Yes, you can add voice commands or spoken NPC interactions without uploading microphone audio. The dependable design is microphone capture, on-device speech-to-text (STT), and a text-only handoff to game logic. Keep recording, model downloads, telemetry, language-model calls, text-to-speech, and voice chat under separate review: local STT does not automatically make the entire game offline.

What “local voice AI” actually means

A private in-game voice feature has a short core path: the game obtains microphone permission, records a deliberate utterance, runs a speech-recognition model on the player’s device, and passes the resulting text to a command or dialogue system. Audio need not leave the machine for that transcription step.

As an Amazon Associate I earn from qualifying purchases.

That definition is narrower than “the game never connects to the internet.” A game can transcribe locally and still contact servers for updates, telemetry, crash reports, an online language model, cloud text-to-speech, multiplayer voice chat, or an initial model download. Audit every component independently.

Stage What must be decided Privacy question
Capture Microphone permission, push-to-talk or activation phrase, recording limits, and cancellation When does recording start, and is any audio buffered before activation?
Recognition On-device runtime, model, language, sample rate, and hardware target Does the selected configuration process audio locally, or call a service?
Game routing Command grammar, dialogue input, validation, and confirmation Are transcripts logged, transmitted, or retained in crash data?
Response Game-generated text, an LLM, and optional text-to-speech Does any response component send text or audio to a remote provider?

For fixed commands such as “open map” or “switch weapon,” a small allowlist and a general speech recognizer may be sufficient. Free-form NPC conversation adds intent handling, dialogue state, and possibly an LLM; none of those automatically requires cloud processing, but each introduces another trust boundary.

Choose an implementation route

Pick the route that matches your engine, operating system, distribution channel, and privacy requirement. The examples below establish different levels of evidence: one is a game-specific offline implementation, one is an engine SDK whose transcription location must be verified, and two are Windows APIs that Microsoft currently labels experimental.

SkyrimNet local Whisper

SkyrimNet documents “Local Whisper STT” as an offline speech-recognition system powered by the open-source Whisper model. Its documentation says audio is processed on-device and that the resulting text can drive actions, dialogue, or mod behavior. This is a concrete example of the full pattern, but compatibility and hardware requirements are specific to that project and its supported game and mod versions.

The documented model choices include English-only and Skyrim-tuned files:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Model file Documented trade-off
ggml-base.en.bin Lightweight and fast; English only
ggml-medium.en.bin Higher accuracy with moderate performance
ggml-large.en.bin Highest accuracy in the listed set, but slower
ggml-large-en-skyrim.bin Large fine-tune aimed at Skyrim terminology

SkyrimNet says its documented real-time path is GPU-accelerated, requires NVIDIA CUDA, does not support CPU use in production, and recommends an NVIDIA GTX 1060 or better with at least 6 GB of VRAM. Those figures describe that implementation, not a universal Whisper requirement. A different runtime may use a CPU, GPU, or NPU and may package models differently.

Unity components and PlayKit

PlayKit’s Unity documentation describes a microphone recorder, built-in voice-activity detection (VAD), a separate audio-transcription client, and a configurable maximum recording duration. Its example recommends a 16 kHz sample rate for Whisper. VAD can detect silence and stop a recording without making the player press a second button.

The page does not establish that the transcription client is local in every configuration. Before presenting this route as cloud-free, identify the exact client, model, endpoint, and network behavior used by your build. Also check licensing and redistribution terms, platform support, permission prompts, and the stated limitation that the microphone recorder is not supported on WebGL.

Windows Speech Recognition API

Microsoft documents a Windows API for streaming and batch, on-device transcription. The cited prerequisites include Windows 11 version 24H2 or later, an experimental Windows App SDK release, and supported CPU or NPU hardware. GPU execution is not supported by that API.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On Copilot+ PCs the API can use an NPU; other supported systems can use a CPU. Microsoft’s guidance for a good CPU experience is at least four physical cores, a 3 GHz base clock, and 32 MB of L3 cache. These are recommendations for this specific API, not minimum specifications for local voice AI generally. Latency and real-time quality vary with the processor and the load imposed by the running game.

CPU-only systems may download the recognition model on demand through Windows Update. Ask for consent before a background download, explain its size and timing, and handle a declined or unavailable download as a normal product state. Microsoft’s current documentation describes the API as experimental, so confirm support and deployment terms before shipping a production game.

