What to record before taking the screenshot
First confirm that you have opened the exact page relevant to the compliance point. Indian government portals can contain similar notices or pages under different paths, and a page may redirect to a new address. Record the page actually viewed and note any redirect that changes its URL.

- Full URL: Include the path and any relevant query string. Record the final address after redirects.
- Capture timestamp: Include the date, time, and time zone. Use a consistent time format and clock source for the report.
- Page identity: Record the page title and the portal or department name.
- Displayed dates: Note any publication, effective, or last-reviewed date shown on the page. Do not substitute the capture date for a date displayed by the portal.
- Capture context: Record the operator and the browser and device context, such as browser name/version and device or operating system, according to your organization’s procedure.

- Open the page in a browser. Navigate to the exact portal page and check that the content relevant to the report is visible.
- Capture the relevant view. Take a screenshot of the visible page. If the point depends on content below the fold or across multiple screens, capture the additional views. Do not present a partial screenshot as though it showed the entire page.
- Save the original without alteration. Keep the original image in its native output format. Do not crop, annotate, or overwrite it. If the report needs callouts or redactions, create a separately named working copy and retain the original.
- Use a traceable filename. For example, use a report or case reference plus the capture timestamp. Follow your organization’s naming rules so the file can be connected to its log entry.
- Keep the log with the image. Store the screenshot and its capture-log entry together. In the report appendix, give each image a caption containing the page title, complete URL, timestamp with time zone, and the compliance point it supports.
- Control access and retention. Where your organization’s rules call for it, keep a second controlled copy and log transfers or custody changes. For recurring preservation needs, your organization may record a cryptographic hash under its approved procedure to help detect later changes to the file. Government preservation guidance includes fixity metadata, but the material cited here does not mandate a screenshot hash algorithm. A hash can help identify subsequent file changes; it does not prove what the portal displayed.

Identify the page’s status and context
Include the page’s own publication, effective, or last-reviewed date when one is displayed, and explicitly note if no such date appears. GIGW 3.0 calls for publication or review dates on important pages, complete information about downloadable material, and policies for reviewing and archiving expired content. It also recognizes gov.in and nic.in as indicators of official government website identity.
These details help readers understand the captured page and its status, but a domain ending or a screenshot does not independently establish the authenticity or legal status of the content. When a screenshot may be used as evidence in India
The Bharatiya Sakshya Adhiniyam, 2023 distinguishes recognition of electronic records from proof of their contents. Section 61 says an electronic or digital record is not to be denied legal effect merely because it is electronic, subject to section 63. Section 62 directs that the contents of electronic records may be proved under section 63. Section 63(1) addresses computer output—including information stored, recorded, or copied electronically—as a document when the statutory conditions are met.
Section 63(4) says that when a statement is to be given in evidence by virtue of section 63, a certificate is to be submitted with the electronic record at each instance it is submitted for admission. The certificate identifies the electronic record, describes how it was produced, gives appropriate particulars of devices involved, and addresses the conditions in section 63(2). Whether and how those requirements apply to a particular compliance matter or proceeding depends on the use being made of the record. Consult the responsible legal professional about the current certificate and handling process if litigation, a regulatory proceeding, or another formal evidentiary submission is contemplated.

- The address changed after opening the page: Record the final full URL and note the redirect in the log rather than silently recording only the original link.
- The screenshot omits relevant content: Capture the additional visible page sections needed to support the point. Keep the images in sequence and identify each in the appendix.
- A notice has no visible publication or review date: Record that no such date was displayed. Do not infer one from the capture timestamp.
- You need to mark up the image: Preserve the original, then annotate a separate working copy with a distinct filename.
- The page later disappears or changes: Retain the dated capture and its log under the applicable retention rules. GIGW archival policies allow departments to set when content remains online, moves to offline archives, or may be purged; a screenshot does not guarantee that the underlying page will remain available.
- You are considering a hash as proof: Use a hash only under an approved procedure to help detect later file changes. It is not a substitute for documenting capture context or satisfying legal requirements.
