Keep both files, record where and when you got them, and verify names, dates, amounts, totals, signs, and page order against the original scan. Federal filings come from the Federal Election Commission (FEC); state and local disclosures may be held by state records offices listed in the FEC’s public-records guidance.
What a reliable searchable filing archive contains
A searchable PDF is useful for finding a donor, transaction, date, or total, but OCR is an interpretation of the page image. It can misread a person’s name, a decimal point, a minus sign, or a digit. For records work, the safest package is:
As an Amazon Associate I earn from qualifying purchases.
- Untouched original: the official PDF or image downloaded from the filing authority.
- OCR copy: a duplicate with an invisible text layer that supports search and text selection.
- Provenance note: committee or candidate, FEC ID when available, form type, reporting period, receipt date, document status or version, source URL, download time, OCR tool and settings, and (if your archive uses them) checksums.
- Optional data export: a .FEC file or CSV for sorting and calculations, kept alongside—not instead of—the page-faithful filing.
This separation lets you search quickly while preserving evidence of what the agency published. Never overwrite the original with an OCR export.

1. Identify the jurisdiction and authoritative source
Federal committees and candidates
Use the FEC’s filing systems for federal campaign committees and candidates. The Commission explains that most reports are filed electronically, while paper filings are scanned and posted online. Its public-records page says: “By law, the FEC must make designations, statements, reports and notifications required to be filed with the agency available for public inspection at the Commission and on the internet within 48 hours of receipt (or 24 hours in the case of a designation, statement, report or notification filed electronically).” Read the current notice at https://www.fec.gov/introduction-campaign-finance/how-to-research-public-records/.

State, territorial, and local filings
Nonfederal records may be maintained by a state ethics, elections, or campaign-finance office, or by a local clerk. Start with the FEC’s directory of state offices in the same guidance, then confirm that office’s rules, document naming, amendment process, and download options. Do not assume a state filing has the same forms, identifiers, or version labels as an FEC filing.
Why the source matters
A copy found through a search engine, a campaign website, or a third-party archive may omit pages or show an older amendment. The agency record gives you the filing’s status and version context needed to distinguish an original report from an amended or superseded one.
2. Find the exact FEC filing
Browse Filings: broad, visual searching
- Open FEC Browse Filings.
- Search by committee or candidate. If you know the committee identifier, use it rather than relying only on a name.
- Narrow the results by state or territory, filing date, form type, document status, and version.
- Open the result and inspect the reporting period, receipt date, status, and document links before downloading.
Use the filing’s displayed status and version to decide whether your archive needs the latest amendment, every version, or a particular historical submission. If you are preserving a sequence, download each version as a separate original rather than replacing an earlier file.
Electronic Filing Report Retrieval: structured filters
The separate Electronic Filing Report Retrieval page is useful when you have partial identifying information. Its filters include committee ID, partial committee name, state, party, committee type, report type, date filed, and form type. Record the filters you used in your provenance note so another researcher can reproduce the search.
Check the document before saving
- Confirm the committee or candidate name and identifier.
- Confirm the form type and reporting period.
- Note whether the result is an original, amendment, or another document status.
- Check the page count after opening the document.
- Save from the agency’s document link, not from a browser preview screenshot.
3. Download and preserve the original
Use a stable filename
A filename should identify the record without requiring you to open it. One practical pattern is:
committee_form_period_receipt-date_version_original.pdf
For example, replace each word with the actual committee short name, form, covered period, receipt date, and version label. If the agency supplies an image rather than a PDF, keep the original extension and use the same naming pattern.

