To reverse GST input tax credit (ITC), first identify why the credit is being reversed and whether the reversal is permanent or may be reclaimed later. For the revised GSTR-3B Table 4 format, CBIC guidance generally places specified permanent reversals in Table 4(B)(1), conditional reversals in Table 4(B)(2), and an eligible later reclaim in Table 4(A)(5), with the reclaim disclosed in Table 4(D)(1). Then reconcile those entries with GSTR-2B, your supporting records and the annual return for the relevant financial year.

This guide covers Indian GST reporting. The correct treatment depends on the transaction, tax period and applicable provisions; the reporting examples below are not a taxpayer-specific eligibility determination.

Classify the reversal before entering it

Do not treat every ITC adjustment alike. A reversal may be permanent, or it may be conditional: the credit is reversed now but could be reclaimed if the prescribed condition is later met. The reason for the adjustment and its governing provision determine the reporting path. CBIC Circular 170/02/2022-GST gives examples, but they should not be treated as an exhaustive list of every possible ITC issue. See the CBIC circular and the CBIC ITC Rules.

Situation GSTR-3B reporting in the cited guidance What to verify
Specified permanent reversals, including the cited Rule 38, Rule 42 and Rule 43 reversals, and ITC ineligible under section 17(5) Table 4(B)(1) Confirm the legal basis and the rules applicable to the tax period.
A reversal that may be reclaimed after a prescribed condition is met, with Rule 37 and certain section 16(2) situations given as examples Table 4(B)(2) Record the original reversal and wait until the relevant reclaim condition is met.
Eligible reclaim of an amount previously reversed in Table 4(B)(2) Table 4(A)(5), with the reclaimed amount disclosed in Table 4(D)(1) Establish that the condition permitting reclaim has been fulfilled.
Net ITC after reversals in the revised Table 4 Table 4(C) = Table 4(A) − Table 4(B) Check the figures against your self-assessed position; prefilled entries may need correction.

The field mapping is from CBIC Circular 170/02/2022-GST and the GST Portal’s Table 4 advisory. Neither the field label nor an example alone establishes that a particular invoice qualifies for credit.

Use the correct GSTR-3B Table 4 format for the period

The GST Portal advisory says the revised Table 4 reporting applies from the August 2022 return period and does not apply to periods before August 2022. If you are correcting an older return or reviewing historical figures, check the form instructions that applied to that period rather than retroactively applying current labels. The advisory describes available ITC in Table 4(A), reversals in Table 4(B), and net ITC in Table 4(C), calculated as A minus B.

Enter the reversal and keep a reclaim trail

  1. Establish the reason. Identify the relevant transaction, provision, tax period and records. Distinguish ineligible credit or apportionment adjustments from a reversal that could later qualify for reclaim.
  2. Choose the matching reversal field. For the specified permanent reversals described in the circular, use Table 4(B)(1); for a qualifying conditional reversal described there, use Table 4(B)(2). Do not assume the examples cover every case.
  3. Check what has already been reported. Compare the proposed adjustment with the source data and prior returns so an amount already reversed or never availed is not counted again.
  4. Calculate net ITC. In the revised Table 4, check that Table 4(C) reflects Table 4(A) less Table 4(B), and that the entries agree with your self-assessed figures.
  5. Document any later reclaim. If the condition for reclaim is fulfilled, the circular describes reporting eligible reclaimed ITC in Table 4(A)(5) and disclosing it in Table 4(D)(1). Keep a ledger trail linking the original reversal, the event that satisfied the condition and the later entry. This is practical reconciliation guidance based on the reporting relationship, not a separate statutory recordkeeping rule established by the cited material.

Reconcile GSTR-3B with GSTR-2B without treating the statement as the eligibility test

Use GSTR-2B to help compare statement information with the ITC figures reported in GSTR-3B, but do not assume that a figure’s presence or absence in the statement alone settles every legal eligibility question. The GST Portal FAQ explains that some items are reported separately and describes reverse-charge credit entry after payment of tax. Review the GST Portal GSTR-2B FAQ alongside the transaction records and the applicable rules.

  • Investigate differences between GSTR-2B and GSTR-3B, and distinguish statement reconciliation from the separate assessment of legal eligibility.
  • Check whether an amount was already included in GSTR-3B or previously adjusted before entering another reversal. Avoid double-counting credit that was not availed.

The portal’s Table 4 advisory describes treatment in Table 4(D)(2) for specified ITC unavailable as reflected by GSTR-2B. Before adding a reversal, check whether the amount was included in Table 4(A); an unavailable amount that was never availed should not be reversed a second time. Use the advisory and FAQ for the applicable case rather than applying one treatment to every difference.

Carry the adjustment into the annual return reconciliation

For the relevant financial year, tie the ITC and reversal figures in periodic returns to the supporting records and annual return. The cited CBIC GSTR-9 instructions say the difference in the described reconciliation row should ideally be zero. That instruction is tied to the cited form material, so verify the annual-return version and instructions applicable to your financial year in the CBIC CGST Rules and Forms PDF.

Before filing, confirm the period-specific treatment

The principal circular and portal advisory cited here date from 2022. GST rules, forms and portal behavior can change, so check current CBIC notifications and GST Portal instructions for the exact tax period and financial year before filing. An invoice-level conclusion requires the underlying facts and records; the reporting map here does not calculate a particular taxpayer’s liability.
