Start by identifying the app, its installer architecture, your Windows 11 CPU architecture, and the exact failure. Check the publisher for a current release, then run Windows 11’s built-in Program Compatibility Troubleshooter at Start > Settings > System > Troubleshoot > Other troubleshooters. This can help with many 32-bit applications, but it cannot make Windows 11 run every legacy executable: 64-bit Windows does not support 16-bit Windows programs, and games or peripherals that require obsolete drivers need title-specific support.
A quick decision path
Use this order rather than immediately forcing compatibility settings. It avoids spending time on a workaround that cannot address the real limitation.

Why an older program stops working
Microsoft explains that an application can become incompatible after a Windows upgrade because of changes to the operating system’s architecture, security features, or system requirements. “Older” is therefore not a technical diagnosis by itself. A program released years ago may continue to work, while a newer-looking program can fail if it relies on a removed component or an unsigned driver.

Separate the application from everything around it. The executable, its installer, runtime libraries, copy-protection service, graphics API, network service, and hardware driver can each have a different compatibility requirement. A troubleshooter can adjust some Windows settings, but it cannot recreate an unsupported processor architecture or supply a driver that the manufacturer never produced.

Collect the details before changing anything
Write down the information below. It makes a publisher support request useful and prevents you from applying a 16-bit workaround to a 32-bit problem.
- Exact product name, edition, and version number.
- Publisher or game developer and the source of your installer.
- Whether failure occurs during installation, at launch, after a menu, or only when a particular feature is used.
- The complete error text, including any error code.
- Your Windows 11 edition and build, if shown in Settings > System > About.
- Whether the computer uses an x64 processor or Windows on Arm.
- Any required peripheral, license key, disc, service, graphics component, or network connection.
- Whether the same installer works on another supported Windows computer.
Do not assume that a 32-bit label means the program is fully compatible. WOW64 lets 32-bit Windows applications run on 64-bit Windows, but an application can still fail because of a 16-bit installer stub, an old driver, a missing dependency, or a security restriction.
Check the publisher before using a workaround
Microsoft’s first recommendation is to look for a newer version. For an app installed through Microsoft Store, open the Store and check for updates. For a downloaded desktop program or game, use the publisher’s official support or download page and look for a Windows 11 release, compatibility statement, patch, or replacement installer.

Use an official download whenever possible. Unofficial repacks can remove copy-protection files, bundle malware, or contain an installer different from the one documented by the publisher. If the publisher has ended support, save your original license and installation media, but do not disable Windows security features merely to run an unknown binary.
A publisher update is especially important when the program installs a service, kernel component, printer package, audio interface, anti-cheat module, or other driver. Those components run outside the application and are governed by current Windows driver and security rules.

The built-in tool is the appropriate next step for an ordinary desktop application that has no current update.

- Open Start and select Settings.
- Choose System, then Troubleshoot.
- Open Other troubleshooters.
- Find Program Compatibility Troubleshooter and select Run.
- Follow the diagnostic prompts, select the affected program, and test the suggested settings when Windows asks you to.
- Use the program normally for the operation that previously failed. If it works, keep the change only if it remains stable; if it does not, report that result and continue with the app-specific checks below.
Windows menus can change between releases. If you do not see the tool at that path, search Settings for Program Compatibility or open the Get Help app and search for the same phrase. Microsoft’s troubleshooting guidance directs users to Get Help as well as the compatibility troubleshooter.

Know the 32-bit and 16-bit boundary

Windows 11 is 64-bit only. Microsoft’s documentation states that 64-bit Windows cannot run 16-bit Windows applications. Its NTVDM documentation also says NTVDM is supported only on x86 Windows, not on x64 or Arm, and is not actively developed. Microsoft describes NTVDM as maintenance-mode technology with potential security risks and recommends that customers do not use it.
This means a message such as “This app can’t run on your PC” may be an architectural limit rather than a setting that you have missed. If an old setup program is 16-bit, changing compatibility options on the final application will not make the installer run.
What to do when the program is 16-bit
First confirm the classification with the publisher or the original documentation. Some products include a 16-bit setup launcher but install a 32-bit application; in that case, obtain a newer installer from the publisher rather than trying to execute the old launcher.
If the application itself is 16-bit, Windows 11 has no supported native runtime for it on x64 or Arm. The realistic paths are:

- A supported replacement or port: Ask the publisher whether a modern build, data conversion tool, or supported successor exists.
- An appropriately licensed older Windows environment: An older operating system may provide the required architecture, but it has its own security, licensing, isolation, and hardware constraints. Do not connect an unsupported environment directly to untrusted networks.
- A reputable emulator: Choose one that explicitly documents support for the software’s CPU and operating-system model. The available Microsoft guidance does not validate a particular emulator or configuration, so treat this as a project that requires testing rather than a guaranteed fix.
Do not download random “NTVDM replacements,” disable protections, or run unknown compatibility binaries as administrator. A package that solves the launch error by weakening security can create a larger problem than the original incompatibility.
Games need title-specific checks
PC games often combine a main executable with graphics libraries, launchers, network services, copy protection, saved-game paths, and hardware drivers. The general Windows troubleshooter cannot establish that every part supports Windows 11.
When installation fails
Find out whether the installer is 16-bit, whether the game publisher offers a current installer, and whether the original disc or license service is still supported. If the publisher supplies a patch or re-release, use that rather than modifying the executable from an unofficial source.

