Give it a separate, stable identity, then grant only the rights required for the specific task and resource. When a signed-in person starts the work, use delegated authorization and carry that person’s identity context to downstream services. When the agent runs independently, use a dedicated service identity with narrowly scoped application permissions. Enforce those decisions at the API or resource-policy boundary, log both identities, and make every grant short-lived or revocable.
What permission scoping means for an AI agent
Permission scoping answers four questions before an agent calls a tool or API:
As an Amazon Associate I earn from qualifying purchases.
- Who is the principal? Is a person asking for the action now, or is the agent responding to a schedule, event, or service process?
- What is the agent allowed to do? Define operations such as read, create, update, approve, send, delete, or administer instead of assigning a broad role.
- Which resources and data are in scope? Specify the tenant, project, mailbox, team, record set, data class, and time window.
- How will you prove and stop it? Every action needs an attributable log entry and a tested way to revoke access.
The agent and the person or organization it serves are different principals. The agent needs its own identity for authentication, rate limits, telemetry, and revocation. A delegated request may also carry the signed-in user’s identity so the destination can evaluate that user’s rights. The agent must not simply become the user by copying the user’s password, refresh token, or full role.

Microsoft’s guidance distinguishes delegated permissions for an interactive agent from application permissions for an autonomous agent. AWS describes the same decision through delegated authorization, machine-to-machine client credentials, and on-behalf-of token exchange. These patterns can coexist in one agent; select per resource and workflow rather than choosing one mode for the entire product.

| User-delegated access | A signed-in person requests work on user-specific data and can provide consent. | User-approved delegated scopes, limited to what the task needs. | The downstream service must enforce the user’s rights, not just trust the agent’s prompt. |
| On-behalf-of token exchange | The person has already authenticated to the agent and a downstream API needs that person’s identity context. | An inbound token is exchanged for an audience-specific token carrying user and agent context. | Check the token audience and downstream policy; the agent remains a distinct principal. |
| Machine-to-machine or application access | The agent runs on a schedule, reacts to an event, or accesses organization-owned data without an interactive user. | The agent’s own pre-approved application permissions. | Use a dedicated service identity and minimum app permissions; avoid broad tenant-wide write or control rights. |
The deciding axes are user presence, data ownership, task timing, consent, scope, and whether the destination can enforce the represented user’s rights. A scheduled compliance job may use application access for one data set while an interactive assistant uses delegated access for a person’s files.
Build a separate identity for the agent
Create a non-human identity that is unique to the agent, environment, and material risk boundary. A production customer-support agent should not share credentials with a development bot, a human administrator, or another workflow. Separate identities make it possible to disable one agent without interrupting unrelated automation and to distinguish actions in audit records.
- Use a dedicated application or workload identity for each meaningful trust boundary.
- Keep development, test, and production identities and grants separate.
- Prefer short-lived credentials and automatic rotation over static shared keys.
- Store secrets in a managed secret system and prevent them from entering prompts, transcripts, or tool arguments.
- Give the identity only the APIs and operations required by the defined task.
AWS’s Agentic AI Lens describes the desired model: when an agent acts for a user, user context propagates as signed token claims through the call chain without the agent ever assuming the user’s credentials. That preserves attribution while allowing the destination to make a normal authorization decision.

Write an authorization contract in operational terms before selecting roles or OAuth scopes. It should state:
- Allowed actions, such as reading invoices and drafting replies, while excluding payment approval and deletion.
- Specific resources, for example one mailbox, one project, one team, or records tagged for a particular customer.
- Data classes the agent may see, and fields that must be masked or excluded.
- Tenant and geographic boundaries.
- Whether the grant is interactive, scheduled, or event-driven.
- Expiration, maximum execution time, transaction limits, and human-approval requirements.
- Actions that are always prohibited, even if a prompt or tool description requests them.
Translate that contract into the narrowest available scope. A role that permits read-only access to one resource is safer than a contributor role over an entire subscription. A mailbox-level grant is safer than organization-wide mail access. A consent grant for one team is safer than consent covering every team.
Use the right token pattern
Authorization-code flow for user-delegated work
Use a user-delegated flow when a person is present, owns the data, and can consent. The client receives an authorization result for the requested scopes, then calls the API with a token representing the delegated permission. In Microsoft tokens, delegated permissions are represented in the scp claim.
- Identify the signed-in user and the exact resource needed.
- Request only the delegated scopes required for the current task.
- Obtain user or administrator consent according to the organization’s policy.
- Pass the resulting access token only to the intended audience.
- Let the destination evaluate both the delegated scopes and the user’s current resource permissions.
If the user loses access, the same token must not continue to authorize work merely because the agent still has a session. Token lifetime, revocation, and downstream checks determine how quickly that change takes effect.

