If a PS4 game shows a padlock, restore its license first: open Settings > Account Management > Restore Licenses, then choose Restore. This refreshes the PlayStation Store licenses linked to the signed-in account. It does not prove that a purchase was completed or keep access to a PlayStation Plus title whose subscription or catalog eligibility has ended.
What the padlock means—and what restoring a license does
A padlock icon means the PS4 cannot currently validate your right to use that game from the console’s available account and service information. The cause can be a temporary license-sync problem, the wrong PSN account, an expired subscription, a title removed from a subscription catalog, a sharing-account setting, a PlayStation Network outage, or outdated system data.

License restoration asks PlayStation to refresh the Store licenses associated with the account currently signed in on the PS4. PlayStation lists restoration as a possible fix when a game has a padlock (except a lock caused by a PlayStation Plus subscription expiring), when a game or add-on cannot be found, or when a game crashes. It is a troubleshooting step, not a purchase-recovery method.
The lock therefore does not identify one single fault. A purchased game, a PlayStation Plus title, and a game shared from another account can all display a similar icon while requiring different remedies. Start by identifying the entitlement source, then use restoration to refresh that entitlement on the correct account.

PlayStation’s official wording is: “Go to Settings > Account Management > Restore Licenses.” Then: “Select Restore.” Menu names can vary slightly with the console’s language or region.
Restore the PS4 license: exact steps
- Sign in to the PS4 with the PSN account that bought the game, redeemed its voucher, or receives the relevant subscription entitlement.
- From the PS4 home screen, open Settings.
- Select Account Management.
- Choose Restore Licenses.
- Select Restore and wait for the operation to finish.
- Return to the game, close and relaunch it if necessary, and check whether the padlock has disappeared.
Use the account that actually owns the game or holds the subscription benefit. Running the command under a different local user refreshes that different account’s licenses and may leave the lock unchanged. If you are unsure which account made the purchase, check each likely account’s transaction history rather than guessing.
Restoration does not delete installed games or save data. It also does not turn a trial into a purchase, renew PlayStation Plus, or restore a title that is no longer included in a catalog. If the lock remains, continue with the entitlement checks below instead of repeatedly running the same command.

A restore can be useful after changing accounts, reinstalling a game, or encountering a temporary Store-sync problem, but it cannot create an entitlement that the account never obtained. The result should be judged against the account, subscription, sharing, service, and software conditions, not merely by whether the command completed.

Identify where your access comes from
The correct next check depends on how the game became available. Use this table before changing console settings.

A successful restore cannot compensate for a missing entitlement. If transaction history does not show a completed purchase or redemption, or if a subscription benefit has ended, the padlock is expected until the account has a valid entitlement again.

This comparison also prevents a common misdiagnosis. A direct purchase is an account-ownership question; a Plus title is an eligibility and catalog question; a shared title is an ownership-plus-primary-console question. Network and database checks matter for all three, but they should follow the entitlement check rather than replace it.
Check the purchasing account and transaction history
Use the account that owns the game
Digital licenses are attached to the PSN account that made the purchase or redeemed the voucher. A different local user on the same PS4 may see the installed game but still receive a padlock if that account has no right to launch it and sharing is not configured.
- Sign out of the current PS4 user if it is not the purchaser.
- Sign in with the PSN account that bought the game or redeemed its code.
- Run Settings > Account Management > Restore Licenses > Restore while that account is active.
- Open the game again.
Confirm the transaction completed
Check the purchasing account’s transaction history. Look for the game’s name, the relevant edition or add-on, and a completed purchase or voucher redemption. A failed, canceled, pending, or unredeemed transaction does not create a usable license, even if the game data remains installed.
Check the edition carefully. A standard edition, deluxe edition, expansion, and add-on can appear as separate entitlements. If the locked item is an add-on, verify that the transaction history contains that add-on rather than only the base game. If the base game itself is locked, confirm the base-game purchase or redemption.

Do not infer ownership from the fact that the game appears in the library, was downloaded previously, or remains on the hard drive. Installation proves that files are present; transaction history is the relevant check for a direct digital entitlement.
PlayStation’s downloaded-game troubleshooting guide treats account ownership and transaction verification as checks to perform before escalating to console repairs.
Check PlayStation Plus eligibility
Subscription access
If you obtained the game through PlayStation Plus rather than a standalone purchase, confirm that the subscription tied to the entitlement is active. Restoring licenses cannot extend a subscription that has expired, been canceled, or failed to renew.
Make sure you are checking the account that claimed or received the PlayStation Plus entitlement. A different user on the PS4 may be able to use eligible benefits through sharing, but only when the sharing conditions are satisfied. If the account with the subscription is no longer active, a restore does not substitute for renewed eligibility.

