For a normal, paginated PDF, open the exact government webpage and use your browser’s Print command, then select its PDF destination and inspect the preview before saving. That creates a print layout, which can differ from the screen. A full-page screenshot is a visual capture of the page; if you need that image in a PDF, capture the page first and convert the image separately.
Choose the right kind of PDF

These methods are not interchangeable. Print output is paginated and may reflow or omit screen-only elements. A screenshot preserves a visual appearance, but an image-based PDF may not have selectable text or a useful reading order.

Save the webpage as a PDF with browser Print
- Open the precise page. Check the page title and address bar; do not rely on the portal home page if you need a particular notice, form, or guideline.
- Open Print. In Edge, press Ctrl+P on Windows or Command+P on macOS. Firefox also provides a print workflow with a “Save to PDF” destination.
- Choose the PDF destination. In the print dialog, choose the browser’s PDF option rather than a physical printer.
- Inspect the preview before saving. Look for clipped text, blank sections, broken tables, missing graphics, awkward page breaks, or menus and banners that do not belong in the record.
- Adjust settings only as needed. Choose portrait or landscape to suit the page width. In Firefox, the documented controls include page range, colour, paper size, scale, margins, headers and footers, and print backgrounds. In Edge, More settings includes headers and footers and background graphics controls. Turn on backgrounds when they convey information or are needed to match the content shown; otherwise leave them off.
- Save with context. Use a filename that identifies the organisation, page topic, and capture date, such as department-scheme-guidelines-2026-10-04.pdf. If the saved file does not show the source address or capture date, keep them in the filename or an accompanying note.
- Reopen the PDF and verify it. Check the first, middle, and last pages, along with any critical text, links, charts, and attachments.
Mozilla cautions that “Web pages can set themselves up to appear different on paper to how they look on screen, so don’t be surprised to see some changes.” (Firefox printing help.) If the print preview changes the layout in a way that defeats your purpose, use a browser-supported full-page capture feature and convert the resulting image to PDF if necessary. The precise steps vary by browser and device; use the capture feature available in your current browser rather than assuming a particular menu path. For very long or dynamic pages, check that the captured image contains the entire content you need before converting it.

Choose this route when visual appearance matters more than print pagination. If the file must be searched, copied, or used with assistive technology, verify the resulting text and reading order; image-to-PDF conversion does not itself make text accessible.
Verify the government source and preserve the record context
The Guidelines for Indian Government Websites and apps (GIGW) say that a government webpage should print correctly on A4 paper, but that is a website design requirement—not a guarantee that every page will print perfectly. GIGW also describes a URL as a strong authenticity indicator and identifies gov.in and nic.in domains as restricted to government websites. Treat the domain as a useful check, not proof that every page is accurate or current. Retain the exact URL and capture date with the PDF so another reader can identify what you saved.

For accessibility, open the finished file and check whether important text is selectable and presented in a usable reading order. GIGW’s guidance includes performing OCR on scanned PDFs to capture actual text; a browser-generated PDF is not automatically an accessible PDF. Troubleshooting
- The PDF differs from the screen: Webpages can use a separate print layout. Inspect Print preview; if visual fidelity is essential, use a full-page screenshot and convert it to PDF.
- Text or a table is clipped: Try landscape orientation, then adjust scale or margins in preview. Reopen the saved file to confirm the fix.
- Background colours or graphics are missing: Enable print backgrounds or background graphics if those elements carry meaning, then recheck the preview.
- The PDF lacks the source URL or date: Add the exact URL and capture date to the filename or an accompanying note.
- The file is hard to search or read with assistive technology: Check whether text is selectable and the reading order is sound. For scanned content, OCR may be needed; a visual screenshot alone is not searchable text.
- The saved page appears incomplete: Confirm you opened the specific page and check the first, middle, and last sections of the output. For dynamic or lazy-loaded content, do not assume a capture includes material that had not appeared; verify the result directly.
