How to restore a Windows system image when your PC won’t boot

If Windows will not start, boot into the Windows Recovery Environment (WinRE), then choose Troubleshoot > Advanced options > System Image Recovery. WinRE may appear automatically after failed starts; otherwise boot the computer from Windows installation media made on another working PC and select Repair my PC. The USB drive only opens the recovery tools. You still need access to the separate system-image backup, and an encrypted PC may require its BitLocker recovery key.

What you need before restoring

System Image Recovery is designed to restore a computer from an existing system-image backup. Microsoft describes a system image as a way to restore the contents of a computer when a hard disk or the computer stops working. This is different from a Windows installation USB, a recovery drive, System Restore, or Startup Repair.

A separate image backup

The image must already exist on storage that the recovery environment can access. A bootable installation USB or Windows recovery USB is recovery media, not the image itself. Creating or carrying that USB does not create a copy of your personal files or a system image. Keep the actual backup storage available when you start the restore.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before selecting a restore option, identify where the image is stored and whether that storage needs power, a particular cable, or network access. Connect or power on that storage before the wizard searches for backups. If you have more than one image, note the date and computer it belongs to so you do not select an unintended image.

A way into WinRE

You can use WinRE built into the PC, an existing recovery drive or repair disc, or newly created Windows installation media. The exact menu appearance depends on the Windows build and the computer maker.

The BitLocker recovery key, if requested

Microsoft warns that certain WinRE tools on an encrypted device require the BitLocker recovery key. Find that key before starting. Without it, a recovery tool may be unable to unlock the Windows volume or access protected data. Do not rely on being able to look up the key from the non-booting computer during recovery; have the key available through the account, printout, or other place where it was saved.

Windows version and support status

Microsoft’s current recovery guidance covers Windows 10 and Windows 11. Microsoft notes that Windows 10 support ended on October 14, 2025; the recovery menus can still be present, but supported security and servicing expectations differ from Windows 11.

Choose the recovery objective first

A PC that will not boot does not always need an image restore. Decide what result you want before choosing a tool:

  • Use Startup Repair when the immediate goal is to diagnose and repair a common startup problem while retaining the current installation.
  • Use System Restore when you want to roll system files and settings back to an existing restore point.
  • Use System Image Recovery when you intentionally want to return the computer to the state captured in an existing system image.
  • Use a recovery drive or installation media for Windows recovery or reinstall tasks when an image is unavailable or the original drive has been replaced or wiped.

Having a Windows USB does not make it a system-image backup. The media supplies recovery tools; the image must come from its own storage.

Try the built-in recovery route first

When Windows fails to start correctly several times, it can launch WinRE automatically. If it does, wait for the recovery screen instead of repeatedly choosing normal startup.

Microsoft’s documented forced-startup method

If automatic recovery does not appear, Microsoft documents a specific way to trigger Automatic Repair. This is an access path to recovery tools, not a universal cure for every boot failure.

  1. Turn on the PC and wait until the Windows logo or the manufacturer’s logo appears.
  2. Before Windows finishes loading, hold the power button until the computer shuts down.
  3. Turn the PC on again and repeat the same interruption once more.
  4. Start it a third time. Windows should display Automatic Repair.
  5. Choose Advanced options to open WinRE.

Interrupting startup can discard unsaved work and should be used only to reach the documented recovery screen. If the machine never shows Automatic Repair, use bootable media instead.

Make Windows installation media on another PC

Use a working Windows computer when the affected PC cannot reach WinRE. Microsoft’s Media Creation Tool can create Windows installation media on a USB drive or DVD.

Create the media

  1. On the working PC, obtain Microsoft’s Media Creation Tool for the Windows edition you need.
  2. Connect an empty USB drive, or prepare a blank DVD if your hardware supports optical media.
  3. Run the tool and follow its prompts to create Windows installation media.
  4. Safely eject the finished drive and connect it to the non-booting PC.

The Microsoft documentation confirms that installation media can be created on a USB drive, but it does not prescribe a universal capacity, brand, or model. Use an empty drive because the creation process writes the boot files and can erase existing contents. No particular brand or paid application is required by the documented procedure; the only hardware purchase you may need is a generic USB flash drive if you have no suitable boot media.