Record the point of failure: immediately at launch, when a profile loads, when a level starts, or when online services initialize. Test the publisher’s latest build and remove optional plug-ins or overlays. A crash tied to a protection service or driver must be handled by the game publisher; compatibility mode alone cannot repair that component.
When graphics are wrong
Check the game’s supported resolution and graphics options, then look for a publisher patch. A game designed for a fixed display mode may open successfully while rendering incorrectly. That is different from an executable that cannot start at all.
When a controller or other peripheral is required
Identify the exact model and driver. A game may be compatible while its controller, wheel, audio interface, or protection dongle is not. Ask the device maker and the game publisher whether a Windows 11 driver exists.

Extra checks for Windows on Arm
Windows on Arm can run some traditional Windows applications through compatibility technology, but the result depends on the application and its dependencies. Microsoft specifically advises checking with the game publisher for game compatibility. A peripheral also needs an available Windows or Arm64 driver; an x64-only driver is not a promise that the device will work.

For an Arm computer, include the processor architecture in every support request. Ask whether the publisher supports your exact game version on Windows 11 Arm and whether all required launchers, anti-cheat modules, and device drivers are available. Do not infer support from the fact that the same title works on an x64 desktop.
Troubleshoot by the point of failure
The installer never starts
- Check whether the installer is 16-bit.
- Download a current installer from the publisher.
- Confirm that the installer matches your Windows architecture and edition.
- Look for a missing prerequisite or driver documented by the publisher.
If the installer is 16-bit, stop retrying compatibility settings on Windows 11 x64; obtain a supported installer or use a separate, appropriately licensed environment.
The application installs but immediately exits
- Run Program Compatibility Troubleshooter.
- Capture the exact error in Event Viewer or the app’s own log if the publisher documents a log location.
- Check for an updated runtime, patch, or launcher from the publisher.
- Test without optional plug-ins, shell extensions, or attached peripherals.
Architecture, security policy, missing components, and obsolete drivers can all produce the same symptom. The error text and publisher documentation are needed to distinguish them.
The program works until a device is connected
Disconnect the device and test the software by itself. If the failure disappears, treat the driver as the primary suspect. Check the device maker’s Windows 11 and, where relevant, Arm64 support before changing application settings.

Verify that the publisher still operates the activation or multiplayer service. A discontinued service is not repaired by compatibility mode. Preserve proof of purchase and contact the publisher for an offline activation method if one is officially available.
Security and maintenance rules
- Keep Windows security protections enabled while testing.
- Use installers and patches from the publisher or a distribution channel the publisher identifies.
- Do not replace system files with binaries from an unknown forum.
- Do not install an unsigned driver simply because it makes an old game launch.
- Run legacy software in a separate, limited account or isolated environment when its support status is uncertain.
- Back up saved games and application data before experimenting.
- Undo a workaround that causes instability or weakens security.
Microsoft’s NTVDM guidance is explicit that the technology is not actively developed and carries potential security concerns. Treat any older environment as a containment decision, not as a reason to lower protections on your everyday Windows 11 installation.
When to stop troubleshooting locally
Escalate to the publisher or device maker when the exact title, version, driver, or service determines the outcome. Include your architecture, Windows 11 build, error text, installation source, and the steps that already worked or failed. This is more actionable than saying only that the software is “old.”
Organizations with an essential legacy application can ask Microsoft about App Assure, the enterprise compatibility assistance referenced in Microsoft’s NTVDM documentation. It is an optional business support route, not a guarantee that an unsupported 16-bit application will run natively on Windows 11.

- Restart Windows after installing a publisher patch or driver, if the installer requests it.
- Launch the program using the same shortcut and account that originally failed.
- Exercise the specific feature that caused the problem, not just the opening screen.
- For games, load a saved game, change a display option, and test any required controller or online service.
- Record the working version, compatibility setting, driver version, and date.
- Create a backup or restore point before making further changes.
A program that opens once is not necessarily compatible. Consider the fix reliable only after the normal workflow, required hardware, and repeated launches succeed without disabling security controls.
Answers to the most common questions
Can Windows 11 run old programs?
Many 32-bit Windows applications can run on 64-bit Windows 11 through WOW64, but compatibility depends on the application, installer, dependencies, security requirements, and drivers. Check the publisher first and use the built-in troubleshooter for ordinary compatibility issues.
Can Windows 11 run 16-bit programs?
64-bit Windows 11 does not support 16-bit Windows applications. Compatibility mode is not a 16-bit runtime. Use a supported modern version, an appropriately licensed older environment, or a reputable emulator whose requirements match the software.
Will compatibility mode make every old game work?
No. It may help with some application-level differences, but it cannot supply an obsolete driver, restore a discontinued online service, or make an unsupported architecture run natively.
Where is the compatibility troubleshooter?
