How to retain Indian IT employees when U.S. work plans are delayed

Retain employees by making the India-based role valuable now, setting a dependable communication rhythm, and building career progress that remains worthwhile even if travel never happens. A delayed U.S. assignment is a job-design and trust problem, not merely a visa problem. Give each employee meaningful ownership, a written development path, visible work, and an honest review process. Separately identify employees still in India from H-1B workers already employed in the United States, because wage and work-authorization obligations can differ substantially.

Why a delayed assignment becomes a retention risk

Employees often accept an overseas plan because it appears to offer broader work, faster growth, higher visibility, or a change in personal circumstances. When the date slips without a credible alternative, the employee can experience three losses at once: the expected opportunity, confidence in management’s information, and a clear explanation of what to do next.

Do not assume that keeping the possibility of travel alive is enough. The practical retention test is whether the employee has a worthwhile job while waiting. That means work with outcomes and ownership, access to decision-makers, skills that improve future options, and a manager who can explain what is known and unknown. The Society for Human Resource Management (SHRM) recommends personalized career pathways, manager support, wellbeing practices, intentional communication, and engagement measurement in its global-workforce guidance: SHRM global workforce toolkit.

There is no published causal estimate showing how often a delayed U.S. assignment makes an Indian IT employee resign, and no evidence here ranks one retention intervention as universally best. Treat the plan below as an operating framework that should be adapted to the employee’s role, client, project, manager capacity, and immigration facts.

Separate the employee situations before taking action

Use the first conversation to establish facts, not to defend an old forecast. Two employees described as “waiting for onsite” may have completely different obligations and choices.

  • India-based employee: The employee is working in India and waiting for a possible future assignment. The immediate questions concern role quality, career development, compensation policy, workload, and the credibility of the travel process.
  • H-1B worker already in the United States: The worker may already be employed under a petition and labor condition application (LCA). Employer-caused lack of assigned work can trigger required-wage obligations, and a change of employer may involve portability rules.
  • Employee who has not started U.S. employment: A petition, approval, or tentative travel plan does not by itself establish that the employee is working in the United States or that every H-1B nonproductive-time rule applies.
  • Employee with another status or visa: H-1B guidance cannot be generalized to every immigration category. Have counsel check the actual status, location, petition, LCA, worksite, and employment relationship.

Record the facts you will use to make decisions: current country and worksite, whether employment has begun, the employee’s availability for work, the reason work is unavailable, petition and LCA terms where relevant, planned client or project, and who can authorize a change. Do not ask managers to improvise immigration advice.

Use a written 30-day retention reset

A short, documented reset prevents an indefinite “we will let you know” period. It also gives the employee something concrete to evaluate besides a travel date that the company may not control.

  1. Hold an individual meeting. Explain what changed, what remains possible, what is outside the company’s control, and what the employee can expect in the interim. Ask what the employee expected from the assignment and which parts can be delivered through the India role.
  2. Name one owner. Identify the person responsible for the next assignment review. The owner should coordinate delivery, mobility, HR, and legal inputs rather than sending the employee between departments.
  3. Set the next update date before ending the meeting. A predictable date is more credible than a vague promise. If there is no new information, say so and report what was checked.
  4. Issue an interim-role brief. Within the first week, write down the employee’s responsibilities, outcomes, decision rights, stakeholders, expected duration, and how success will be assessed.
  5. Agree on two or three portable development goals. Each goal should be useful in India and in any later international assignment: for example, ownership of a production outcome, a technical capability, or a client-facing skill.
  6. Schedule a formal assignment review. Define the information that will trigger a decision, such as client confirmation, budget approval, petition readiness, or a change in delivery demand. Do not present a review date as a promised travel date.

Write down what the company can commit to now and what remains contingent. Avoid language that implies a guaranteed visa, flight, client start, duration abroad, or promotion unless those items are actually approved and controlled by the company.

