Those are separate problems, and the right fix depends on what changed.
First, identify what changed
Apps only mode changes what Google TV shows within its home-screen experience; it does not replace the launcher. A changed Home-button destination, by contrast, points to a launcher selection or system-package change.

Turn off Apps only mode if recommendations are missing
From the Google TV home screen, open All settings → Accounts & Profiles, select the active profile, open Apps only mode, and choose Turn off. Google documents this route in its Google TV Help.

It can still show sponsored content and teasers, so seeing those does not necessarily mean recommendations have been restored.
Choose the stock Home app if a custom launcher opens
Open your device’s settings and look for a Home app, default apps, or similar selector. If the device offers a stock Google TV or Android TV home app, select it, then press Home to check the result.

This is conditional guidance, not a universal Google TV menu path: Google’s help explains home-screen features but does not establish one launcher-selection route for every television or streaming device. If no such selector is available, do not assume a similarly named setting exists on your model.
Re-enable the launcher only if you disabled it with ADB
If you used ADB and have a Google TV device matching the configuration documented by the LTvLauncher project, its instructions give these commands to enable the Google TV launcher and setup fallback:

adb shell pm enable com.google.android.tungsten.setupwraithThese commands come from the third-party LTvLauncher project documentation; they are not universal Google support instructions. The project warns that disabling system packages carries risk. Package names can differ across device families and builds, and a command for a different package will not restore the intended interface. Confirm your exact model and package state before running anything, and do not disable additional system packages as a general troubleshooting step.
Android TV and Google TV instructions can use different package names. A 2022 tutorial by Alexis Quartier distinguishes com.google.android.tvlauncher for certain Android TV devices from the Google TV package names above. Treat that older tutorial as corroboration, not a substitute for verifying the package on your device.

If the stock home screen is missing or the device is still unusable
Google Play describes Android TV Home as the starting point for activities on an Android TV device and says it is included with supported devices to provide system services. That listing does not establish that users should uninstall and reinstall it or install an APK manually. If the home app appears missing or damaged and the steps above do not fit your device, contact the manufacturer’s support for the exact model rather than improvising package changes or a factory reset.
Restarting the device or pressing Home after correcting a setting may help it display the available home screen, but there is no universal restart procedure established for this problem. A factory reset is not a required first step.
