How to run an AI agent locally instead of granting it cloud access

Run the model on hardware you control, point the agent runtime at that local inference endpoint, and then audit every tool, retrieval service, extractor, and network connection the agent can use. A local model is only one part of the system: a self-hosted interface can still send prompts to a hosted model, and a local agent can still upload files to a cloud search, OCR, embedding, or API service.

The privacy question is therefore not simply “Is the model local?” It is “Where does each prompt, document, tool input, and output go?” The workflow below separates those decisions and shows how to test the boundary.

The three parts you must keep separate

An AI agent usually combines three layers. Treating them as one product is the most common source of accidental cloud access.

Layer What it does Privacy question
Inference server Loads model files and generates responses to requests. Does the selected endpoint run on hardware you own or control, or is the request sent to a hosted provider?
Agent runtime or interface Maintains conversation state, decides when to call tools, and presents the interaction. Where are prompts, conversation history, system instructions, and logs stored?
Tools and services Read files, run shell commands, browse, search, extract text, create embeddings, call APIs, or retrieve documents. Which inputs and outputs leave the machine, and what permissions does each tool have?

Inference is local only when the selected endpoint is local

Local inference means the chosen model endpoint runs on a device you own or control. Ollama’s privacy policy describes content processed locally as content it does not collect, store, transmit, or access. That statement is scoped to content processed locally by Ollama; it does not cover another application, plugin, remote tool, or service connected to your computer.

The endpoint selected for a conversation decides where inference occurs. Selecting a hosted model sends the prompt and the context included with it to that provider, even if the chat interface itself is running on your desktop.

An agent is more than a chat box

An inference server answers model requests. An agent harness adds decision-making around those requests: it may inspect a directory, execute a command, open a browser, query a database, or call an API. A self-hosted interface such as Open WebUI can connect to local models and expose agent features, but installing the interface does not prove that every connected model or service is local.

Choose the privacy boundary before installing anything

Write down which of these operating modes you actually need. This prevents a convenient fallback from quietly defeating the requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Strictly local: model inference, agent interface, retrieval, extraction, embeddings, and tools all run on your controlled machines. Network access can be disabled after required models and data are present.
  • Local inference with selected remote tools: the model runs locally, but a browser, search provider, hosted OCR service, remote API, or external MCP server receives specific data. This can be useful, but it is not an offline or cloud-free agent.
  • Hybrid fallback: the agent normally uses a local endpoint but can switch to a hosted model when the local model fails, is overloaded, or lacks a capability. This is not a no-cloud design unless the fallback is removed or explicitly approved per request.

Record the acceptable mode in the agent’s configuration and operating procedures. “No cloud” should mean no unapproved outbound data path, not merely “the default model is local.”

Build a local agent step by step

1. Select a model and inference runtime

Start with the task, then choose a model format and runtime that your hardware can sustain. Compare supported models and formats, memory use, hardware acceleration, sustained throughput, API behavior, operating-system support, and maintenance requirements. No universal minimum computer specification or validated local-versus-hosted benchmark is established here, so do not assume that a particular mini PC or desktop will run a particular model acceptably.

Ollama is a straightforward documented option for downloading and managing local models. Open WebUI also documents llama.cpp and vLLM as local server alternatives; its documentation characterizes vLLM as a high-throughput inference engine. These runtimes differ in model support, APIs, scheduling, and hardware utilization. Choose one whose local endpoint your intended agent can consume.

2. Prepare the machine and model files

Install the runtime on the computer that will perform inference, obtain the model files, and confirm that the runtime can answer a basic request before adding tools. Keep model storage on a volume you control and account for disk space, memory, heat, noise, power, and sustained performance rather than relying on a short burst of speed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the machine must operate without internet access, download models and any required embedding models before isolating it. Offline operation is not automatic: an agent may still attempt update checks, model downloads, telemetry, or remote service calls unless those paths are disabled.

3. Choose an agent layer independently

Use an agent runtime or interface that lets you inspect endpoint selection and tool permissions. Open WebUI is a self-hosted interface with documented Docker and Python installation routes and separate connection settings for models and agents. Treat it as a control layer, not as evidence that every dependency is local.

Keep the inference server and the agent process conceptually separate. The server generates text; the agent decides what actions to take. This separation makes it possible to replace a model without accidentally changing filesystem, shell, browser, or network privileges.

4. Connect only to the local endpoint

  1. Open the agent’s model or connection settings and identify the endpoint selected for the conversation.
  2. Choose the endpoint exposed by the local runtime, not a similarly named hosted model.
  3. Remove, disable, or require approval for hosted fallbacks if cloud inference is outside your policy.
  4. Start a new conversation and confirm that the selected model and endpoint shown by the interface are the expected local ones.
  5. Repeat the check after upgrades or configuration changes; endpoint selection can change independently of the interface installation.

Do not infer locality from a model name alone. Verify the connection target in the agent’s settings and, where available, in runtime logs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Audit retrieval, extraction, and embeddings

Document workflows often leave the machine before the language model does. Inspect every component that handles the user’s material:

  • Browser, search, and page-fetch tools.
  • OCR and document-extraction services.
  • Embedding generation and vector databases.
  • Retrieval pipelines and remote MCP or API tools.
  • Telemetry, crash reporting, analytics, and update checks.
  • Plugins, extensions, and functions installed in the agent interface.

For an offline design, run these components locally and preload their models and indexes. Open WebUI’s hardening documentation describes an offline mode that disables several automatic downloads and checks, while noting that models and embeddings must already be available locally. Offline mode reduces automatic network activity; it does not supply missing model files or make a remote tool local.

