How to Run Mellum 2.1 Locally for Coding Agents

By Freedom251 Team · · 11 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run Mellum 2.1 locally in one of two supported ways: serve the original JetBrains/Mellum2.1-12B-A2.5B-Thinking checkpoint with vLLM, or download a GGUF build and serve it with llama.cpp. Both approaches can expose an OpenAI-compatible local API that a coding-agent client can call. Use the vLLM route when you need the model-card tool-calling configuration; use GGUF when a quantized file and a local runtime better match your machine.

The official material does not define a minimum GPU, system-memory, or storage specification. A GGUF file’s download size is not the same as the RAM or VRAM needed while generating tokens. Choose a quantization and context length only after checking the actual limits of your machine and runtime.

What Mellum 2.1 is

Mellum 2.1 is JetBrains’ open-weight thinking model for coding agents and other reasoning-heavy work. The original checkpoint is a mixture-of-experts model with 12 billion total parameters and 2.5 billion active parameters per token. Its model card lists 28 layers, 64 experts with 8 active, a 131,072-token context length, and an Apache 2.0 license.

The model is intended for complex agentic tasks such as repository work, command execution, tool use, coding, mathematics, and general reasoning. It is a model, not an autonomous agent harness: you still need an agent client, a tool-execution policy, a project directory, and a runtime that presents the model through an API or command-line interface.

Architecture Mixture of experts
Total parameters 12B
Active parameters 2.5B

Experts 64 total, 8 active
Context length 131,072 tokens

The 131,072-token value is a model-card context limit, not a promise that every computer can run that context economically. Longer prompts require more memory for the model’s key-value cache and can reduce throughput. Start with the context your agent actually needs and increase it only after the server remains stable.

Choose the serving route

Route What you run Best fit Important limitation
Original checkpoint with vLLM The JetBrains checkpoint served by vLLM Following the standard model-card path or enabling the documented tool-calling flags The official pages do not state minimum GPU, RAM, or disk requirements
GGUF with llama.cpp A quantized GGUF file served by llama.cpp Local, quantized inference and an OpenAI-compatible endpoint Artifact size alone does not establish runtime memory needs
GGUF through Ollama or Docker Model Runner The GGUF card’s listed alternative runtimes People who already operate one of those runtimes Use the current runtime-specific instructions and verify tool/API compatibility

There is no universal winner. vLLM may be the clearer choice for a server-oriented deployment and the model card’s tool-calling example. GGUF gives you several quantized choices and a documented llama.cpp path, which can be useful when a full-precision or unquantized deployment does not fit your available compute. Your agent’s API requirements, target context, concurrency, and actual memory headroom should decide.

Plan the machine before downloading

Do not infer hardware requirements from parameter count

The reviewed JetBrains pages do not specify a minimum GPU capability, system RAM, VRAM, or disk-space requirement. A 12B parameter count is therefore not a hardware recommendation. Runtime memory also includes weights in the selected format, temporary buffers, the key-value cache for your context length, and overhead from the serving engine. Leave room for the operating system and your agent’s other processes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match context to the workload

A coding agent may send a system prompt, tool definitions, repository files, command output, and the conversation history in one request. The model card permits up to 131,072 tokens, but a small change request may need only a fraction of that. Begin with a conservative context setting supported by your server, then increase it when you have measured memory use and latency on your own workload.

Decide whether you need tool calling

If the agent only asks for explanations or code snippets, ordinary chat completion may be enough. If it must invoke shell, file, search, or test tools, use an agent client that understands tool calls and configure the server’s parser as documented. The model card’s vLLM example enables automatic tool choice and uses the Hermes parser.

Account for downloads and updates

Keep enough persistent storage for the model files, temporary downloads, and any second quantization you want to compare. Repository contents and serving instructions can change, so check the current JetBrains model card and GGUF card when you install or upgrade instead of relying on an old command copied from a forum post.