Store the source details immediately
Create a plain-text, CSV, or spreadsheet note next to the file. At minimum record:
- Committee or candidate name.
- FEC ID, when available.
- Form type.
- Reporting period.
- Receipt date.
- Document status and version.
- Exact source URL.
- Date and time of download, including time zone.
If your archive uses checksums, calculate one for the untouched download and record the algorithm and value. A checksum helps you detect accidental changes; it does not prove that the agency itself created the file.
Do not normalize the original
Do not rotate pages, compress images, remove blank pages, rename internal metadata, or run OCR on the only copy. Make a byte-for-byte duplicate first. Keep the original in a read-only or otherwise protected folder when practical.
4. Determine whether the file is already searchable
- Open the downloaded file in a PDF viewer.
- Drag across a few words. If individual characters can be selected and copied, a text layer is present.
- Search for a distinctive name, transaction amount, or report heading.
- Try a page near the beginning and another near the end; a file can contain text on some pages and only images on others.
A page can look perfectly crisp and still be image-only. If searching returns nothing, selection outlines the whole page as one image, or copied text is empty, treat that page as requiring OCR. Mixed files should be OCR’d selectively or processed with settings that preserve existing text.

5. Create a searchable OCR copy
Make the working duplicate
Copy the original and change the filename suffix to something such as _ocr.pdf. Keep the original and working copy in the same record folder so their relationship is obvious.
Choose OCR settings for filings
Use an OCR-capable PDF application or service that can add a text layer while retaining the scanned page image. Prefer settings that:
- Preserve the original page dimensions and order.
- Keep the page image at its existing quality rather than aggressively downsampling it.
- Recognize the document’s language and, where offered, use a layout mode suited to forms and tables.
- Place recognized text invisibly over the image instead of replacing the image with reconstructed text.
OCR is not a source correction. If a character is wrong, note the correction in a review log; do not silently edit the filing image or present a corrected transcription as the official document.

Export and label the result
Export to PDF, verify that text can be searched and selected, and retain the _ocr.pdf suffix. If your tool creates a sidecar text file or confidence report, keep it with the OCR copy and record the tool name, version (if shown), language, resolution or quality settings, and date of processing.
6. Verify the OCR against the scan
Review a sample that covers every type of information you may rely on. At minimum inspect:
- Committee, candidate, and contributor names, including initials and punctuation.
- Dates and reporting-period boundaries.
- Dollar amounts, commas, decimal points, and negative signs.
- Totals, subtotals, and carry-forward figures.
- Form numbers, schedules, page numbers, and continuation pages.
- Rows that are faint, handwritten, skewed, folded, or printed over lines.
Compare the OCR text visually with the original image. Search for likely failure patterns such as a zero read as the letter “O,” a one read as “I,” dropped decimal points, or a minus sign omitted. When a value is uncertain, quote or calculate from the image and flag the uncertainty in your notes.
Use a review log
A simple table is enough:
| Page | OCR text | Image reading | Action |
|---|---|---|---|
| 12 | Example misread name or amount | What the scan shows | Flag for citation or rerun OCR |
The log documents what you checked without changing the official record. If you rerun OCR with different settings, keep the prior copy or record why it was replaced.
7. Preserve provenance for future readers
Put the provenance note in the same folder as the original and OCR copy. A useful text template is:
Committee/candidate:
FEC ID:
Form type:
Reporting period:
Receipt date:
Document status/version:
Source URL:
Downloaded (UTC):
Original filename:
OCR filename:
OCR tool and settings:
Review date:
Checksum (algorithm/value, if used):
Notes:
Use UTC or include the time zone so timestamps remain unambiguous. If you publish a citation, link to the agency page and identify the exact filing, not merely the committee’s general profile. Preserve amended filings separately and make the relationship explicit in filenames and notes.
8. Use raw FEC data for analysis without losing the document
The FEC’s Data Tutorial explains that .FEC files contain transaction data and can be exported to CSV. Raw files can appear before processed summaries, so a number in a CSV may not match a later summary until processing is complete.

| Record format | Best use | Main tradeoff |
|---|---|---|
| Original downloaded PDF or image | Legal or evidentiary fidelity | May not contain searchable text |
| OCR PDF copy | Full-text search and quoting | OCR can misread names, figures, and symbols |
.FEC or CSV export |
Sorting, filtering, and calculations | Transaction data is not a page-faithful filing image |
| Original plus OCR plus metadata note | Long-term research archive | Requires more storage and review work |
Use CSV for calculations and filtering, then check important results against the filing pages. Keep the PDF or scan as the human-readable record because a data export does not preserve layout, signatures, handwritten marks, or the exact page context.

