How to Retrofit an Industrial Steam System for Heat-Pump Integration

Retrofit an industrial steam system by mapping heat sources and process sinks first, then selecting a heat-pump temperature lift, integration layout and control strategy that fit the existing plant. In many facilities, the lowest-risk arrangement is a parallel heat-pump-fed exchanger: recovered heat serves the process first, while the existing steam valve remains available for trim, peaks, startup and backup.

This is not a boiler replacement. It is a site-specific process, controls, electrical and safety project. The right design depends on source temperature and cleanliness, steam pressure, load duration, operating schedules, storage options, electricity and fuel prices, grid capacity, and the reliability role the current boiler must retain.

What a heat-pump steam retrofit is—and is not

An industrial heat pump moves heat from a lower-temperature source to a higher-temperature sink. In a steam retrofit, the source may be condenser heat, hot wastewater, drying exhaust, refrigeration reject heat, warm process liquor or another stream that is currently rejected or underused. The sink may be a process hot-water loop, an existing heat exchanger or a steam header.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The heat pump can therefore play several roles:

  • Preheat a process stream so the steam exchanger supplies less duty.
  • Meet a defined base load while the boiler handles peaks.
  • Supply an intermediate hot-water loop that feeds new or existing exchangers.
  • Generate steam directly or through a cascade when the required pressure and temperature are within the selected system’s operating envelope.

Keeping the boiler does not mean the project failed. Retaining steam for peak demand, startup, outages and unusual batches can preserve service reliability while reducing fuel use. A full-load heat pump may be technically possible but economically or electrically unnecessary.

The International Energy Agency describes large industrial heat pumps as established up to about 150°C in broad terms. That statement is not a guarantee that every heat pump can produce steam at every pressure, capacity or operating condition. Capacity, efficiency and stability must be established for the actual source, sink, temperature approach and duty cycle.

Begin with a source-and-sink map

The first deliverable should be a measured heat-and-steam baseline, not a preferred equipment list. Map every source of recoverable heat and every process sink that could use it, then match temperature, flow and timing.

Data to collect on the steam side

  • Steam-header pressure and temperature at the boiler and major branches.
  • Boiler fuel consumption, steam production and turndown behavior.
  • Loads for each end use, including heat exchangers, tanks, dryers, evaporators and sanitation systems.
  • Condensate return rates, temperatures, contamination risk and flash-steam recovery.
  • Steam-valve positions, control-loop setpoints, sensor locations and interlocks.
  • Startup, shutdown, batch, seasonal and weekend schedules.
  • Peak, average and minimum loads, preferably as a load-duration curve rather than a single nameplate figure.

Data to collect on potential heat sources

  • Temperature and flow over the full operating schedule, not just a favorable snapshot.
  • Available heat after existing recovery systems and other users have been served.
  • Fluid composition, fouling tendency, corrosiveness, particulates and cleanliness requirements.
  • Whether the stream is continuous, batch-based, weather-dependent or tied to another production line.
  • Distance to the proposed heat-pump room, exchanger and electrical connection.
  • Discharge-temperature limits and any process, environmental or permit constraints.

Use the four screening questions

The U.S. Department of Energy’s industrial steam technical brief frames an initial screen with four questions: “Where is heat available from the process?” “Where is heat required in the process?” “What is the value of saved energy?” and whether non-energy benefits, such as environmental or product-quality improvements, apply. Answering them with measured data exposes mismatches early.

Reduce demand before sizing the heat pump

Electrification should follow avoidable-demand reduction. Check insulation, steam-trap performance, condensate recovery, exchanger fouling, control stability, leaks, unnecessary high-temperature operation and opportunities to recover heat internally. Process scheduling and thermal integration can also reduce the peak that a new heat pump must cover.

The International Energy Agency states that prioritising efficiency maximises the impact of later electrification and strengthens the business case for switching from fossil fuels. A smaller, better-utilised heat pump usually needs less capital, less electrical capacity and less backup equipment. Record the pre-improvement baseline so savings are measured against the same production and weather conditions.

