Short answer: An Android phone cannot natively install and run ordinary Windows 11 desktop programs. To use a Windows program from a phone, connect to a Windows PC, Cloud PC or virtual desktop with Microsoft’s Windows App. If you instead want an Android app to appear on a Windows computer, use Phone Link; that app continues running on the phone.
What “Windows apps on a phone” can mean
The phrase describes two opposite directions of connection. In one, an Android application is shown on a Windows PC. In the other, a Windows application is shown on an Android phone. They use different software and have different requirements.

| Reader goal | Tool | Where the application executes | What the phone does |
|---|---|---|---|
| Use an Android app from a Windows computer | Phone Link | On the Android phone | Provides the app that is mirrored to the PC |
| Use a Windows desktop program from an Android phone | Windows App | On an assigned PC, Cloud PC or virtual desktop | Acts as the remote client and displays the Windows session |
| Install a Windows .exe directly on Android | No supported native Windows 11 phone path | There is no local Windows execution environment | Cannot turn Android into a Windows desktop |
Microsoft’s own description of Phone Link is explicit: apps opened through it are “running from your Android device,” while the Windows computer mirrors what appears on the phone. Windows App works the other way around: the phone connects over a network to a Windows resource, and that remote Windows environment runs the software.
Choose the correct route before you start
You want an Android app on a Windows 11 PC
Use Phone Link when the application is already installed on the phone and your goal is to use it from a larger Windows screen. This is useful for checking a mobile-only service, replying with a physical keyboard or viewing a phone app without picking up the handset. It does not install an Android package on Windows and does not convert it into a Windows application.

You want a Windows-only program controlled from your phone
Use the Windows App for Android when the program is a Windows desktop application and you have access to a Windows 365 Cloud PC, Azure Virtual Desktop resource, Remote Desktop Services resource or a reachable Windows PC. The phone is only the display, input device and network client. The Windows machine must already exist and your account must be allowed to use it.
You want to install a Windows .exe on Android itself
There is no Microsoft-supported method that makes an ordinary Android handset a native Windows 11 desktop. An Android compatibility layer, an emulator or a remote-desktop client should not be described as Windows running locally. The practical choice is to use an Android version of the software, mirror an Android app to a PC, or connect remotely to Windows.
Option 1: Use Phone Link to mirror Android apps to Windows
Check eligibility first
Phone Link requires a paired Android phone and Windows PC. Microsoft lists supported models from several manufacturers, including select Android, Samsung, HONOR, OPPO, ASUS and vivo devices. Eligibility varies by model and by feature, so check Microsoft’s current supported-device list rather than assuming that every Android handset can stream apps.
Recommended Free Tools
App streaming also has a stricter requirement than basic phone pairing. Most compatible Android devices can open one app at a time through Phone Link. Microsoft documents multiple-app use for Android 11 and select Samsung or HONOR phones. A phone that pairs successfully may therefore still lack the multiple-app feature.
Pair the phone and PC
- Open Phone Link on the Windows PC and choose the Android-phone connection option.
- On the phone, open Link to Windows (or install and open the Microsoft companion requested by Phone Link).
- Follow the on-screen pairing process, which uses a code or QR-style confirmation depending on the current Windows and phone software.
- Approve the requested permissions on the phone. Without the required notification, display and connection permissions, app streaming or other Phone Link features may not appear.
- After pairing, open the Apps area in Phone Link and select an eligible app. The app window shown on Windows is a live view of the phone application.
Understand what Phone Link is doing
The Android phone remains the device supplying the application. Windows is not installing the app, translating its package into a Windows executable or providing a separate copy of its data. Closing the phone connection ends the mirrored session. Input sent from the PC is relayed to the phone, subject to the phone model’s supported controls.

