A falling account balance is not, by itself, a reason to sell. Review your portfolio by starting with your investment plan, goals, time horizon, risk tolerance and cash needs; then compare your actual allocation with the allocation you intended to hold. Only after that should you decide whether to rebalance, change the plan or make no trade.
The process below is a decision checklist, not a forecast of when markets will recover or individualized investment advice. U.S. guidance from the Securities and Exchange Commission (SEC) and FINRA is used where noted; investors elsewhere should apply local tax and regulatory rules.

What a sell-off does—and does not—tell you
A broad market decline changes current prices and portfolio weights. It does not reveal your ideal stock, bond or cash allocation, and it cannot determine whether a particular investment still belongs in your plan. That answer depends on what the money is for, when you need it, how much loss you can financially absorb and how much volatility you can tolerate without abandoning the plan.
Reviewing a portfolio during a sell-off has two separate jobs:

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Risk control: check whether the portfolio has drifted away from its intended mix or contains concentrations you did not mean to take.
- Plan review: determine whether your goals, time horizon, income, emergency reserves or tolerance for losses have changed enough to justify a new target allocation.
Do not treat those jobs as interchangeable. Rebalancing restores a target; changing the target is a new planning decision.
Step 1: Re-read the plan before looking for trades
Find the written investment policy, retirement plan notes or other record that describes why you invest. If you have no written plan, create a one-page version before making a sell-or-buy decision. Include each goal, its approximate date, the amount needed and the account intended to fund it.
List goals by timing and purpose
| Goal information | Questions to answer |
|---|---|
| Purpose | Is the money for retirement, education, a home purchase, a reserve or another specific need? |
| Approximate date | When might withdrawals begin, and is that date flexible? |
| Amount and cash-flow pattern | Will you need one large payment or a series of withdrawals? |
| Changes since the plan was written | Have income, employment, debt, family circumstances or the goal amount changed? |
A sell-off can make a long-term goal feel immediate even when its date has not moved. Write down the actual timing before allowing headlines or an account statement to change the decision.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCheck near-term liquidity and emergency savings
FINRA and the SEC both emphasize the importance of liquidity. Identify rent or mortgage payments, tuition, taxes, medical costs, planned purchases and any other expense that could force a sale. Also check whether your emergency savings remain adequate for your circumstances. A portfolio that is suitable for a distant goal may be unsuitable for money you could need soon.
If a job change, income interruption or large bill is possible, separate that cash requirement from the long-term portfolio review. Selling a volatile asset to meet a known short-term obligation can turn a temporary price decline into a realized loss.
Step 2: Assess both kinds of risk tolerance
Risk tolerance has two parts that should be considered together:
- Willingness: your emotional ability to remain invested through losses and uncertainty.
- Ability: your financial capacity to withstand a loss without failing to meet obligations or goals.
Someone may be willing to accept volatility but unable to do so because withdrawals are approaching. Another investor may have a long horizon and strong finances but discover that the current level of volatility causes repeated panic selling. Either situation can justify revisiting the target allocation, but neither is solved by an impulsive trade made at the day’s lowest price.
Use the five-year test carefully
SEC risk guidance says investors saving for a goal five years or less should avoid risky investments because they may have to sell at a loss when the money is needed. This is general U.S. educational guidance, not a personalized allocation prescription. Apply it to the timing and flexibility of each goal rather than labeling your entire portfolio as either safe or risky.