Serve the original checkpoint with vLLM

The original model card documents vLLM commands. Install a vLLM version compatible with the current model-card instructions, authenticate to the model repository if your environment requires it, and make sure the machine has enough available compute and memory for the chosen context. Then start the server with the documented model identifier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Basic vLLM command

vllm serve JetBrains/Mellum2.1-12B-A2.5B-Thinking --max-model-len 131072 --reasoning-parser qwen3

--max-model-len 131072 exposes the model-card context length. --reasoning-parser qwen3 selects the reasoning parser shown by JetBrains. These are the official documented flags; they are not an independent performance test or a guarantee that the command fits every machine.

vLLM command for tool calling

vllm serve JetBrains/Mellum2.1-12B-A2.5B-Thinking --max-model-len 131072 --reasoning-parser qwen3 --enable-auto-tool-choice --tool-call-parser hermes

The additional flags tell vLLM to select tools automatically and parse the model’s tool-call format with Hermes. Your client must still send tools in the API request and execute the returned calls safely. Starting this server does not grant the model permission to run commands or modify files.

Connect an agent to vLLM

  1. Start vLLM and wait for the server to finish loading the checkpoint.
  2. Use the OpenAI-compatible endpoint exposed by your vLLM deployment. Configure the agent with that endpoint’s base URL, the model identifier accepted by the server, and whatever authentication value your local deployment requires.
  3. Enable the agent’s tool-use mode only when the server was started with the matching tool-choice and parser settings.
  4. Open the target repository as the agent’s working directory and set an explicit approval policy for shell commands, file writes, network access, and destructive operations.
  5. Send a small read-only request first. Confirm that the agent receives a normal assistant response before allowing edits or command execution.

Use the server’s own logs and the client error message to resolve endpoint, model-name, or parser mismatches. Do not assume that a client designed for another provider will understand Mellum’s reasoning and tool-call messages without configuration.

Run a quantized GGUF build locally

The official Mellum 2.1 GGUF card documents quantized local serving with llama.cpp. It also lists Ollama and Docker Model Runner as alternatives and demonstrates connecting a Pi coding-agent session to a local llama.cpp server. Select the GGUF file from the current card, then follow the card’s exact server invocation for your llama.cpp build.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the listed quantizations

Quantization Example artifact size How to interpret it
Q4_K_M 8.1 GB The card labels this a balanced recommended quantization
Q6_K 10.9 GB A larger artifact; it may preserve more numerical detail, but the card size is not a runtime requirement
MXFP4_MOE 7.0 GB A smaller example artifact; verify behavior and compatibility with your selected runtime

These are example file sizes reported by JetBrains on the GGUF card. They describe downloads, not total RAM or VRAM during inference. The server also needs working memory for execution and the context cache. A file that fits on disk can still fail to load or run acceptably on a particular machine.

Start the llama.cpp server

Download the selected GGUF file and install a llama.cpp build supported by the current GGUF card. Run the llama-server command shown on that card, retaining its model path, context setting, and host or port options. The exact flags can vary between llama.cpp releases; copying the current card’s command is safer than substituting flags from an unrelated model.

The card documents an OpenAI-compatible local API. Once the server reports that it is listening, point your agent client at the displayed base URL and select the model name expected by that server. If the client requires an API key field even for a local endpoint, use the value accepted by your local server or the client’s documented placeholder behavior rather than exposing a real cloud credential.

Use llama.cpp from a terminal

The GGUF card also documents terminal inference with llama-cli. This is useful for checking that the file loads and produces a response before introducing an agent. Test a short prompt first, then a prompt resembling your coding workload. A successful terminal response proves that the model can generate text in that runtime; it does not prove that tool-call parsing or your agent protocol is configured.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Ollama or Docker Model Runner

If your infrastructure already uses Ollama or Docker Model Runner, follow the GGUF card’s corresponding import and run instructions. Keep the same checks: confirm the model loads, identify the local API endpoint, verify the model identifier, and test a harmless request before connecting tools. Runtime wrappers can expose different defaults for context, parallel requests, and tool formats.

Connect a coding agent safely

What the client must provide

  • An OpenAI-compatible chat or completion client, or a native adapter for the runtime you selected.
  • The local base URL and the exact served model name.
  • A context setting that stays within the server’s configured limit and your machine’s memory budget.
  • Support for the model’s reasoning and tool-call message format when you want autonomous tool selection.
  • A working-directory boundary and explicit permissions for file, shell, and network tools.

Pi connection path

The official GGUF card shows a concrete Pi workflow: configure the local llama.cpp server as a provider, then launch Pi in the project directory. Follow the provider field names and endpoint values in that card because Pi configuration syntax can change. Start in a disposable or version-controlled repository, ask Pi to inspect files without editing them, and approve one tool action at a time until the request and response format is confirmed.