This distinction matters for storage, updates and compatibility. The app’s Android version, permissions and account remain tied to the phone. If the app is unavailable on that phone, Phone Link cannot create a Windows version of it. If the model is eligible only for one-app streaming, opening a second Android app may replace the first rather than create another independent window.
When Phone Link is the right answer
- You need a mobile-only Android app visible on a Windows 11 computer.
- The phone is nearby, paired and on Microsoft’s supported-device list.
- You accept that the phone, not Windows, is running the app.
- One-app streaming is sufficient, or your Android 11 device is one of the models documented for multiple apps.
Option 2: Use Windows App on Android for remote Windows software
What Windows App provides
Windows App is a client for connecting from Android to Windows resources. Microsoft documents connections to Windows 365 Cloud PCs, Azure Virtual Desktop, Remote Desktop Services and remote PCs. Once connected, the Windows application runs in that assigned or reachable Windows environment. The phone does not receive a local Windows installation.
Requirements documented by Microsoft
- Android version: Android 10 or later on an actively supported Android device.
- Windows resource: An assigned Windows 365 Cloud PC, an Azure Virtual Desktop desktop or application, a Remote Desktop Services resource, or a remote PC configured for your account.
- Identity: The account required by that service. For the documented Windows 365 and Azure Virtual Desktop sign-in scenarios, a personal Microsoft account is not accepted; an organization-provided account is normally required.
- Network: The phone must be able to reach the service or PC, and the remote resource must be online and available to you.
- Permissions and details: Depending on the service, you may need a workspace feed, PC name, gateway or other connection information supplied by an administrator.
Connect to an assigned resource
- Install the official Windows App client for Android from the current Android app distribution channel available on your device.
- Sign in with the work or school identity associated with your Windows 365, Azure Virtual Desktop or Remote Desktop Services assignment. A personal Microsoft account will not satisfy the documented Windows 365 and Azure Virtual Desktop sign-in flow.
- Allow the client to discover the desktops or applications assigned to that account. If your administrator supplied a workspace URL or connection details, add them exactly as provided.
- Select the Windows desktop or published application you need. The session opens in the remote environment; the phone supplies touch, keyboard and pointer input.
- Use the program inside that session and sign out when finished, following your organization’s remote-access policy.
If you have a personal Windows PC
Windows App can also be used for a remote-PC connection when the PC is configured for remote access and your account has permission. The phone still needs network access to that computer. Windows App does not automatically discover or create a home PC, and installing the client alone does not provide a Cloud PC or a Windows license.
What this route can and cannot do
It can expose a Windows desktop or published Windows application on a phone, even when the phone itself is Android. It cannot make that program run without the remote Windows resource, and it cannot remove the account, assignment and network requirements imposed by Windows 365, Azure Virtual Desktop, Remote Desktop Services or the remote-PC configuration.
Phone Link and Windows App compared
| Capability | Phone Link | Windows App on Android |
|---|---|---|
| Primary direction | Android phone to Windows PC | Windows resource to Android phone |
| Application location | Android handset | Assigned PC, Cloud PC or virtual desktop |
| Phone requirement | Supported model and pairing with a Windows PC | Android 10 or later on an actively supported device |
| Account requirement | Phone and PC pairing accounts and permissions | Service-specific account and resource assignment; personal Microsoft accounts are not accepted for the documented Windows 365 and Azure Virtual Desktop sign-in scenarios |
| Multiple application behavior | Most devices: one Android app at a time; Android 11 and select Samsung or HONOR models support the documented multiple-app experience | Depends on the remote Windows resource and its published desktops or applications |
| Does it install Windows on the phone? | No | No; it supplies remote access |
| Main dependency | Supported phone, Windows PC and pairing | Network path, supported Android device, account and assigned or configured Windows resource |
Why Windows 11 does not run natively on an ordinary Android phone
Windows 11 desktop software expects a Windows execution environment. Android phones use Android system software, mobile hardware drivers and Android application packaging. Phone Link avoids that incompatibility by leaving the Android app on the phone. Windows App avoids it by leaving the Windows program on a remote Windows machine. Neither product replaces Android with Windows 11.

Marketing language such as “use Windows apps on Android” can therefore describe remote control rather than local installation. The decisive question is always: where is the program executing? If the answer is “on the phone,” it is an Android app. If the answer is “on a Cloud PC, virtual desktop or remote PC,” it is a Windows app viewed remotely.
Do not confuse this with Windows Subsystem for Android
Windows Subsystem for Android (WSA) was a Windows 11 feature for running some Android apps on a Windows computer. It addressed the reverse direction from the one in this article: Android apps on Windows, not Windows applications on Android phones.
Microsoft’s WSA repository states that “Windows Subsystem for Android™ and the Amazon Appstore will no longer be available in the Microsoft Store after March 5, 2025.” That retirement means old guides that tell you to install WSA or the Amazon Appstore as a current Windows 11 setup path are out of date. WSA’s retirement does not create a way to install Windows desktop applications on a phone, nor does it change how Phone Link or Windows App work.
Compatibility limits that affect real-world use
Phone Link feature eligibility is model-specific
Pairing and app streaming are not identical capabilities. A phone may support basic Phone Link features while lacking app streaming or multiple-app support. Manufacturer, model, Android release and Microsoft’s current support list all matter. Recheck that list after changing phones or updating the operating system.
Windows App depends on an actual Windows assignment
A Windows App login without a desktop, published application or remote PC produces nothing useful to open. Windows 365 and Azure Virtual Desktop require an administrator or service owner to assign the resource. Remote Desktop Services requires the connection details and an assigned device or application. Remote-PC access requires a configured computer and an account authorized to use it.