Make the interim India role a real job

An employee who is “kept warm” with training, shadowing, or occasional tasks can reasonably conclude that the company has no plan for them. Assign work that has a customer, user, operational metric, or internal sponsor. The work does not have to imitate the future U.S. role; it has to build credible value and visibility.

Convert the expected assignment into outcomes

Start with the work the employee was expected to perform abroad. Break it into outcomes that can be delivered from India. A planned implementation role might become ownership of an integration backlog, test automation, release readiness, documentation, or a local pilot. A client-support role might become incident analysis, service-level reporting, knowledge transfer, or a runbook that the eventual distributed team will use.

Give the employee authority that matches the outcome. Specify which decisions they can make, which approvals are required, and who will review the result. “Help the U.S. team” is not an outcome; “reduce unresolved defects in module X by completing the agreed triage and fix plan” is measurable.

Offer several credible work paths

  • Client or domain work: Apply the employee’s existing domain knowledge to a local account, regional delivery, or a product backlog.
  • Internal platform work: Build or improve engineering, security, data, or operations capabilities that the company will continue to use.
  • Knowledge transfer: Create runbooks, architecture records, training sessions, or onboarding material with named users and a completion standard.
  • Mentoring and technical leadership: Coach colleagues while retaining an individual delivery responsibility; mentoring should not become unpaid, invisible labor.
  • Process improvement: Own a narrowly defined improvement such as release quality, incident response, test coverage, or deployment lead time, with a baseline and review date.

Publish the employee’s contribution in normal delivery channels: a roadmap, release note, architecture review, client update, or internal demo. Visibility should come from the work itself, not from repeatedly mentioning a future travel plan.

Build a development path that survives a canceled trip

Ask the employee, “What would make the next six months worthwhile even if travel does not happen?” Turn the answer into a written development discussion with a manager, a target capability, practice opportunities, evidence of progress, and a review date.

Choose portable goals

  • Technical depth: Ownership of a system component, reliability objective, security control, data pipeline, or automation outcome.
  • Delivery breadth: Planning, estimation, risk management, release coordination, or cross-team dependency management.
  • Client and communication skills: Leading a requirements session, presenting a design, writing an executive-ready status update, or handling a production incident review.
  • Leadership: Mentoring, delegating, facilitating a design decision, or running a retrospective with documented improvements.
  • Credentials and evidence: A relevant credential or portfolio item, paired with applied work. A certificate alone should not be treated as a promotion guarantee.

For each goal, state the opportunity available in India, the manager who will provide feedback, and the evidence that will count. Review progress during normal one-to-ones, not only at the next mobility meeting. If the role or business priority changes, renegotiate the goal in writing instead of allowing the employee to carry an obsolete plan.

Keep distributed teams connected without exhausting them

Time-zone friction can make an India-based employee feel peripheral to a U.S.-oriented project. SHRM’s global-workforce guidance highlights the need to balance meeting demands with asynchronous workflows: SHRM global workforce toolkit.

Set a fair collaboration pattern

  • Define a small, rotating overlap window for decisions that genuinely require real-time discussion.
  • Rotate early or late meetings so the same location does not carry the inconvenience every week.
  • Put agendas, decisions, owners, and due dates in a shared written record.
  • Use asynchronous status updates for routine progress, questions, and approvals.
  • Invite India-based employees to design reviews and demos when their work is affected, rather than using time-zone inconvenience as a reason to exclude them.
  • Check workload and sleep impact when meetings cross normal hours. A travel-ready employee should not be asked to prove commitment through continual off-hours availability.

Measure inclusion by access to information and decisions, not by the number of late-night calls attended. If the employee’s interim role has no natural connection to the future team, create a specific handoff or showcase rather than forcing unnecessary meetings.

Give managers a practical operating system

Managers translate an uncertain business plan into the employee’s daily experience. They need a simple briefing that distinguishes commitments from contingencies and gives them authority to resolve ordinary role questions.