On-behalf-of exchange for a call chain
An on-behalf-of pattern fits a service that has already authenticated the person and must call another API. The first service exchanges the inbound token for a token whose audience is the downstream API. The exchanged token should preserve enough user and agent context for the destination to authorize the request.
- Validate the inbound token, issuer, signature, audience, expiry, and required claims.
- Confirm that the agent is allowed to perform the requested operation for that user.
- Exchange the token for the specific downstream audience and scopes.
- Send the new token only to that downstream service.
- Record the original user, agent identity, downstream audience, and correlation identifier.
Do not treat an exchanged token as permission to impersonate the user everywhere. An audience restriction and a downstream policy are essential; a token issued for one API should not be accepted by an unrelated API.
Client credentials for autonomous work
Use machine-to-machine client credentials when no person is present or when the data belongs to the organization rather than an individual. The service identity receives application permissions approved in advance. In Microsoft tokens, application permissions appear in the roles claim.
- Create a dedicated application identity for the workflow.
- Request the minimum application permissions and resource scope.
- Have an administrator approve high-impact permissions through the organization’s consent process.
- Issue short-lived access tokens for the required audience.
- Apply resource-level policy checks before each operation, not only when the process starts.
Never solve an autonomous agent’s access problem by storing a human administrator’s credentials or assigning the administrator’s broad role to the service.
Enforce authorization at the resource boundary
Prompts, system instructions, and tool descriptions are useful guardrails but are not authorization boundaries. A prompt injection, compromised tool, workflow bug, or model mistake can cause the agent to request an operation outside its intended job. The API, data store, gateway, or policy engine that owns the resource must make the final allow-or-deny decision.
Apply the narrowest resource scope
Microsoft guidance recommends assigning Azure roles at the narrowest relevant resource scope. Scope can be a resource, resource group, subscription, or another boundary, but broader levels should be used only when the task genuinely requires them. Keep read and write roles separate where possible, and avoid granting control-plane administration to an agent that only needs data-plane access.
Constrain mail access
For Exchange workloads, use mailbox-level application access when the agent needs to process a defined set of mailboxes. An organization-wide mail permission can expose unrelated users’ messages and make a prompt injection far more damaging.

Constrain collaboration access
For Teams workloads, Microsoft describes per-team resource-specific consent. Use a team-level grant when the workflow concerns one team instead of consenting to every team in the tenant.

Make policy decisions explicit
A policy check should evaluate the agent identity, represented user when present, requested action, resource identifier, data classification, tenant, token audience, and current grant. Deny by default when any required attribute is missing or contradictory. Do not rely on the model to infer that a sensitive record is outside scope.
Preserve both identities in every action
Audit data should answer who initiated the request, which agent executed it, what permission was effective, and what changed. At minimum, record:
- Stable agent or workload identity.
- Represented user identity, when the operation is delegated.
- Action and tool or API operation.
- Resource identifier and tenant.
- Effective role or scope and token audience.
- Timestamp, decision, and reason for denial when applicable.
- Correlation identifier linking the user request, model run, tool call, and downstream API call.
Keep user and agent fields distinct. A log entry that records only “administrator” or only the bot name cannot show whether the person authorized the action, whether the agent exceeded its role, or which component must be disabled.
Consent and approval controls
Consent is part of the authorization design, not a one-time installation detail. Explain the data and operations covered by each delegated scope. Require administrator approval for organization-wide or high-impact application permissions. Use access packages or equivalent governance controls when grants must be requested, reviewed, and time-limited.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSeparate low-risk reading from high-impact changes. An agent can often draft a message, classify a ticket, or prepare a report without being allowed to send, delete, approve payment, change membership, or alter security settings. If a task requires a consequential action, add a human approval step or an independent policy check rather than expanding the agent’s standing role.
Short-lived access, rotation, and revocation
A narrowly scoped grant can still be dangerous if it remains valid indefinitely. Use short-lived access tokens where the platform supports them, rotate client secrets or certificates automatically, and remove grants when a workflow ends or a user withdraws consent.