Match temperature lift, pressure and operating hours

Temperature lift is the difference between the useful source temperature and the required delivery temperature. As lift increases, the heat pump normally faces a harder efficiency and capacity trade-off. The design team must also account for exchanger approach temperatures, pressure losses, source-temperature drift and the minimum stable operating point.

Direct process heating versus steam production

If the process can use hot water or another liquid loop, direct process heating may avoid the extra temperature and pressure requirements of steam generation. A new heat exchanger can then be installed beside the existing steam exchanger, with the heat-pump loop carrying the base duty.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the process genuinely requires steam, compare a heat pump that produces steam directly with a system that heats an intermediate loop feeding a steam generator or exchanger. Steam pressure, dryness requirements, condensate handling, sanitary design and pressure-system codes become part of the selection.

Open, closed and combined cycles

Industrial steam-generating concepts can use open, closed or combined-cycle arrangements. The choice affects how process vapor, working fluid and intermediate heat exchangers are connected, as well as controls, storage, safety and maintenance.

Arrangement Typical integration question What must be compared Evidence from the Swiss retrofit study
Open cycle Can a process stream or vapor be upgraded directly while meeting cleanliness, pressure and working-fluid requirements? Source composition, separation, contamination control, pressure control and safe operating envelope. DSM’s modeled processes favored an open-loop concept.
Closed cycle Can a sealed refrigerant or working-fluid circuit transfer heat through exchangers without process-fluid contact? Temperature lift, working-fluid safety, exchanger approach, charge, serviceability and controls. The study evaluated closed-cycle concepts alongside other options.
Combined cycle Would staged temperature upgrading or more than one thermodynamic loop better fit a large lift? Stage-to-stage temperature match, controls, capital, storage and failure behavior. The modeled UCB Farchim case favored a combined-cycle concept despite a high lift.

These case outcomes are not transferable selections. They demonstrate why topology must be chosen from the site’s source, sink, pressure and schedule data.

Compare retrofit layouts before choosing equipment

Parallel heat exchanger with steam trim

In the most direct hybrid arrangement, a new heat-pump-fed exchanger sits beside the existing steam exchanger. The heat pump supplies the process first; the steam valve opens only when the process needs more heat than the heat pump can deliver or when the heat pump is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Sustainable Energy Authority of Ireland gives an example for an 80°C process in which “a new heat exchanger will be introduced adjacent to the existing steam heat exchanger.” In that example, the new exchanger supplies heat slightly above the target process temperature before the existing temperature sensor. The sensor can therefore satisfy the temperature loop without opening the steam valve while the heat pump is carrying the load.

Treat that arrangement as an integration example, not a universal piping prescription. Confirm sensor position, valve authority, minimum steam conditions, process safeguards, high-temperature limits and failure response with the site’s controls and process-safety engineers.

Intermediate hot-water loop

A hot-water loop separates the heat pump from several process users. It can simplify distribution and allow sinks with similar temperature requirements to be grouped. It also introduces pumps, expansion volume, additional exchangers, heat loss and another control layer.

Steam-header contribution

A heat pump may contribute to a steam header through a suitable steam-generating arrangement. This can make multiple users accessible, but it raises the importance of steam pressure control, water quality, pressure-vessel design, non-return protection, condensate routing and coordination with the boiler master control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dedicated process skid

For one stable, high-utilisation load, a packaged heat-pump skid and dedicated exchanger may be simpler than connecting to the entire steam network. The trade-off is less flexibility if production changes or the original process expands.

Design the controls around the existing steam logic

A retrofit succeeds or fails at the control boundary. Draw the existing loop before changing it: process-temperature sensor, controller, steam valve, boiler response, alarms, interlocks and operator overrides.