Use a consistent one-to-one agenda

  • What outcome did the employee own since the last meeting?
  • What is blocked, and which decision or person can remove the block?
  • Is the workload sustainable and appropriately challenging?
  • Which development goal received practice or feedback?
  • What has changed in the assignment scenario, and what has not?
  • Is there a retention risk that requires HR or leadership action?

Do not make managers repeat unverified immigration predictions. Give them approved language such as: “The client decision is not confirmed. Your India role and development goals are confirmed through this date. I will update you on the next review date even if there is no change.”

Managers also need capacity to follow through. Gallup’s 2026 State of the Global Workplace reports that manager engagement in India declined from 39% in 2024 to 30% in 2025 in its India workplace discussion. That national pattern is context, not proof that a particular manager caused resignations, and it is not specific to IT employees with delayed assignments. Use it as a reason to check manager workload and support, not as a diagnosis.

Measure early warning signals, not just resignations

Track a small set of signals consistently so that action begins before an employee accepts another offer. A short monthly pulse can ask employees to rate role clarity, manager support, growth opportunity, workload sustainability, confidence in communication, and intent to stay. Add one open question: “What would make the next 90 days worthwhile?”

Review responses by team, manager, tenure, location, and assignment status only when groups are large enough to protect confidentiality. Connect each theme to an owner and a response date. A listening tool can help collect data at scale, but it does not replace a manager responding to a specific concern.

Pair sentiment data with operating indicators:

  • Percentage of affected employees with a documented interim role and development plan.
  • Time from assignment change to individual communication.
  • Completion of agreed development milestones.
  • Participation in relevant design, delivery, or client forums.
  • Internal transfers, regretted attrition, and unplanned absence among the affected population.
  • Manager completion of scheduled check-ins and action-item closure.

Do not claim that a change in one metric proves the program caused retention. Use the indicators to find employees who need a conversation and to test whether commitments are being delivered.

Compare retention approaches before choosing a package

No single intervention has been shown to be the universal answer for this situation. Compare options against employee value, feasibility in India, manager capacity, cost, measurement, and compliance exposure.

Approach Employee value Works while employee is in India? Manager capacity How to measure Main caution
Outcome-based interim project High when ownership and visibility are real Yes Moderate; requires scope and feedback Milestones, quality, delivery impact Do not fill time with work that has no sponsor or user
Portable skills plan High when practice accompanies learning Yes Moderate Demonstrated capability and completed work A credential alone does not guarantee promotion or travel
Temporary rotation or mentoring Variable; can broaden networks Usually High if responsibilities are unclear Rotation outcomes, feedback, retained ownership Do not make mentoring invisible or indefinite
Frequent mobility updates without role change Low if the daily job remains empty Yes Low to moderate Update timeliness and employee understanding Communication cannot substitute for meaningful work
Compensation-only response May address a short-term concern Yes Low operationally Retention and pay-equity review It does not solve stalled growth, unclear work, or legal wage duties

Choose a combination that the business can sustain. For many teams, a defined project, a portable development goal, and a predictable review cadence provide more durable value than a series of informal assurances.

Handle H-1B employees already in the United States carefully

Do not apply the India-based retention playbook to an H-1B worker in the United States without a fact-specific legal review. The U.S. Department of Labor (DOL) states that required wages are due for nonproductive time caused by employment-related conditions, including lack of assigned work, subject to the applicable rules and start dates. Its guidance describes timing that may begin when employment starts, no later than 30 days after admission to the United States under the petition, or generally no later than 60 days after a worker already in the country becomes eligible to work for the employer: DOL Fact Sheet 62I.

The DOL’s required-wage summary says the H-1B wage is the higher of the actual wage paid to similarly employed workers and the prevailing wage, and discusses guaranteed pay in relation to the hours stated in the petition: DOL Fact Sheet 62G. Do not reclassify employer-caused downtime as personal leave simply to avoid a wage obligation.