For a title supplied through the PlayStation Plus Game Catalog, verify that the game is still listed in the catalog for your plan and region. Catalog lineups change; an installed copy can remain on the drive after the entitlement is removed. In that situation the console may show a padlock even though the files are intact.
PlayStation specifically distinguishes a padlock that may respond to license restoration from a lock related to PlayStation Plus expiration. Treat the subscription state and the title’s current catalog availability as separate checks. An active subscription alone does not establish that every previously available catalog game remains included.
If the title has left the catalog, the available remedies are a different valid entitlement, such as a completed purchase, or access through a subscription and catalog in which the title is currently offered. Rebuilding the database or repeatedly restoring licenses cannot preserve a catalog right that has ended.
Check sharing and primary-PS4 activation
If someone else bought the game and shared it with users on your console, the purchasing account must have this PS4 activated as its primary PS4. That activation allows other users on the console to use eligible purchases from the sharing account.
- Sign in to the purchasing or sharing PSN account on the PS4.
- Open Settings > Account Management > Activate as Your Primary PS4.
- Confirm the console is activated for that account, then return to the user who normally plays the game.
- If the account is already tied to another primary PS4, resolve that activation conflict through the account before trying the game again.
Restore the license while signed in to the owning account first, then test the game from the user who needs to play it. This separates two questions: whether the owner has a valid license and whether the console is authorized to share it with other users.
Do not assume that being on the same console, in the same household, or in the same family group transfers ownership automatically. The sharing account’s ownership and primary-console setting are the relevant conditions.
If the owner has changed consoles, deactivated this PS4, or activated another PS4 as primary, the shared user’s padlock can appear even though the game remains installed. Correct the primary-PS4 condition with the owning account before treating the symptom as a database failure.

Rule out a PlayStation Network or system-software problem
Check service status
A license request can fail while PlayStation Network services are experiencing an outage or maintenance event. Check the PlayStation Network status page for an alert. If the affected service is listed as unavailable, wait for recovery and retry the game afterward. Repeated restores during an outage will not create a new entitlement.
Record whether the problem affects one game or several. A simultaneous lock or sign-in problem across multiple purchased titles points more strongly to account or service validation than to one damaged installation. That observation is useful when contacting support, although it does not by itself prove the cause.
Install the latest PS4 system software
Make sure the PS4 is running the latest system software offered for the console. An outdated system can interfere with Store, account, or license communication. Install an available update, restart the PS4, and then run the restore-license path once more.
Keep the distinction clear: a network outage or outdated software can prevent validation, while a missing purchase or expired subscription means there is nothing valid for the console to restore. Updating software is worthwhile when an update is available, but it should not be presented as a replacement for checking transaction history or subscription status.
Use Rebuild Database only after entitlement checks
If the account, subscription, sharing, service, and software checks are all satisfactory and the padlock remains, PlayStation’s PS4 troubleshooting flow includes Rebuild Database in Safe Mode. Database rebuilding can correct local content-index problems that prevent the console from presenting installed content correctly; it does not grant ownership.
Prepare safely
- Finish or cancel downloads and close running applications.
- Back up important saved data to an available storage method before using Safe Mode.
- Use the PS4’s normal shutdown command; do not disconnect power while the system is writing data.
Enter Safe Mode and choose the database option
- Turn the PS4 off completely, not into Rest Mode.
- Press and hold the power button until you hear the second beep, then connect the controller with a USB cable and press the PS button.
- Select Rebuild Database from the Safe Mode menu and allow the process to finish.
- Restart the PS4, sign in to the entitled account, and test the game.
The Safe Mode menu contains destructive options as well as maintenance options. Do not select Initialize PS4 as a routine license fix: initialization erases console data and still cannot restore a purchase that is absent from the account.
Rebuild Database is therefore a later local-maintenance step, not the first response to every padlock. If the transaction is missing, the Plus subscription is inactive, the catalog listing has ended, or sharing is not authorized, rebuilding changes none of those facts.
Error-specific activation guidance
Some error codes add a console-activation step. For example, PlayStation’s guidance for error CE-33678-7 tells PS4 users to restore the license and then deactivate and reactivate the console as the primary PS4. That sequence is specific to that error and should not be treated as a mandatory step for every padlocked game.
If your screen displays a different code, use the code-specific PlayStation support page rather than applying CE-33678-7 instructions blindly. Record the exact code and message before changing account or activation settings.
Do not skip the error text. A padlock with no code calls for the entitlement path above, while a named error may have its own order of operations. Giving support the exact code, rather than a paraphrase such as “the game will not start,” makes it easier to distinguish activation, service, and ownership problems.
When the game is still locked: a decision path

Follow the rows in order rather than jumping directly to the most disruptive option. Ownership and subscription checks are reversible and informative. Safe Mode maintenance comes later because it addresses local indexing, not account rights. Initialization is not part of this decision path.

What to give PlayStation Support
Escalate through PlayStation Support when the entitled account, subscription or catalog status, sharing activation, service status, system software, restoration, and database checks do not resolve the lock.
Have the following information ready:
- The exact error code or on-screen message.
- The PSN sign-in ID and which account purchased or redeemed the game.
- The game’s title, edition, and whether it was purchased, subscription-provided, or shared.
- The steps that reproduce the padlock, including when it began.
- The date and approximate time of your latest attempt.
- A screenshot or video of the lock or error, if possible.
Also note which checks you completed: transaction-history verification, subscription and catalog checks, primary-PS4 confirmation, service-status review, software update, license restoration, and database rebuilding. This gives support a concise timeline instead of requiring the same basic steps to be repeated without context.

- Restoring on the wrong account: The restore applies to the account currently signed in, not every account on the PS4.
- Confusing installation with ownership: Game files can remain installed after a purchase fails, a subscription ends, or a catalog listing is removed.
- Assuming Plus access is permanent: An active subscription and continued catalog availability are separate requirements.
- Changing primary activation without checking ownership: Activation helps sharing only when the other account actually owns the game.