  1. Define the controlled variable. Decide whether the primary loop controls process outlet temperature, a hot-water supply temperature, steam pressure or another validated variable.
  2. Set the heat-pump priority. Establish the normal operating range in which recovered heat is dispatched first.
  3. Define steam trim. The steam valve should open for residual duty, heat-pump capacity limits, startup, rapid recovery or a declared fault—not because two controllers are fighting over the same sensor.
  4. Coordinate ramps. Prevent simultaneous aggressive changes in heat-pump output and steam-valve position. Use rate limits, deadbands or supervisory sequencing where appropriate.
  5. Specify fallback states. A trip, low source temperature, high discharge temperature, loss of flow, refrigerant alarm or electrical failure must produce a known safe state and a defined steam response.
  6. Trend the proof points. Log source and sink temperatures, flows, heat-pump power, steam-valve position, steam flow, alarms and production rate so performance can be verified.

Where demand is intermittent, group sinks with similar temperature requirements and evaluate a thermal buffer. Storage can absorb short load spikes, reduce cycling and allow the heat pump to run when the source is available rather than exactly when a batch calls for heat.

Choose the heat pump’s role in the load

Role Heat-pump duty Steam system duty Why a site may choose it
Base load Runs during the most predictable operating hours. Covers peaks, startup and outages. High utilisation with retained reliability.
Peak shaving Runs during selected high-demand periods. Supplies normal load outside those periods. Can limit electrical capacity or avoid a full-size heat pump.
Preheating Raises feed or process temperature before the steam exchanger. Provides the final temperature lift. Useful when the source temperature is insufficient for full process duty.
Backup or resilience Operates when economically or operationally advantageous. Remains the primary guaranteed source. Allows staged electrification with limited process risk.

Use a load-duration analysis to set the division of duty. A nameplate peak alone can oversize the heat pump; an average load alone can leave the plant without adequate recovery speed or backup.

Account for storage and source variability

Storage is valuable when heat supply and demand do not coincide. A buffer tank, pressurised hot-water volume, phase-change system or steam accumulator may smooth batch demand, depending on temperature, pressure and code requirements. The storage choice must be evaluated with usable temperature range, charge and discharge rates, standing losses, footprint, water treatment and controls.

Storage does not create energy. It can, however, let the heat pump run at steadier conditions, use a variable waste-heat source more effectively and reduce the need to size equipment for a brief spike. Model source outages and production interruptions explicitly.

Build an economic and electrical case

Prepare a screening case, then a detailed investment case. Include:

  • Heat-pump, exchanger, pumps, piping, controls, storage and building works.
  • Steam-system modifications, engineering, installation, commissioning and production downtime.
  • Electricity consumption at the expected source and sink temperatures.
  • Fuel saved by the boiler, including the effect of boiler efficiency and part-load operation.
  • Maintenance, refrigerant or working-fluid service, water treatment and operator training.
  • Annual operating hours, seasonal production and expected availability.
  • Carbon impacts based on the actual electricity supply and operating profile.
  • Non-energy benefits such as product quality, reduced local combustion equipment operation or improved thermal control.

The investment is sensitive to the local electricity-to-fuel price relationship. The IEA identifies unfavourable electricity-to-gas ratios, long grid-connection lead times and incomplete policy frameworks as structural barriers. Use current tariffs, demand charges, connection quotations and applicable incentives for the facility’s jurisdiction; generalized prices cannot establish payback.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check grid readiness early

  • Available electrical capacity at the site and at the proposed heat-pump connection point.
  • Transformer, switchgear, protection, harmonics and motor-starting requirements.
  • Utility studies, connection lead time and any network-reinforcement cost.
  • Demand charges, time-of-use tariffs and curtailment or flexibility opportunities.
  • Whether backup generation or production continuity requirements change the electrical design.

Do not claim a carbon reduction without matching the calculation boundary to the site’s boiler fuel, electricity mix, heat-pump efficiency, operating hours and displaced steam duty.

What current demonstrations show

Demonstration results show that elevated-temperature industrial steam production is being integrated, but project stage and operating evidence matter.

Project example Reported configuration and output Qualification
Norwegian shrimp-processing demonstration Designed for 700 kW of steam at 145°C, using a cascade that upgraded about 20°C waste heat through an ammonia stage to about 80°C and then a pentane stage. A commissioning incident delayed further commissioning according to the European Commission project report.
Belgian sugar mill A pentane heat pump using waste heat around 80°C was reported to produce 3.5–4 MW of steam at 138°C or 114°C, depending on campaign. It was commissioned and operated for a limited time during part of a campaign; this is not evidence of continuous long-term operation.
Norwegian high-temperature program profile An IEA 2020 profile described a 20 kW prototype, a planned 300 kW industrial pilot and investigated process heat up to 115°C. The publication described next steps toward a market-ready solution; it does not establish present availability or current project status.

