You can stream a YouTube playlist from a low-cost PC with OBS Studio and VLC: install both, add a VLC Video source, choose your files in order, and enable Loop Playlist if you want them to repeat. Start with a simple scene and 720p at 30 fps, then test the actual computer and upload connection before going live. A PC meeting OBS’s minimum requirements is not necessarily powerful enough for reliable streaming.
What you need before setting up OBS
- A PC that can run a current OBS Studio installation. OBS’s published Windows baseline lists Windows 10 or 11 and a DirectX 10.1-compatible GPU, but those are compatibility requirements, not a promise that the computer can stream reliably. OBS warns that actual performance depends on factors including encoder, output resolution, frame rate, and scene complexity. See OBS system requirements.
- VLC Media Player installed separately. For 64-bit OBS, install 64-bit VLC so OBS can use its VLC Video source. OBS’s Media Sources guide explains the source and architecture requirement.
- Local video files you have the necessary rights to stream on YouTube. A playlist in OBS does not grant permission to use its contents.
- A stable internet connection with sufficient upload bandwidth. Your plan’s advertised download speed does not tell you whether the PC can sustain the stream’s upload.
There is no single PC budget, broadband speed, or power-backup size that can be assumed for all of India. Check the hardware and connection where you will actually stream.

Build a looping playlist in OBS
- Install OBS Studio from the OBS Project and VLC from its official project source. Match VLC’s architecture to OBS: 64-bit OBS needs 64-bit VLC.
- Open OBS and create or select a scene. Keep the initial scene simple; every additional source or effect can add work for a constrained PC.
- In the Sources panel, select + and add VLC Video. If it is missing or cannot load files, confirm VLC is installed and its architecture matches OBS.
- In the source properties, add the video files in the order you want them to play. Leave shuffle off for a fixed sequence. Select Loop Playlist if playback should return to the first file after the last one. OBS documents shuffle off and looping on as defaults, but check the properties rather than relying on defaults.
- Check the preview. Confirm the picture fits the canvas and that any audio is coming through the expected audio source. If the files have different dimensions or audio levels, inspect them in the preview before the test stream.
A local file list avoids relying on a remote media URL remaining available during playback. Keep the media accessible to the PC for the entire stream.

Choose output settings a low-cost PC can test
Use OBS’s Auto-Configuration Wizard as a starting point, not a guarantee. Then test the chosen settings on the actual machine. YouTube’s current H.264 guidance gives these 30 fps reference bitrates:

The upload figures in the last column are arithmetic using YouTube’s recommendation to leave about 20% headroom; they are not separate YouTube thresholds. The available capacity must be sustained at the streaming location and can be reduced by other devices, network congestion, or interruptions. YouTube’s encoder settings specify the bitrate guidance; its streaming tips recommend leaving 20% upload headroom.
- Begin at 720p30 if the PC or upload link is constrained. Try 1080p30 only if the computer’s test performance and sustained upload support it.
- For YouTube RTMPS, use H.264 with constant bitrate (CBR) when the encoder offers it. Set the bitrate to YouTube’s recommended value for the chosen resolution and frame rate.
- Set the keyframe interval to two seconds. YouTube recommends two seconds and says not to exceed four seconds.
- Run OBS’s Auto-Configuration Wizard, then inspect the selected output and encoder settings. A wizard’s result still needs a real stream test.
Hardware encoding or x264?
If the PC has a supported hardware encoder, OBS generally recommends hardware encoding to move work from the CPU to a dedicated GPU component. Image quality varies by encoder generation; older hardware encoders can look worse than software encoding at the same bitrate. OBS documents NVIDIA NVENC support beginning with GeForce 750 Ti/900-series Maxwell or later, and Intel Quick Sync Video on Intel Core i-series generation 2xxx or newer, with 4xxx or newer recommended for quality. Check the actual GPU, processor, operating system, and driver; a low-cost PC should not be assumed to have a suitable encoder. OBS hardware encoding guidance.

If hardware encoding is unavailable, x264 software encoding is an option, but it uses the CPU. Reduce resolution, frame rate, scene complexity, and competing workloads if the CPU struggles, then validate with an unlisted stream. No particular older processor can be assumed to handle a setting reliably without testing.

Check upload stability and local power
Measure sustained upload speed where the PC will run, rather than relying only on the package’s headline speed. Leave room above the stream bitrate for other traffic and variation. For example, a 3 Mbps video stream implies at least 3.6 Mbps available upload capacity using the 20% margin; other household traffic requires additional capacity.

- If practical, connect the PC to the router by Ethernet. A cable may improve the local PC-to-router link, but it cannot fix inadequate ISP upload, upstream congestion, or a power outage.
- Pause large uploads and reduce competing network use during the test and stream.
- Consider what happens if power fails: OBS on a home PC stops when the PC loses power. Choose any backup equipment based on your own PC and local conditions; there is no universal backup size established here.
Connect OBS to a YouTube Live event
- Check that the channel is eligible for live streaming. YouTube’s guidance requires a verified channel and no live-streaming restrictions in the prior 90 days. Check YouTube’s live-streaming eligibility guidance.
- In YouTube Studio, create or schedule a live event and open its stream settings. Use the stream key and server details provided for that event in OBS’s stream configuration. Treat the key like a password: do not publish it or share it with others.
- Start OBS streaming and wait for the event’s Live Control Room preview. Check the picture, sound, and stream health before making the event public.
- Run an unlisted test first. Confirm the playlist advances and loops as intended, the audio is audible, and OBS and YouTube report a healthy stream.
- For a scheduled event, YouTube recommends preparing it at least two hours in advance and starting the encoder at least 15 minutes before the scheduled time. These are preparation recommendations, not guarantees of stability. YouTube live-streaming tips.
Copyright and playlist rights matter
Only stream media for which you have the necessary rights for the intended live transmission and any archive. YouTube’s terms put responsibility on the provider to have necessary exploitation rights, including music rights, and to comply with applicable laws and licensing requirements in the stream territory. The applicable licence depends on the particular recording, composition, use, and territories; do not assume that owning a file or finding it online grants streaming rights. YouTube scans live streams for matches to third-party content. It may warn, replace, interrupt, or end a stream. Even if you have a licence for third-party material, the rights holder may need to allowlist your channel in Content ID. YouTube’s guidance on copyright issues with live streams.

Troubleshoot common playlist-stream problems