If you need a clean capture of the official filing page or a web-based record, ScreenshotNeo can return a screenshot or PDF from one GET request. It accepts cookie or consent banners as a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and the response identifies the result with X-Page-Verdict and X-Billed headers. It is a capture service, so still keep the agency’s downloaded original and perform OCR separately when you need text search.

Troubleshooting common problems
The FEC result has no downloadable document
Check the document status, version, and form filters, then open the filing detail rather than relying on the result list. Some records are paper scans that appear as images. If the agency page still lacks a file, record the result URL and contact the relevant records office instead of substituting an unofficial copy.
The PDF opens but search finds nothing
It is probably image-only. Make a duplicate, run OCR, export a new PDF, and test selection and search on several pages. Do not delete the image-only original.
OCR merges columns or scrambles a table
Forms often use ruled columns and continuation pages. Try a layout mode intended for forms or tables, process difficult pages separately, and compare every total with the scan. Keep the review log so readers know which values required manual checking.
Names or amounts are wrong
Rerun OCR at a higher-quality source if available, but treat the image as authoritative. Flag uncertain characters, especially decimal points, minus signs, and zeros. For calculations, use the FEC data export when appropriate and reconcile it to the filing page.
You downloaded the wrong amendment
Return to Browse Filings or Electronic Filing Report Retrieval and filter by document status, version, receipt date, and reporting period. Save each version under a distinct filename and state in the provenance note which one your analysis uses.
Best Value
The page changed between visits
Keep the downloaded file, exact source URL, timestamp, and optional checksum. A later visit may show a newer amendment or a revised agency interface; your metadata lets another person identify the record you actually used.
A screenshot contains a consent banner or popup
For a manual capture, dismiss the banner and wait for the filing content to load before saving. If you automate page capture, ScreenshotNeo’s clean-shot workflow can remove known consent banners, newsletter popups, and chat widgets before capture; failed loads and bot checks are identified in the response and are not billed.

The FEC public-records guidance warns that copied information from reports may not be sold or used for soliciting contributions or commercial purposes, subject to the statutory exception described there. Keep a personal research archive separate from redistribution or solicitation activity, and verify the current FEC notice and applicable state rules before publishing contributor information. OCR text should not be treated as permission to republish data that the governing rules restrict.
A practical folder layout
For each filing, use a folder that keeps the chain of custody visible:
committee-form-period/
2026-10-18_committee_form_period_v1_original.pdf
2026-10-18_committee_form_period_v1_ocr.pdf
provenance.txt
ocr-review.txt
data-export.csv
Use the actual receipt date and version in place of the example values. If the filing is amended, create a separate folder or a clearly versioned filename rather than silently replacing the earlier record.
Final verification checklist
- Is the jurisdiction correct, and did you use the responsible agency?
- Did you save the exact official PDF or image before OCR?
- Does the OCR copy contain a selectable, searchable text layer?
- Did you compare names, dates, amounts, totals, signs, and page order with the image?
- Are original, OCR, review log, and provenance note stored together?
- Did you distinguish original, amended, current, and superseded versions?
- Are calculations based on appropriate raw data while the filing remains the page-faithful record?
- Have you checked the FEC or state rules before sharing contributor information?
Frequently Asked Questions
Can I make only the OCR PDF and discard the scan?
No. Keep the untouched agency download. OCR can introduce errors, while the scan preserves the page as published.

Should I cite the CSV instead of the PDF?
Use the CSV for sorting or calculations, but cite and retain the filing PDF or scan when page layout, signatures, or the agency’s exact presentation matters.
What should I do when a state filing is not in the FEC systems?
Use the state or local records office identified through the FEC directory, then follow that office’s own forms, status labels, and download rules.
Does a screenshot automatically become a searchable PDF?
No. A screenshot or captured PDF may contain only pixels. Add an OCR text layer and verify it against the image before relying on search.
