If your server cannot deliver directly on port 25, configure Exim to hand messages to an authenticated smarthost on port 587 or 465.
Antihost offers Linux VPS plans with full root access, unlimited traffic on a 1 Gbps port and a 14-day free trial.
A firewall rule alone is not enough. It can stop a process that opens a direct Internet connection, but it does not decide which local users may submit to Exim or how many messages an authenticated account may generate. Conversely, an Exim ACL cannot stop a compromised program that bypasses Exim and opens its own socket. The sections below show how to combine the controls without breaking legitimate application mail.

What the three-layer design protects
Outgoing SMTP abuse usually takes one of two forms. A vulnerable web application, malware process, or stolen shell account connects directly to a remote mail server, commonly on TCP port 25. Alternatively, a program submits through the local Exim service using a permitted account and then abuses that trusted path. The controls must cover both routes.
| Layer | Primary control | What it stops | What it must allow |
|---|---|---|---|
| Network egress | VPS or provider firewall policy | Direct Internet SMTP connections from unauthorized processes | Only the approved relay destination and port, if an exception is required |
| Local submission | cPanel SMTP Restrictions or equivalent service-account policy | Ordinary users and services bypassing Exim to reach remote SMTP servers | Exim, Mailman where used, root, and explicitly approved application paths |
| Exim policy | ACLs, authentication rules, and the ratelimit condition |
Abusive SMTP commands, accounts, recipients, or submission rates | Normal application and mailbox traffic within your relay policy |
Keep the network and Exim decisions aligned. If Exim is configured to use a smarthost on port 587, a blanket deny on outbound port 25 is normally appropriate. If your organization operates an approved relay that accepts port 25, make the firewall exception destination-specific rather than reopening port 25 for every process.

Decide the relay policy before changing Exim
Choose direct delivery or a smarthost
Direct delivery means Exim resolves recipient domains and connects to their mail servers. It requires reliable outbound port 25 access and exposes your VPS address and reputation to every destination. A smarthost accepts the message from your Exim instance and performs onward delivery. This is the usual design when a provider blocks port 25, when you want centralized reputation management, or when applications should have only one controlled outbound path.
Write down the intended path before touching the firewall:
- Direct mode: Exim may connect to recipient MX servers on port 25, but local processes other than Exim must not do so.
- Smarthost mode: Exim connects only to the relay hostname or address on its submission port, normally 587 with STARTTLS or 465 with SMTPS. Local applications submit to Exim, not to the Internet relay.
- Mixed mode: use only when there is a documented operational reason. Every allowed destination and port should be explicit; otherwise a broad exception becomes a bypass.
Debian guidance recommends authenticated submission on port 587 with STARTTLS or SMTPS on port 465 instead of plain SMTP on port 25 for practical deployments. The relay provider’s authentication and TLS requirements remain authoritative.
Apply the outbound firewall control
Block unauthorized TCP port 25
Create an egress rule at the provider boundary, VPS firewall, or both, that denies outbound TCP connections to port 25. A provider-level rule is valuable because a compromised root process can otherwise alter a host-level firewall. If your provider already blocks port 25, treat that as one layer and still configure local submission controls and Exim policy.
Do not assume that blocking inbound port 25 addresses this problem. Inbound filtering protects the listening side; outgoing abuse is an egress decision. Confirm that the rule applies to new outbound connections from every interface and address family you use. If IPv6 is enabled, apply an equivalent IPv6 rule or disable unused IPv6 routing rather than leaving a second path open.
Allow only the approved relay path
In smarthost mode, permit Exim to reach the relay’s required port and destination, then deny other outbound SMTP. A destination-wide allow for every address on port 25 defeats the purpose of the restriction. If the relay uses a hostname with changing addresses, use the provider’s supported destination-group mechanism or maintain the address set carefully; do not replace the restriction with an unrestricted port rule.

Network policy cannot identify which local process owns a socket on every VPS platform. That is why the firewall should be treated as a coarse boundary, while Exim and local service restrictions provide identity and rate decisions.
Record the intended failure
A direct connection from an unapproved service should fail at the egress policy, not hang indefinitely until an application timeout. The exact reject, drop, and logging behavior depends on your firewall and provider. Document which behavior operators should expect so they can distinguish an intentional policy block from a broken route.
Prevent local services from bypassing Exim
cPanel and WHM
On a cPanel server, open WHM → Security Center → SMTP Restrictions and enable the setting. cPanel describes this control as allowing only the mail transport agent (MTA), Mailman mailing-list software, and the root user to connect to remote SMTP servers. Ordinary users, websites, and scripts therefore cannot open direct remote SMTP connections simply by knowing a destination host.
This setting does not replace Exim authentication. A website that needs to send mail should submit to the cPanel server’s SMTP service with a real mailbox or other approved account and password. Update the application’s SMTP host, port, encryption mode, username, and sender address together; leaving an application pointed at an external relay creates a confusing failure after the restriction is enabled.
cPanel access lists
cPanel also exposes IP deny lists at WHM → Service Configuration → Exim Configuration Manager → Access Lists. Use these lists to block known abusive source addresses or destinations according to your operating policy. An access-list entry is an additional filter, not a substitute for the egress deny and SMTP Restrictions setting.
Standalone Exim or another control panel
Without cPanel, implement the same principle with operating-system permissions, service accounts, and firewall policy. Applications should use a local submission socket or authenticated Exim listener. Remove unnecessary packages and credentials that let arbitrary users invoke an alternate MTA or open outbound sockets. The exact service names, permissions, and firewall syntax vary by distribution, so inspect the rendered configuration and the host’s active policy rather than copying a panel-specific recipe.