Test the controls instead of assuming they work:
- Disable the agent identity and verify that new calls fail.
- Revoke a user’s consent and confirm that delegated calls are rejected.
- Remove a resource role and check that cached tokens cannot perform new protected operations beyond the intended token lifetime.
- Rotate credentials and confirm that the old credential is unusable.
- Delete a tool or workflow grant and search logs for any remaining path to the resource.
Review effective permissions across all roles, tools, inherited grants, and group memberships. Looking at each grant in isolation can miss privilege aggregation, where individually reasonable permissions combine into a capability no single task needs.

Reusing a human identity
Symptom: Logs show a person’s account performing automated actions, and disabling the agent would require disabling the person.
Fix: Create a dedicated agent identity and carry the user as delegated context rather than using the user’s credentials.
Granting broad access to unblock a pilot
Symptom: A temporary tenant-wide role remains after the prototype expands into production.
Fix: Inventory effective permissions, replace broad roles with resource-level grants, add an expiry or review date, and test the reduced role against every supported workflow.
Trusting the prompt as the security boundary
Symptom: A tool description says “only read invoices,” but the underlying API also permits deletion or cross-tenant access.
Fix: Enforce allowed operations, resource filters, and tenant checks in the API or policy layer. Treat model instructions as an additional control, never the final one.
Best Value
Making the agent the user
Symptom: The agent receives the user’s full role set, and auditors cannot tell which actions were personally approved.
Fix: Preserve signed user claims, issue an audience-specific token, and authorize with both the user context and the agent identity.
Ignoring chained actions
Symptom: A low-risk tool can call another tool that performs a high-impact operation.

Fix: Apply policy checks at every downstream boundary, restrict tool-to-tool audiences, and log the complete correlation chain.
A practical implementation sequence
- Classify the workflow. Mark it interactive or autonomous, identify the data owner, and determine whether a person is present for every run.
- Name the principals. Create the agent identity and define how a represented user will be carried when applicable.
- Write the task contract. List actions, resources, data classes, tenant boundaries, limits, approvals, and prohibited operations.
- Select the token pattern. Use delegated authorization for user work, on-behalf-of exchange for authenticated call chains, and client credentials for autonomous organization work.
- Grant the minimum scope. Choose resource-level roles, mailbox-level access, per-team consent, or equivalent narrow boundaries.
- Enforce downstream. Validate token claims, audience, identity pair, resource, operation, and current policy at the API or gateway.
- Instrument the path. Log agent, user, action, resource, effective scope, decision, and correlation identifier.
- Test abuse and recovery. Try prompt injection, cross-tenant requests, stale tokens, disabled identities, revoked consent, and rotated credentials.
- Review change. Reassess permissions whenever a model, tool, workflow, data source, or downstream API changes materially.
Worked example: an agent handling support mail
Suppose a signed-in support employee asks an agent to find messages for one customer, summarize them, and draft a response. The agent should authenticate as its own application, receive delegated access limited to the employee’s permitted mailbox data, and call the mail API with an audience-specific token. The API must still verify that the employee can access the mailbox and that the requested messages belong to the permitted customer scope. Draft creation can be allowed while sending or deleting remains blocked.
A separate overnight classification job has no signed-in user. It should use a different service identity with application access limited to the designated support mailbox set and read-only operations. Its logs should identify the job as the actor, not a support employee. If the mailbox set changes, the application grant and policy filter must be reviewed rather than silently broadening access.
How to know the design is working
- A person can withdraw consent without changing the agent’s identity.
- An autonomous run works without a human password or shared static key.
- The same agent can receive different, resource-specific grants for different tasks.
- A downstream API rejects a request when the user, audience, tenant, resource, or operation is outside policy.
- Auditors can reconstruct the user request, agent execution, effective permission, and resulting change.
- Disabling the identity, revoking consent, removing a role, or rotating a credential has a verified outcome.
- A permission review considers aggregated access across roles and tools, not only individual grants.
Microsoft’s least-privilege guidance emphasizes dedicated agent identities, effective-permission review, downstream authorization, detailed audit fields, and revocation testing. AWS guidance similarly emphasizes minimum task permissions, short-lived credentials, signed user context, and regular review for drift. These controls make the authorization decision a property of the system rather than a promise embedded in a prompt.