Boot the affected PC from the media

  1. Connect the installation USB or insert the DVD.
  2. Power on the affected computer.
  3. If Windows Setup does not appear, use the computer maker’s documented boot-menu or boot-order procedure. Firmware keys and screen names vary by manufacturer and model; there is no single key sequence that applies to every PC.
  4. When Windows Setup loads, select the appropriate language and other preferences.
  5. Choose Repair my PC, not the option that begins a normal Windows installation.

Repair my PC sends you to WinRE. The installation media is only the route into those tools; it is not the system-image backup you will restore.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open System Image Recovery in WinRE

Once the Windows Recovery Environment is visible, follow this path:

  1. Select Troubleshoot.
  2. Select Advanced options.
  3. Select System Image Recovery.

Microsoft identifies this option as the tool that restores a computer using a system-image backup. If the PC is encrypted, WinRE may ask for the BitLocker recovery key before it can continue.

What to expect after selecting it

The recovery wizard will look for a usable system image and present the choices available on that computer. Connect or power on the storage containing the image before proceeding. The exact selection pages, labels, and backup-location prompts are not identical on every Windows build, so read each screen rather than assuming a particular button order.

Confirm that the image belongs to the computer and represents the date you intend to restore. A system-image restoration is meant to return the computer to the captured system state; selecting the wrong image or destination can replace the installation you meant to keep. If the wizard cannot find the backup, stop and resolve access to the storage instead of choosing a different recovery tool as a substitute.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not begin a reinstall simply because the image is not immediately listed. First check that the backup storage is connected, powered, and visible to WinRE. Preserve the original image while troubleshooting so that an accidental format or overwrite does not remove the only recovery source.

If the image is on a network location

Use only locations that the wizard can actually browse and authenticate to. WinRE has a more limited environment than a normal Windows desktop, and network availability depends on the device, drivers, and recovery configuration. The Microsoft support page cited for this procedure does not define one universal set of network-location dialogs, so follow the prompts shown on your build and the instructions for the storage system.

System Image Recovery, Startup Repair, System Restore, and reinstall are different

Choosing the wrong tool can produce a result very different from the one you want. Use the recovery objective, not the fact that the PC will not boot, to decide.

WinRE option or media What it does What it needs
System Image Recovery Restores the computer using an existing system-image backup. An accessible system image; a BitLocker recovery key may be required on an encrypted PC.
Startup Repair Diagnoses and attempts repairs for common startup problems. WinRE. It is intended to repair boot trouble, not to revert the computer to a captured image.
System Restore Rolls system files and settings back to a restore point. An available restore point and access to WinRE.
Windows Recovery Drive Provides recovery media for reinstalling or recovering Windows and can help when the original drive has been replaced or wiped. A recovery drive created in advance. Microsoft says creation erases the empty USB drive, and the drive does not contain personal files or the system-image backup.
Windows installation media Boots a non-starting PC into Windows Setup and WinRE through Repair my PC. Media created with Microsoft’s Media Creation Tool on another working PC when necessary.

For example, choose Startup Repair when your immediate goal is to correct a damaged startup process and preserve the current installation. Choose System Restore when a restore point should reverse a recent driver, update, or setting change. Choose System Image Recovery when you deliberately want to restore the state captured in the image.

What the recovery USB does—and does not—contain

Confusing recovery media with a backup is one of the most common causes of a failed restore attempt.

  • Installation USB: Windows setup and a path to WinRE. It does not automatically contain your image.
  • Recovery drive: Recovery and reinstall tools. Microsoft says it does not contain personal files, and creating it erases the USB used to make it.
  • System-image storage: The separate backup source that System Image Recovery must locate and read.

Keep these roles separate: one device gets you to the recovery environment, while another location supplies the captured system state. A recovery drive is useful even when the internal drive has been replaced or wiped, but it is not a substitute for a previously created image.

Troubleshooting when recovery does not work

WinRE never appears from the internal drive

Use installation media made on a working PC, then select Repair my PC. If the computer ignores the USB or DVD, consult the manufacturer’s instructions for selecting a boot device or changing firmware boot order. Do not assume the same key or menu name used by another brand will work on your model.

The USB starts Windows Setup instead of recovery tools

Choose Repair my PC on the setup screen. Selecting the installation path can lead toward reinstalling Windows rather than opening the existing recovery tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

System Image Recovery is not listed

Verify that you are in Troubleshoot > Advanced options, not at the first setup page. Menu contents can vary by Windows build and device configuration. If the option remains absent, use Microsoft’s current recovery guidance for that Windows version and check whether the media was created for the affected system.