Configure Exim as a smarthost
Set the alternate submission port
In Debian’s Exim configuration, a smarthost can be written with a double-colon port suffix, such as smarthost.example::587. The port selection and authentication are separate settings: the route identifies where Exim connects, while the credentials and TLS options determine how it authenticates.
Use port 587 with STARTTLS when the relay documents authenticated submission on that port, or port 465 when it documents SMTPS. Do not silently downgrade to unauthenticated port 25 because a relay connection failed. A blocked or misconfigured route should produce a visible queue or delivery error that you can correct.
Keep credentials out of application code
Store relay credentials in Exim’s protected authentication configuration, with ownership and permissions that prevent ordinary web users from reading them. Applications should authenticate to the local Exim service using their own approved credentials; they should not all share the external relay password. Rotate the relay secret if an application account or server administrator account is compromised.
Align routing and the firewall
After changing the smarthost route, verify that the firewall permits the relay’s actual destination and port and denies other direct SMTP paths. A route pointing to port 587 does not help if the egress rule still allows every destination on port 25, and a correct firewall rule does not help if Exim continues attempting direct MX delivery.
Use Exim ACLs to control SMTP commands
Where ACLs apply
Exim ACLs are declared under begin acl. They can govern SMTP commands received from network clients and SMTP submitted by local processes through Exim’s -bs interface. Place checks at the stage that matches the decision you need:
- MAIL: reject or defer a sender before recipient processing.
- RCPT: enforce recipient, domain, or account policies once a recipient is known.
- DATA: apply content-independent volume or message-level decisions after recipients are accepted.
- Non-SMTP submission: protect local injection paths that do not follow a network SMTP conversation.
Choose the earliest stage that has the information required for the decision. A rate policy keyed by authenticated identity may need authentication to have completed; a recipient-domain policy belongs where the recipient is available. Log the decision at the same time so an operator can tell a policy rejection from a downstream delivery failure.

Use the cross-connection rate limiter
The Exim ratelimit ACL condition measures activity across concurrent and sequential connections. That makes it more suitable for abuse control than older per-session settings such as smtp_ratelimit_*, which are session-oriented. Rate limits should reflect your application’s normal traffic, notification bursts, and relay contract; Exim does not publish one universally safe number.
This conceptual pattern illustrates the shape of a limit:
begin acl
acl_check_mail:
deny ratelimit = 100 / 1h / strict / $authenticated_id
message = submission rate exceeded
accept
The value above is an example threshold, not a recommendation. The key, ACL hook, authentication variable, and generated configuration differ between standalone Exim and panel-managed builds. In an unauthenticated path, $authenticated_id may be empty or unsuitable, so choose a key that cannot collapse every sender into one bucket. Validate the fully rendered configuration before reloading it.

A hard deny returns a policy message immediately. A temporary defer can preserve mail for later delivery when a legitimate burst is expected. Whichever behavior you choose, make the message operationally clear and log the identity, source, and counter that triggered it. Avoid exposing internal rate-limit details to unauthenticated Internet clients.
Constrain who may submit locally
Separate application identities
Give each application or service its own SMTP identity where practical. Separate identities let you rate-limit a single compromised site without stopping system alerts or unrelated applications. They also make Exim logs useful during incident response because the authenticated identity maps to a service owner.
Require authentication for network submission
Do not leave a network-facing submission listener open for unauthenticated relay. Restrict it to the interfaces and networks that need it, require credentials, and use TLS appropriate to the listener. Local delivery mechanisms may be intentionally different, but they still need an ownership and permission model that prevents arbitrary users from injecting mail as a privileged service.
Best Value
Protect sender identity
Rate limiting does not prove that a sender address is legitimate. Configure sender and domain rules appropriate to your applications, and monitor for authenticated users sending a high volume of unrelated recipients. A compromised account can stay below a per-connection limit while still generating damaging volume over several hours.

