How to Run a Safe Pilot of AI-Enabled Robots on a Factory Floor

A safe factory-floor robot pilot starts with a defined task and a documented assessment of the entire application—not just the robot or its AI. Before live operation, the employer and integrator should assess hazards, involve affected workers, put safeguards in place, and verify the installed system. Then run it within a limited operating envelope, with clear stop and change-review criteria.

Define the pilot before choosing what to test

Write down exactly what the pilot will do and where its boundaries are. A bounded scope makes it possible to assess the real application and decide whether it is ready for live operation.

  • Task: Identify the operation being tested, such as tending one machine or moving one defined workpiece. Record tasks the pilot will not perform.
  • Equipment and configuration: Identify the robot, end-effector, workpiece, controls, sensors, software or AI components, interfaces, and energy sources. Record the work envelope and the safeguards in the planned configuration.
  • People and schedule: Specify shifts, authorized operators, who loads and unloads, and who may enter the work area for setup, recovery, or maintenance.
  • Operating conditions: Describe expected materials, speeds, production conditions, and foreseeable variations. Note abnormal or non-routine work that the pilot must handle—or must stop for.
  • Baseline and change control: Record the approved configuration and define which changes require review before operation resumes.

Keep this scope specific enough that an operator, engineer, and safety professional can tell whether a proposed task or configuration change is still inside it.

Map people, tasks, and access—including non-routine work

Assess how the application will actually be used, including work that happens outside normal production. OSHA’s Robotics – Overview says many robot accidents occur during non-routine conditions such as programming, maintenance, testing, setup, or adjustment. That makes these tasks part of the pilot assessment, not exceptions to it.

  • Condition: Used - Good
  • Map production cycles, loading and unloading, jam clearing, teaching, testing, setup, adjustment, cleaning, maintenance, and recovery.
  • Identify who performs each task, who can authorize access, and how people enter and leave the work area.
  • Determine what the robot can do in each operating mode, including when a person is inside or near the work area.
  • Include task variation and access patterns that affected workers encounter in practice; involve them in reviewing the map.

If the assessment covers only the normal automatic cycle, it may miss the work that brings people closest to moving equipment.

Assess the complete application and select safeguards

The risk assessment should address the integrated application: robot, end-effector, workpiece, controls, sensors, interfaces, energy sources, task, worker access, and operating environment. OSHA’s Technical Manual says the integrator should complete and document an application risk assessment before commissioning and provide its results to the employer. It recommends involving affected workers. The employer should ensure the application was designed and implemented safely and verify it; site acceptance is a typical point for that verification.

Use the assessment to identify hazards, who could be exposed, and how risk will be reduced. A completed form is not proof that the installed cell is safe: the safeguards must fit the actual task and configuration.

  • Consider hazards from robot motion as well as the end-effector, workpiece, surrounding machinery, and stored or supplied energy.
  • Evaluate appropriate design and safeguarding measures, which may include physical guards, interlocks, access controls, safe stopping, speed and separation measures, or force and power limits.
  • Account for safe loading and unloading, jam clearing, setup, and maintenance—not only production operation.
  • Use administrative controls and personal protective equipment where appropriate to the assessment; they do not replace safeguards needed to control hazards at their source.
  • Document the selected measures, how they address the assessed hazards, and how their operation will be verified.

No single safeguard is right for every pilot. For example, a light curtain may be one element in a design, but installing one does not by itself establish that the cell is safe.

Evaluate collaborative operation and AI behavior explicitly

“Collaborative” and “AI-enabled” are not safety findings. Decide whether the task requires a person to share a workstation or workpiece, be near the robot while it moves, or potentially contact it. Assess the robot system and end-effector together, identify the safety functions the application needs, and evaluate potential contact and safeguards for the specific task.

For an AI-enabled system, describe what the AI can change or control in operation and what limits constrain that behavior. Confirm that the integrated application remains within its assessed operating envelope. If the model, software, task, end-effector, or worker access changes, treat that as a potential change to the application and review it before returning to live operation. The official sources cited here do not establish a universal AI-specific factory-pilot certification or validation protocol.

Compare candidate designs against the task and its risks

If more than one layout or operating approach could perform the task, compare the alternatives on the same application-specific questions. A design that reduces routine exposure may still create difficult access for jam clearing or maintenance.

Decision factor Question to resolve
Need for shared space Does the task require a person to work near or alongside the moving robot, or can the work be arranged to separate people from motion?
Contact and other hazards What hazards could arise from the robot, end-effector, workpiece, or environment, and how severe and likely is exposure?
Safeguards and safety functions Do the safeguards cover the relevant access points and operating modes, and can the required safety functions be verified?
Non-routine access Can authorized workers safely set up, clear jams, teach, clean, and maintain the system?
Configuration changes How would changes to the end-effector, workpiece, or task affect the assessment and safeguards?
Behavior constraints Can the system’s behavior be constrained and monitored within the defined operating envelope?
Verification effort What evidence and work are needed to verify the installed application, not just its components?

Commission the installed system before live operation

Set application-specific acceptance criteria before commissioning. Verify the safeguards and safety functions in the installed configuration and in the operating modes identified by the assessment. OSHA’s Technical Manual describes site acceptance as a typical verification point and recommends retaining test records.

  1. Confirm the installation matches the assessed design. Check the robot, end-effector, workpiece, interfaces, work area, and safeguards against the approved baseline.
  2. Test safeguards and safety functions. Verify them under the expected modes and access conditions, and record results against the acceptance criteria.
  3. Resolve open issues. Do not treat an unverified safeguard or unresolved safety issue as accepted merely because the system can complete the task.
  4. Prepare and train authorized personnel. Ensure people who operate, supervise, set up, or maintain the application understand their roles, applicable safe procedures, and how to stop or report a concern.
  5. Retain records. Keep the risk assessment, configuration, test results, training records, and safety review findings together so later changes can be assessed against the approved baseline.

Run the pilot as a controlled operation

Once accepted for the defined scope, operate under a limited envelope with named authorization and supervision. Decide in advance what requires an immediate stop and who is responsible for assessing whether work can resume.

  • Stop and review after an injury, near miss, unexpected motion, safeguard failure, or other event that suggests the assessment or controls may be inadequate.
  • Pause for change review before a software or AI-model update, a new task, an end-effector change, altered worker access, or a safeguard bypass. Reassess and verify affected safeguards before restarting.
  • Track operating evidence such as interventions, near misses, safeguard reliability, and maintenance demands, alongside task performance and operational value.
  • Make reporting practical so operators can raise concerns and report abnormal behavior without being expected to diagnose the underlying technical cause.

These are prudent controls for a bounded pilot based on application-specific assessment and review principles; they are recommendations, not quoted OSHA regulatory text.

Use applicable standards and legal requirements for the site

OSHA’s Robotics – Standards page states that there are currently no specific OSHA standards for the robotics industry. It lists consensus standards, including ANSI/RIA R15.06 and ISO 10218-related material, while distinguishing consensus standards from OSHA regulations. The absence of a robotics-specific standard does not remove other applicable workplace requirements. Confirm the legal and standards obligations for the facility with qualified safety and legal professionals.

Edition matters: ISO’s catalog identifies ISO 10218-1:2025 as Edition 3, published in February 2025. Part 1 covers industrial robots themselves; ISO 10218-2 addresses integration into complete systems. Check which editions are adopted or applicable in the pilot’s jurisdiction rather than assuming an older reference governs. OSHA’s cited material is U.S.-specific; facilities elsewhere need to identify their own local legal and standards obligations.