Custom Whisper with Windows ML

Microsoft also documents a custom Whisper route in which the developer supplies encoder and decoder ONNX files plus a tokenizer. The API can produce streaming output and support cancellation, but the cited Windows ML runtime and Speech Recognition APIs are explicitly experimental and not supported for production use. The documentation also says C# is not supported for that route.

This option gives you control over model packaging and execution targets, but shifts responsibility to your team: distribute the model files, select CPU/GPU/NPU execution, handle updates, and integrate an API whose support status may change. Treat it as an evaluation path unless your platform and release plan explicitly accept that risk.

Build the pipeline step by step

1. Define the voice feature

Write down the exact user action before selecting a model. A fixed command system needs a vocabulary, confidence policy, and fallback such as “I didn’t understand.” NPC conversation needs turn-taking, dialogue state, interruption handling, and a policy for ambiguous transcripts. Voice chat is a different product: it needs transport, moderation, and network privacy controls, even if local STT is also present.

  • Decide whether commands can trigger irreversible actions without confirmation.
  • Define the maximum utterance length and what happens on silence, timeout, or cancellation.
  • Choose supported languages and decide how names, fantasy terms, and abbreviations will be handled.

2. Select the platform and integration layer

Confirm the game engine, target operating systems, storefront or mod loader, and supported hardware before writing the capture layer. A Unity plug-in that works on desktop may not work in WebGL; PlayKit explicitly documents that its microphone recorder is not supported there. A Windows API may require a recent operating-system release and an experimental SDK. A game-specific mod may require a particular game and mod version.

Make a support matrix with rows for operating system and hardware class and columns for microphone capture, model installation, inference device, language, and fallback behavior. Do not label a row “offline” until you have checked the exact build’s network calls.

3. Obtain explicit microphone permission

Microphone access requires user permission. Explain why the game needs it, show the operating-system permission prompt at a sensible moment, and provide a settings page that identifies the selected input device. A permission grant is not consent to record continuously.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use deliberate controls:

  • Push-to-talk is the simplest privacy signal for commands.
  • A visible recording indicator should remain on for the entire capture interval.
  • Provide stop and cancel controls, including a keyboard or controller alternative.
  • Never leave a hidden microphone listener active after the feature is disabled.
  • State whether temporary audio is held in memory, written to disk, or deleted immediately after transcription.

4. Define recording boundaries

Start with a button-down/button-up interval or another explicit activation event. Add a maximum duration so a stuck key or noisy input cannot record indefinitely. VAD can stop after detected silence, but it should have a short trailing-silence window so the final word is not cut off. Test VAD with breathing, fan noise, music, and players who pause between words.

For Whisper-oriented pipelines, a 16 kHz sample rate is a documented recommendation in PlayKit’s Unity example. Resample consistently if the hardware microphone uses another rate, and document the conversion because it affects CPU cost and recognition behavior.

5. Run speech-to-text on the device

Package the model or provide a clearly disclosed first-run download. Verify that the selected runtime loads the model locally and that inference does not silently fall back to a hosted endpoint. The model’s language and vocabulary matter as much as its size: an English-only model is not an appropriate choice for a multilingual feature, and a game-specific fine-tune may recognize fictional names better than a general model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Route transcript text into game logic

Treat recognized text as untrusted input. Normalize case and punctuation, map it to an allowlisted command or dialogue intent, and reject anything outside the feature’s scope. For consequential actions—deleting a save, spending a rare item, or changing an accessibility setting—ask for confirmation or require a second deliberate input.

Keep the interface between STT and gameplay narrow. A useful event can contain the transcript, a confidence or acceptance state, the capture timestamp, and a cancellation flag. The gameplay layer should not need access to raw microphone buffers.

7. Add optional generation or speech output only after STT works

An offline transcript can feed local rules, a dialogue tree, or a local language model. If you add an online LLM, cloud TTS, or a remote moderation service, disclose that text or audio now crosses the device boundary. If privacy is the goal, select local alternatives and audit their model downloads, update checks, and telemetry separately.

Hardware, models, and performance planning

There is no universal speed or accuracy number for local game speech recognition. Performance depends on model size, runtime, language, microphone quality, background game load, and whether inference uses a CPU, GPU, or NPU. The documented figures below are implementation guidance rather than independent benchmarks.

What’s actually slowing this PC down?

Question What to measure on the target device
Latency Time from end of speech to accepted command, both when the game is idle and during a busy scene
Resource use CPU, GPU, NPU, VRAM, system memory, temperature, and frame-time impact
Accuracy Command acceptance, false activations, names and game terminology, accents, and noisy-room performance
Reliability Model load failures, device removal, permission denial, cancellation, and recovery after suspend or resume
Installation Model size, first-run time, disk location, update behavior, and behavior when the user declines a download

Use the smallest model that meets the feature’s accuracy target, then test a larger model only where the added latency and resource use are acceptable. A game may need a compact model for real-time commands while offering a larger model as an optional quality setting.