- Inventory senders. List websites, cron jobs, monitoring tools, system alerts, Mailman lists, and administrators that currently send mail. Record whether each submits locally, connects to an external relay, or depends on direct MX delivery.
- Select the relay model. Decide whether Exim will deliver directly or use a smarthost. If port 25 is blocked by the VPS provider, choose an authenticated relay on port 587 or 465.
- Prepare credentials and identities. Create or obtain the relay credentials, define local application accounts, and decide which sender addresses each account may use.
- Configure Exim routing and authentication. Add the smarthost and alternate port where needed, configure authentication separately, and keep secrets protected.
- Render and syntax-check. Generate the effective Exim configuration used by the running service and syntax-check that rendered file before any reload. Panel macros can produce different output from the fragment you edited.
- Apply egress policy. Deny outbound TCP/25 except for a documented relay exception. Permit only the smarthost destination and submission port required by your design.
- Enable local submission restrictions. In cPanel, enable SMTP Restrictions and update applications to use the local cPanel SMTP host with proper credentials. In other environments, enforce equivalent service-account and listener controls.
- Add ACL limits gradually. Start with a threshold based on observed legitimate volume, log decisions, and adjust after reviewing normal hourly and daily patterns.
- Reload safely. Reload only after configuration validation, and keep a rollback copy of the previous working configuration.
- Run the verification plan. Test both blocked abuse paths and successful approved delivery before declaring the change complete.
Verification checklist
- From an unapproved service account, attempt a direct outbound TCP/25 connection. It should be rejected by the egress policy.
- From an approved application, submit a controlled message through the local Exim listener with the intended credentials.
- Confirm that the Exim log records the accepted submission and the handoff to the configured smarthost, including the expected submission port.
- Verify that an application still receives a clear authentication or policy error when it uses an invalid password or unauthorized sender.
- Exercise the rate threshold in a controlled test window and confirm that Exim returns the configured policy message and writes a useful log entry.
- Inspect queue behavior during a temporary relay outage. Messages should queue according to your retry policy rather than escaping through an unapproved direct route.
- After enabling cPanel SMTP Restrictions, test websites, cron notifications, Mailman, system alerts, and administrator mail separately.
- Repeat the direct-connection test over IPv6 if the VPS has IPv6 enabled.
Troubleshoot the common failure modes
| Symptom | Likely cause | Corrective action |
|---|---|---|
| Applications can no longer send after SMTP Restrictions is enabled | The application was connecting directly to an external SMTP host or lacks valid local credentials | Point it to the cPanel server’s SMTP service and provide a proper address and password, then retest the sender identity. |
| Exim queues every message after port 25 is blocked | Exim is still attempting direct delivery, or the smarthost route is missing or unreachable | Inspect the rendered route, set the documented alternate port, allow that destination through egress, and verify relay authentication. |
| Legitimate bursts are rejected by the ACL | The threshold is lower than the application’s normal volume or the key groups multiple services together | Measure normal traffic, use separate identities, and adjust the window or threshold deliberately rather than removing the limit. |
| Abuse continues despite a rate limit | The bypassing process never uses Exim, or the limiter key is empty or shared | Test direct egress separately, fix the identity key, and confirm that local non-SMTP submission is covered. |
| Operators cannot tell policy blocks from delivery failures | ACL decisions are not logged with their reason and identity | Add explicit policy logging and correlate it with queue and smarthost handoff records. |
| A copied configuration fragment fails to load | Panel-generated macros, ACL names, or authentication variables differ from the example | Use the fragment as a conceptual pattern, adapt it to the generated configuration, then render and syntax-check before reload. |
Operational safeguards after deployment
Review outbound volume by authenticated identity, sender domain, recipient domain, and queue age. A firewall event shows that a process tried to connect; an Exim log shows what the service accepted and why. You need both views to investigate an incident.
Keep the relay credentials, panel administrator credentials, and application secrets separate. When a site is compromised, disable its SMTP identity or sender permission first, then inspect the queue and logs for additional accounts that may have been exposed.
Re-test the policy whenever you change the VPS provider, enable IPv6, migrate from standalone Exim to a control panel, or alter the relay hostname and TLS requirements. Provider-level port blocks, panel-generated configuration, and firewall syntax are environment-specific; a Debian standalone recipe should not be assumed to apply unchanged to cPanel.
The practical end state
A hardened VPS has one intentional mail path: applications submit to Exim, Exim authenticates and rate-limits those submissions, and Exim hands mail to the approved relay or delivers directly only when that is an explicit policy. The network boundary prevents socket-level bypasses, local restrictions prevent ordinary services from contacting remote SMTP servers, and ACL logging gives operators a way to identify and contain abuse. Validate all three layers together after every configuration change.