These examples are useful for framing temperature lifts, cascade concepts and commissioning risk. They are not performance guarantees for another plant.

Plan safety, compliance and commissioning

Include process-hazard and refrigerant-system reviews before equipment is ordered. The required safeguards depend on the working fluid, charge, pressure, location, ventilation and process interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Complete pressure-system, electrical, fire and hazardous-area reviews applicable to the jurisdiction.
  • Assess flammability, toxicity, leak detection, ventilation, relief discharge and emergency isolation where relevant.
  • Review process contamination paths and specify double-wall or isolation arrangements when required.
  • Confirm high-temperature, low-flow, high-pressure and low-source-temperature trips.
  • Define mechanical-completion checks, controls checkout, pressure tests, leak tests and performance-test conditions.
  • Train operators on normal dispatch, steam fallback, alarms, isolation and restart.
  • Keep a documented contingency plan for delayed commissioning or unavailable heat-pump operation.

The European demonstration reporting includes detailed risk assessments for flammable working fluids and records a commissioning incident that delayed further commissioning at one project. That is a reason to strengthen assurance, not a basis for assuming every heat-pump system has the same hazard profile.

A practical feasibility-study sequence

  1. Define the business objective. State whether the priority is fuel reduction, emissions, capacity relief, resilience, product quality or a combination.
  2. Measure the baseline. Install or validate meters for steam, fuel, electricity, source and sink temperatures, flows and production.
  3. Map recoverable heat. Rank sources by temperature, flow, cleanliness, availability and competing uses.
  4. Map sinks and schedules. Build hourly or shift-level demand profiles and identify compatible temperature groups.
  5. Remove avoidable demand. Complete insulation, controls, condensate and process-optimization measures that affect heat-pump size.
  6. Screen architectures. Compare direct process heating, an intermediate loop, steam-header contribution and open, closed or combined cycles.
  7. Model hybrid operation. Test base-load, peak-shaving, preheat and backup cases with startup, outage and source-availability scenarios.
  8. Lay out controls and storage. Show sensors, valves, interlocks, buffer volume, dispatch priority and fallback states on a control narrative and piping diagram.
  9. Check electricity and safety. Obtain preliminary utility feedback and complete a working-fluid, pressure, electrical and process-hazard review.
  10. Prepare the investment case. Include installed and integration capital, operating costs, maintenance, downtime, grid works, carbon accounting and non-energy benefits.
  11. Set verification criteria. Define delivered heat, steam quality or process-temperature targets, power limits, availability, metering and the period over which performance will be accepted.

What the final engineering package should establish

Before an investment decision, the site-specific package should state the selected heat source and sink, design temperatures and flows, steam-duty split, heat-pump capacity range, cycle and working fluid, exchanger arrangement, storage volume if any, control sequences, electrical upgrades, safety measures, installation constraints, commissioning tests and operating costs.

It should also show what remains uncertain: supplier service capability in the site’s region, utility connection timing, production downtime, seasonal source availability, permitted refrigerant or working-fluid arrangements and the emissions result under the site’s electricity supply. Those items require confirmation from local utilities, qualified engineers and the selected equipment provider.

How much industrial heat could this approach address?

The IEA’s 2026 Heat Pump Monitor estimates that commercially available industrial heat pumps could technically supply up to around 20% of global industrial heat demand, mainly in low- and medium-temperature processes. This is technical potential, not the economic potential or forecast for a particular facility.

Industry accounts for about 30% of global energy consumption, according to the IEA’s 2025 industrial renewables analysis. The same body of work reports that sectors relying primarily on low-temperature heat and steam represent roughly 70% of global industrial energy consumption. Those global figures explain the opportunity, but they do not remove the need for a measured site assessment.