Privacy audit: prove what stays local

“Local Whisper” describes the recognition component named by that feature. It does not prove that the complete game never sends data. Document the following boundaries in plain language:

  • Microphone: when capture begins and ends, whether pre-roll or buffering exists, and where temporary audio lives.
  • Transcript: whether recognized text is displayed, logged, saved with a game session, or attached to crash reports.
  • Models: where files are stored, whether they are downloaded, how updates are checked, and whether integrity is verified.
  • Telemetry: event names, diagnostic payloads, opt-out controls, and whether voice-related errors include transcript content.
  • Other AI: every LLM, translation, moderation, or TTS component and its network endpoint.
  • Game services: multiplayer voice, account systems, cloud saves, analytics, and update servers.

Test a release build with the operating system’s network monitor or a firewall rule, then repeat the test during first launch, model installation, normal play, error handling, and updates. A blocked network should produce a clear state rather than silently switching to a cloud recognizer.

Failure modes and fixes

The game records nothing

  • Check operating-system microphone permission and the selected input device.
  • Confirm that another application has not taken exclusive control of the microphone.
  • Verify that the feature is not disabled by a controller binding, parental setting, or privacy toggle.
  • Display an explicit “no input” diagnostic instead of sending an empty buffer to STT.

Recognition is slow or causes stutter

  • Measure frame time and inference time separately.
  • Try a smaller model or shorter utterances.
  • Move inference to the supported accelerator for the chosen runtime.
  • Limit concurrent generation, TTS, and recognition jobs.
  • Do not apply SkyrimNet’s CUDA and GTX 1060 guidance to an unrelated runtime; check that runtime’s execution requirements.

Commands are cut off

Increase the VAD trailing-silence window, add a small pre-roll buffer, or let the player hold push-to-talk until the sentence ends. Test names and pauses rather than tuning only with short commands.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The model cannot be installed

Check available disk space, permissions for the model directory, download consent, operating-system version, and model/runtime compatibility. Provide a manual retry and an offline installation path only if you can verify the file’s integrity and provenance.

The feature works online but not offline

Capture a network trace while the feature is running. Look for a remote transcription endpoint, a hosted LLM, cloud TTS, telemetry that blocks the request, or a model that was never downloaded locally. Remove hidden fallback behavior or label the feature accurately as hybrid.

How to decide among the routes

Choose this when… Best-fit route Main caution
You are extending the documented Skyrim mod workflow SkyrimNet local Whisper Version compatibility, CUDA, NVIDIA hardware, model storage, and English or Skyrim vocabulary support
You are building a Unity desktop feature Unity recorder plus a verified local transcription client PlayKit’s documentation alone does not prove that every transcription configuration is local; WebGL recording is unsupported
You control a recent Windows 11 target and accept experimental APIs Windows Speech Recognition API Windows 11 24H2 or later, supported CPU/NPU hardware, no GPU support, and model-download consent
You need custom Whisper ONNX packaging Windows ML custom Whisper route Experimental runtime/API, model distribution burden, execution-target testing, and the cited lack of C# support

When two options remain viable, compare local-processing proof, API maturity, target-platform coverage, language and vocabulary, streaming behavior, measured latency on your hardware, resource use during gameplay, model size, permission UX, and long-term update burden. Do not choose on model name alone.

Release checklist

  1. Define whether the feature is commands, dialogue, or voice chat.
  2. List supported operating systems, game-engine versions, languages, and hardware classes.
  3. Obtain microphone permission only when needed and provide a visible recording state.
  4. Set a maximum recording duration, cancellation path, and VAD behavior.
  5. Verify the model and runtime process audio locally in the exact shipping configuration.
  6. Explain model downloads, storage, updates, and consent.
  7. Keep transcript routing separate from raw audio and validate commands before gameplay effects.
  8. Audit LLM, TTS, telemetry, crash reporting, updates, and multiplayer services independently.
  9. Test offline first launch, normal play, denial of permission, model failure, device removal, and network loss.
  10. Measure latency, accuracy, frame-time impact, memory, and failure recovery on target hardware.

A local game voice feature is therefore a systems problem, not a single model switch. The safest implementation captures only on intent, transcribes on-device, passes validated text to narrowly defined game logic, and makes every other network boundary visible and optional.