Other agent clients

For another coding-agent client, look for settings named provider, base URL, endpoint, model, or OpenAI-compatible API. Map those settings to the local server rather than to a cloud service. If the client offers separate switches for reasoning, JSON output, and tools, enable only features the server and parser support. When an agent reports malformed tool calls, first verify the server’s parser and the client’s expected schema before changing sampling parameters.

Keep execution under human control

Local hosting protects data from being sent to a remote inference service, but it does not make generated commands safe. Require confirmation for deletion, credential access, package installation, network requests, and changes outside the repository. Run the agent with the least filesystem and operating-system privilege that still lets it complete the task, and review diffs and command output before committing changes.

Reasoning, context, and quantization trade-offs

Active parameters are not the whole memory story

Mellum 2.1 activates 2.5B of its 12B total parameters for each token, but the server still loads the model’s expert weights and runtime structures according to its implementation. Do not multiply the active-parameter count by a guessed byte size to estimate a complete deployment. Use observed load behavior from your chosen runtime and leave headroom for the context cache.

Interpret GGUF quality figures correctly

The GGUF card’s quantization comparisons are measured against BF16 logits on Wikitext-2 with a context length of 512. Those measurements describe that test setup; they are not a general benchmark of coding-agent quality, repository performance, or long-context behavior. Choose Q4_K_M, Q6_K, or MXFP4_MOE based on your memory budget and validation results on the coding tasks you actually care about.

Start small, then scale

  1. Load the selected model with a modest context and one request at a time.
  2. Run representative tasks such as code explanation, a focused bug fix, and a test-generation request.
  3. Observe load failures, out-of-memory errors, token latency, and whether tool calls parse correctly.
  4. Increase context or concurrency only when the current configuration remains reliable.

Troubleshoot common failures

The model will not load

Check that the model identifier or GGUF path is exact, the file finished downloading, and the runtime supports the architecture and quantization. Verify available memory rather than comparing free disk space with the artifact size. If loading still fails, reduce the requested context, use a smaller quantization, or move to a machine with more available memory; the official pages do not define a universal minimum to target.

Requests run out of memory

Long prompts and concurrency increase memory use through the context cache and execution buffers. Reduce the context limit, shorten repository excerpts, lower parallel requests, or select a smaller GGUF. Keep the change that fixes the failure documented in your deployment configuration so an agent update does not silently restore an unsafe setting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent cannot reach the server

Confirm that the server is still running, that the client uses the same host and port displayed by the runtime, and that a local firewall or container network is not blocking the connection. Test the endpoint with the runtime’s own health or example request if one is provided. A connection error is separate from model quality or tool parsing.

Tool calls are malformed or ignored

With vLLM, verify that automatic tool choice and the Hermes tool-call parser were enabled exactly as documented. With a GGUF runtime, confirm that the current card and runtime support the tool format your client sends. Check that the client is actually including tool definitions and that it executes returned calls instead of displaying them as plain text.

Responses are truncated

Inspect the server’s maximum context and output-token settings, then compare them with the size of the system prompt, repository material, tool definitions, and conversation history. Truncation can occur even below the model-card maximum when runtime limits are lower. Reduce prompt material or raise the server limit only when your machine has enough memory.

Privacy, licensing, and maintenance

JetBrains describes self-hosted deployment as a way to keep code and data under your control. Local inference can reduce transmission to an external provider, but logs, telemetry, container layers, agent caches, and backups may still contain source code or credentials. Audit those components, protect the local API from untrusted network access, and avoid putting secrets in prompts.

The original checkpoint is listed under Apache 2.0. Read the license and the current repository notices before redistributing weights, modified files, or a hosted service. Model repositories and runtime commands are live documents: recheck the JetBrains model card and the GGUF card when upgrading Mellum, vLLM, llama.cpp, Ollama, Docker Model Runner, or your agent client.

Which setup should you use?

  • Choose vLLM if you want the original checkpoint and the model card’s explicit reasoning and tool-calling command.
  • Choose GGUF with llama.cpp if you need quantized artifacts, a local OpenAI-compatible API, or the Pi workflow documented by JetBrains.
  • Choose Ollama or Docker Model Runner if one of those runtimes is already part of your local stack and its current GGUF instructions meet your API needs.
  • Delay deployment if you cannot provide enough memory headroom for the selected model, context, and agent workload; no official source supplies a hardware minimum that would justify guessing.

In every route, validate the model with a read-only request, connect the agent through the runtime’s local API, and add tool permissions only after the response format and resource usage are understood.