The image cannot be found

  • Confirm that the storage containing the image is connected and powered on.
  • Check that you entered System Image Recovery rather than Startup Repair or System Restore.
  • Try the storage connection available to the recovery environment; WinRE may not expose every device exactly as a running Windows session does.
  • Do not treat the installation USB as proof that the image is present. The backup must be supplied separately.

If the wizard still cannot see the image, preserve the backup and avoid formatting or reinstalling until you have established where the image is and whether the recovery environment can access it.

A BitLocker prompt blocks progress

Provide the correct BitLocker recovery key when WinRE requests it. Encryption can prevent recovery tools from accessing the protected Windows volume without that key. If you cannot locate the key, stop rather than guessing; repeated incorrect assumptions will not unlock the drive.

Recovery media suddenly stops booting

Microsoft’s Recovery Drive guidance notes possible effects from Secure Boot revocation-policy changes associated with CVE-2023-24932 and the April 9, 2024 security update. If a recovery drive that previously worked no longer boots, verify the PC’s Windows updates, Secure Boot state, and device-specific guidance before concluding that the backup itself is damaged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You are unsure which Windows media to make

Use Microsoft’s current Media Creation Tool guidance for the Windows version involved. Menu wording and firmware behavior can change between builds, so match the instructions to the affected PC rather than copying steps from a different manufacturer’s model.

After the image restoration

Allow the recovery process to finish without powering off the computer. When Windows starts again, confirm that you are at the expected image date and that the restored installation is the one you intended to use. Check the files and applications that matter most before deleting or altering the original backup.

If the PC still will not boot after a successful image operation, return to WinRE and choose the tool that matches the remaining symptom. Startup Repair addresses common startup failures; System Restore addresses restore points. Neither should be described as another way to restore the system image.

A concise decision checklist

  • Do you have an existing system-image backup, separate from your boot media?
  • Can the PC open WinRE automatically, or do you need installation media?
  • If you need media, do you have another working PC and an empty USB drive or suitable DVD?
  • Can you reach Repair my PC from Windows Setup?
  • Are you selecting Troubleshoot > Advanced options > System Image Recovery?
  • Do you have the BitLocker recovery key if the device is encrypted?
  • Have you checked the manufacturer’s boot-order instructions for this exact model?
  • Have you kept Startup Repair, System Restore, recovery-drive reinstall, and image restoration distinct?

These checks address the documented path for Windows 10 and Windows 11 systems. Microsoft’s support pages also caution that menu appearance, boot keys, and firmware steps can change with the device and Windows build, so use the exact on-screen labels shown by your PC.

How do I get to System Image Recovery?

From built-in recovery, choose Advanced options after Automatic Repair appears. From installation media, select Repair my PC, then open Troubleshoot > Advanced options > System Image Recovery.

Can I use a Windows USB to restore my system image?

Yes, as a way into WinRE. The USB created with Microsoft’s Media Creation Tool is boot media, not the system-image backup. The image must be accessible separately.

Do I need a BitLocker recovery key?

You may. Microsoft says certain WinRE tools require the key on an encrypted device. Have it ready before attempting recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if my PC does not boot from the installation USB?

Check the manufacturer’s instructions for its boot menu or firmware boot order. Boot keys and menu names vary by model, so there is no universal sequence.

Is a recovery drive the same as a system-image backup?

No. A recovery drive provides recovery or reinstall tools, does not contain personal files, and is not the system image. Microsoft says creating one erases the empty USB drive used for it.

Should I try Startup Repair instead?

Use Startup Repair when you want to diagnose and repair common startup problems. Use System Image Recovery when you specifically intend to restore an existing captured system state.

Why can’t WinRE find my image?

Make sure the image storage is connected and powered, confirm that you opened System Image Recovery, and remember that WinRE may not expose storage or network locations exactly as normal Windows does. Do not format or reinstall until the backup’s location and accessibility are established.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Get into WinRE, choose System Image Recovery, and keep the boot media separate from the image backup. Verify the image and destination, have the BitLocker key ready when needed, and follow your PC maker’s boot instructions.