Record what the sell-off revealed
Write down what specifically made you consider selling: a projected cash shortfall, a concentration, a change in employment or simply discomfort with the headline. A change in circumstances is evidence for a plan review. Fear caused only by a lower statement value is information about your feelings, not proof that the allocation is wrong.
Step 3: Inventory every holding and calculate the actual mix
Review all relevant accounts together when possible: taxable brokerage accounts, workplace plans, individual retirement accounts and cash accounts. Looking at one account in isolation can hide an overall concentration or an unintended stock-heavy allocation.
Calculate current weights
For each asset category, divide its current market value by the total value of all investments being evaluated. For example, if stocks are worth $60,000, bonds $30,000 and cash $10,000, the current mix is 60% stocks, 30% bonds and 10% cash. Compare those percentages with the target in your plan, not with a generic model found online.
Recommended Free Tools
Use the same classification method throughout the review. A fund may hold both stocks and bonds, and a cash-like holding may have different risks from a bank deposit. If you cannot determine how an investment should be classified, read its official holdings and risk disclosures or ask a qualified professional.
Look across account boundaries
Employer stock, a concentrated taxable position or a large cash balance in one account can materially change your household allocation. Include investments held through automatic workplace contributions and any securities outside your main brokerage account. Note the account type because taxes and withdrawal rules may affect which holding is practical to trade.
Measure drift from the target
For each category, subtract the target percentage from the current percentage. A positive result means overweight; a negative result means underweight. A decline in stocks can make stocks underweight, while a decline concentrated in one sector can leave that sector overweight relative to the rest of the portfolio. The arithmetic identifies drift; your written policy determines whether the drift is large enough to act on.
Step 4: Test whether diversification is real
Diversification spreads exposure, but it does not eliminate market risk. The SEC states: “Diversification can’t guarantee that your investments won’t suffer if the market drops.” It can, however, reduce the damage from dependence on one company, issuer, sector or market segment.
Do not infer diversification from a fund label
A mutual fund or exchange-traded fund is not automatically diversified. A fund focused on one industry, country, company size or theme may leave major gaps. Check the number and size of its positions, the sectors represented, geographic exposure and whether several funds own the same top holdings.

Check individual-company and employer-stock exposure
List any single company that represents a meaningful share of your total investments, including employer shares and stock received as compensation. Consider how a job loss could affect both income and that company holding at the same time. The portfolio review should make this overlap visible before you decide whether to reduce it.
Inspect bonds for issuer and interest-rate risk
Bonds can lose value during a sell-off, particularly when interest rates rise or when investors reassess an issuer’s ability to pay. Review maturity, credit quality, issuer concentration and whether a bond fund is broad or narrowly focused. A bond allocation is not a guarantee that the account will rise when stocks fall.
Step 5: Decide whether you need rebalancing or a new plan
The SEC’s Investor.gov guide defines it plainly: “Rebalancing is bringing your portfolio back to your original asset allocation mix.” Rebalancing manages drift; it does not promise higher returns, prevent losses or predict the next market move.
When rebalancing may fit
Rebalancing may be appropriate when your goals, time horizon, risk tolerance and financial circumstances are substantially unchanged, but market movements have pushed the actual mix outside the limits in your plan. The purpose is to restore the intended level of risk, not to sell merely because prices fell.
When the target itself deserves review
Reconsider the target allocation if a goal date moved closer, planned withdrawals increased, emergency savings weakened, income became less secure, debt changed materially or your ability or willingness to tolerate losses changed. A price decline alone does not answer whether the target should change. Make that decision using the full situation and document the reason.
Step 6: Choose a review and rebalancing method you can follow
No single interval or drift threshold is established as correct for every investor. Choose a rule that is clear enough to follow in both calm and volatile markets, then record it in the plan.
| Method | Trigger | How trades or cash flows work | Monitoring and costs |
|---|---|---|---|
| Calendar review | Check on a recurring date, such as annually or semiannually. | Trade only if the review shows meaningful drift; otherwise leave the portfolio alone. | Simple to schedule, but may review too early or too late relative to market moves. Trading can create costs and tax consequences. |
| Threshold review | Act when an allocation moves beyond a pre-set percentage or relative band. | Buy underweight areas and sell overweight areas when the threshold is reached. | Responds to actual drift but requires monitoring. Frequent threshold breaches can increase trading and tax effects. |
| Calendar plus threshold | Check on a schedule and act only when a threshold is also met. | Combines a regular review with a minimum amount of drift before trading. | Can reduce unnecessary trades while preserving a routine, but is more involved to administer. |
| Cash-flow rebalancing | New contributions, dividends, interest or planned withdrawals create an opportunity. | Direct incoming money toward underweight categories or take withdrawals from overweight categories where practical. | May reduce selling, transaction costs and taxable realizations, but cannot always correct a large imbalance by itself. |
The SEC and Vanguard describe these approaches as alternatives rather than a universal prescription. Select one that matches the size of the portfolio, the accounts you use and the amount of monitoring you can reliably perform.
Step 7: Rebalance in a tax- and cost-aware order
Use new money and income flows first when practical
Before selling, consider directing future contributions, dividends and interest toward underweight categories. If you are taking withdrawals, taking them from an overweight category may move the mix toward its target. These methods can reduce the need to realize gains, but they may be too slow for a large drift or unsuitable for a specific account.

