To keep a 24/7 YouTube channel playing pre-recorded videos in a changing order, use two parts: a playlist or broadcast-automation system to choose what plays next, and an encoder-based YouTube Live stream to deliver the continuous feed. YouTube’s Live Control Room handles the broadcast connection and preview; do not assume it will shuffle a playlist or prevent recent repeats for you.
How rotation works
Sequencing and delivery are separate jobs. Your automation system selects the next video from your library; an encoder sends the resulting continuous video feed to YouTube Live. YouTube’s documentation describes the encoder connection and the separate concepts of a live stream and a live broadcast, including a 24/7 feed scenario, but does not establish a universal YouTube setting for a fresh, non-repeating playlist order. Before choosing a tool, confirm how it actually rotates videos. “Shuffle” can mean different things: a new order each time the library finishes, a random selection for each slot, or a selection that avoids items played recently. Those behaviors are not interchangeable.

Set up and test the rotation
- Confirm livestream eligibility. YouTube says the channel must be verified and must not have had live-streaming restrictions in the prior 90 days. Check the current eligibility guidance in YouTube Help.
- Choose the rotation rule and automation system. Decide whether you want a freshly shuffled order for each cycle or random selection with recently played videos excluded. Verify that the system supports the exact rule, and test it with a small library before relying on it. YouTube’s official Live documentation does not establish these playlist features, so confirm them with the automation vendor.
- Create an encoder-based live stream. In YouTube Studio, create or schedule a stream using an encoder. Copy the Live server URL and stream key from YouTube into the corresponding fields in your encoder. YouTube’s encoder setup instructions explain the connection. Treat the stream key as a credential: do not publish it or share it with anyone who should not be able to send video to your channel.
- Preview before publishing. Check the incoming feed in Live Control Room before going live. Confirm that the sequence changes as intended, the audio and picture are correct, and the watch page is accessible on the devices your audience uses. YouTube recommends previewing and monitoring stream quality in its live-streaming tips.
- Test the failure and restart cases. Find out what the automation does if the process restarts, the playlist runs out, or the network connection drops. Test recovery before depending on the channel to run unattended. Monitor stream health while it is live; an intended sequence is not useful if the encoder stops sending a feed.
- Plan archive boundaries. YouTube’s encoder instructions say streams under 12 hours are automatically archived. The cited guidance does not establish the same automatic archive behavior for streams longer than 12 hours, so do not assume a longer continuous stream will be archived in the same way. What to check when comparing automation and encoder options
Compare the automation system and encoder as a connected workflow, not as interchangeable products. A hardware encoder is a real category, but hardware alone does not establish that a playlist can be rotated without repeating its order.

For API-managed broadcasts, keep YouTube’s two resources distinct: a liveStream represents ingestion settings, while a liveBroadcast represents the broadcast. Google’s API documentation describes a 24/7 feed continuing while a separate interview broadcast is created from the same stream. This API model is useful context, but it does not itself supply a non-repeating playlist rule.