Network quality is part of compatibility
Windows App is a network session, not an offline install. The phone must reach the remote service, and the remote service must reach the Windows resource. A blocked corporate network, unavailable PC or expired workspace assignment can prevent a session even when Android and the app client meet their version requirements.
Preview instructions are not universal instructions
Microsoft has published refreshed Phone Link material describing an Insider preview with particular app versions and preview Windows builds. Preview requirements should not be treated as a general consumer compatibility guarantee. Use the stable requirements and live supported-device documentation for a normal setup.

Phone Link pairs but has no Apps option
- Confirm that the phone model is on Microsoft’s current supported-device list for app streaming, not merely for basic pairing.
- Update Windows, Phone Link, Link to Windows and the phone’s Android software where the manufacturer supports those updates.
- Review the permissions requested on the phone and reconnect after granting them.
- If the model is not eligible, use the Android app directly on the phone or switch to a remote Windows solution for a Windows-only program.
Only one Android app opens
This is expected on most supported phones. The documented multiple-app experience requires Android 11 and a select device group, including certain Samsung and HONOR models. A successful pairing does not imply multi-window app streaming.
Windows App shows no desktop or application
- Verify that the signed-in identity is the one assigned the Windows 365, Azure Virtual Desktop or Remote Desktop Services resource.
- For Windows 365 and Azure Virtual Desktop, use the organization account required by the service rather than a personal Microsoft account.
- Ask the administrator to confirm the assignment, workspace feed, published application or PC status.
- For a remote PC, confirm that the PC is configured for remote access, reachable from the phone’s network and associated with your permitted account.
The remote session will not connect
Check the phone’s internet connection, the service’s network requirements and any organization gateway or workspace details. If the Windows computer is asleep, offline or removed from the assignment, the Android client cannot repair that condition.

Which setup should you choose?
Choose Phone Link when the app is Android-only
If your target is a mobile banking, messaging, shopping or other Android application and you want it visible on a Windows computer, Phone Link is the relevant path. Verify the phone model and accept that the phone remains the execution device.
Choose Windows App when the program is Windows-only
If the target is a Windows desktop application that has no suitable Android version, identify the Windows environment first. An organization may provide Windows 365, Azure Virtual Desktop or Remote Desktop Services; an individual may use a configured remote PC. Then install Windows App on an Android 10-or-later device and sign in with the account that has access.
Stop if you need offline, local Windows execution
Neither workflow supplies a native Windows 11 installation on an Android handset. If the program must run without a network connection or without an assigned Windows computer, these Microsoft-supported methods do not meet that requirement. Look for an Android edition or use the software directly on a Windows PC instead.

Example: display a phone-only Android service on a laptop
Pair the supported Android phone with the Windows PC through Phone Link, open the Apps area and launch the service. The phone remains signed in and executes the app; the PC shows and controls the mirrored view. If the phone supports only one streamed app, switching apps follows that limitation.
Example: open a Windows accounting program while traveling
The program must be installed on an assigned Cloud PC, virtual desktop or reachable office PC. Install Windows App on an Android 10-or-later phone, sign in with the organization account, select the assigned Windows resource and run the accounting program inside that remote session. Without the assignment and network path, the phone cannot launch it.
Example: follow a tutorial that promises Windows 11 apps on Android
Identify whether the tutorial is actually describing remote desktop, emulation or WSA. WSA was for Android apps on Windows and is no longer available in the Microsoft Store after March 5, 2025. A remote client can show Windows software, but it does not install Windows 11 on the phone.
Bottom line
There is no ordinary “Windows 11 phone” mode hidden in Android. Phone Link mirrors Android apps from a supported phone to a Windows PC. Windows App lets an Android phone control Windows software that is running somewhere else, such as an assigned Windows 365 Cloud PC, Azure Virtual Desktop, Remote Desktop Services resource or configured remote PC. Choose based on where the application needs to execute, then verify the current device, Android version, account, assignment and network requirements.