For an H-1B worker already in the United States, DOL describes portability as requiring a qualifying petition filed before the authorized stay expires and an unexpired approved LCA covering the work: DOL Fact Sheet 62W. This is a general description, not a determination that a particular transfer is allowed.

Review the current agency materials on required wages, working conditions, notice, and worker protections: DOL H-1B program fact sheet and DOL H-1B worker rights. Before changing work location, pay, duties, hours, leave treatment, or employer, qualified immigration and employment counsel should examine the actual petition, LCA, worksite, status, contract, and reason work is unavailable. Agency rules and guidance can change.

What should an employee do while waiting for an onsite opportunity?

Managers should answer this question directly rather than leaving the employee to invent a plan. The employee can ask for a written interim role, a named decision owner, a review date, and development goals that remain valuable in India. They can also request access to the meetings, documentation, systems, or stakeholders needed to deliver the agreed outcomes.

Employees should keep their own record of agreed responsibilities, milestones, feedback, and changes to the assignment plan. That record supports a factual career discussion and helps identify when the interim role has become indefinite. It is reasonable to ask whether a local project, internal transfer, or different client assignment would provide better growth while the U.S. decision remains unresolved.

Employees should not assume that a tentative travel discussion guarantees immigration approval, a client start, a particular duration abroad, or a promotion. If the employee is already in the United States in H-1B status and work has stopped, they should seek qualified advice promptly rather than treating the situation as an ordinary India-based waiting period.

Common failure modes and repairs

“The trip is still possible” becomes the entire message

Why it fails: Possibility does not tell the employee what to do this week or how progress will be judged.

Repair: Pair the contingent update with a confirmed interim role, development goal, owner, and next review date.

The employee is assigned training with no application

Why it fails: Unapplied learning can feel like waiting room activity and gives no evidence of advancement.

Repair: Attach each learning goal to a project outcome, feedback source, and demonstration of capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

All communication is routed through a mobility team

Why it fails: A mobility team may know the process but not the employee’s daily work, growth, or workload.

Repair: Keep the line manager accountable for the role and development plan, with mobility and HR supplying accurate status information.

Late-night availability is treated as commitment

Why it fails: It transfers the cost of time-zone coordination to one location and can damage wellbeing.

Repair: Use a limited overlap window, rotate inconvenience, and document routine decisions asynchronously.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Managers are asked to promise an outcome they cannot control

Why it fails: A missed promise damages trust more than an honest uncertainty statement.

Repair: Promise the next communication, the work available now, and the process for making the next decision—not a visa or travel date outside the manager’s control.

A practical 90-day cadence

Days 1–7: Complete the fact check, hold the individual conversation, name the owner, and issue the interim-role brief. Confirm any H-1B legal review needed before changing work or pay.

Days 8–30: Start the defined work, agree on portable development goals, establish the overlap and documentation pattern, and hold the first manager check-in focused on barriers and clarity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Days 31–60: Review evidence of delivery and development, gather a short pulse on role clarity and growth, and fix any access, workload, or meeting problems. If the planned project is no longer viable, propose a replacement rather than extending a placeholder.

Days 61–90: Conduct the scheduled assignment review against the stated decision criteria. The outcome may be a confirmed assignment, a revised date with specific conditions, a different international or local path, an internal move, or a decision to stop treating travel as the employee’s primary career plan. Communicate the decision and the next role in writing.

Gallup reports that, across India in 2025, 23% of employees were engaged, 59% were not engaged, and 18% were actively disengaged in its 2026 country-level data; the figures are national, not specific to IT workers or delayed U.S. assignments, and are presented as three-year rolling-average categories with rounding that may prevent totals from equaling exactly 100%: Gallup India country-level data. The figures are useful context for taking clarity, manager support, and meaningful work seriously, but they are not a forecast of attrition in any one company.

The retention promise that employees can trust is therefore concrete: worthwhile work today, development that remains valuable without travel, accurate updates at a known interval, and a fair process for deciding what happens next.
