You can run recorded news clips as a 24/7 YouTube Live broadcast by feeding a continuous, scheduled playlist or playout program into a software or hardware encoder connected to YouTube Live Control Room. Before going live, clear the rights for every clip and audio element, verify your channel can livestream, and build a plan for monitoring and archiving. Recorded footage is not automatically safe to rebroadcast or monetize.
What you need for a continuous prerecorded stream
YouTube’s supported broadcast path is an encoder: software on a computer or a standalone hardware device sends the live audio and video feed to YouTube using the stream URL and stream key from YouTube Studio. Your encoder or playout setup supplies the clips, order, transitions, graphics, and audio. YouTube explains how to connect an encoder, but does not prescribe a particular playlist scheduler or guarantee a 24/7 playout service. Choose an encoder path

YouTube documents both paths and recommends professional-grade hardware encoders for higher-production-value events; it does not require a hardware encoder for prerecorded news clips. Choose based on the production and continuity requirements of your setup, not on an assumption that hardware is mandatory.

Check rights before building the playlist
For each clip, confirm that you have permission to transmit it live on YouTube in every territory where viewers may access the stream. Check whether the permission also covers an archive or replay. Account for the clip itself and any embedded music, footage, photographs, graphics, or other protected material, as applicable, and record any attribution requirements.

YouTube’s livestream terms say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world.” The terms also require compliance with applicable laws and regulatory requirements in the stream territory. Read the Livestream terms and conditions.
YouTube scans live broadcasts for third-party content, including other live broadcasts. A detected match can prompt a warning; if the material remains, YouTube may replace the broadcast with a placeholder, interrupt it, or terminate it. If you licensed a clip, ask the rights owner whether your channel must be added to their Content ID allowlist. A license does not by itself prevent an automated interruption. Confirm channel eligibility and prepare the playout
Check livestream access
YouTube’s current Help page says a channel must be verified and must not have had a live-streaming restriction in the preceding 90 days. First-time livestream activation can take up to 24 hours, and YouTube states a minimum age of 16 to livestream. Check access well before the planned launch in YouTube’s live-streaming requirements; activation timing and channel eligibility should not be left until broadcast day.

Arrange cleared clips into the intended running order and prepare the transitions, graphics, and audio that the encoder will send. Confirm each item is actually cleared for this live use. Test the playlist from beginning to end, including what happens when it reaches the end, a file fails, or the playout application or encoder needs to restart. YouTube’s encoder instructions do not specify a playlist automation application, so verify that the tool you choose supports the unattended behavior your schedule requires.

Connect the encoder to YouTube Live
- Open Live Control Room. In YouTube Studio, select Create → Go Live, then create or schedule the stream in Live Control Room. Follow YouTube’s encoder connection guide for the current Studio flow.
- Copy the connection details. Get the stream URL and stream key shown for the stream in Live Control Room and enter them in the encoder’s connection settings. Treat the key as private: it is the credential that tells the encoder where to send the feed and lets YouTube accept it.
- Start the playout and check the preview. Send the feed from your encoder, then confirm the video and audio appear correctly in Live Control Room before starting or sharing the broadcast.
- Check audience access and quality. Verify the watch page is accessible as intended and inspect the sound and picture. If you record a local copy or use a backup encoder, confirm those workflows work rather than assuming they will.
Monitor the broadcast and plan for archives
A continuous broadcast needs active checks for a usable live signal, playback failures, copyright warnings, and encoder or network interruptions. YouTube advises previewing the feed, checking accessibility and audio/video quality, monitoring local archive growth where applicable, and testing backup-encoder failover. Set a process for who checks the stream, how an interruption is handled, and how the encoder is restarted.
Do not assume YouTube will preserve a 24-hour run as one automatic archive. YouTube says streams under 12 hours are automatically archived; for a longer broadcast, plan and verify your archive workflow instead of relying on one automatic recording. See YouTube’s encoder and archive guidance.

Copyright permission does not guarantee monetization
Rights clearance and monetization eligibility are separate questions. YouTube’s channel monetization policies apply to livestreaming and may treat republished material with little original commentary, substantive modification, or educational or entertainment value as reused content. The policy can apply even if the creator has permission to use the material. Add meaningful original reporting, context, analysis, or other clear audience value; that can make the program more original, but it does not guarantee monetization approval. YouTube says its July 15, 2025 update renamed “repetitious content” to “inauthentic content” to clarify its treatment of repetitive or mass-produced work, while the reused-content policy did not change.