6. Give the agent a deliberately small action surface

Create a dedicated workspace containing only the files the agent needs. Grant read-only access unless writing is essential, and separate temporary output from valuable data. Avoid broad host-directory mounts, administrator privileges, and secrets placed in environment variables that tools can read.

Enable one tool at a time and test it with harmless files. A shell tool, browser, or API connector can defeat an otherwise local design by sending data elsewhere or changing the host. Open WebUI explicitly warns: “Tools and Functions run arbitrary Python code on your server with the same access as the Open WebUI process.” Treat every installed function as code running with the server process’s privileges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Protect the service from unauthorized access

Keep the model endpoint and administrative interface off the public internet. Put the interface behind a suitable boundary such as a VPN, a zero-trust access proxy, or an authenticated reverse proxy, as recommended in Open WebUI’s hardening guidance. Use authentication, limit listening interfaces, segment the host from sensitive systems, and keep operating-system and runtime updates under a defined maintenance process.

Public exposure is not a theoretical concern. The September 2026 preprint OllamaDrama reports 290,887 interactions from 2,793 unique source IP addresses across four cloud and university honeypot deployments during 84 days, including reconnaissance and exploitation attempts. Those are observations from that honeypot design, not a population-wide attack probability for a home or enterprise installation; they are nevertheless a reason not to publish an unauthenticated model API.

Make an inventory for each workflow instead of relying on a product’s “local” label.

Compare local runtimes, agent harnesses, and hardware by the right criteria

Inference runtime criteria

  • Supported model families, quantization or other formats, and context limits.
  • CPU, GPU, accelerator, and memory utilization.
  • Sustained throughput and behavior under concurrent requests.
  • API compatibility with the chosen agent.
  • Ease of installation, upgrades, rollback, and log inspection.
  • Whether it can run without hosted fallbacks or automatic downloads.

Agent-harness criteria

  • Per-tool permissions and filesystem isolation.
  • Human approval for destructive or networked actions.
  • Controls for shell, browser, API, and remote MCP access.
  • Conversation and audit logging that stays on approved storage.
  • Clear endpoint selection and the ability to disable cloud providers.
  • Failure behavior when a local model is unavailable.

Hardware criteria

  • Memory and compute required by the specific model and context length.
  • Sustained performance rather than a brief peak.
  • Storage capacity for model files, embeddings, indexes, and logs.
  • Noise, heat, electricity use, physical security, and budget.
  • Expandability and support for the runtime’s acceleration method.

No source establishes a safe universal minimum specification or a local/cloud quality percentage. Select hardware only after choosing the model and workload, and measure the configuration you intend to operate.

Use image size and offline settings correctly

Open WebUI documents a :slim container image of 196 MB compared with 1.62 GB for the standard image, an 88% smaller download. The slim image relies on external services for features bundled in the standard image. That figure describes container download size, not model size, RAM requirements, speed, or privacy by itself. For an offline deployment, confirm that every feature you need is available locally before selecting the slim image.

Verify that the boundary holds

Perform a controlled check before using sensitive material:

  1. Disconnect the test host from hosted model providers or place it on a network policy that blocks unapproved destinations.
  2. Start the local inference runtime and send a harmless prompt through the agent.
  3. Confirm in the interface and runtime logs that the expected local endpoint answered.
  4. Run a tool-free conversation, then test each approved tool with synthetic documents.
  5. Review network rules and logs for unexpected DNS lookups, outbound connections, update checks, or telemetry.
  6. Inspect the resulting files and logs for copied prompts, credentials, or document contents.
  7. Repeat after enabling retrieval, OCR, embeddings, browser access, or plugins; each feature creates a new data path.

Only after this test passes should you process real information, and the test should be repeated when models, plugins, tools, or network policies change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshoot common boundary failures

The response works, but the model is not actually local

Check the conversation’s selected endpoint rather than the model label. Remove hosted providers and fallback routes, then retry with the network policy blocking those destinations. A self-hosted interface can still be configured to use a remote model.

Retrieval works but documents appear in a provider’s dashboard

Inspect embedding, OCR, extraction, and vector-store settings. Replace remote components with local equivalents, delete uploaded copies where the provider allows it, and rebuild indexes from the original documents.

The agent can read or change too much

Reduce mounted directories and operating-system permissions, move the workflow into a dedicated account or isolated environment, remove unnecessary tools, and require approval for writes, shell commands, and network access.

Offline mode causes missing-model or missing-embedding errors

Offline operation expects required models and embeddings to already be present. Restore connectivity only long enough to acquire approved artifacts, verify them, then re-enable the offline policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The local service is slow or unstable

Compare the model’s memory and context requirements with available resources, check sustained rather than peak utilization, and inspect runtime logs for swapping, out-of-memory events, or concurrent-request limits. A smaller or differently formatted model may fit the workload better, but there is no universal choice that guarantees a given speed or quality.

What local inference does—and does not—protect

Running inference locally can keep prompts and generated responses away from the model provider when the local endpoint is genuinely selected. It does not automatically protect files sent to a browser tool, text sent to a remote OCR service, embeddings generated by a hosted API, credentials exposed to a plugin, or logs collected by the interface. Privacy is a property of the entire configured path, not a checkbox attached to the model.

The safest practical design is therefore layered: a local inference server, an agent runtime with explicit endpoint selection, local retrieval and preprocessing where required, narrowly scoped tools, authenticated network boundaries, and a repeatable test that demonstrates no unapproved cloud route is being used.