Evaluate the account before selling
Tax treatment depends on the account type, the holding period, your tax situation and local law. A sale in a taxable account may create a gain or loss; a trade inside a tax-advantaged account may have different consequences. The SEC and Vanguard both warn that tax consequences and transaction costs should be considered. Do not assume that a familiar tax rule applies to your circumstances, and seek qualified tax advice when the decision is material.
Check costs and implementation details
- Review commissions, bid-ask spreads, fund trading charges and any account-level fees that could apply.
- Confirm the exact security, share class, order type and settlement details before submitting an order.
- Use limit orders or other safeguards only when you understand their trade-offs; an order that does not execute can leave the allocation unchanged.
- Record the old allocation, the reason for the trade, the amount and the resulting allocation.
Do not turn a rebalance into an unplanned market-timing exercise. If the plan calls for reducing an overweight category, make the change according to the documented rule rather than adding a prediction about the next market day.
Step 8: Document the decision and set the next review
Keep a dated record containing your goals, target allocation, actual allocation, drift, liquidity assessment, diversification findings and the action taken. If you made no trade, record why. This prevents each new headline from restarting the entire decision process.

Do not make an all-or-nothing decision from a headline
Moving an entire portfolio to cash or doubling exposure to a falling asset changes the risk profile dramatically. Before any large move, identify the goal, the time horizon, the cash requirement and the specific allocation rule that supports it.
Do not confuse a lower price with a cheaper risk
A security can fall because of broad market conditions, a sector problem, an issuer’s financial deterioration or a change in its long-term prospects. Review the holding’s role and concentration rather than assuming every decline is either a buying opportunity or a reason to exit.
Be skeptical of guaranteed or risk-free return pitches
FINRA and the SEC warn that volatile markets can attract fraud. Treat urgent messages, pressure to transfer money, guaranteed returns and claims of no risk as warning signs. Verify any financial professional through the official registration-check resources available in your jurisdiction before sharing money or personal information.

Common situations and the appropriate branch of the checklist
You need the money within five years
Separate that goal from long-term assets, review emergency reserves and assess whether the current holdings could require a sale at a loss. SEC guidance says to avoid risky investments for goals five years or less because the money may be needed before prices recover. The exact mix remains a personal planning decision.
Your employer stock dominates the portfolio
Count the shares in every account and consider the link between your paycheck and the company’s results. A plan to reduce concentration should account for taxes, trading windows, employer restrictions and the need to preserve emergency cash.
Several funds appear different but own the same companies
Combine their underlying holdings and calculate the total exposure. Replace the fund labels with the economic exposures they create: company, sector, country, market segment and issuer.

You are below the target stock allocation after the decline
If your goals and risk capacity are unchanged and your policy calls for rebalancing, direct new money toward stocks or sell overweight categories as the plan permits. Do not increase risk beyond the target merely because prices are lower.
You cannot tolerate the current volatility
Distinguish a temporary emotional reaction from a lasting change in willingness or ability to take risk. If the evidence points to a genuine mismatch, revise the target deliberately, then implement it in a tax- and cost-aware way rather than making an unplanned sale.
Use digital tools without outsourcing the decision
A spreadsheet or portfolio-analysis feature can aggregate accounts, calculate weights and reveal overlapping holdings. The SEC notes that investment websites may provide portfolio-analysis resources for examining allocation and diversification. Such tools can organize information; they cannot determine your goals, liquidity needs or suitable risk level.
When using an online service, verify that account connections are secure, review permissions, export or save a copy of your data and check calculations against statements. Do not enter account credentials into an unsolicited link or send money to a person who contacted you unexpectedly.
