose for the specific jobs product you intend to use.
How to choose an authorized access route
Use this checklist before requesting credentials or building an integration:

- Define the purpose. Write down exactly what the application does: for example, letting a member sign in, managing a Page, or displaying information back to the consenting member.
- Identify the program. Match that purpose to a named LinkedIn developer program and its current scopes. Registration or OAuth authentication does not itself grant unrestricted access or reuse rights.
- Document consent. Record whose data is processed, what the member is agreeing to, and how consent can be withdrawn. Do not treat a public profile view as consent for bulk collection.
- Limit fields. Request and retain only fields the program permits and the feature needs. Avoid building a general-purpose people database.
- Design display and export controls. Verify where content may appear, whether users can download it, whether it may be combined with other datasets, and whether it may be used for prospecting, advertising, or recruiting.
- Set retention and deletion rules. Implement deletion when consent is withdrawn, when LinkedIn requires removal, or when the program’s retention period ends. Keep an audit trail of deletion requests without retaining the deleted content.
- Review regional obligations. LinkedIn’s API Terms identify Designated Countries as the EU, EEA, Switzerland, and the UK and specify different contracting entities by region. Do not generalize those terms into a global legal conclusion.
- Recheck versions. APIs change. The Marketing API documentation notes that version 202510 is scheduled to sunset on October 15, 2026. Confirm a supported version and migration notice before deployment.
What API terms commonly restrict
LinkedIn’s API Terms govern API content in addition to program-specific rules. The terms generally restrict capturing, copying, caching, or storing API content except where expressly permitted. They can also limit display, export, combination with other datasets, and retention. A token that works technically is not proof that a proposed business use is allowed.

A compliant implementation pattern
A safer architecture keeps LinkedIn as the source of an interactive, purpose-limited experience rather than treating it as a bulk database.
- Start with an approved user action. Use the documented authorization flow for a member who is actively using your application.
- Request the narrowest scope. Keep profile, Page, or other permissions isolated by feature.
- Process in memory where possible. Avoid writing raw API responses to logs, analytics events, or long-lived caches.
- Store only permitted records. Encrypt necessary data, attach consent and expiry metadata, and separate identity keys from content.
- Enforce purpose at the API boundary. Block exports or enrichment jobs that the program terms do not permit.
- Delete deterministically. Build jobs for consent withdrawal, account closure, expiry, and LinkedIn-directed deletion.
- Monitor policy and version changes. Subscribe to official developer notices and test migrations before a sunset date.
What not to build
- A headless browser that visits search results or profiles at scale.
- A Chrome extension that copies profile fields or automates connection and messaging activity.
- A system that rotates accounts, proxies, cookies, or user agents to evade limits.
- A database that combines copied profiles with purchased contact data for unsolicited outreach.
- A job collector that republishes listings without confirming the relevant license or API permission.
CAPTCHAs, bot checks, blank pages, and throttling are not engineering invitations to find a bypass. They are signals to stop and use an authorized route.
Troubleshooting an authorized integration
OAuth succeeds but the API returns forbidden
Authentication proves identity, not entitlement. Check that the application is approved for the endpoint, that the requested scope is present, and that the signed-in account has the required role. Remove unsupported fields and consult the program’s review requirements.

A field is missing
Fields vary by endpoint, product, member consent, and program approval. Do not substitute HTML scraping. Confirm the current schema and redesign the feature around the fields actually exposed.
Stored data is stale
LinkedIn’s terms can restrict refreshes to periods when the member is using the application. Show a refresh control in that interaction, obtain any required consent, and delete records that can no longer be refreshed or retained.
Rate limits or version errors appear
Inspect response headers and the current version notice, then implement exponential backoff, idempotent retries, and a migration plan. Never respond by creating extra accounts or bypassing limits. Marketing Version 202510 is scheduled for sunset on October 15, 2026, so verify the replacement before that date.
A customer requests a CSV export
Check the program terms before adding an export button. API content may not be exportable or combinable with other datasets. If export is not expressly permitted, decline the feature and explain the applicable data-use boundary.

Performance, reliability, and cost planning
- Prefer on-demand retrieval. It reduces stale data and storage exposure compared with periodic bulk copying.
- Cache only when allowed. A technically effective cache can still violate API terms if retention is not authorized.
- Use queues and backoff. Separate user-facing requests from background work and stop retries on permission errors.
- Log metadata, not payloads. Record request IDs, endpoint, scope, and outcome while excluding profile content and tokens.
- Budget for approval and maintenance. Program reviews, consent flows, deletion jobs, version migrations, and legal review are part of the project—not optional polish.
